7 Senate Democrats Ask Ethics Panel to Investigate Cruz, Hawley
Seven Democratic senators asked the Senate Ethics Committee on Thursday to investigate the actions of Republican Senators Ted Cruz and Josh Hawley “to fully understand their role” in the January 6 insurrection at the Capitol by supporters of former President Donald Trump.Thousands had gathered that day as Congress voted to formally certify Joe Biden’s victory over Trump in November. Hawley and Cruz led objections in the Senate to Biden’s victory, despite the widespread recognition that the effort would fail.In the end, Congress certified Biden’s Electoral College victory, but not before thousands marched to the Capitol at Trump’s urging, overwhelmed security and interrupted the proceedings. In the end, the violence led to five deaths, injured dozens of police officers and caused extensive damage to the Capitol.The Democratic senators said the question for the Senate to determine was not whether Cruz and Hawley had the right to object, but whether the senators failed to put loyalty “to the highest moral principles and to country above loyalty to persons, party or government department.” They also said the investigation should determine whether Cruz, of Texas, and Hawley, of Missouri, engaged in “improper conduct reflecting on the Senate.””Until then, a cloud of uncertainty will hang over them and over this body,” the Democratic senators wrote in a letter to the leaders of the Senate Ethics Committee.’Set the stage’ for violenceThe Democratic senators said Cruz and Hawley announced their intentions to object, even though they knew that claims of election fraud were baseless and had led to threats of violence.”Their actions lend credence to the insurrectionists’ cause and set the stage for future violence. Cruz called it a “despicable act of terrorism.” Hawley said those who attacked police and broke the law must be prosecuted.Cruz helped force a vote on Biden’s victory in Arizona, while Hawley helped force one on Biden’s victory in Pennsylvania.”Joe Biden and the Democrats talk about unity but are brazenly trying to silence dissent,” Hawley said in a prepared statement. “This latest effort is a flagrant abuse of the Senate ethics process and a flagrant attempt to exact partisan revenge.”The Senate Democrats requesting the investigation are Sheldon Whitehouse of Rhode Island, Ron Wyden of Oregon, Tina Smith of Minnesota, Richard Blumenthal of Connecticut, Mazie Hirono of Hawaii, Tim Kaine of Virginia and Sherrod Brown of Ohio.

McConnell Seeks to Push Impeachment Trial to February
Senate Republican Leader Mitch McConnell is proposing to push back the start of former President Donald Trump’s impeachment trial by a week or more to give Trump time to review the case.House Democrats who voted to impeach Trump last week after he was accused of inciting the January 6 Capitol riots have signaled they want a quick trial as President Joe Biden begins his term, saying a full reckoning is necessary before the country and Congress can move on.But McConnell told his fellow GOP senators on a call Thursday that a short delay would give Trump time to prepare and stand up his legal team, ensuring due process.Indiana Senator Mike Braun said after the call that the trial might not begin “until sometime mid-February.” He said that was “due to the fact that the process as it occurred in the House evolved so quickly, and that it is not in line with the time you need to prepare for a defense in a Senate trial.”The timing will be set by House Speaker Nancy Pelosi, who can trigger the start of the trial when she sends the House charges for “incitement of insurrection” to the Senate, and also by McConnell and new Senate Majority Leader Chuck Schumer, who are in negotiations over how to set up a 50-50 partisan divide in the Senate and the short-term agenda.Some input for GOPSchumer is in charge of the Senate, assuming the majority leader post after Democrats won two new Senate seats in Georgia and Vice President Kamala Harris was sworn in Wednesday. Гончаренко з «ЄС» цікавився можливістю в’їзду російських акторів, які схвалюють анексію Криму – «Схеми»
Народний депутат від «Європейської солідарності» Олексій Гончаренко у депутатському зверненні до СБУ та Державної прикордонної служби цікавився можливістю в’їзду в Україну російських акторів, які відвідували Крим після окупації Росією або публічно схвалювали анексію півострова, а деякі з них офіційно включені до «переліку осіб Міністерства культури України, які становлять загрозу нацбезпеці». Про це йдеться у матеріалі проєкту «Схеми», журналісти якого отримали доступ до численних депутатських звернень у різні державні органи, яких немає у публічному просторі.
Як з’ясували журналісти, 17 лютого 2020 року Олексій Гончаренко направив до Служби безпеки та прикордонників листа із проханням надати «офіційну інформацію про відсутність заборони на в’їзд» вісьмом артистам із Росії. Таке звернення депутат з ЄС пояснив тим, що до нього звернулась директорка «Московського театру «Школа сучасної п’єси» – «з клопотанням з метою організації гастролей артистів трупи цього театру в Україну», орієнтовно – навесні-влітку 2020 року.
У списку згаданих Гончаренком артистів – засновник та художній керівник «Московського театру «Школа сучасної п’єси» Йосип Райхельгауз.
Як виявили журналісти, у червні 2014-го в інтерв’ю «Ехо Кірова» він заявив, зокрема: «Коли я вперше почув, що там, у Криму, вимагають у Росію – я так зрадів, нарешті, яке щастя, це наш Крим, це російський Крим. Все правильно, і якби ми не поспішали, не силували, дали б цій любові якийсь час розвиватися… По результату все правильно: Крим наш».
Також Райхельгауз відвідував Ялту у 2016-му році, де виступав головою журі фестивалю «Театр. Чехов. Ялта» – про що йшлося у сюжеті телеканалу «НТС Севастополь».
«Це було ще до того, як був введений карантин. Я хотів, щоб з гастролями в Україну, в Одесу приїхав «Московський театр «Школа сучасної п’єси» Йосипа Райхельгауза, це одесит, це людина, яка спілкується українською мовою, підтримує Україну, не підтримує анексію Криму, всюди має абсолютну принципову позицію щодо цього. І тому я направив звернення щодо цього, щоб дізнатися, чи є по якихось акторах цього театру заборона. Я ж не просив, щоб їх впустили. Тут сказано, можуть заїжджати чи ні?» – так Гончаренко пояснив журналістам.
Депутат з ЄС підкреслив, що Райхельгауз є його «особистим другом»: «Він ніколи не підтримував анексію Криму, я з надзвичайною повагою ставлюся до нього, допомагав організовувати гастролі його театру раніше, і буду радий, коли закінчиться карантин, дуже хочу, щоб його театр знову приїхав в Україну».
Серед вказаних у зверненні Гончаренка артистів – також російська акторка Ірина Алфьорова, яка включена до переліку осіб Мінкультури України, які створюють загрозу нацбезпеці.
Також Гончаренко запитував про можливість в’їзду в Україну Юрія Чернова, який зіграв у фільмі «Крим». Як повідомляли російські медіа, цю стрічку зняли за підтримки міністерства оборони Росії.
У зверненні Гончаренка згадана також російська акторка Олена Санаєва. В одному із сюжетів на телеканалі «НТС Севастополь» йшлося про те, що у 2016 році, після анексії Криму, вона брала участь у фестивалі «Театр Чехов Ялта» як членкиня журі.
Крім того, у вказаному депутатом списку – Марат Башаров. Раніше кримські журналісти у Києві просили держоргани пояснити, чому йому та іншим артистам дозволяють гастролювати, якщо вони не визнають територіальну цілісність України – коли приїжджали із виступами в анексований Крим без офіційного українського дозволу.
У коментарі журналісту «Схем» Гончаренко заявив: «Я питаю їх (СБУ і Державну прикордонну службу – ред.), ці люди конкретно були помічені в антиукраїнській діяльності чи ні? Якщо вони були помічені в антиукраїнській діяльності – їм немає чого робити в Україні. Якщо вони не були помічені в антиукраїнській діяльності – ласкаво просимо, приїжджайте і давайте обмінюватися культурою».
На уточнення журналіста, чи цікавився депутат ЄС публічними висловлюваннями цих артистів, зазначив: «Ні, не цікавився. І не маю це робити. Тому що я не СБУ і не ДПС».
Як з’ясували «Схеми», Держприкордонслужба відмовила депутату Гончаренку у наданні інформації щодо можливості в’їзду акторів московського театру, посилаючись на заборону поширення персональних даних.
Депутатські звернення не є публічними і не реєструються апаратом Верховної Ради України, – йдеться у розслідуванні. Раніше «Схемам» вдалось отримати у своє розпорядження сотні сторінок офіційних звернень народних депутатів 9-го скликання, які журналісти проаналізували і дізналися, чим цікавилися депутати і що саме вони взялися вирішувати – а деякі навіть від своїх перших днів у Верховній Раді – за допомогою такого «інструменту»: просили прискорити розслідування кримінальних справ щодо себе, дізнавалися про стан справ у конкурентів свого ж родинного бізнесу, допомагали сімейному бізнес-партнерові чи рекламували товари свого ж гіпермаркету.
Використання права на депутатське звернення у власних інтересах у НАЗК називають одним із найчастіших порушень з боку посадовців.

On First Full Day, Biden Takes Aggressive Steps to Ramp Up COVID Fight
New U.S. President Joe Biden is moving aggressively Thursday to ramp up the national government’s fight to curb the coronavirus pandemic by signing 10 orders to increase production of vaccines and medical equipment, while attempting to safely reopen schools and businesses. Biden is moving to markedly increase coronavirus testing and, at the same time, trying to open 100 federally supported community vaccination centers around the country within the next month. Sixteen million Americans have been inoculated so far, fewer than the 20 million health officials in the administration of former President Donald Trump had promised to have vaccinated by the end of December. The White House said Biden’s orders, buttressed by his request to Congress for $1.9 trillion in new coronavirus relief aid, “will help keep workers safe and healthy, get more Americans back to work, and ultimately reduce the spread of the virus.” The pandemic has already killed more than 406,000 Americans and infected 24.4 million, with both figures higher than in any other country, according to Johns Hopkins University. “We need to ask average Americans to do their part,” said Jeff Zients, the White House official directing the national coronavirus response. “Defeating the virus requires a coordinated nationwide effort.” Biden officials say a lack of cooperation from the Trump administration during the transition hindered their ability to understand their predecessors’ plans for vaccine distribution. However outgoing Health and Human Services Secretary Alex Azar defended his agency’s work on the transition earlier this month, saying it had held more than 300 meetings with President-Elect Biden’s transition team since late November. State governments, meanwhile, have complained they are not getting enough doses even as the national government has expanded the categories of people eligible for the shots. “We are entering what may well be the toughest and deadliest period of the virus,” Biden said in his inauguration address, before pausing for a moment of silence in memory of those who have died from COVID-19. The White House said that starting next month, the Centers for Disease Control and Prevention will launch a federal program to make vaccines available to local pharmacies. Currently, most shots have been administered at local government centers or given to the elderly at nursing homes. The Biden effort to have the national government take greater command of the fight against the virus marks a distinct change from Trump’s decision to cede control to governors in the country’s 50 states. That led to widely varying decisions on school and business closings and restrictions and whether to require people to wear face masks. To protect travelers, Biden plans to require mask-wearing in airports, on certain types of public transportation, including many trains, airplanes, maritime vessels, and intercity buses. On Wednesday, after assuming power, he also ordered mandatory face mask wearing on U.S. government property. Under one of the Thursday orders, international travelers headed to the U.S. will be required to produce proof of a negative COVID-19 test and to comply with U.S. regulations on self-isolation and self-quarantine upon arrival. Biden’s new orders, on his first full day in office, come after he told the World Health Organization hours after his inauguration that he would reverse Trump’s withdrawal from the agency. “America’s withdrawal from the world stage and retreat from the World Health Organization has impeded progress on the global COVID-19 response and left the United States and the world more vulnerable to future pandemics,” the White House said.

«Слуга народу» лобіював приїзд в Україну російського репера Елджея, якому це було заборонено – «Схеми»
Народний депутат від «Слуги народу» Ігор Васильковський лобіював приїзд в Україну російського співака Елджея – попри те, що на той момент для нього діяла заборона СБУ на в’їзд через гастролі у Криму після анексії українського півострову Росією. У депутатському зверненні до Державної прикордонної служби Васильковський просив роз’яснення щодо можливості в’їзду російського репера та допуску до участі у гастролях на території України. Про це йдеться у матеріалі проєкту «Схеми», журналісти якого отримали доступ до численних депутатських звернень у різні державні органи, яких немає у публічному просторі.
Як з’ясували журналісти, 19 травня 2020 року Ігор Васильковський направив депутатське звернення на ім’я голови Державної прикордонної служби Сергія Дейнеки, у якому просив повідомити офіційну позицію та роз’яснення «щодо можливості в’їзду та допуску до участі у гастрольних заходах на території України громадянина Російської Федерації Узенюка Олексія Костянтиновича (псевдонім – Елджей)».
Таке прохання нардеп пояснив тим, що до нього з цим питанням раніше звернулись організатори концертів та гастролей в Одесі та області.
«На той час діяла заборона на в’їзд в Україну цього російського співака через концертну діяльність у в окупованому Криму. Невже український депутат лобіював інтереси російського співака, якому був заборонений в’їзд?» – йдеться у розслідуванні.
На запитання «Схем», в чиїх інтересах «слуга народу» писав звернення, Васильковський відповів: «В інтересах Елджея, він же російська людина, творча, повинен виступати».
Прикордонники надали таку відповідь на звернення народного депутата: «Державна прикордонна служба України готова надати дозвіл на перетинання державного кордону України зазначеному у вашому листі іноземцю у разі виконання ним усіх умов в’їзду в Україну, визначених статтею 8 Закону «Про прикордонний контроль».
З 2018 року, після звернення на той момент народного депутата Володимира Парасюка, СБУ заборонила Елджею відвідувати Україну – строком на 3 роки. Парасюк помітив у YouTube виступ співака у Коктебелі, вже після анексії Росією Криму. У червні 2020 року за позовом Елджея Окружний адмінсуд Києва скасував йому заборону на в’їзд. Одна із мотивацій рішення – суд помітив, що відео перебування Елджея в Криму містить напис «відео недоступне». В СБУ це рішення суду не оскаржували.
«Схеми» звернулися до керівництва спецслужби з проханням пояснити, чому – відповіді поки не отримали.

У МОН пояснили, як працюватимуть заклади освіти з 25 січня
Від 25 січня продовжують діяти обмежувальні протиепідемічні заходи для закладів освіти, визначені постановою Кабінету міністрів від 9 грудня 2020 року, а додаткові обмеження, встановлені на період посиленого карантину 8-24 січня, втрачають силу, заявили у Міністерстві освіти і науки.
Згідно з постановою, на період дії карантину заборонено:
відвідувати заклади освіти здобувачами освіти групами кількістю більш як 20 осіб, крім закладів дошкільної, загальної середньої, позашкільної та спеціалізованої мистецької освіти;
відвідувати заклади освіти здобувачами освіти у разі, коли на самоізоляції через контакт із пацієнтом з підтвердженим COVID-19 перебуває більш як 50% здобувачів освіти і персоналу закладу освіти;
проводити в закладах освіти масові заходи (вистави, свята, концерти) за участю дітей із більш ніж однієї групи/класу і за присутності глядачів (відвідувачів).
Раніше міністр освіти і науки Сергій Шкарлет заявив, що після завершення посиленого карантину студенти мають продовжити навчання в змішаному форматі або очно.
Він також наголошував, що повернення учнів випускних 9-х та 11-х класів до повноформатного навчання є вкрай необхідним.
Від 8 до 24 січня в Україні триває посилений карантин, навчальні заклади на цей час перейшли на дистанційне навчання або оголосили канікули.

Київський апеляційний суд частково зберіг докази у справі підпалу автомобіля працівника редакції «Схем»
Київський апеляційний суд частково задовольнив скаргу Броварської прокуратури та наклав арешт на речові докази, що, за оцінкою адвокатів, можуть доводити причетність одного з підозрюваних у кримінальній справі про підпал автомобіля знімальної групи «Схем», яку розслідує Національна поліція. Про це повідомляє журналіст Радіо Свобода із зали суду.
Адвокати «Схем» наголошують: це дозволить належним чином зберегти ці докази у справі, і слідчі зможуть ними скористатися для доведення чи спростування вини ймовірного палія, та притягнути ймовірних виконавців підпалу автівки до відповідальності.
У серпні 2020 року Броварський міськрайонний суд відмовив у накладенні арешту на вилучене під час обшуків у підозрюваних майно – зокрема, мобільні телефони, якими користувалися на місці злочину, одяг із слідами нафтопродуктів, які, ймовірно, використовувалися для підпалу, та інші речі, серед яких 15 тисяч доларів готівки.
Судді в апеляції скасували ухвалу судді першої інстанції і частково задовольнили клопотання слідчого у справі про підпал – наклали арешт на мобільні телефони, картки та одяг, який належав одному із підозрюваних у підпалі, Кирилу Баріхашвілі, і який знайшли під час обшуку і затримання. В іншій частині скарги відмовлено – зокрема, слідство не змогло довести, що 15 тисяч доларів, які знайшли у помешканні Баріхашвілі, також належать йому, тому суд постановив повернути ці кошти, а також інше майно, яке вилучили під час обшуків та належить його батькам.
Раніше, під час обрання запобіжного заходу підозрюваний відмовився свідчити проти себе у залі суду. Усі звинувачення Кирило Баріхашвілі заперечує.
Адвокатка потерпілого у справі Бориса Мазура, керівниця юридичного напрямку Інституту розвитку регіональної преси Оксана Максименюк наголошує на важливості ухваленого рішення для подальшого руху справи про підпал автомобіля «Схем». «Рішення суду дозволило зберегти доказову базу – і одяг, і мобільні телефони прив’язують ймовірного виконавця до місця злочину. Їхня втрата могла би зашкодити слідству та унеможливити притягнення винних до відповідальності», – наголосила юристка.
Оксана Максименюк прогнозує, що завдяки рішенню Київського апеляційного суду слід очікувати передачі справи про підпал автівки «Схем» до суду. «Тепер справу передадуть до суду щодо одного з підозрюваних, якого затримали раніше. Інші фігуранти наразі в розшуку, тому стосовно них справа ще не буде слухатися», – повідомила Максименюк.
Уночі 17 серпня 2020 року в Броварах на Київщині невідомі підпалили автомобіль програми журналістських розслідувань «Схеми» (спільний проєкт Радіо Свобода та телеканалу «UA: Перший»), який належить водієві програми – учаснику знімальної групи Борису Мазуру.
Через підпал автомобіля знімальної групи «Схем» Національна поліція розпочала кримінальне провадження за статтею про умисне знищення або пошкодження майна. Державна служба з надзвичайних ситуацій дійшла висновку, що авто загорілося через «занесення стороннього джерела запалювання».
26 серпня 2020 року поліція затримала підозрюваного Кирила Баріхашвілі. Броварський міськрайонний суд обрав йому запобіжний захід у вигляді арешту на 60 діб з можливістю внести заставу у розмірі 175 650 грн. Менше ніж за тиждень він вніс заставу та вийшов з-під варти. Баріхашвілі причетність до підпалу заперечує.
З 30 серпня поліція розшукує двох чоловіків, яких підозрюють в організації підпалу автомобіля журналістських розслідувань «Схеми». Про це повідомив начальник поліції Київської області Андрій Нєбитов у фейсбуці. Крім того, він оприлюднив їхні фото та прізвища.
«Розшукуємо двох «джентельменів» за організацію підпалу автівки програми «Схеми» Радіо Свобода. Це на додачу до раніше заарештованого Броварським судом. Наступного тижня їм оберуть запобіжний захід. Сподіваємось на арешт!!! Цілковито розглядаємо їхню діяльність у складі організованої злочинної групи. Журналістам не буде складно встановити, до яких груп відносилися ці чоловіки, в яких акціях вони брали участь і які «ЗМІ» дуже активно висвітлювали їхню діяльність. Встановлюємо замовників. Суд переніс розгляд апеляції щодо «Справи Василя Стуса»
Київський апеляційний суд переніс на 10:00 19 лютого засідання за скаргою у справі щодо книги Вахтанга Кіпіані «Справа Василя Стуса», поданою видавництвом Vivat. Про це повідомили Радіо Свобода у пресслужбі суду.
Засідання перенесли з технічних причин. На даний час неможливо забезпечити онлайн-трансляцію із судової зали, оскільки необхідно подати ухвалу до ДП «Судові інформаційні системи», пояснили в суді.
Книга Вахтанга Кіпіані «Справа Василя Стуса» вийшла друком у травні 2019 року. Її загальний наклад – 35 тисяч примірників.
У вересні 2019 року народний депутат від «Опозиційної платформи – За життя» Віктор Медведчук заявив, що просить суд заборонити книжку журналіста й історика Вахтанга Кіпіані про «Справа Василя Стуса», бо та містить «висловлювання, які не відповідають дійсності». Сам журналіст назвав позов тиском на свободу слова.
19 жовтня 2020 року Дарницький районний суд Києва частково задовольнив позов Медведчука. Суд зобов’язав Кіпіані і видавництво Vivat видалити з книжки із розділів «Кримінальна справа №5. Книга життя і смерті Василя Стуса» та «Чи вбивав адвокат Медведчук поета Василя Стуса» інформацію про особу Медведчука.
Віктор Медведчук був державним захисником українського поета Василя Стуса. Його часто звинувачують у порушенні адвокатської етики під час цього процесу. Сам він своєї провини не визнає.

Володимир Черняк помер 18 січня від коронавірусної хвороби COVID-19. Повідомлення про смерть з’явилося на його Фейсбук-сторінці 19 січня.

«Ці аварії забрали життя 8 людей, ще 31 особу було травмовано. У порівнянні з 2019 роком кількість загиблих зменшилася на 7 осіб, водночас травмувалося на 6 осіб більше… ДТП на перехрестях колій із автошляхами стаються з вини водіїв автотранспорту, які порушують правила дорожнього руху», – йдеться в повідомленні.
Залізничники просять громадян бути обачними і обережними на об’єктах залізниці, пам’ятати про правила безпеки на залізничному транспорті та неухильно їх дотримуватися.

У Київміськадміністрації закликали жителів столиці бути обережними 21-22 січня, коли в місті можливе падіння бурульок у зв’язку з відлигою.
«З підвищенням температури повітря збільшується ризик падіння бурульок на перехожих… Комунальна аварійно-рятувальна служба закликає мешканців міста бути обережними», – йдеться в повідомленні.
Громадянам, зокрема, радять звертати увагу на кригу на дахах будинків, триматися 3-5 метрів дистанції від будинків, проходячи біля високих дерев, – переконатися, що немає загрози падіння снігу. Також власникам автотранспорту не слід паркувати свої машини біля будинків;
«Якщо під час руху ви почули зверху підозрілий шум, у жодному разі не можна зупинятись, підіймати голову та роздивлятись, що відбувається – можливо, це схід снігу або крижаної брили, бігти від будівлі теж не можна, треба якомога швидко притиснутися до стіни, козирок даху стане укриттям», – радять столичні комунальники.

European, Other World Leaders Welcome Joe Biden
There were words of welcome Wednesday from across the world for Joe Biden as he was sworn in as America’s 46th president. They were mixed with parting shots from some leaders aimed at his predecessor, Donald Trump, who left Washington hours before the swearing-in.
As the inauguration has been atypical — with no crowds and the Capitol guarded by thousands of National Guardsmen — so, too, the reaction has been out of the ordinary from overseas leaders.
Some European leaders who had tempestuous relations with Donald Trump did not hold back on their relief at seeing President Biden installed.
“Once again, after four long years, Europe has a friend in the White House,” European Commission President Ursula von der Leyen said Wednesday.
“This new dawn in America is the moment we’ve been waiting for so long. Europe is ready for a new start with our oldest and most trusted partner,” she told European lawmakers in Brussels. German President Frank Walter Steinmeier called Wednesday “a good day for democracy.”
“I am relieved that Joe Biden is sworn in as president today and coming into the White House. I know that this feeling is shared by many people in Germany,” he said in a statement.
Steinmeier praised the strength and endurance of American democracy, saying, “In the United States, (democracy) held up against a lot of pressure. Despite internal hostility, America’s institutions have proven strong — election workers, governors, judiciary and Congress.”
Other European leaders avoided referring to past difficulties and appeared to be trying to make sure they are seen as good allies for the incoming administration.
“In our fight against COVID and across climate change, defense, security and in promoting and defending democracy, our goals are the same and our nations will work hand in hand to achieve them,” British Prime Minister Boris Johnson said in a statement.
Johnson told the House of Commons he looked forward to welcoming the new U.S. president to Britain later this year for a G-7 summit of the world’s leading nations and for a climate conference to be held in Glasgow.
Italy’s prime minister, Giuseppe Conte, was also focused on the future.
“We are looking forward to the Biden presidency, with which we will start working immediately in view of our presidency of the G-20,” he told Italian lawmakers on Tuesday. “We have a strong common agenda, ranging from the effective multilateralism that we both want to see, to climate change, green and digital transition and social inclusion.”
But Spain’s socialist Prime Minister Pedro Sanchez did not mince his words about what he thinks Biden’s election win means.
“The (election) victory of Biden represents the victory of democracy over the ultra-right and its three methods, the massive deception, the national division and the abuse, even violent, of democratic institutions,” he said at a public event. “Five years ago, we thought Trump was a bad joke, but five years later, we realized he jeopardized nothing less than the world’s most powerful democracy.”

Trump upbraided Europeans for not spending enough on their defense, an issue that’s also likely to be raised by the Biden administration, but probably more diplomatically. At times, Trump painted Europe as a foe and sometimes questioned the value of NATO, a clear break with traditional transatlantic relations since World War II.
Trump’s combative style, as well, was very different from what Europeans have experienced from other post-WWII American leaders.

Two years ago, at a security conference in Munich, European leaders were tugging at Biden’s sleeves in the margins urging him to run for office. After enduring a rough-and-tough “America First” speech from then-U.S. Secretary of State Mike Pompeo, their nerves were soothed by Biden, when he quipped in his address: “This too shall pass. We will be back.”
Policymakers on both sides of the Atlantic say they are now determined to repair frayed relations and to steady democracies roiled by unprecedented domestic political turmoil and challenged by authoritarian powers.
Asia reacts to President Biden
Strengthening democracy, though, was not in the mind of China’s foreign ministry spokeswoman, Hua Chunying, who told a press briefing Wednesday: “In the past four years, the U.S. administration has made fundamental mistakes in its strategic perception of China … interfering in China’s internal affairs, suppressing and smearing China, and causing serious damage to China-U.S. relations.”
She said China’s leaders hope that the Biden administration will “meet China halfway and, in the spirit of mutual respect, equality and mutual benefit, push China-U.S. relations back to the right track of healthy and stable development as soon as possible.”
Also, in Asia, around 100 Japanese supporters of Trump took to the streets of Tokyo Wednesday, waving American and Japanese flags and unfurling banners with false claims that Trump was “the true winner” of last November’s presidential election.
“We wanted to show that many people in Japan are supporting President Trump,” the organizer, Naota Kobayashi, told Reuters. “We all chanted together so that our voice can fly over the Pacific Ocean and reach the U.S.”
Iranian President Hassan Rouhani focused on the 2015 nuclear deal, from which Trump withdrew the United States, saying he hoped Biden would reenter the pact and lift American sanctions imposed on Iran.
“The ball is in the U.S. court now. If Washington returns to Iran’s 2015 nuclear deal, we will also fully respect our commitments under the pact,” Rouhani said in a televised Cabinet meeting.
US-Russia ties
Reaction from Russian officials has been muted. Ahead of the inauguration, Russian leader Vladimir Putin remained silent, but Kremlin spokesperson Dmitry Peskov told a press briefing that he did not foresee a change in American-Russia relations.
“Nothing will change for Russia. Russia will continue to live just the way it has lived for hundreds of years, seeking good relations with the U.S.,” he told reporters. “Whether Washington has reciprocal political will for that will depend on Mr. Biden and his team.”
The Kremlin-controlled daily Izvestia newspaper noted “the prospects for Russian-U.S. relations under the new U.S. leader do not encourage optimism so far.”
But Mikhail Gorbachev, the Soviet Union’s final leader, called for Moscow and Washington to repair strained ties.
“The current condition of relations between Russia and the United States is of great concern,” Gorbachev told state-run news agency TASS. “But this also means that something has to be done about it in order to normalize relations. We cannot fence ourselves off from each other.”

Full text of Joe Biden’s inaugural speech, released by the White House:This is democracy’s day. A day of history and hope. Of renewal and resolve. Through a crucible for the ages America has been tested anew and America has risen to the challenge. Today, we celebrate the triumph not of a candidate, but of a cause, the cause of democracy. The will of the people has been heard and the will of the people has been heeded. We have learned again that democracy is precious. Democracy is fragile. And at this hour, my friends, democracy has prevailed. So now, on this hallowed ground where just days ago violence sought to shake this Capitol’s very foundation, we come together as one nation, under God, indivisible, to carry out the peaceful transfer of power as we have for more than two centuries. We look ahead in our uniquely American way – restless, bold, optimistic – and set our sights on the nation we know we can be and we must be. I thank my predecessors of both parties for their presence here. I thank them from the bottom of my heart. You know the resilience of our Constitution and the strength of our nation. As does President Carter, who I spoke to last night but who cannot be with us today, but whom we salute for his lifetime of service. I have just taken the sacred oath each of these patriots took — an oath first sworn by George Washington. But the American story depends not on any one of us, not on some of us, but on all of us. On “We the People” who seek a more perfect Union. This is a great nation and we are a good people. Over the centuries through storm and strife, in peace and in war, we have come so far. But we still have far to go. We will press forward with speed and urgency, for we have much to do in this winter of peril and possibility. Much to repair. Much to restore. Much to heal. Much to build. And much to gain. Few periods in our nation’s history have been more challenging or difficult than the one we’re in now. A once-in-a-century virus silently stalks the country. It’s taken as many lives in one year as America lost in all of World War Two. Millions of jobs have been lost. Hundreds of thousands of businesses closed. A cry for racial justice some 400 years in the making moves us. The dream of justice for all will be deferred no longer. A cry for survival comes from the planet itself. A cry that can’t be any more desperate or any more clear. And now, a rise in political extremism, white supremacy, domestic terrorism that we must confront and we will defeat. To overcome these challenges – to restore the soul and to secure the future of America – requires more than words. It requires that most elusive of things in a democracy: Unity. In another January in Washington, on New Year’s Day 1863, Abraham Lincoln signed the Emancipation Proclamation. When he put pen to paper, the president said, “If my name ever goes down into history it will be for this act and my whole soul is in it.”My whole soul is in it. Today, on this January day, my whole soul is in this: Bringing America together. Uniting our people. And uniting our nation. I ask every American to join me in this cause. Uniting to fight the common foes we face: Anger, resentment, hatred. Extremism, lawlessness, violence. Disease, joblessness, hopelessness. With unity we can do great things. Important things. We can right wrongs. We can put people to work in good jobs. We can teach our children in safe schools. We can overcome this deadly virus. We can reward work, rebuild the middle class, and make health care secure for all. We can deliver racial justice. We can make America, once again, the leading force for good in the world. I know speaking of unity can sound to some like a foolish fantasy. I know the forces that divide us are deep and they are real. But I also know they are not new. Our history has been a constant struggle between the American ideal that we are all created equal and the harsh, ugly reality that racism, nativism, fear, and demonization have long torn us apart. The battle is perennial. Victory is never assured. Through the Civil War, the Great Depression, World War, 9/11, through struggle, sacrifice, and setbacks, our “better angels” have always prevailed. In each of these moments, enough of us came together to carry all of us forward. And, we can do so now. History, faith, and reason show the way, the way of unity. We can see each other not as adversaries but as neighbors. We can treat each other with dignity and respect. We can join forces, stop the shouting, and lower the temperature. For without unity, there is no peace, only bitterness and fury. No progress, only exhausting outrage. No nation, only a state of chaos. This is our historic moment of crisis and challenge, and unity is the path forward. And, we must meet this moment as the United States of America. If we do that, I guarantee you, we will not fail. We have never, ever, ever failed in America when we have acted together. And so today, at this time and in this place, let us start afresh. All of us. Let us listen to one another. Hear one another. See one another. Show respect to one another. Politics need not be a raging fire destroying everything in its path. Every disagreement doesn’t have to be a cause for total war. And, we must reject a culture in which facts themselves are manipulated and even manufactured. My fellow Americans, we have to be different than this. America has to be better than this. And, I believe America is better than this. Just look around. Here we stand, in the shadow of a Capitol dome that was completed amid the Civil War, when the Union itself hung in the balance. Yet we endured and we prevailed. Here we stand looking out to the great Mall where Dr. King spoke of his dream. Here we stand, where 108 years ago at another inaugural, thousands of protestors tried to block brave women from marching for the right to vote. Today, we mark the swearing-in of the first woman in American history elected to national office – Vice President Kamala Harris. Don’t tell me things can’t change. Here we stand across the Potomac from Arlington National Cemetery, where heroes who gave the last full measure of devotion rest in eternal peace. And here we stand, just days after a riotous mob thought they could use violence to silence the will of the people, to stop the work of our democracy, and to drive us from this sacred ground. That did not happen. It will never happen. Not today. Not tomorrow. Not ever. To all those who supported our campaign I am humbled by the faith you have placed in us. To all those who did not support us, let me say this: Hear me out as we move forward. Take a measure of me and my heart. And if you still disagree, so be it. That’s democracy. That’s America. The right to dissent peaceably, within the guardrails of our Republic, is perhaps our nation’s greatest strength. Yet hear me clearly: Disagreement must not lead to disunion. And I pledge this to you: I will be a president for all Americans. I will fight as hard for those who did not support me as for those who did. Many centuries ago, Saint Augustine, a saint of my church, wrote that a people was a multitude defined by the common objects of their love. What are the common objects we love that define us as Americans? I think I know. Opportunity. Security. Liberty. Dignity. Respect. Honor. And, yes, the truth. Recent weeks and months have taught us a painful lesson. There is truth and there are lies. Lies told for power and for profit. And each of us has a duty and responsibility, as citizens, as Americans, and especially as leaders – leaders who have pledged to honor our Constitution and protect our nation — to defend the truth and to defeat the lies. I understand that many Americans view the future with some fear and trepidation. I understand they worry about their jobs, about taking care of their families, about what comes next. I get it. But the answer is not to turn inward, to retreat into competing factions, distrusting those who don’t look like you do, or worship the way you do, or don’t get their news from the same sources you do. We must end this uncivil war that pits red against blue, rural versus urban, conservative versus liberal. We can do this if we open our souls instead of hardening our hearts. If we show a little tolerance and humility. If we’re willing to stand in the other person’s shoes just for a moment. Because here is the thing about life: There is no accounting for what fate will deal you. There are some days when we need a hand. There are other days when we’re called on to lend one. That is how we must be with one another. And, if we are this way, our country will be stronger, more prosperous, more ready for the future. My fellow Americans, in the work ahead of us, we will need each other. We will need all our strength to persevere through this dark winter. We are entering what may well be the toughest and deadliest period of the virus. We must set aside the politics and finally face this pandemic as one nation. I promise you this: as the Bible says weeping may endure for a night but joy cometh in the morning. We will get through this, together The world is watching today. So here is my message to those beyond our borders: America has been tested and we have come out stronger for it. We will repair our alliances and engage with the world once again. Not to meet yesterday’s challenges, but today’s and tomorrow’s. We will lead not merely by the example of our power but by the power of our example. We will be a strong and trusted partner for peace, progress, and security. We have been through so much in this nation. And, in my first act as president, I would like to ask you to join me in a moment of silent prayer to remember all those we lost this past year to the pandemic. We will honor them by becoming the people and nation we know we can and should be. Let us say a silent prayer for those who lost their lives, for those they left behind, and for our country. Amen. This is a time of testing. We face an attack on democracy and on truth. A raging virus. Growing inequity. The sting of systemic racism. A climate in crisis. America’s role in the world. If we do this then when our days are through our children and our children’s children will say of us they gave their best. They did their duty. They healed a broken land. My fellow Americans, I close today where I began, with a sacred oath. Before God and all of you I give you my word. I will always level with you. I will defend the Constitution. I will defend our democracy. I will defend America. I will give my all in your service thinking not of power, but of possibilities. Not of personal interest, but of the public good. На українську антарктичну станцію «Академік Вернадський» вирушила чергова сезонна експедиція. Про це повідомили у Національного антарктичний науковий центр.
«На станцію вирушила чергова сезонна експедиція – до неї увійшли науковці, що проводитимуть дослідження та відбір зразків, і технічні спеціалісти, які займатимуться модернізацією станції. Найбільший обсяг робіт цього разу в технічних фахівців: їм належить оновити значну частину систем життєзабезпечення станції. В умовах віддаленого острівця посеред океану ці завдання є вкрай непростими», – розповів очільник Національного антарктичного наукового центру Євген Дикий.
Як пояснили у центрі, така масштабна модернізація станції проводиться вперше, відколи нею володіє Україна. Почалася вона у 2019-му році, а затягнулася через обмеження, викликані пандемією.
Науковий загін продовжить вивчати, як наземні та морські екосистеми реагують на зміни клімату в регіоні.
«Вчені на станції отримають нові можливості для дослідження верхніх шарів атмосфери, зокрема озонової діри. Буде встановлено спеціальне програмне забезпечення, яке дозволить проводити попередній аналіз отриманих даних щодо концентрації озону безпосередньо на «Вернадському», і цим суттєво прискорити отримання кінцевих результатів досліджень», – розповіли у центрі.
Сезонна експедиція має дістатися Антарктиди до середини лютого.

British Government Looks Forward to Working with Biden
British Prime Minister Boris Johnson and Labor Party opposition leader Keir Starmer expressed good wishes Wednesday to U.S. President-elect Joe Biden on his Inauguration Day. Speaking in Parliament during his weekly question time with lawmakers, Johnson said he is looking forward to working with Biden and with his new administration “strengthening the partnership between our countries and working on our shared priorities.” Johnson mentioned climate change, pandemic recovery and “strengthening our transatlantic security” as shared priorities between the two nations. Starmer also stood to welcome Biden and Vice President-elect Kamala Harris, calling their upcoming inauguration “a victory for hope over hate and a real moment for optimism in the U.S. and around the world.” In an editorial Wednesday in the British Daily Mail newspaper, former British Prime Minister Theresa May said Biden and Harris give Britain “partners for positive action to make the world a safer place.” May used the same editorial to sharply criticize Johnson, her successor as prime minister, saying his government had “abandoned global moral leadership.”

EU Welcomes Biden Inauguration
Leaders of the European Union Wednesday hailed the inauguration of Joe Biden as a “new dawn” in America.
Speaking at the European Parliament in Brussels, ahead of Biden’s swearing-in as the 46th president of the United States, European Commission President Ursula von der Leyen said, “This time-honored ceremony on the steps of the U.S. Capitol will be a demonstration of the resilience of American democracy and the resounding proof that once again after four long years, Europe has a friend in the White House.”
European Council President Charles Michel was equally effusive but frank about how the U.S.-EU relationship changed under President Donald Trump. He said, “Today is more than a transition; today is an opportunity to rejuvenate our transatlantic relationship, which has greatly suffered in the last four years.”
The European Council is the E.U.’s political arm. Michel invited Biden to attend the council’s “extraordinary council meeting in Brussels, that can be in parallel to a NATO meeting.” He said European leaders want to work with the U.S. on boosting multilateral cooperation, ending the COVID-19 pandemic, tackling climate change, and joining forces on security and peace, among other issues.
The European leaders acknowledged the events of the last two weeks in Washington – the siege on the U.S. Capitol by Trump supporters. Michel said Biden’s inauguration is evidence the attackers failed and called on Biden to work with Europe.
“On the first day of his mandate I address a solemn proposal to the new U.S. president: let’s build a new founded pact for a stronger Europe, for a stronger America and for a better world,” he said.

Усього від початку пандемії COVID-19 хворобу у Києві подолали понад 50 тисяч людей, повідомив у середу столичний голова Віталій Кличко.
«Одужали за добу в Києві вдвічі більше людей, ніж захворіли – 1251. Усього коронавірус подолали 50 339 мешканців столиці», – повідомив Кличко.
Озвучуючи добову статистику, він зазначив, що напередодні в столиці виявили 606 нових хворих, померли 16 людей.
«Усього за період пандемії в столиці 2227 летальних випадків від вірусу. А підтверджених випадків захворювання в місті на сьогодні вже 124 240», – додав Кличко.
Найбільше випадків захворювання за минулу добу виявили в Деснянському районі (108) районі.
Як повідомляли раніше у МОЗ, саме в Києві за останню добу була зареєстрована найбільша кількість підтверджених випадків COVID-19 в порівнянні з іншими містами і регіонами.
За весь час пандемії в Україні захворіли 1 172 038 людей, одужали – 900 749, померли – 21 258.

Вбивство українця в Португалії: судове засідання перенесли
Перше судове засідання у справі про вбивство громадянина України Ігоря Гоменюка в Португалії перенесене – про це Радіо Свобода повідомила перекладачка адвоката родини Гоменюка Анна Гуцул.
Голова Спілки українців Павло Садоха повідомив, що, за його даними, засідання має відбутися 2 лютого. Цю дату підтвердив адвокат родини Гоменюка Жозе Ґашпар Швальбах. Він зазначив, що причиною перенесення стала хвороба одного з адвокатів сторони захисту.
За словами Швальбаха, можливі й подальші перенесення через пандемію коронавірусної хвороби. Наразі в Португалії виявлено майже 577 тисяч хворих, 9 246 померли.

20 січня мав початися суд над інспекторами Служби у справах іноземців і кордонів (SEF) Дуарте Лажею, Бруно Совса та Луїз Сілва.
Їх звинувачують у побитті українця Ігоря Гоменюка, який утримувався в центрі тимчасового утримання мігрантів в аеропорту Лісабона. Внаслідок цього Гоменюк помер 12 березня 2020 року.
Португальська прокуратура хоче також притягнути до відповідальності ще цілу низку службовців, яких підозрює в спробах приховати злочин.
Цей випадок спричинив політичний резонанс у Португалії, відставку голови SEF Кріштіни Ґатойш та вимоги з боку опозиції до реорганізації SEF.
