Two Key Republicans at Odds Over Trump Impeachment Trial
Two key U.S. Republican senators — Marco Rubio and Mitt Romney — disagreed sharply Sunday about the merits of the upcoming Senate impeachment trial of former Republican President Donald Trump, who is accused of inciting insurrection in the storming of the U.S. Capitol by hundreds of his supporters on January 6.At a rally near the White House that day, Trump urged supporters to march to the Capitol to fight for him in confronting lawmakers as they debated whether to certify the Electoral College vote showing he had lost reelection to President Joe Biden. “We’re just going to jump right back into what we’ve been going through for the last five years and bring it up with a trial and it’s going to be bad for the country,” he said. “It really is.”“This is not a criminal trial,” Rubio said. “This is a political process and would fuel these divisions that have paralyzed the country.” Romney, a senator from Utah and the losing Republican presidential candidate in 2012, told CNN, “I believe incitement to insurrection is an impeachable offense. A two-thirds majority in the Senate would be required to convict Trump. With the Senate politically divided between 50 Republicans and 50 Democrats, 17 Republicans would have to turn against Trump for a conviction, assuming all Democrats vote as a bloc against the former president.If he is convicted, a separate, simply-majority vote could bar Trump from holding federal office again.Already, Trump stands as the only U.S. president in the country’s 245-year history to be impeached twice. The House impeached him in late 2019, accusing him of trying to enlist Ukraine to dig up dirt against Biden ahead of the November election, but the Senate acquitted him last February.Romney was the only Republican to vote to convict Trump in his first impeachment trial, but several Republicans have said they are open to convicting him of inciting insurrection after the January 6 melee that forced lawmakers to scramble for their safety as the rioters rushed into the halls of Congress. One of the House Democratic impeachment managers who will present the case in the Senate against Trump, Congresswoman Madeleine Dean of Pennsylvania, told CNN that they will “put together a case that is so compelling” to confront “the big lie” that Trump had been cheated out of reelection.She called Trump’s incitement of insurrection “an extraordinary, heinous crime. Школярі повертаються за парти. Як працюватимуть заклади освіти з 25 січня
Із понеділка, 25 січня, додаткові карантинні обмеження, встановлені на період 8-24 січня, втрачають силу для сфери освіти в Україні. Натомість, як розтлумачили раніше у Міністерстві освіти і науки, будуть надалі діяти обмежувальні протиепідемічні заходи для закладів освіти, визначені грудневою постановою уряду.
Це означає, що відзавтра все ще заборонено:
відвідувати заклади освіти здобувачами освіти групами кількістю більш як 20 осіб, крім закладів дошкільної, загальної середньої, позашкільної та спеціалізованої мистецької освіти;
відвідувати заклади освіти здобувачами освіти у разі, коли на самоізоляції через контакт із пацієнтом з підтвердженим COVID-19 перебуває більш як 50% здобувачів освіти і персоналу закладу освіти;
проводити в закладах освіти масові заходи (вистави, свята, концерти) за участю дітей із більш ніж однієї групи/класу і за присутності глядачів (відвідувачів).
Раніше міністр освіти і науки Сергій Шкарлет заявив, що після завершення посиленого карантину студенти мають продовжити навчання в змішаному форматі або очно. Він також наголошував, що повернення учнів випускних 9-х та 11-х класів до повноформатного навчання є вкрай необхідним.
Від 8 до 24 січня в Україні влада запровадила посилений карантин, навчальні заклади на цей час перейшли на дистанційне навчання або оголосили канікули.
Раніше сьогодні міністр охорони здоров’я Максим Степанов заявив, що завдяки локдауну 8-24 січня «вдалося стабілізувати ситуацію».

«Вітер південний з переходом на північно-західний, 7-12 м/с, пориви 15-20 м/с. Температура завтра вночі 0-5° тепла, вдень 3-8°, на півдні до 10° тепла, в західній частині, 26-27 січня в більшості областей вночі та вдень від 3° морозу до 3° тепла (вночі 27 січня 1-6° морозу). В Карпатах завтра значний сніг, температура протягом доби 0-5° морозу; у наступні дві доби без істотних опадів, температура вночі 7-12°, вдень 4-9° морозу», – йдеться в повідомленні.
Крім того, 25 січня через відлигу, хуртовини та снігопадаи у високогір’ї Закарпатської і Iвано-Франкiвської областей очікується значна сніголавинна небезпека (3 рівень). Також 25 сiчня на більшості річок Закарпатської області очікується підвищення рівнів води на 0,3-0,7 м (над рiвнями на 8 год 24 січня) без негативних наслідків.
За даними синоптиків, початковий вихiд води на заплаву очiкується в нижнiх течiях річок Боржава, Стара та на Латориці у створах постів біля міст Мукачеве і Чоп (рiвень небезпеки – жовтий).

Democrats Start Reining in Expectations for Immigration Bill
It’s taken only days for Democrats gauging how far President Joe Biden’s bold immigration proposal can go in Congress to acknowledge that if anything emerges, it will likely be significantly more modest.As they brace to tackle a politically flammable issue that’s resisted major congressional action since the 1980s, Democrats are using words like “aspirational” to describe Biden’s plan and “herculean” to express the effort they’ll need to prevail.A cautious note came from the White House on Friday when press secretary Jen Psaki said the new administration views Biden’s plan as a “first step” it hopes will be “the basis” of discussions in Congress. Democrats’ measured tones underscore the fragile road they face on a paramount issue for their minority voters, progressives and activists.Immigration proponents advocating an all-out fight say Democrats’ new hold on the White House and Congress provides a major edge, but they concede they may have to accept less than total victory. Paving a path to citizenship for the estimated 11 million immigrants in the U.S. illegally, the centerpiece of Biden’s plan, is “the stake at the summit of the mountain,” Frank Sharry, executive director of the pro-immigration group America’s Voice, said in an interview. He said proponents might have to accept “stepping stones” along the way.Immigration reduction aidThe citizenship process in Biden’s plan would take as little as three years for some people, eight years for others. У Дніпрі вшанували пам’ять оборонців Донецького аеропорту, поіменно згадавши загиблих
У Дніпрі, на Алеї пам’яті, вшанували пам’ять загиблих захисників Донецького аеропорту в річницю дня, коли звідти відступили останні українські сили.
Захід, ініційований громадськістю, відбувся біля пам’ятного хреста на честь загиблих на Донбасі українських військових.
На нього зібрались учасники бойових дій на Донбасі, волонтери, небайдужі дніпряни, духовенство.
Учасники заходу засвітили лампадки й поіменно згадали понад сотню загиблих під час оборони аеропорту. За словами військового капелана о. Дмитра Поворотного, 15 із них – уродженці Дніпропетровщини.
«Така, на жаль, сумна статистика оборони Донецького аеропорту… У мене в аеропорті загинув друг, це Сергій Іщенко – воїн 74-го розвідбату. Востаннє я до нього додзвонився 18 січня, дивом додзвонився туди. Побажав здоров’ячка, повертатись живим. Але 20 січня в ДАПі він прийняв свій останній бій», – сказав військовий капелан Дмитро Поворотний.
Священики ПЦУ відслужили панахиду за загиблими. Учасники заходу поклали квіти до хреста.
Оборона ДАП тривала 242 дні, з 26 травня 2014 року до 22 січня 2015 року. Останні українські воїни вийшли із території летовища в ніч на 23 січня 2015 року. Але ще кілька днів на цій території тривали окремі бої з метою врятувати поранених, які могли лишатися тим. За стійкість, яка в багатьох викликала подив, оборонців аеропорту назвали «кіборгами».
За останніми наразі офіційними даними, при обороні ДАПу загинули 109 український бійців, були поранені 446, зникли безвісти – 6.
Офіційного дня вшанування захисників Донецького аеропорту немає. Неофіційно вшановуються переважно дві дати – 16 січня і 20 січня.

Prominent Iran-based and Iranian diaspora critics of Tehran’s Islamist rulers have differing expectations about how far U.S. President Joe Biden will go to implement his promised new approach to dealing with Iran’s objectionable behavior.Biden, who took office on Wednesday, has vowed to use diplomacy in coordination with U.S. allies to try to rejoin the Joint Comprehensive Plan of Action, the 2015 deal in which world powers offered Iranian leaders sanctions relief in return for curbs on nuclear activities that could be diverted into weapons production.Former President Donald Trump withdrew from the JCPOA in 2018, saying it was not tough enough on Iran, and unilaterally tightened U.S. sanctions aimed at pressuring Tehran into scrapping its nuclear program and other activities deemed a threat to the U.S. and its allies. Tehran has vowed to defy what Trump called his “maximum pressure” policy and has denied seeking nuclear weapons.The Biden administration has said Iran must stop the escalating series of JCPOA violations that it began in retaliation for the 2018 pullout and return to compliance before the U.S. also returns to the deal. Tehran has said Washington should make the first move by easing sanctions. Мовний закон в Україні є одним із найкращих серед європейських – Кремінь
Закон «Про забезпечення функціонування української мови» є одним з найкращих серед європейських мовних законів. Про це в інтерв’ю Радіо Свобода розповів мовний омбудсмен Тарас Кремінь.
«Ми проводили такі порівняння. І по великому рахунку засвоїв передовий європейський досвід. Але мені здається, що в України все ще є залишки тієї хвороби незначної вірусної, коли абищо, аби критикувати. На превеликий жаль, у нас немає двох конституцій. Чи на щастя. У нас немає двох президентів. У нас немає двох валют. І, слава Богу, що у нас одна-єдина мова, одні ЗСУ і один-єдиний український народ», – наголосив Кремінь.
Він додав, що в Україні мовна ситуація у сфері обслуговування є винятковою.
«У жодній з країн світу немає такого, як воно може бути в Україні. Скажімо, якщо говорити за сферу обслуговування. Якщо ви заходите до закладу обслуговування у Франції, вам в першу чергу подають меню французькою мовою. І у французів питання гідності стоїть на першому плані. Вам не подадуть меню англійською мовою, будьте в тому певні. Це ж стосується Італії, інших країн світу. Тому і в Україні повинна з’явитися не тільки мовна культура, але повинні утвердитися такі ключові якості для людської природи, як гідність, як самоповага, як гордість за свій народ, за свою мову, за свою культуру», – заявив Кремінь.
Як розповів Радіо Свобода мовний омбудсмен Тарас Кремінь, штрафувати за відмову спілкуватися з клієнтами українською мовою будуть з 16 липня 2022 року.
Із 16 січня в Україні мовою обслуговування споживачів є державна мова.

Згідно з повідомленням, їх підозрюють у порушенні вимог пожежної безпеки, яке спричинило загибель людей. В разі визнання винними ця кваліфікація передбачає від трьох до восьми років ув’язнення.
Серед підозрюваних: власник будинку, який його здавав під пансіонат, орендар і його дружина-керівниця закладу, а також фактичний адміністратор.

Чоловіка підозрюють у порушенні вимог пожежної безпеки, яке призвело до загибелі людей. Кваліфікація передбачає від трьох до восьми років ув’язнення.
За повідомленням, в ході експертизи правоохоронці встановили, що причиною пожежі стало займання електрообладнання в одній із кімнат готелю.

МОН розповіло про набір до 10-11 класів у 2021 році
Жодного випускника дев’ятих класів не позбавлятимуть права на продовження здобуття повної загальної середньої освіти, заявили в Міністерстві освіти на науки України.
«Зарахування до 10-х класів закладів загальної середньої освіти цьогоріч, як і минулого року, відбуватиметься після видання наказу про переведення до нього учнів 9-х класів цього ж закладу освіти, які не виявили намір припинити навчання в ньому і не були відраховані або переведені до іншого закладу освіти», – повідомили в МОН.
У відомстві пояснили, що заходи з удосконалення освітньої мережі спрямовані на суттєве покращення якості та ресурсного забезпечення освіти, зокрема в сільській місцевості.
За даними МОН, чим більш потужною і ресурсозабезпеченою є школа, тим більш успішними є її випускники під час зовнішнього незалежного оцінювання.
Днями в соцмережах розповсюдилася інформація, що з 2021 року в деяких школах закриють 10-11 класи в деяких школах. Згідно з реформою шкільної освіти, школи мають реорганізовуватися та перепрофільовуватися. У зв’язку з цим у деяких закладах може зникнути старша школа.

Київська міська прокуратура підозрює співробітника Національного інституту раку у розкраданні майна на суму понад 10 мільйонів гривень. Про це повідомила пресслужба прокуратури.
«Згідно з матеріалами слідства, підозрюваний, отримавши на відповідальне зберігання лікарські засоби, серед яких інструменти та прилади для проведення хірургічних втручань, а також інші матеріальні цінності, діючи у змові з невстановленими особами, упродовж 2019-2020 років неодноразово вчиняв їх привласнення. Внаслідок протиправних дій підозрюваного Інституту завдано збитків суму понад 10 мільйонів гривень, що підтверджується висновками експертизи та актами інвентаризації», – йдеться в повідомленні.
В пресслужбі зазначили, що співробітника підозрюють за частиною 5 статті 191 Кримінального кодексу України (привласнення, розтрата майна або заволодіння ним шляхом зловживання службовим становищем, вчинене в особливо великих розмірах або організованою групою).
Санкція статті передбачає позбавлення волі на строк від семи до дванадцяти років з позбавленням права обіймати певні посади чи займатися певною діяльністю на строк до трьох років та з конфіскацією майна.
У прокуратурі додали, що зараз вирішується питання про обрання підозрюваному запобіжного заходу.
В Національному інституті раку ситуацію поки не коментують.

Нардепи скаржилися на дії прикордонників щодо себе, родини та помічників – «Схеми»
Низка народних депутатів від «Слуги народу», ОПЗЖ та групи «За майбутнє» скаржилися на дії співробітників Державної прикордонної служби відносно себе, своїх родин чи помічників. В офіційних листах, адресованих керівництву ДПС, вони вказували на ретельний огляд, начебто передачу інформації щодо них чи про перетин кордону їхніми родичами або нарікали, що прикордонники відмовляють у в’їзді їхньому оточенню. При цьому нардепи використовували свої повноваження, адже відправляли скарги як депутатські звернення, хоча згідно з роз’ясненням Конституційного суду такі звернення можуть бути зумовлені лише скаргами та заявами виборців і стосуватися лише питань, пов’язаних саме з депутатською діяльністю. Про це йдеться у матеріалі проєкту «Схеми», журналісти якого отримали доступ до численних депутатських звернень у різні державні органи, яких немає у публічному просторі.
Співголова фракції «Опозиційна платформа – За життя» Вадим Рабінович у лютому 2020-го року, після повернення з-за кордону направив депутатське звернення на ім’я керівництва Державної прикордонної служби, в якому зазначив, що під час перетину кордону, на моніторі комп’ютера біля його прізвища були зроблені якісь записи та відмітки.
Вадим Рабінович припустив, що прикордонники передавали «невідомим особам інформацію про перетин ним кордону».
У листі депутат попросив вжити заходів, назвати підстави стеження та прізвища осіб, які дали вказівку повідомляти про його перетин кордону. Згодом Рабінович написав ще одне депутатське звернення з вимогою перевірити наведені ним факти та притягнути «винних осіб до встановленої законом відповідальності».
У Державній прикордонній службі у відповідь зазначили, що їхні співробітники діяли відповідно до закону, а також процитували роз’яснення Конституційного суду про те, що депутатські звернення можуть бути зумовлені скаргами та заявами виборців і стосуватися лише питань, пов’язаних саме з депутатською діяльністю.
Інший депутат від ОПЗЖ Вадим Столар скаржився керівництву Держприкордонслужби на те, що 20 жовтня 2019 року його затримали прикордонники і не дозволяли залишати «Міжнародний аеропорт Київ» (Жуляни). У листі Столар перерахував свої депутатські привілеї і зазначив, щовідповідно до Митного кодексу України обранці не підлягають особистому огляду, як і ручна поклажа та багаж – митному огляду.
Як і Вадиму Рабіновичу, у відповіді нардепу Столару в ДПС нагадали про роз’яснення Конституційного суду і зазначили, що зміст його звернення стосується його особисто, а не питань, віднесених до депутатської діяльності.
Ані депутат Рабінович, ані депутат Столар не відповіли на прохання про коментар.
Їхній колега по фракції ОПЗЖ Віталій Борт у лютому 2020 року також звертався до прикордонників. Він звертав увагу, що до його помічника службові особи митних органів застосовують ретельний, додатковий огляд. Депутат просив повідомити, який «уповноважений орган дав відповідне доручення».
У коментарі «Схемам» Віталій Борт розповів, що його помічника «щоразу на кордоні зупиняють і допитують, обшукують і потім відпускають». І додав: «Я маю право давати депутатський запит. Це моє особисте право».
Ще один депутат від ОПЗЖ Федір Христенко у своєму депутатському зверненні до керівництва Держприкордонслужби писав, що в інтернеті поширюють інформацію про перетин його дружиною кордону в напрямку Москви. Зокрема, що вона була в російській столиці – 10 разів, починаючи з 2017 року. Христенко попросив провести службове розслідування щодо «незаконного розголошення такої інформації».
У Держприкордонслужбі провели перевірку і відповіли, що такі дані вони не поширювали. Раніше блогер Денис Казанський та ЗМІ повідомляли, що депутат Христенко в центрі Москви провів розкішну вечірку із запрошенням зірок російської естради.
Пізніше нардепом зацікавилися в НАЗК і пообіцяли перевірити, яким коштом він влаштував дорогу вечірку. У Нацагентстві чекають відповідей від власників російського ресторану та артистів, а сам депутат заперечує витрати.
Заступник голови фракції «Слуга народу» Артем Культенко, через чотири місяці після того, як склав присягу народного депутата, надіслав до ДПС листа, в якому зазначав, що «не надає згоду на обробку персональних даних». У своєму зверненні Культенко посилався на Конституцію і закон «Про захист персональних даних».
У коментарі журналістам представниця Уповноваженого у сфері захисту персональних даних Інна Берназюк пояснила, що «державні органи обробляють персональні дані на основі закону, а не на основі згоди, і якщо ДПС має обов’язково обробляти персональні дані при перетині кордону , то вона не може не виконати такий обов’язок, покладений на неї законом».
У розмові зі «Схемами» Культенко заперечив, що надсилав саме депутатське звернення: «Це не є депутатське звернення. Як громадянин України я надсилаю ті речі, які мені потрібні, так, як я вважаю за потрібне. Вони не стосувалися ніякої діяльності, нічого. Це мої особисті права, яких я дотримувався по закону».
Як зауважують журналісти, звернення було оформлене на бланку народного депутата, з підписом та вихідним номером.
Депутата від групи «За майбутнє» Олександра Герегу, як виявили «Схеми», цікавило, чому прикордонники у грудні 2019 року відмовили у в’їзді громадянину Латвії Бунде Айварсу, працівнику «Епіцентру К». Співвласник мережі гіпермаркетів «Епіцентр» Герега у депутатському зверненні просив керівництво ДПС «втрутитись у ситуацію, переглянути прийняте рішення та дозволити перетин державного кордону».
Прикордонники відповіли, що відмовили у в’їзді іноземцю через доручення Державної міграційної служби і запропонували Герезі для з’ясування обставин звернутися туди.
Раніше цей же депутат надсилав звернення на ім’я мера Києва Віталія Кличка, в якому була пропозиція купувати все необхідне медичне обладнання, завезене в Україну на літаку «Мрія», у мережі торговельних центрів «Епіцентр». У листі були вказані телефони кількох контактних осіб і помічниці депутата та зазначено, що доданий прайс.
Пізніше у розмові зі «Схемами» Герега зауважив: «Взагалі це була помилка моєї помічниці. Вона дійсно на бланку народного депутата кинула. Чому? Коли ми її запитали, вона чітко сказала, що думала, що так буде швидше і краще для суспільства… Скільки привернули увагу всієї країни? І ви запитуєте. А якби кинула на бланку компанії «Епіцентр» – ну, кому воно потрібно? А так, бачте, одна помічниця який зробила маркетинг компанії «Епіцентр».
Депутатські звернення не є публічними і не реєструються апаратом Верховної Ради України, – йдеться у розслідуванні.
Раніше «Схемам» вдалося отримати у своє розпорядження сотні сторінок офіційних звернень народних депутатів 9-го скликання, які журналісти проаналізували і дізналися, чим цікавилися депутати і що саме вони взялися вирішувати – а деякі навіть від своїх перших днів у Верховній Раді – за допомогою такого «інструменту»: просили прискорити розслідування кримінальних справ щодо себе, дізнавалися про стан справ у конкурентів свого ж родинного бізнесу, допомагали сімейному бізнес-партнерові чи рекламували товари свого ж гіпермаркету.
Використання права на депутатське звернення у власних інтересах у НАЗК називають одним із найчастіших порушень з боку посадовців.
