Supreme Court Will Not Halt Trump Tax Record Turnover
In a significant defeat for former President Donald Trump, the Supreme Court on Monday declined to step in to halt the turnover of his tax records to a New York prosecutor.The court’s action is the apparent culmination of a lengthy legal battle that had already reached the high court once before. Trump’s tax records are not supposed to become public as part of prosecutor’s criminal investigation, but the high court’s action is a blow to Trump because he has for so long fought on so many fronts to keep his tax records shielded from view. The ongoing investigation the records are part of could also become an issue for Trump in his life after the presidency. Trump has called it “a fishing expedition” and “a continuation of the witch hunt — the greatest witch hunt in history.”The Supreme Court waited months to act in the case. The last of the written briefs in the case was filed Oct. 19. But a court that includes three Trump appointees waited through the election, Trump’s challenge to his defeat and a month after Trump left office before issuing its order.The court offered no explanation for the delay, and the legal issue before the justices did not involve whether Trump was due any special deference because he was president.The court’s order is a win for Manhattan District Attorney Cyrus Vance Jr., who has been seeking Trump’s tax records since 2019 as part of an investigation. Vance, a Democrat, had subpoenaed the records from the Mazars accounting firm that has long done work for Trump and his businesses. Mazars has said it would comply with the subpoena, but Trump, a Republican, sued to block the records’ release.Vance’s office had said it would be free to enforce the subpoena and obtain the records in the event the Supreme Court declined to step in and halt the records’ turnover, but it was unclear when that might happen.The case the high court ruled in involves a grand jury subpoena for more than eight years of Trump’s personal and corporate tax records. Vance has disclosed little about what prompted him to request the records. In one court filing last year, however, prosecutors said they were justified in demanding the records because of public reports of “possibly extensive and protracted criminal conduct at the Trump Organization.”Part of the probe involves payments to two women — porn actress Stormy Daniels and model Karen McDougal — to keep them quiet during the 2016 presidential campaign about alleged extramarital affairs with Trump. Trump has denied the affairs.In July, the justices in a 7-2 ruling rejected Trump’s argument that the president is immune from investigation while he holds office or that a prosecutor must show a greater need than normal to obtain the tax records. Justices Neil Gorsuch and Brett Kavanaugh, whom Trump nominated to the high court, joined that decision. It was issued before Trump’s third nominee, Justice Amy Coney Barrett, replaced the late Justice Ruth Bader Ginsburg on the court.As part of its July decision, the high court returned the Vance case and a similar case involving records sought by Congress to lower courts. And the court prevented the records from being turned over while the cases proceeded.Since the high court’s ruling, in the Vance case, Trump’s attorneys made additional arguments that his tax records should not be turned over, but they lost again in federal court in New York and on appeal. It was those rulings that Trump had sought to put on hold.

Міністр культури розраховує, що другу чергу музею Голодомору добудують до 23 серпня
Другу чергу будівництва музею Голодомору в Києві планують завершити до 23 серпня 2021 року, заявив міністр культури та інформаційної політики Олександр Ткаченко на форумі «Україна 30. Інфраструктура» 22 лютого.
Він назвав будівництво об’єктів одним із напрямків діяльності Мінкульту в 2021 році.
«Президент поставив завдання завершити другу чергу будівництва, довгобуду, на жаль – це музей Голодомору в Києві. Ми розраховуємо, що друга черга до 23 серпня буде добудована», – сказав він.

Крім того, Ткаченко вказав на інші культурні проєкти з будівництва, серед яких – центр народних художніх промислів у Полтавській області, реконструкція садиби Харитоненків у Сумах будинку й музея Сергія Корольова на Житомирщині та музею Тараса Шевченка в Черкаській області.
Як зазначав Олександр Ткаченко під час цього ж виступу, Міністерство культури планує відреставрутвати 150 пам’яток протягом трьох років.
Першу чергу музею Голодомору добудували в 2009 році.

Ткаченко назвав низку об’єктів, які Мінкульт планує реставрувати у 2021 році
Міністр культури та інформаційної політики Олександр Ткаченко назвав кілька пам’яток, які планується відреставрувати 2021 року. Про це він розповів на форумі «Україна 30. Інфраструктура» 22 лютого.
Ткаченко нагадав, що протягом трьох років планується відреставрувати або добудувати близько 150 різних пам’яток в усіх регіонах України. З цього переліку виокремили ті, які перебувають у «надзичайно поганому стані».

«Ми вже почали минулого й цього року їх ремонтувати, реставрувати. Наприклад, у Києві ви бачили Художній музей, в Одеській області – Олеській замок – це лише кілька об’єктів, не всі, це про аварійний стан, – на Хортиці, і йдеться про фортецю, яка розташована в Хотині», – розповів він.
Ткаченко назвав «головним акцентом» цього напрямку реставрацію і назвав кілька прикладів:

«Поїздивши по Україні, можу вам сказати: цих об’єктів не 150. На жаль, їх набагато більше. Якщо зараз держава не почне поштовх у цьому напрямку, ми, в принципі, можемо втратити не тільки нашу спадщину, але й культурні об’єкти, об’єкти, які здатні привертати увагу, бути об’єктами для приватних інвестицій, для туристичних маршрутів», – зазначив міністр.
Серед об’єктів, які підлягають ремонту, він назвав цирк у Кривому Розі, меморіальний музей Немировича-Данченка та Корфа у Донецькій області, обласного художнього музею Шовкуненка на Херсонщині.
Ткаченко зазначив, що Мінкульт співпрацює з Укравтодором та «Укрзалізницею», щоб з’єднати ці об’єкти в цілісні обласні туристичні маршрути.

Biden’s Pick for Attorney General No Stranger to Washington Politics
U.S. President Joe Biden’s pick for attorney general, Merrick Garland, is no stranger to Washington politics. He rose to national prominence in late 2016 when Republicans in Congress blocked his nomination by then-President Barack Obama to a seat on the Supreme Court. Garland, a federal appellate judge, is once again in the limelight and on the verge of taking on a high-profile position, this time as attorney general – essentially the nation’s top law enforcement officer. Garland said he agreed to take the job of attorney general after being assured by both Biden and Vice President Kamala Harris that the Justice Department would retain its independence from political interference. Biden said of his nominee in January, “Your loyalty is not to me,” and apparent dig at former President Donald Trump who demanded loyalty of his Cabinet members. “It’s to the law, to the Constitution, to the people of this nation,” Biden said. Judicial background Garland, 68, is the chief judge of the U.S. Court of Appeals for the D.C. Circuit, sometimes called the “second highest court in the land” in part because of the frequency with which its judges ascend to the Supreme Court just a few blocks away. After graduating from Harvard College and Harvard Law School, Garland clerked for two appointees of Republican President Dwight D. Eisenhower: the liberal U.S. Supreme Court Justice William Brennan Jr. and Judge Henry J. Friendly, for whom Chief Justice John Roberts also clerked. Trump’s attorney general, William Barr, intervened directly in criminal cases that benefited the former president’s political allies, including former national security adviser Michael Flynn, to the dismay of many career prosecutors. Garland has earned a reputation as a moderate jurist whose nomination has been well received by some Republicans. His path to confirmation in the full Senate is very narrow, though, given that Democrats – and the independents who typically vote along with them – control 50 of its 100 seats.

Степанов повідомив про кінець переговорів про збільшення постачань в Україну вакцини NovaVax
Міністр охорони здоров’я Максим Степанов повідомив про завершення переговорів про збільшення постачань в Україну американської вакцини NovaVax.
«Ще одна позитивна новина з індійського Пуне та найбільшого у світі виробника вакцин Serum Institute. Успішно завершили переговори про збільшення постачання в Україну американської вакцини NovaVax. Нам підтвердили можливість постачання додаткових 5 мільйонів доз вакцин від цього виробника. Затвердимо домовленість підписанням договору. Загальний обсяг вакцин NovaVax, який ми очікуємо в Україні, на сьогодні складає 15 млн. Нагадаю, що постачання вакцини NovaVax заплановано, починаючи з липня 2021 року», – повідомив Степанов у фейсбуці.
Напередодні він також повідомляв, що вже відвантажена перша партія вакцин AstraZeneca із заводу-виробника в індійському місті Пуне.
«500 000 доз вакцини їдуть до України, і далі будуть розподілені між регіонами згідно плану МОЗ. Зараз (станом на вечір 21 лютого – ред.) вакцина транспортується до Мумбаї. Далі – довгий шлях вантажним літаком з зупинкою в Стамбулі і вже днями вакцина прибуде до України», – вказував Степанов.
Голова МОЗ Максим Степанов пізно ввечері 18 лютого вирушив до Індії за першою партією вакцини від COVID-19.
У МОЗ очікували, що вакцинація від COVID-19 почнеться в Україні «в районі 15 лютого». 21 лютого головний санітарний лікар Віктор Ляшко заявив, що вакцина надійде «найближчим часом». За його словами, «єпитання розмитнення, оформлення, розподілу кількості доз по кожній конкретній області і завантаження машин, які поїдуть».
Президент Володимир Зеленський заявляв, що в Україні мають намір охопити вакцинацією від COVID-19 щонайменше половину населення протягом цього і на початку 2022 року. Україна домовилась про постачання вакцин від компаній Pfizer, Sinovac, AstraZeneсa і Novavах. Ідею закуповувати російську вакцину глава держави відкинув зі словами: «українці – не кролики, експериментувати не маємо права».
На початку лютого у МОЗ повідомляли, що Україна отримала підтвердження на постачання 22 мільйонів доз вакцин проти COVID-19.

СБУ заявила про «масштабну схему» розкрадання коштів на залізниці
Служба безпеки України повідомила про викриття «масштабної схеми» розкрадання державних коштів «Укрзалізниці», виділених на утримання одного з об’єктів критичної інфраструктури залізничної галузі.
«Як встановили співробітники спецслужби, «ділки» організували оборудку під час відновлення залізничного мосту на ділянці міжнародного сполучення Гомель – Чернігів – Київ. Від належного утримання цього об’єкту залежить функціонування транспортного коридору, що проходить територією України. Оперативники СБУ встановили, що посадовці регіональної філії «Південно-західна залізниця» діяли за змовою із менеджментом підрядної організації. Під час капітального ремонту об’єкту критичної інфраструктури, вони штучно завищили обсяги виконаних робіт і вартість матеріалів», – йдеться в повідомленні.
За даними СБУ, в межах досудового розслідування відбулися експертизи, які підтвердили завищення вдвічі вартості виконання контракту.
«Своїми діями зловмисники поставили під загрозу стабільне та безпечне функціонування мосту. Завдяки зусиллям СБУ, профільні фахівці відновили його надійну роботу. Наразі організаторам оборудки повідомлено про підозру за ч. 5 ст. 191 (привласнення, розтрата майна або заволодіння ним шляхом зловживання службовим становищем) та ч. 1 ст. 366 (службове підроблення) Кримінального кодексу України», – йдеться в повідомленні.
В «Укрзалізниці» справу наразі публічно не коментували.

Голови Мінкульту і МЗС України засудили репресії проти журналістів у Білорусі
Міністр закордонних справ України Дмитро Кулеба і міністр культури та інформаційної політики Олександр Ткаченко засудили утиски журналістів у Білорусі. Спільну заяву урядовці оприлюднили 21 лютого.
«Весь демократичний світ визнає засоби масової інформації четвертою владою та не втручається у їхню професійну діяльність. Наступ на свободу слова, життя та здоров’я журналістів у Республіці Білорусь відкрито порушує ці базові принципи», – йдеться в заяві.

18 лютого суд у Мінську засудив до двох років колонії журналісток каналу «Белсат» Катерину Андрєєву (Бахвалову) і Дар’ю Чульцову – за стрім з акції протесту 15 листопада. За версією слідства, журналістки організовували акцію протесту і створювали її масовість, щоб протистояти співробітникам міліції. Правозахисники визнали Чульцову і Андрєєву політичними ув’язненими.
16 лютого у всій Білорусі відбулася серія обшуків щонайменше у 25 журналістів і правозахисників. Влада пояснила обшуки наміром «встановити обставини фінансування протестної діяльності». Дії білоруської влади викликали жорстку критику в Євросоюзі.

У Дніпрі вимагали знизити комунальні тарифи та ціну за проїзд у маршрутках
У Дніпрі під будівлею міської ради 21 лютого відбувся «антитарифний» мітинг. У заході, повідомляє кореспондент Радіо Свобода, взяли участь кілька десятків людей, переважно – пенсіонери.
Серед вимог протестувальників до уряду – зменшення цін на газо- та електропостачання, а до міської влади – зменшення на 1 гривень вартості проїзду в маршрутних таксі та 50-відсоткове зниження тарифів на водопостачання, а також обслуговування будинків та ліфтів.
«Вихід – у демонополізації цих сфер. Як приклад, обслуговування ліфтів у Дніпрі. Ця сфера підконтрольна підприємству «Дніпроліфт». Я як заступник голови ОСББ пробував знайти альтернативу. Проте інші організації, до яких я звертаюсь, – можливо, нам запропонують кращі умови – відмовляють, пояснюючи, що наш район вони не обслуговують. Що це, як не штучна монополія?.. Так само конкуренція має бути за обслуговування маршрутів маршрутними таксі», – сказав організатор мітингу Андрій Бут.

Він оприлюднив вимоги до міського голови Дніпра Бориса Філатова, які пообіцяв передати в мерію.
Учасники акції говорили про «непідйомність» вартості газу, особливо для тих, хто мешкає у приватних будинках з газовим опаленням.
«Пенсія – 2 тисячі, а за опалення треба заплатити 4 тисячі. Так чим я відрізняюся від безпритульного? У мене є прописка й будинок, але оплатити його я не можу», – сказала одна з учасниць акції Любов Брильова, показуючи аркуші з підписами пенсіонерів, які опинились у схожій ситуації й вимагають зменшення вартості газу.
З міської ради до протестувальників ніхто не вийшов. Представники поліції стежили за заходом, але в хід не втручалися.

Із початку січня в Україні зросли ціни на побутовий газ, що разом із іншими підвищеннями цін на комунальні послуги стало викликати акції протесту в багатьох місцях України. На нараді в офісі президента 13 січня вирішили відмовитися від ринкових цін і знову запровадити державне регулювання цін на газ, директивно знизивши їх більш ніж на 30 відсотків.
Згідно з постановою уряду, ухваленою в середині січня, з 1 лютого і до кінця карантинних обмежень, але не довше ніж до 31 березня 2021 року, ціна на газ для побутових споживачів не повинна перевищувати 6 гривень 99 копійок за кубометр.

Міноборони Росії проведе в Криму навчання повітряно-десантних військ
Міністерство оборони Росії планує провести навчання повітряно-десантних військ в включеному Криму, заходи заплановані на березень. Про це повідомляє проєкт Радіо Свобода Крим.Реалії з посиланням на пресслужбу відомства.
«У середині березня на полігоні«Опук»в Криму, під керівництвом командира Новоросійського гвардійського десантно-штурмового гірського з’єднання гвардії генерал-майора Андрія Суховецького відбудеться командно-штабне навчання з гвардійським десантно-штурмовим Кавказьким казачим полком зі Ставрополя і гвардійським артилерійським полком з Анапи», – йдеться в повідомленні.

Як зазначає російське відомство, під час навчань десантники будуть відпрацьовувати десантування особового складу і техніки на незнайомий майданчик. Крім того, вони мають захопити об’єкти умовного противника і утримувати їх до прибуття основних сил з’єднання.
«Також десантно-штурмові підрозділи ВДВ відпрацюють висадку на необладнане морське узбережжя з великих десантних кораблів Чорноморського флоту Росії і оборону морського узбережжя від висадки морського десанту умовного противника», – додали у російському Міноборони.
Наразі немає реакції відповідних відомств України на цю інформацію.
Після анексії Криму в 2014 році Росія проводить регулярні військові навчання на півострові і в акваторії Чорного моря, а також завозить військову техніку, зокрема, системи протиповітряної оборони.

У центрі Києва відбулася акція «Промені гідності»
Ввечері 20 лютого у центрі Києва відбулася акція «Промені гідності», присвячена пам’яті героїв Небесної сотні, які загинули під час подій на майдані Незалежності у 2014 році.
Промені випускали 120 проєкторів біля Меморіального комплексу героїв Небесної сотні, Жовтневого палацу і монументу Незалежності України.
Промені запалювали під пісню «Пливе кача», а також мелодії з проєкту «Характери гідності».
Люди запалювали лампади і покладали квіти до Меморіалу героїв Небесної сотні.
День героїв Небесної сотні 20 лютого встановлений указом президента у 2015 році. Пам’ятні заходи на вшанування учасників Революції гідності й увічнення пам’яті героїв Небесної сотні почалися цього тижня.
17 лютого Верховна Рада визнала Євромайдан історичною подією і закликала розслідувати злочини проти його учасників.
21 листопада 2013 року в Україні почався Євромайдан. Він став відповіддю на рішення влади зупинити підготовку до підписання Угоди про асоціацію з ЄС. Протести набули більших масштабів після розгону 30 листопада і тривали до лютого 2014 року. Силовики кілька разів намагалися розігнати учасників протестів.
За даними прокуратури, всього під час Революції гідності постраждали 2,5 тисячі людей, 104 її учасники загинули – більшість у лютому 2014 року. Згодом загиблих учасників акцій протесту почали називати Небесною сотнею. За даними Міністерства внутрішніх справ, від 18 лютого по 2 березня 2014 року під час виконання службових обов’язків у центрі Києва загинули також 17 силовиків.

Україна організаційно готова до прибуття будь-якого типу і кількості вакцин від COVID-19 – Ляшко
Україна організаційно готова до прибуття будь-якого типу і кількості вакцин від COVID-19, розроблено план розвезення вакцин в обласні склади, заявив головний санітарний лікар Віктор Ляшко.
«Є чіткий план, який дає змогу одразу після прибуття вакцини розвозити її в обласні склади 11 машинами одночасно: 7 областей (Житомирська, Київська, Чернігівська, Черкаська, Полтавська, Вінницька та місто Київ) отримають вакцину в день розвезення, решта – наступного дня», – повідомив Ляшко у фейсбуці.
Оскільки медпрацівники будуть залучені протягом усієї вакцинальної кампанії, то Національна служба здоров’я укладатиме договори із визначеними для вакцинації закладами, та сплачуватиме їм за надані послуги, додав Ляшко.
«У перший місяць для забезпечення готовності до проведення вакцинації роботи НСЗУ виплачуватиме 8 тисяч гривнь на одну мобільну команду медиків. Далі медичний заклад отримуватиме доплату за фактичну кількість провакцинованих осіб – 25 гривень за першу дозу введеної вакцини і 60 гривень – за другу. Дані про вакцинацію будуть вноситися до електронної системи охорони здоров’я і тільки на підставі цієї інформації НСЗУ оплачуватиме фактично надані послуги», – пояснив головний санітарний лікар України.
Пізно ввечері 18 лютого міністр охорони здоров’я Максим Степанов повідомив, що вирушив до Індії за першою партією вакцини від COVID-19.
Президент Володимир Зеленський казав, що в Україні мають намір охопити вакцинацією від COVID-19 щонайменше половину населення протягом цього і на початку 2022 року. Україна домовилась про постачання вакцин від компаній Pfizer, Sinovac, AstraZeneсa і Novavах. Ідею закуповувати російську вакцину глава держави відкинув зі словами: «українці – не кролики, експериментувати не маємо права».
На початку поточного місяця у МОЗ повідомляли, що Україна отримала підтвердження на постачання 22 мільйонів доз вакцин проти COVID-19.
За час пандемії в Україні на COVID-19 захворіли 1 299 967 людей, одужали 1 144 516, померли – 25 045.

Переговори з переможцем архітектурного конкурсу – німецькою компанією Kleihues & Kleihues Gesellschaft von Architekten перебувають на завершальній стадії. Зазначимо, що навіть не маючи приміщення, музей щорічно реалізовує низку проєктів з вшанування учасників Революції Гідності», – йдеться в повідомленні.
«Національний меморіальний комплекс Героїв Небесної сотні – Музей Революції гідності» – майбутній меморіально-музейний комплекс, присвячений подіям Революції гідності. Заклад документально створений – у листопаді 2015 року. Меморіальний комплекс-музей має постати над майданом Незалежності, на алеї Героїв Небесної Сотні.

За добу госпіталізували 2 225 людини. Одужали 4 539, померли – 73.
В Україні здійснили напередодні 61 017 тестувань, зокрема 29 731 методом ПЛР.
Найбільшу кількість випадків виявили в Івано-Франківській (738), Вінницькій (554), Чернівецькій (522), Львівській (420) областях та в Києві (415).
За час пандемії в Україні захворіли 1 299 967 людини, одужали 1 144 516, летальних випадків – 25 045.

Він вказав на те, що робити обґрунтовані синоптичні прогнози можна робити в межах 15 днів. За оцінкою Кульбіди, потепління триватиме кілька днів. Відтак протягом найближчих двох тижнів температура незначно коливатиметься, проте погода лишатиметься зимовою.
«Ми чекаємо протягом найближчих трьох, навіть чотирьох днів підвищення температури, причому дуже суттєве, а потім невелике зниження, яке буде продовжуватися і надалі таким чином, що нічні температури будуть складати від 5 до 10 градусів морозу, а денні – від 0 до 5 градусів морозу. На півдні й заході України вони досягатимуть плюсових значень. Таким чином можна говорити, що зима продовжується, нічого особливо не змінилося, але температурний режим дійсно буде значно вищим, ніж був, наприклад, минулої ночі», – припустив метеоролог.
Кульбіда навів поняття метеорологічної весни, яка настає, коли середньобова температура повітря перевищує 0 градусів за Цельсієм. Останніми роками, за його словами, дати початку метеорологічної весни стали більш ранніми.
«Якщо в середньому ще 30 років назад температура повітря через 0 градусів навіть на півночі України переходила в середині березня, то зараз вона може перейти раніше. Тобто ми маємо говорити про ранню весну навіть на півночі України», – розповів директор «Укргідрометцентру».
Він підтвердив, що різкий перепад теператури є одним із проявів змін клімату. Кульбіда нагадав про заяву генерального секретаря ООН Антоніу Ґутерріша, в якій той пов’язав аномальні снігопади в Північній Америці зі змінами клімату.

«У нас немає жодних сумнівів у тому, що це (перепади температури – ред.) пов’язано із загальними кліматичними змінами, які відбуваються в Україні. Контрастність температурного режиму, інтенсивність випадіння опадів стає все більш вираженою, тому можна говорити про те, що на фоні загального правила, як ми називаємо глобальне потепління чи потепління на регіональному рівні в Україні – з цього правила завжди бувають винятки, які тільки підтверджують це правило», – резюмував Кульбіда.
На 20 лютого «Укргідрометцентр» прогнозує загалом по Україні близько -1 – -3 градусів удень, незначний плюс на заході, до -5 – -7 градусів на Чернігівщині і Сумщині. 19 лютого вдень загалом по Україні – 7-8 градусів морозу, на заході – від -3 до -6.
