Погода, як у кінці жовтня. Метеорологи повідомили про рекордно теплі дні грудня в Києві
У Києві рік завершується температурними рекордами, повідомили у Центральній геофізичній обсерваторії імені Бориса Срезневського.
За даними спостережень метеостанції обсерваторії, «30 грудня у Києві вперше за 140 років середньодобова температура повітря становила +5,3°С, що на 0,7°С вище рекордного значення температури для цього дня 1913 року. Кліматична норма перевищена на 7,3°С, що відповідає погоді кінця жовтня».
За повідомленням, максимальна температура після полудня у столиці піднялась до +7,5°С, таким чином перевищивши попередній рекорд для цього дня 1987 року на 0,2°С.
Температура під ранок останнього дня року не опустилася нижче за +7,6°С. Попереднє рекордне значення +3,2°С 1980 року перевищено на 4,4 градуса, повідомили метеорологи.

Журналісти Радіо Свобода звинуватили генерального директора USAGM у «вихолощенні незалежності»
Представники 23 мовних служб Радіо Вільна Європа/Радіо Свобода (Radio Free Europe/Radio Liberty) написали відкритого листа генеральному директорові Агентства США з глобальних медіа (USAGM) Майклу Пеку, звинувачуючи його у «вихолощенні незалежності тієї новинної організації, яку йому довірили захищати».
Лист від 30 грудня, підписаний редакційною колегією RFE/RL і переважною більшістю директорів мовних служб, також направили керівництву Сенату та Палати представників, законодавцям обох партій і керівнику перехідної команди USAGM обраного президента США Джо Байдена.
Журналісти RFE/RL, зокрема, критикують перегляд Пеком угоди з мовником про надання гранту з метою «скасування» фінансової автономії та «введення призначених ним осіб як у RFE/RL, так і в раду директорів на два роки».
Автори листа стверджують, що такий крок «суперечить процесу призначення, закріпленому в законі та наших підзаконних актах, і є саме тим видом маневру політичної влади, який RFE/RL регулярно спостерігає в таких місцях, як Росія, Угорщина, Білорусь і Таджикистан».
У листі журналісти Радіо Свобода звинуватили Пека в тому, що він «не лише не виконав свій обов’язок піклуватися про RFE/RL», але й «вдався до цілеспрямованих заходів для нападу організацію й ослаблення її».
«У цей критичний момент нашої історії ми просимо вас використати дні, що у вас залишились, для підтримки плавної, професійної та прозорої передачі влади новій адміністрації USAGM», – йдеться в листі.
У коментарі CNBC Пак заявив, що цей лист «сповнений неточностей».
«Не було спроб «скомпрометувати свободу (організації) від політичного впливу». Навпаки, всі дії, які я вживав, базувалися на моїй наданій Конгресом відповідальності та відданості виконанню місії USAGM», – сказав Пек.
Протягом останніх тижнів Байден і його перехідна команда – на чолі з Річардом Стенгелем – заявили, що повністю переглянуть дії Пека, і натякнули, що можуть замінити його, але наразі незрозуміло, чи можна легко змінити його кадрові чи інші кроки.
У листопаді федеральний суддя США постановив, що Пек неналежно діяв щодо висвітлення новин і редакційного персоналу міжнародних мовників, підконтрольних його агентству, і наказав припинити втручання в ці сфери.
Менш два тижні тому Пек призначив колишнього журналіста «Голосу Америки» (VOA) Теда Ліпієна президентом RFE/RL, на додаток до низки інших призначень керівництва у VOA й інших структурах, що перебувають під контролем USAGM.
У червні Сенат, де більшість мають республіканці, затвердив Майкла Пека, висунутого президентом США Дональдом Трампом, генеральним директором Агентства США з глобальних медіа терміном на три роки. Після призначення він звільнив кількох керівників, зокрема президента Радіо Свобода Джеймі Флая. Bill for Higher Stimulus Payouts Stalls in Senate
U.S. Senate Majority Leader Mitch McConnell said on Wednesday the Senate would not quickly take up a House bill to boost the size of pandemic relief payments for most Americans to $2,000 from the current $600. The Kentucky senator said the House bill “has no realistic path to quickly pass the Senate.” With a new Congress due to be sworn in January 3, it was unclear what, if any, actions would be taken by the current Congress. Without action, the House bill will expire. McConnell introduced a measure Tuesday that tied the demand for higher coronavirus pandemic relief payments together with some of President Donald Trump’s unrelated demands concerning a U.S. defense bill that the president has vetoed. Census Bureau to Miss Deadline, Jeopardizing Trump Plan
The Census Bureau plans to announce it will miss a year-end deadline for handing in numbers used for divvying up congressional seats. That delay could undermine President Donald Trump’s efforts to exclude people in the country illegally from the count if the figures aren’t turned in before President-elect Joe Biden takes office.It will be the first time that the December 31 target date has been missed since Congress implemented the deadline more than four decades ago.Internal documents obtained this month by a House committee show that Census Bureau officials don’t see the apportionment numbers being ready until days after Biden is inaugurated on January 20.Once in office, Biden could rescind Trump’s presidential memorandum directing the Census Bureau to exclude people in the country illegally from numbers used for divvying up congressional seats among the states. An influential GOP adviser had advocated excluding them from the apportionment.

Печерський суд зобов’язав генпрокурорку забрати справу про спробу дачі хабара у НАБУ і САП
Печерський суд Києва зобов’язав генеральну прокурорку Ірину Венедіктову забрати справу про спробу підкупити співробітників НАБУ та САП з підслідності цих відомств. Про це Національне антикорупційне бюро і Спеціалізована антикорупційна прокуратура заявили 30 грудня.
«Розслідування у справі завершено ще на початку грудня, після ознайомлення з матеріалами, її мали скерувати до #ВАКС. Судове рішення Печерський райсуд ухвалив із порушенням підсудності, без участі прокурора САП, текст вказаної ухвали до САП не надходив, його не має також і в Єдиному державному реєстрі судових рішень», – заявили в НАБУ.
За даними Бюро, матеріали справи вже скеровані до Київського апеляційного суду, а ухвалу видали представнику Офісу генпрокурора, який, за позицією антикорупційного органу, не має повноважень брати участь у процесуальних діях.

Прокурори САП оскаржили рішення в апеляційній палаті Вищого антикорупційного суду.
«Наголошуємо, що такі рішення суду, як і виконання його керівництвом Генпрокуратури, є незаконними, оскільки закон прямо забороняє передавати справи НАБУ до інших органів досудового розслідування», – заявляють у Бюро.
12 червня детективи НАБУ заявили, що задокументували факт надання хабара керівництву антикорупційних органів у 6 мільйонів доларів. Пізніше у САП уточнили, що йшлося про 5 мільйонів доларів, а ще 1 мільйон знайшли в автомобілі податківця, що був призначений йому як посередникові.

Усього затримали трьох осіб. За повідомленнями антикорупційних органів, хабара давали за закриття справи щодо власника компанії «Бурісма», екчиновника Миколи Злочевського, який нині перебуває у розшуку.
13 червня керівники САП і НАБУ заявили, що до справи про пропозицію хабара можуть бути причетні працівники Офісу генпрокурора. В ОГП заявили про проведення службового розслідування.
У компанії «Бурісма» раніше запевниили, що Микола Злочевський не причетний до справи з пропозицією хабара керівникам антикорупційних органів.
На початку липня Національне антикорупційне бюро повідомило, що колишньому міністру екології й природних ресурсів України заочно оголосили про підозру в організації надання хабара керівництву антикорупційних органів. Він перебуває в розшуку.

ВООЗ: немає рекомендацій вживати вітаміни D, C та цинк для профілактики чи лікування COVID-19
Наразі немає рекомендацій щодо вживання вітамінів D і C та цинку здоровим людям з метою профілактики COVID-19 чи для лікування коронавірусу. Про це у відповідь на запит Радіо Свобода повідомив голова офісу ВООЗ в Україні доктор Ярно Хабіхт.
«ВООЗ координує зусилля з розробки та оцінки препаратів для лікування COVID-19», – додав він.
Голова офісу ВООЗ в Україні наголосив, що вітаміни D і C та цинк мають вирішальне значення для доброго функціонування імунної системи і відіграють життєво важливу роль у зміцненні здоров’я та здоровому харчуванні.
«Де тільки можливо, споживання мікроелементів має надходити зі збалансованого та різноманітного харчування, враховуючи фрукти, овочі та продукти тваринного походження. Вітамін D може вироблятися в шкірі під впливом сонячного світла або надходити через їжу з природних джерел (наприклад, з жирної риби, такої як лосось, тунець і скумбрія, риб’ячий жир, яловича печінка, сир і жовтки), або через збагачені вітаміном D продукти чи добавки, що містять вітамін D», – зазначив Ярно Хабіхт.

Якщо ж показник вітаміну D у людини граничний або коли продукти, сповнені вітаміном D, не вживаються, а вплив сонячного світла обмежений, «рекомендовано вживати вітамін D у дозах 200–600 МО (міжнародних одиниць), залежно від віку, або відповідно до національних рекомендацій».
Шкідливі наслідки від надмірного вживання вітаміну D – гіперкальціурія та гіперкальціємія – не виникають при рекомендованих рівнях споживання, додав голова ВООЗ.
«Рекомендований прийом для всіх вікових груп все ще значно нижчий за найнижчий рівень побічних ефектів 50 мг/день», – сказав він.
Втім, щоб залишатися здоровими, каже голова ВООЗ в Україні, слід вживати здорову їжу, підтримувати фізичну активність і виконувати загальні рекомендації щодо фізичного дистанціювання, носіння маски, використання дезінфектора та перебування вдома при поганому самопочутті.
Раніше про відсутність наукових даних щодо ефективності вищевказаних мікроелементів у профілактиці чи лікуванні COVID-19 Радіо Свобода повідомила пресслужба Міністерства охорони здоров’я України. У МОЗ також зауважили, що споживання будь-яких препаративних форм, у тому числі вітамінів, має відбуватися виключно за призначенням лікаря.
Останнім часом у ЗМІ з’явилося чимало повідомлень про те, що деякі дослідження демонструють: люди, які мають дефіцит вітаміну D, ймовірно, мають вищі ризики захворіти на COVID-19 та мати тяжчий перебіг хвороби. Були повідомлення і про цинк «як щит від коронавірусу».

Як повідомив Радіо Свобода сервіс Liki24.com, попит на вітаміни в Україні суттєво зріс від початку пандемії і «залишається стабільно високим».
За цими даними, найчастіше користувачі сервісу шукають вітамін D і для дорослих, і для дітей – за останні два тижні жовтня кількість таких запитів зросла вдвічі. Попит на цинк, додають, збільшився всемеро. При цьому ціни на вітаміни в аптеках, зазначає сервіс, залишаються стабільними.
Радіо Свобода звернулося до Держлікслужби із запитаннями про попит і ціни та очікує відповіді.

МОЗ: Україна отримала 18 апаратів ШВЛ від Німеччини
Німеччина передала Україні в межах гуманітарної допомоги 18 апаратів штучної вентиляції легенів, які розподілено по закладах охорони здоров’я, повідомило українське Міністерство охорони здоров’я.
«Пандемія стала глобальним викликом, який можна подолати лише спільними зусиллями. Нове обладнання, без перебільшень, рятуватиме життя наших громадян, тож ми висловлюємо щирі слова вдячності Німеччині за допомогу», – заявив заступник міністра охорони здоров’я з питань євроінтеграції Ігор Іващенко під час зустрічі з послом Німеччини Анкою Фельдгузен.
Надані апарати ШВЛ – Evita V600 з комплектуючими виробництва компанії Drägerwerk AG & Co. У МОЗ заявили, що їх вважають технікою вищого класу та використовують для лікування «важких» пацієнтів.
Два апарати ШВЛ передали у Київську міську клінічну лікарню №17 й Олександрівську клінічну лікарню міста Києва, решту – в регіони.
Раніше цього місяця в Україну прибули 50 апаратів штучної вентиляції легенів, переданих Данією.
У жовтні міністр охорони здоров’я Максим Степанов повідомляв, що в лікарнях, визначених для прийому хворих з коронавірусною хворобою, є більш як 4600 апаратів ШВЛ.

Невідомі облили фарбою меморіал учасникам війни на Донбасі в Києві – Мінветеранів
Невідомі облили фарбою пам’ятник учасникам Антитерористичної операції і Операції об’єднаних сил, повідомляє Міністерство у справах ветеранів.
Йдеться про меморіал поблизу станції метро «Берестейська».
«Мінветеранів засуджує злочинні дії щодо символів боротьби українців за незалежність та територіальну цілісність України, свої громадянські права та європейське майбутнє», – йдеться в повідомленні.
Міністерство закликало розслідувати випадки наруги над місцями пам’яті.

Поліція наразі не коментувала інцидент.
Збройний конфлікт на Донбасі триває від 2014 року після російської окупації Криму. Україна і Захід звинувачують Росію у збройній підтримці бойовиків. Кремль відкидає ці звинувачення і заявляє, що на Донбасі можуть перебувати хіба що російські «добровольці».
За даними ООН, від квітня 2014-го до 31 липня 2020 року внаслідок збройного конфлікту на Донбасі загинули від 13 100 до 13 300 людей.

Senate Minority Leader Chuck Schumer objected to McConnell’s attempt to tie the stimulus money to Trump’s demands on social media companies and allegations of election fraud. “Senator McConnell knows how to make $2,000 survival checks reality and he knows how to kill them,” Schumer said Tuesday. “If Sen. McConnell tries loading up the bipartisan House-passed CASH Act with unrelated, partisan provisions that will do absolutely nothing to help struggling families across the country, it will not pass the House and cannot become law – any move like this by Sen. McConnell would be a blatant attempt to deprive Americans of a $2,000 survival check.” McConnell blocked Schumer’s attempt Tuesday to force an immediate up-or-down vote on the stand-alone measure authorizing the $2,000 payments. How the Republican-majority Senate will proceed with the two proposals is not clear. Some Republicans have expressed support for the bigger coronavirus payments to those with annual family incomes of up to $150,000, comprising about 81% of all U.S. households. Among the Republican proponents are Georgia’s two embattled senators — David Perdue and Kelly Loeffler — who are facing run-off elections against Democratic challengers next week who also favor the bigger payments. But some Republicans have voiced opposition, saying the bigger payments would be too costly and would not necessarily boost the U.S. economy, which has been staggered by the coronavirus pandemic.

«Рух наземного громадського транспорту, який проходить біля станцій метрополітену, буде узгоджено з розкладом проходження останніх поїздів метро. Столичний фунікулер працюватиме цілодобово», – йдеться в повідомленні.
Раніше повідомлялося, що у новорічну ніч київський метрополітен також працюватиме на дві години довше.

Україна співпрацює з Сербією в розслідуванні замаскованої під паркет археологічної колекції – МЗС
Речник МЗС Олег Ніколенко підтвердив Радіо Свобода, що сербські митники затримали на прикордонному переході Сербська Црня вантажівку, що намагалась ввезти в країну велику археологічну колекцію, хоча, за документами, мала перевозити паркет із України.
«Наше посольство було офіційно проінформовано сербською стороною про факт затримання антикваріату на кордоні (Сербії – ред.) з Румунією. У першу чергу, розслідування ведеться сербською стороною, тому що затримання відбулось їхніми митниками. І, відповідно, українська сторона співпрацює з сербською для того, щоб з’ясувати всі деталі», –додали в МЗС.
Деталі справи оприлюднять залежно від просування розслідування, додав речник.
У Міністерстві фінансів Сербії повідомляють, що йдеться про 2 113 одиниць антикваріату різних періодів: бронзового віку, візантійського періоду, Середньовіччя, предмети давніх слов’ян та кельтів.
Здебільшого в колекції були підвіски, персні, інструменти та зброя. У вантажівці також виявили браслети, брошки, шпильки, наконечники для списів, стріли, сокири, булави, ложки, ключі, ґудзики та монети.
Колекцію знайшли у вантажівці з румунськими номерами, якою керував 46-річний громадянин Сербії у ніч на 29 грудня. У Міністерстві фінансів зазначають, що визначити її вартість без експертної оцінки неможливо.
За словами водія, він погодився перевезти колекцію з України до Сербії за невелику плату. З ним мали зв’язатися після прибуття на територію Сербії.

У новорічну ніч київський метрополітен працюватиме на дві години довше, повідомляє пресслужба комунального підприємства.
«Останній потяг вирушить із кожної станції в різний час. З центру міста – близько 2:15. Додаткові години роботи додаються до звичайного розкладу кожної станції, розміщеного на вході та на платформі», – йдеться в повідомленні.
Також у метрополітені повідомили про можливі обмеження (закриття) на вхід станцій «Золоті ворота», «Хрещатик», «Майдан Незалежності», «Поштова площа» та «Контрактова площа» 31 грудня, 1 і 7 січня.
«Механізм застосовується з міркувань безпеки для уникнення масового скупчення пасажирів на платформах станцій», – йдеться в повідомленні.

У Міністерстві освіти і науки заявили про ініціативу «заохочувати та матеріально підтримувати обдарованих учнів».
«28 грудня Кабінет міністрів України схвалив проєкт указу президента України про премію учасникам зовнішнього незалежного оцінювання, які здобули повну загальну середню освіту та отримали максимальну кількість балів за результатами ЗНО. Відповідно до регламенту КМУ, проєкт указу буде переданий на підпис президенту України. Проєктом документа передбачається заснування 20 щорічних премій, які виплачуватимуться одноразово. Кожна премія становитиме 5 тисяч гривень», – повідомила пресслужба Міносвіти.
Повідомляється, що премії призначатимуться відповідно до результатів ЗНО учасників, які набрали 200 балів із двох і більше навчальних предметів.
Напередодні стало відомо, що реєстрація для участі у пробному ЗНО 2021 року розпочнеться 5 січня й триватиме до 19 січня включно.

У Києві спостерігається зниження захворюваності на грип та ГРВІ – КМДА
Інтенсивність епідемічного процесу із захворюваності на грип та ГРВІ у Києві перебуває на низькому рівні та є нижчою «базової лінії», повідомила пресслужба Київміськадміністрації.
За даними КМДА, у столиці за 52-ий тиждень 2020 року зареєстровано 10 685 хворих на грип та ГРВІ.
«Наразі показник захворюваності становить 360,1. Загалом у столиці спостерігається зниження захворюваності на грип та ГРВІ на 8,3% порівняно з попереднім тижнем, яке відбулося за рахунок дитячого населення. Так, дітей захворіло – 4 156 (зниження на 4,5%), дорослих – 6 529 (майже на рівні минулого тижня). У структурі захворюваності діти становлять 38,9%, а на попередньому тижні – 37,3%. Серед школярів захворюваність знизилася на 9,4% – зареєстровано 2 072 випадки», – йдеться в повідомленні.
Повідомляється, що до лікарень за звітний тиждень потрапили 35 людей, із них 27 – діти.
Станом на 29 грудня у Києві від початку пандемії підтверджено 109 008 випадків захворювання на COVID-19, 1875 людей померли, 38 017 – одужали.

Atlanta’s Increasingly Diverse Suburbs Could Decide US Senate Control
Gwinnett County is located just 16 kilometers northeast of Atlanta and is one of the most populous suburbs of Georgia’s largest city. In November, Democrat Joe Biden won 58% of the presidential vote in the county, helping propel his razor-thin margin of victory in Georgia overall.
Thirty years ago, however, Gwinnett county was mostly rural and a Republican stronghold in a state where Republicans have long dominated.
“Atlanta was mostly African American and voted Democrat, but, back then, the suburbs around Atlanta were like the rest of Georgia — a lot of white people nearly exclusively voting Republican,” Nick Masino, President and CEO of the Gwinnett Chamber of Commerce, told VOA. “But it’s nothing like that anymore.”FILE – In this Nov. 13, 2020 file photo, candidate for U.S. Senate Sen. “We know there are people from all over the world watching us right now,” Masino said, “but I don’t think people understand what’s been going on here. We’ve grown so fast over the last few decades, this isn’t the Georgia people think they know. We’ve become so diverse — there aren’t many places in the world like it, and that could have a big impact on this election.”A political shiftJust kilometers to the west of Gwinnett is Cobb County, another of Atlanta’s suburbs. It’s population was reported at more than 760,000 in 2019 — more than doubling since 1990 — and like the rest of Atlanta’s outskirts, it has undergone a transformation that would have been unimaginable even 15 years ago.
“When I first moved to Cobb County in 2007, it was considered a bastion of conservative Republicanism,” Dr. Andrew Pieper, an associate professor of political science at Kennesaw State University told VOA. “It was the heart of the state GOP.”Democratic U.S. Senate challenger the Rev. The political shift can be seen by looking at how Atlanta’s suburbs voted in presidential elections over the last two decades. In 2004, Republican incumbent President George Bush walloped Democratic challenger John Kerry by more than 32 percentage points in Gwinnett County. Eight years later, Democratic President Barack Obama limited his Republican opponent’s advantage in the county to just over 9%.
In 2016, Democrat Hilary Clinton actually beat Trump by nearly six percentage points in Gwinnett — even though Trump won Georgia as a whole by five percentage points. This past November, Biden beat Trump by a whopping 18 percentage points in the county, and carried Georgia by just under 12,000 votes . Before then, Bill Clinton was the last Democrat to win a statewide presidential race in Georgia, in 1992.
It’s a similar story in Cobb County and throughout Atlanta’s sprawling suburbs. But what caused the shift?
The answer can be found by examining the area’s changing demographics.Demographic revolutionGeorgia today bears little resemblance to the state that maintained a web of racially discriminatory laws for a century after the U.S. Civil War. “People think of us as a bunch of racists, but that’s just not true,” said Masino. “Those of us in metro Atlanta live among people of color every day. We go to church together, go to school together and go to work together. Things are different than they used to be, and I think the large majority of us really value that diversity.”
According to Masino and others, change accelerated as Atlanta prepared to host the 1996 Olympics. Georgia worked hard to attract international companies, and that effort paid off as there are more than 3,000 global-based companies in the state today.
“Immigrant families started to notice that people from their home countries were moving to the Atlanta suburbs,” Masino explained, “and that they were welcomed here, that there were jobs available, and that the school systems were good. So more and more people started to come.”
Atlanta’s metro area today boasts 51,000 Korean immigrants as well as 44,000 people from Vietnam. Immigrants from India and Pakistan number 31,000, while 13,500 Atlanta area residents came to the United States from China.
“The Atlanta area’s thought of us as just being black and white, and that might have been true 30 years ago, but it’s not anymore,” Masino said. “We have the fourth largest population of residents of Korean descent in North America.”
Gwinnett County, which was 90% white in 1990, is just 30% white today, according to the Gwinnett Chamber of Commerce, with the majority of the county made up of minorities: 32% Black, 26% Hispanic and 12% Asian. One in four residents of the county were born outside of the United States.
And diversity is growing across the metro area. Even in places like Paulding County, which as of 2018 was still 75% white, that number has dropped significantly since the turn of the century when the county’s white residents made up 91% of the population.
For many newcomers to the area, that diversity is one of the most appealing parts of the region. This is true for Liz Mace Neider, who moved to Atlanta four years ago. Her husband works for a French company headquartered in Germany. When they decided to move to the U.S., they came to Alpharetta — roughly a half hour drive from Atlanta — because his company had opened an office in the growing city.
“When we first moved here, I was immediately struck by how diverse it was,” said Liz, who is part-Korean but was born in the United States. “We had a neighbor who had been there for 20 years and he was Caucasian. Another neighbor was from Honduras, another was from Columbia and our landlord was from Hong Kong. It’s actually sometimes hard to find people who were born in Atlanta!”An electionWith just a week to go before the election, people across the country and the world are waiting to see how Georgia’s newfound diversity will translate to votes in an election that will help determine America’s political trajectory.
“Not all ethnicities vote as a single bloc, but in general, diversity tends to favor the Democrats,” Masino said. “These multicultural suburbs helped Biden win, but it’s unclear if they’ll turn out in large numbers for a pair of run-off Senate races.
Without President Trump on the ballot or a presidency hanging in the balance, Pieper agreed that November’s election results might not mirror vote totals from next week’s Senate contests.
“I’d be hard pressed to bet against the GOP [Republicans] until the Democrats show they can actually turn out their base to vote in run-offs,” he said. “The idiom about ‘close doesn’t count’ has never been truer than when applied to a winner-take-all election.”
With polls so close, most experts agree that the race will likely be determined by whichever party can motivate enough of their base to go to the ballot box.
Dontaye Carter is the Communications Chair for the Fulton County Democrats —based just outside of Atlanta. Last week he was talking to voters at a toy and food drive, trying to get Democrats excited about the run-offs. Carter is Black and moved to the area from Orlando just eight years ago. He said he’s hopeful residents will turn out in the same numbers that helped deliver the state’s votes to Biden weeks ago.
“Voters here just helped remove a President and several district attorneys, and they influenced a bunch of other races,” Carter said. “I think people in these neighborhoods are starting to realize how much they matter and — when they use it — how much their voice matters, too.”

But on Sunday, as a government shutdown loomed, he signed the bill.The House also passed a measure Monday that would override Trump’s veto of a $740 billion bill funding the country’s defense programs, securing the two-thirds vote necessary to override a presidential veto. The defense spending bill also gives raises to members of the military and sets Pentagon policy on issues such as troop levels, weapons systems and personnel matters. The Senate could vote on the measure as early as Tuesday and is also expected to override Trump’s veto. Trump has criticized the defense bill on several fronts, arguing without explanation that the bill benefits China. He has demanded the removal of language that allows the renaming of military bases that honor leaders of the Confederacy, which seceded from the United States in the 1860s, before collapsing at the end of the U.S. Civil War a few years later.He has also demanded the repeal of a provision that protects social media companies from liability over content their users post.

Biden: Trump Aides Setting ‘Roadblocks’ for Transition Team
President-elect Joe Biden said on Monday that many of America’s security agencies had been “hollowed out” under President Donald Trump, and the lack of information being provided to his transition team by the outgoing administration was an “irresponsibility.” “We’ve encountered roadblocks from the political leadership at the Department of Defense and the Office of Management and Budget,” Biden said after a meeting with his foreign policy team. “Right now, we just aren’t getting all of the information that we need from the outgoing administration in key national security areas. It’s nothing short, in my view, of irresponsibility,” he added. Trump, a Republican, has refused to concede defeat in the November 3 election, and his administration delayed authorized cooperation with Biden until November 23. Biden takes office January 20. Information from Pentagon Earlier this month, Biden’s team said they had met resistance to requests for information from some Pentagon officials. The Pentagon pushed back. A senior defense official last week said that the Pentagon had conducted 163 interviews and 181 requests for information and that it would continue to provide information and meetings. But Biden reiterated his team’s concerns Monday. When he takes office, he will inherit a wide range of foreign policy and national security challenges, including China, Iran and North Korea, as well as the coronavirus pandemic raging across the globe. One of his toughest tasks will be rebuilding U.S. alliances that have frayed under four years of Trump’s “America First” agenda. “My team needs a clear picture of our force posture around the world and our operations to deter our enemies,” Biden said. “We need full visibility to the budget planning underway at the Defense Department and other agencies in order to avoid any window of confusion or catch-up that our adversaries may try to exploit.” ‘Damage’ within agenciesBut Biden said his team, while securing cooperation from some federal agencies, had “encountered obstruction from the political leadership” at the Pentagon. “And the truth is that many of the agencies that are crucial to our security have incurred enormous damage. Many of them have been hollowed out — in personnel, capacity and in morale,” he said. “There’s policy processes that have atrophied or have been sidelined to the despair of our alliances.”
