Biden’s Trade Pick to Focus on Enforcement, Supply Chains, Alliances
Katherine Tai, President Joe Biden’s nominee for U.S. trade representative, will vow to U.S. senators that she will work to strengthen U.S. supply chains, enforce a new trade deal with Canada and Mexico, and hold China to its trade promises.In written testimony prepared for her confirmation hearing before the Senate Finance Committee on Thursday, Tai underscored the Biden administration’s determination to pursue new, longer-term trade policies to focus on “workers and wage earners,” support U.S. innovation and enhance U.S. competitiveness abroad.As the trade “czar” for the world’s largest economy, biggest importer of goods and second-largest exporter after China, Tai would wield immense clout.If confirmed, as expected, Tai faces a long list of challenges, including a push by allies who want Washington to rescind tariffs imposed by former President Donald Trump on steel and aluminum, aircraft and wine.Tai, the top trade lawyer for the House Ways and Means Committee and a fluent Mandarin speaker, said it was critically important that the United States have a strategic, coherent plan to deal with China and help U.S. companies compete with its model of “state-directed economics.”Rebuilding alliancesIn her testimony, Tai said she would prioritize rebuilding U.S. alliances and re-engaging with international institutions, to better address common threats like climate change, the COVID-19 pandemic and a global economic downturn, while investing to make the U.S. economy more resilient.”China is simultaneously a rival, a trade partner, and an outsized player whose cooperation we’ll also need to address certain global challenges,” she said in the prepared testimony, which was seen by Reuters.”We must remember how to walk, chew gum and play chess at the same time,” she said.Tai’s testimony has been eagerly awaited for months by industry, U.S. trading partners from Beijing to Brussels, labor groups and lawmakers — all in a long queue to lobby her as soon as she is confirmed.Tai said she would make it a priority to implement and enforce the U.S.-Mexico-Canada trade agreement that she helped renegotiate in 2019 to include tougher labor and environmental standards. She said that the deal marked an “important step in reforming our approach to trade” and that its success was vital.

Did Intelligence Failure Lead to US Capitol Attack?
The first in a series of congressional hearings on the January 6 U.S. Capitol attack has sparked a debate over whether intelligence breakdowns left the building vulnerable to what some officials and lawmakers have termed a “planned and coordinated” insurrection by supporters of former President Donald Trump.Former officials responsible for Capitol security appeared before two Senate panels on Tuesday to defend their actions in the lead-up to and during the bloody riot that left five dead and hundreds injured, saying they did everything they could to prepare for the attack and that the intelligence community failed to see it coming.But some experts say blaming the riot solely on faulty intelligence is misplaced.”It was very much of a collective failure, much like one could argue that September 11, 2001, was a collective failure in response or anticipation,” said Bruce Hoffman, a veteran terrorism expert at the Council on Foreign Relations.FILE – Former U.S. Capitol Police Chief Steven Sund testifies before the Senate’s Homeland Security and Rules committees on Capitol Hill, Washington, Feb. 23, 2021.Intelligence failure?The claim that the FBI and other agencies failed to predict the attack came from Robert J. Contee III, current chief of the Metropolitan Police Department, and Steven Sund, former chief of the U.S. Capitol Police (USCP), the 2,000-plus-strong force tasked with protecting the Capitol and surrounding government buildings.Sund told lawmakers that while Capitol Police had prepared for a large, potentially violent protest, it received no intelligence from the FBI or other agencies indicating that a planned takeover of the Capitol was in the works — one designed to prevent House and Senate lawmakers from certifying Democrat Joe Biden’s victory over Trump in the November 3 presidential election.“Without the intelligence to properly prepare, the USCP was significantly outnumbered and left to defend the Capitol against an extremely violent mob,” Sund said.Based on its own intelligence assessments, the Capitol Police believed the January 6 event would be “similar” to two previous pro-Trump rallies in Washington in November and December, and police officials took what they considered to be appropriate actions.But Hoffman said there was plenty of open and clandestine social media chatter prior to January 6 to suggest it “would likely be very different from all previous protests as a last and final opportunity to contest and disrupt the 2020 presidential election.”A lack of good intelligence before January 6 was not an issue, Hoffman said. US Will Seek Seat on UN Human Rights Council
Secretary of State Antony Blinken says the United States will seek to rejoin the U.N. Human Rights Council when elections are held later this year.
Blinken said in a video address to the council Wednesday, “We humbly ask for the support of all U.N. member states in our bid to return to a seat in this body.”
Seats on the 47-member council are held for a three-year term, and Blinken said the United States would seek to occupy one for 2022-24.
The United States withdrew from the body under the administration of former President Donald Trump with arguments that the council unfairly targeted Israel and included among its membership a number of countries with poor human rights records.
“As the United States re-engages, we urge the Human Rights Council to look at how it conducts its business. That includes its disproportionate focus on Israel,” Blinken said.

У ПЦУ запевнили, що не мають жодних заперечень щодо вакцинації
Православна церква України не має жодних заперечень щодо вакцинації, повідомила у середу пресслужба ПЦУ.
«Свою позицію щодо щеплень наша церква озвучила ще до початку пандемії, чітко наголосивши на тому, що у Православної церкви України немає жодних заперечень щодо вакцинації в цілому як медичної процедури: вона не суперечить ані Божим заповідям, ані засадам християнської віри. Водночас церква не буде примушувати будь-кого до вакцинації. Процедура вакцинації мусить бути добровільною та усвідомленою. Кожна людина вільна прийняти власне зважене та відповідальне рішення, яке буде спиратися на фахові висновки та рекомендації лікарів, медиків, спеціалістів, буде враховувати стан здоров’я та інші важливі фактори», – йдеться в повідомленні ПЦУ.
У ПЦУ зазначили, що церква як інституція, а також священнослужителі не можуть і не повинні «брати на себе відповідальність щодо сертифікації, якості, ефективності, умов транспортування і зберігання доз вакцини, правильності та доцільності для конкретної особи проведення процедури щеплення».
«Адже це – зона відповідальності системи охорони здоров’я та держави. Тому свідомо ставлячись до збереження власного здоров’я та здоров’я оточуючих, розуміючи, що людське життя є дар Божий та має велику цінність, кожен має підійти до цього питання відповідально, ретельно зваживши всі «за» і «проти», в той же час пам’ятаючи, що питання вакцинації не є виключно особистим – воно напряму стосується здоров’я всього народу і життя наших ближніх», – зазначили в ПЦУ.
Вакцинація від коронавірусу в Україні стартує сьогодні, через день після того, як 23 лютого прибула партія першої вакцини від COVID-19 – Covishield.
Перші пів мільйона доз вакцини вже спрямовані до семи регіонів України – Київської, Чернігівської, Черкаської, Житомирської, Вінницької та Полтавської областей. Спочатку, за даними МОЗ, планується провакцинувати 7 тисяч медичних працівників та інших категорій, які належать до групи ризику. Згідно із оприлюдненим планом, протягом лютого-квітня буде використано 367 тисяч безкоштовних вакцин.
За час пандемії в Україні на COVID-19 захворіли 1 317 694 людини, одужали – 1 155 422, померли – 25 461.

РНБО заявила про спроби хакерів зламати систему документообігу державних органів
Національний координаційний центр кібербезпеки при Раді національної безпеки і оборони України зафіксував спроби поширення шкідливих документів через Систему електронної взаємодії органів виконавчої влади, повідомила пресслужба РНБО.
«Метою атаки було масове зараження інформаційних ресурсів державних органів, оскільки саме з використанням цієї системи здійснюється документообіг у більшості органів державної влади. Шкідливі документи містили макрос, який під час відкриття файлів приховано завантажував програму для віддаленого управління комп’ютером. Способи та засоби реалізації цієї кібератаки дають змогу пов’язати її з одним із хакерських шпигунських угруповань із Російської Федерації», – йдеться в повідомленні апарату РНБО.
Повідомляється, що атака належить до так званих supply chain attack і спрямована на ланцюжок постачань, під час якої зловмисники намагаються отримати доступ до цільової організації не безпосередньо, а через вразливості в інструментах і сервісах, які вона використовує.
«Найвідомішими та наймасштабнішими атаками такого типу стали NotPetya, спрямована на пошкодження української інфраструктури у 2017 році, та Solorigate – кібершпигунська операція Російської Федерації 2020-2021 року, яку нині розслідують у США. У цих випадках шкідливий програмний код поширювався через програмне забезпечення (МЕДОК в Україні та продукти Solarwinds у США), скомпрометоване атакуючими», – йдеться в повідомленні.
У РНБО просять у разі виявлення індикаторів атаки відразу повідомляти до Національного координаційного центру кібербезпеки (report@ncscc.gov.ua).
Днями в РНБО вже попереджали про новий механізм кібератак на українську інфраструктуру.
Служба безпеки України повідомила, що в 2020 році нейтралізувала 600 кібератак і кіберінцидентів на інформаційні ресурси органів влади та об’єкти критичної інфраструктури. А в 2021 році розпочала п’ять кримінальних проваджень за фактом незаконного втручання в роботу комп’ютерних мереж.

Indian Country Gripped by Haaland Hearing for Top US Post
For Native Americans, Deb Haaland is more than an elected official on track to become the first Indigenous secretary of the Interior Department. She is a sister, an auntie and a fierce pueblo woman whose political stances have been molded by her upbringing. News of her historic nomination electrified Indian Country. Tribal leaders and organizations for weeks have urged people to write and call U.S. senators who will decide if she will lead the agency that has broad oversight over Native American affairs and energy development. Haaland’s confirmation hearing this week is being closely watched in tribal communities, with some virtual parties drawing hundreds of people. They prepared hundreds of pueblo pies, or pastelitos, and cookies, froze them and took them to Washington. Wearing traditional black dresses, they handed out the goodies with a thank-you note from Haaland. Suazo said she admires Haaland because she is eloquent and smart, “no beating around the bush,” and she is a Laguna Pueblo member who has returned there to dance as a form of prayer. Rep. Deb Haaland, D-N.M., is sworn in during a Senate Committee on Energy and Natural Resources hearing on her nomination to be Interior Secretary, on Capitol Hill in Washington, Feb. 23, 2021.When she heard Haaland was nominated as Interior secretary shortly after winning a second term in Congress, Suazo was not overjoyed. “Oh my gosh, she is going to go there, and who is going to represent us?” said Suazo, who lives in Rio Rancho, New Mexico. “There goes our one and only Indian representative.” She wanted to be assured that Haaland would be replaced by someone just as dynamic, who would work hard to protect the environment, address an epidemic of missing and slain Indigenous women and expand broadband, she said. “I was happy, but I was afraid. I didn’t want to lose her,” Suazo said. But she sees the importance, she said, in having a Native American oversee an agency that touches nearly every aspect of Native American life. Suazo sent a message to Haaland ahead of the hearing to say “be a strong woman,” or “gumeh.” She went back and forth watching it on television and in a virtual party. “It kind of reminds me of people having prayer groups, that kind of collective sending (of) good thoughts and prayers and support, and to have that many people doing it at one time was just so great,” Suazo said. Brandi Liberty, 42, Iowa Tribe of Kansas and Nebraska When Liberty saw a picture of Haaland in a traditional ribbon skirt and moccasins for President Joe Biden’s inauguration, she cried. She thought about her grandmother Ethil Simmonds Liberty, who did not become a U.S. citizen until she was 9, despite being born on her tribe’s reservation that straddles Kansas and Nebraska. Her grandmother was a powerful advocate for her people, petitioning to turn a pigpen into a playground, writing letters to U.S. presidents and leading efforts to get a road paved to the reservation, she said. Liberty thought about her own daughter, who she hopes will carry on her legacy in working with tribes and embracing their heritage. She thought about her time earning a master’s degree and seeing single mothers bringing their children to class, each understanding it was not a burden but a necessity. She later became a single mother like Haaland, who often speaks about her experience working through college and amassing debt. Liberty also thought about how Haaland could move other tribes in the right direction and connect them to Washington — essentially, Liberty’s grandmother on a larger scale. “This is no different than when Obama became the first Black president and what that signified,” said Liberty, who lives in New Orleans. “This is a historical mark for Indian Country as a whole.” Liberty caught most of Tuesday’s hearing while updating her parents and others through texts and social posts. She found herself in tears again as Haaland made her opening statement and touched on personal struggles. “I could relate to so much of it,” Liberty said. Zachariah Rides At The Door, 21, Blackfeet Tribe of Montana Rides At The Door is studying environmental sciences and sustainability, and fire science as a third-year student at the University of Montana in Missoula. He brings a perspective to his studies that Haaland has touted as unique from Indian Country — that everything is alive and should be treated with respect and that people should be stewards of the land, rather than have dominion over it. In high school, he learned about the mining industry and how it has impacted sites that are part of the Blackfeet creation story. He learned about the American Indian Movement’s role in fighting for equality and recognition of tribal sovereignty. He also recently learned the United States had a Native American vice president from 1929 to 1933, Charles Curtis. Rides At The Door is not sure what he wants to do when he graduates. But he knows he wants to learn the Blackfeet language and maybe become a firefighter or work on projects that route buffalo to his reservation. He was working Tuesday but planned to catch up on the hearing through social media. Already, he was seeing memes and other posts that praised Haaland. Seeing her political rise is inspiring, he said. “It’s a great way for younger Natives to say, ‘All right, our foot is in the door. There’s a chance we could get higher positions,'” he said. Debbie Nez-Manuel, 49, Navajo Nation in Arizona, New Mexico and Utah During her recent campaign for an Arizona legislative seat, Nez-Manuel sought an endorsement from Haaland. She was looking for someone whose values aligned with hers: grounded in beliefs, connected to the land, a consistent and strong leader unchanged by politics. After layers of vetting, she got the endorsement and planned to announce it at a get-out-the-vote rally featuring Haaland at the Gila River Indian Community in Arizona. It also was a chance for the two women to take a picture together. Then, the event was canceled because of the pandemic. Nez-Manuel was devastated. Days before she was supposed to meet Haaland, Nez-Manuel was sitting at home when her phone rang. She did not recognize the number. “Hey Debbie, this is Deb,” the voice on the phone said. “Who?” Nez-Manuel asked. The caller replied: “Deb Haaland. Good morning. I’m calling from New Mexico. I’m sitting in my kitchen.” Nez-Manuel’s heart raced, and she struggled to voice all the thoughts she had so carefully scripted for that meeting. Haaland, she said, was patient and shared stories about life on and off a reservation — something that resonated with Nez-Manuel. “It’s like talking to an auntie,” she said. “She’s very matter of fact.” Nez-Manuel joked about flying to Washington for Haaland’s confirmation hearing to get that elusive picture. Instead, she and her husband, Royce, connected to a virtual watch party from their home on the Salt River-Pima Maricopa Community northeast of Phoenix. Nez-Manuel said Haaland showed she was willing to learn from others, aptly answering questions and pledging to make decisions based on science. “She is about protecting what’s there, what’s good for humanity, not for pocketbooks,” Nez-Manuel said. “That’s something that stood out very clearly.”

Former US Security Officials Cite Intelligence Failure on Capitol Riot
Former officials responsible for securing the U.S. Capitol testified Tuesday before Congress for the first time since the January 6 attack on the complex, blaming inadequate intelligence for the failure to prevent what they characterized as an unexpected, military-style “insurrection” by supporters of former President Donald Trump. The officials – former U.S. Capitol Police Chief Steven Sund; former House Sergeant at Arms Paul Irving; and former Senate Sergeant-at-Arms Michael Stenger – testified before the Senate Committee on Homeland Security and the Senate Committee on Rules and Administration. The hearing is the first in a series on security and intelligence failures that led to the January 6 attack. All three former officials resigned immediately after the attack, which left five people dead, including a Capitol Police officer, and at least 140 police officers injured. In response, Sund said, he put in place an “all hands on deck” security plan, deploying about 1,200 officers to work on January 6 and expanding the security perimeter around the Capitol. “Contrary to some of the reporting, the USCP had an effective plan in place to handle the First Amendment demonstrations and possible pockets of violence that were anticipated for January 6, based upon the available intelligence,” he said Tuesday. At the same time, Sund also blamed the House and Senate sergeants-at-arms for failing to act swiftly to approve his request for National Guard help before and during the riots. The police chief can ask for National Guard help after a Capitol Police Board made up of the sergeants-at-arms declares an emergency. But Sund said when he asked for help two days before the attack, Irving, the House Sergeant-at-Arms, expressed concern about the “optics” of having National Guard troops around the Capitol “and didn’t feel that the intelligence supported it,” Sund said. During his testimony, Irving denied that he was concerned about the visuals. Sen. The hearing comes as members of Congress quarrel over a recent proposal by House Speaker Nancy Pelosi to form an independent, bipartisan commission to investigate the attack. The commission will be modeled on a similar panel that investigated the terrorist attacks of September 11, 2001. Lawmakers at Tuesday’s hearing grilled law enforcement officials over the delay in the National Guard’s deployment. Sund, the former Capitol Police chief, blamed it in part on the four-member Capitol Security Board’s failure to immediately declare a state of emergency. Irving denied that he did not act swiftly.

У Дніпрі презентували міжнаціональний і міжрелігійний календар України, розроблений Музеєм Голокосту та Центром вивчення Голокосту «Ткума». Про видання розповів директор музею Ігор Щупак, повідомляє кореспондент Радіо Свобода.
За його словами, календар на 2021 рік показує українські національні та релігійні свята, а також свята мусульман та юдеїв України, головні пам’ятні дати, зокрема дати національних трагедій.
«Ми випустили цей календар, аби і в свята, і в трагічні дні ми розуміли біль кожного, бо чужого болю не буває», – сказав Щупак.
Як зазначив історик, потреба в розробці виникла серед іншого і через те, що Календар пам’ятних дат на сайті Верховної Ради неповний і з помилками.
«Прикро, але деякі пам’ятні дати там взагалі не згадані, зокрема забули про День пам’яті жертв голодоморів. Деякі дати написані неправильно: ми кажемо про геноцид кримськотатарського народу, а там – трагедія кримськотатарського народу. Трагедій багато, але геноциди – це найстрашніші злочини проти людства», – зазначив Щупак.
Друком вийшла паперова версія календаря, де всі значущі дати позначені кольорами. Відсканувавши QR-код, можна побачити детальні описи подій.

В СБУ розповіли, скільки проваджень відкрили за фактом кіберзлочинів у 2021 році
Служба безпеки України у 2021 році розпочала п’ять кримінальних проваджень за фактом незаконного втручання в роботу комп’ютерних мереж. Про це повідомили в СБУ у відповіді на запит Радіо Свобода.
«У цьому році розпочато п’ять кримінальних проваджень за фактами несанкціонованих втручань в роботу електронно-обчислювальних машин (комп’ютерів), автоматизованих систем, комп’ютерних мереж чи мереж електрозв’язку (стаття 361 Кримінального кодексу України)», – йдеться в повідомленні.
За даними СБУ, у 2021 році спецслужби припинили 69 кібератак, більше половини з них були спрямовані на органи державної влади.
У СБУ додали, що у 2020 році нейтралізували близько 600 кібератак, більше половини з них здійснили на органи державної влади.
Рада національної безпеки і оборони раніше попередила про новий механізм DDoS атак на українську інфраструктуру.
В РНБО зазначили, що джерелом цих скоординованих атак були ІР-адреси, які належать певним російським мережам обміну трафіком. При цьому, зловмисники використовували новий механізм кібератак, який не спостерігався раніше під час подібних інцидентів.

Нова освітня програма для 5-9 класів передбачає більше годин на вивчення 5 предметів, зокрема української мови
Нова типова освітня програма для 5-9 класів передбачає збільшення кількості навчальних годин для вивчення п’яти предметів, зокрема української мови і математики, повідомила 23 лютого пресслужба Міністерства освіти і науки.
За повідомленням, передбачено збільшення кількості навчальних годин на вивчення таких предметів:
українська мова – на 3,5 години (з 13,5 до 17);
іноземна мова – на 2,5 години (з 15 до 17,5);
математика – на 5 годин (з 20 до 25);
природничі предмети – на 2 години (з 30 до 32);
інформатика – на 1,5 години (з 7 до 8,5).
При цьому в МОН додали, що навчальне навантаження учнів не збільшується, а заклад освіти може самостійно схвалювати рішення щодо предметів етичного спрямування. Школи самостійно розроблятимуть навчальні плани.
19 лютого у Міносвіти повідомили про затвердження типової освітньої програми для 5-9 класів закладів загальної середньої освіти.
Програма розроблена з метою реалізації Державного стандарту базової середньої освіти. Документ створює умови для продовження реформи «Нова українська школа» у 5-9 класах із 2022 року, повідомили в МОН.

У 2020 році в Україні зареєстрували майже на 30% менше випадків активного туберкульозу – ЦГЗ
У 2020 році в Україні зареєстрували 17 593 випадки захворювання на активний туберкульоз, включно з рецидивами. Це на 29,8 відсотка нижче, ніж у 2019 році, коли зареєстрували 25 237 випадків, повідомили у Центрі громадського здоров’я.
Зазначається, що у розрахунку на 100 000 населення показник захворюваності знизився із 60,1 до 42,2.
«Захворюваність на туберкульоз серед дітей до 17 років у 2020 році знизилася на 32,1 відсотка. У 2019 році показник захворюваності становив 10,6 на 100 000 населення, а 2020 року – 7,2 на 100 000, або 803 та 540 в абсолютних числах відповідно. Захворюваність на туберкульоз у поєднанні з ВІЛ/СНІДом у 2020 році зменшилася на 35 відсотків – до 2 860 випадків порівняно з 4 398 у 2019 році (відповідно до 6,9 з 10,5 на 100 000 населення)», – мовиться у повідомленні.
У ЦГЗ нагадали, що на сьогодні в Україні туберкульоз є виліковним, а протитуберкульозні препарати надаються під час курсу лікування безкоштовно.
Міністр охорони здоров’я України Максим Степанов у вересні 2020 року заявив, що тариф для лікарень на лікування хворих на туберкульоз зросте втричі. За даними голови МОЗ, в бюджет 2021 року закладено кількість хворих на туберкульоз 43 981 людей.

В Україні минулої доби підтвердили 4 182 нових випадки COVID-19 – МОЗ
За попередню добу в Україні виявили 4 182 нових випадки COVID-19, повідомив міністр охорони здоров’я Максим Степанов у фейсбуці.
За добу госпіталізували 1 236 людини. Одужали – 4 351, померли – 153.
В Україні здійснили напередодні 49 600 тестувань, зокрема методом ПЛР – 23 660.
Найбільшу кількість випадків виявили в Івано-Франківській (716), Чернівецькій (468), у Києві (454), Вінницькій (243) та Закарпатській (224) областях.
За час пандемії в Україні на COVID-19 захворіли 1 311 844 людини, одужали – 1 151 777, померли – 25 309.

300 будинків на день: у КМДА звітують про роботи з очищення дахів від буруль та снігу
У Києві понад 120 покрівельників розчищають дахи будинків від буруль та снігу, залучені близько 30 бригад альпіністів, використовують 12 автовишок, повідомляє у вівторок пресслужба Київміськадміністрації.
«Звертаємось до водіїв: не паркуйте авто біля місць проведення робіт та огороджених місць. Також пішоходів просимо бути обережними, звертати увагу на огородження та не підходити близько до місць, де проводять роботи, або огороджених ділянок. Щодня вдається очищати до 300 будинків, залежно від складності та висотності. Однак у столиці є низка приміщень, які зобов’язані очищати інші обслуговуючі організації, власники чи орендарі, зокрема, приватні установи», – йдеться в повідомленні.
У КМДА кажуть: штраф за неочищені дахи, неприбраний сніг та інші невиконані роботи може скласти 1700 гривень.

Merrick Garland, President Joe Biden’s nominee for attorney general, sat Monday for his first of two days of questioning by members of the Senate Judiciary Committee. If confirmed, the 68-year-old federal appellate judge and former nominee for the U.S. Supreme Court, will serve as the nation’s top law enforcement officer. Here are five takeaways from Monday’s confirmation hearing. Capitol riot Garland vowed to make an ongoing federal investigation into the January 6 U.S. Capitol siege his “first priority,” calling the riot “the most heinous attack on the democratic processes.” The attack by supporters of former President Donald Trump, which left five people dead, including a Capitol Police officer, has led to one of the largest and most complex investigations in the Justice Department’s history. Judge Merrick Garland, President Joe Biden’s pick to be attorney general, answers questions before the Senate Judiciary Committee for his confirmation hearing, on Capitol Hill, Feb. 22, 2021.Garland told lawmakers that one of the first things he will do as attorney general is get a briefing on the FBI investigation and ensure prosecutors have the resources they need to do their job. At the same time, he added, “I intend to make sure that we look more broadly, to look at where this is coming from, what other groups there might be that could raise the same problem in the future, and that we protect the American people.” The FBI has charged more than 250 people in connection with the attack and is investigating several hundred more. Under Trump, the Justice Department all but stopped carrying out such investigations. Garland also said he “strongly supports” new legislation strengthening voting rights. Death penalty Asked whether he supports reinstating a 2003 moratorium on capital punishment, Garland said he was “very concerned” about the large number of people who were sentenced to death and later exonerated, and the disproportionate impact of the death penalty on people of color. Заклади вищої та передвищої освіти самостійно визначатимуть форму навчання під час адаптивного карантину – МОН
Міністерство освіти і науки України рекомендує закладам фахової передвищої та вищої освіти самостійно визначати форму організації освітнього процесу під час адаптивного карантину. Про це заявила пресслужба уряду.
«З метою ефективної та безпечної організації освітнього процесу з 24 лютого Міністерство освіти і науки України рекомендує закладам фахової передвищої та вищої освіти самостійно визначати форму організації освітнього процесу, при цьому враховувати рівень епідемічної небезпеки та надавати перевагу змішаній формі навчання», – йдеться в повідомленні.
У МОН зазначили, що у разі встановлення «червоного» рівня епідемічної небезпеки регіону відвідування закладів здобувачами освіти заборонено.
Відповідно до листа міністерства, проведення очних лекцій у великих групах (потоках) студентів можна вважати масовим освітнім заходом, тому наповненість аудиторій має становити щонайбільше 50 відсотків місць у кожній аудиторії.
У МОН додали, що в разі переходу на очне навчання рекомендовано надавати можливість здобувачам, які перебувають на самоізоляції, виконувати індивідуальний навчальний план із використанням дистанційних технологій.
Як повідомляло Радіо Свобода, уряд ухвалив рішення про повернення до адаптивного карантину з 24 лютого.
Жорсткий карантин буде діяти на Івано-Франківщині через зростання кількості випадків COVID-19.

Банки надаватимуть держвиконавцям номери рахунків боржників – Мін’юст
Банки зобов’язані надавати держвиконавцям інформацію про номери рахунків та суми коштів боржників. Про це повідомила пресслужба Міністерства юстиції з посиланням на заступника міністра Андрія Гайченка.
«За результатами проведених спільних заходів Міністерства юстиції та Національного банку України, а також досягнутих в ході них домовленостей, Нацбанком внесено зміни до Правил зберігання, захисту, використання та розкриття банківської таємниці, затверджених постановою Правління Національного банку України від 14 липня 2006 року № 267, які набули чинності 16 лютого 2021», – заявив Гайченко.
За його словами, інформація, яку надаватимуть банки на вимогу виконавців стосовно наявності, стану рахунків боржника відтепер в обов’язковому порядку повинна містити номери рахунків та суми коштів.
«Зазначені зміни не лише значно полегшать та прискорять роботу виконавців, а й стануть підставою для запровадження автоматизації такого процесу», – додав заступник міністра.
Як повідомляло Радіо Свобода, за 10 місяців 2020 року з боржників стягнули п’ять мільярдів гривень аліментних платежів.
