Нацрада позбавила радіо «Прямий FM» ліцензії на мовлення
Національна рада з питань телебачення та радіомовлення позбавила радіо «Прямий FM» ліцензії на мовлення.
Під час засідання член Нацради Олег Черниш наголосив, що за відсутність мовлення протягом року з дати видачі ліцензії українське законодавство передбачає санкцію у вигляді позбавлення ліцензії, передає агентство «Інтерфакс-Україна».
«5 канал» повідомив, що претензії Нацради полягали у тому, що радіо отримало ліцензію на мовлення у шістьох населених пунктах, але вчасно змогло запуститися лише в чотирьох. Представники каналу пояснювали, що це відбулося по незалежних від них причинах та заявляли, що вони повідомляли про це Нацраду.
Головна продюсерка телеканалу «Прямий» Світлана Орловська перед ухваленням рішення заявляла, що не очікує позитивного рішення Національної ради, оскільки системний тиск на канал триває давно.

Republicans, Democrats Adapt Conventions to COVID Pandemic
It may not have been as large as he had hoped, but President Donald Trump got his wish to deliver his acceptance speech before a live crowd to close the 2020 Republican National Convention. Both political parties had to grapple with the reality that the coronavirus pandemic would not allow the staging of a traditional convention, with thousands of people crowded into sports arenas. Democrats, instead, held a “virtual convention,” using a combination of messages from party leaders recorded from their homes, slickly produced promotional videos and user-generated content woven around a handful of live events to produce what could be described as a social media feed of political content. But the similarities ended with the staging of live speeches by key speakers. Democratic presidential nominee Joe Biden; his wife, Jill Biden; vice presidential nominee Kamala Harris and former president Barack Obama delivered their speeches live, but with no audience, save for some reporters. Coronavirus politics But coronavirus distancing measures were less rigorously applied during key Republican speeches. First lady Melania Trump spoke to an audience of about 70 in the White House Rose Garden. Vice President Mike Pence had about 100 people attend his speech at Fort McHenry in Baltimore. And about 1,500 supporters were seated side by side on the White House South Lawn for Trump’s nomination acceptance speech Thursday night. Few masks were visible at any of the events, and most of the attendees were not tested for coronavirus before entering White House grounds. Joe Biden, of course, talked to his guests via Zoom remotely. And whenever Biden was in proximity with other people, he always was sure to model the use of a mask,” Continetti said. “Donald Trump, on the other hand, conducted his panels in person, in the White House, and there were no masks involved,” he added. “I think that speaks to larger differences between the two parties, not only on how to approach the coronavirus, but also the future of America in general,” Continetti said. Among the key pieces of party business conducted at a convention is the adoption of a platform, which is a statement of the party’s guiding principles and policy positions. Democrats adopted their platform on the second day of their convention and revealed that more than 1,000 delegates out of the total of 3,979 voted no on the platform. Continetti said the lack of arena-filled audiences helped quiet intra-party divisions. “You didn’t have any boos or heckles of when an elected official voiced a more moderate position during DNC … and you also didn’t have those chants of ‘lock her up,’ which kind of were interspersed among all the speeches at the RNC four years ago,” Continetti noted. Republicans simply renewed their platform from 2016 and added a resolution to “enthusiastically support” Trump’s agenda. Past and future There was also a conspicuous absence of former party leaders at the Republican convention. Optimistic messages Both candidates claim they are optimistic while painting a dark picture of the American future if the opposing candidate wins. “I think what’s interesting about this moment is that that optimism as a claim is being manifest quite differently,” notes Beasley, an expert on political communication and presidential rhetoric. “In the Democratic National Convention, it was almost a more somber and intimate tone, some sense of even some mourning, especially when they showed pictures of people whose lives have been lost to COVID-19.” “And the optimism in the Republican case was manifest in terms of a higher volume, a tone of what will happen if the future is left in the hands of the Democrats,” Beasley said. Without a live audience to react and applaud, speeches were shorter at both conventions. But fewer people watched either convention on television than did four years ago. US House Panel Announces Contempt Proceedings Against Pompeo
The U.S. House Foreign Affairs Committee announced contempt proceedings against Secretary of State Mike Pompeo on Friday, citing his refusal to comply with a subpoena for records into his “transparently political misuse” of department resources.
The Democratic chairman of the committee, Eliot Engel, also cited Pompeo’s speech from Jerusalem before the Republican National Convention and said “he has demonstrated alarming disregard for the laws and rules governing his own conduct and for the tools the constitution provides to prevent government corruption.”
The committee last month issued a subpoena to Pompeo demanding documents he provided to Republicans investigating Democratic presidential candidate Joe Biden.“The House Foreign Affairs Committee is seeking documents which the State Department has already produced to Senate Democrats,” a State Department spokesperson said. “We have previously offered to provide copies of these documents to Chairman Engel, with the only condition being that he send a letter explaining what foreign policy issue he is investigating that requires these documents. Once this letter is received, the Department will produce the documents. This press release is political theatrics and is an unfortunate waste of taxpayer resources.”
A Republican-led U.S. Senate committee has been gathering information related to Hunter Biden, son of the former U.S. vice president, Republican President Donald Trump’s opponent in the November election.
Hunter Biden was a former board member of the Ukrainian energy company Burisma. The company was thrust into the global spotlight last year in the impeachment inquiry into whether Trump improperly pressured the government in Kyiv into opening a case involving his election rival.
“I gave Mr. Pompeo ample opportunity to fulfill my request for documents, which I first made more than three months ago. These documents were already produced to the Senate, and his refusal to provide them to the Foreign Affairs Committee required that I issue a subpoena on July 31,” Engel said in a statement.

МАУ планує скасувати рейси за 9 маршрутами через обмеження уряду на в’їзд іноземців
Авіакомпанія «Міжнародні авіалінії України» заявила про намір скасувати з 14 вересня рейси на дев’яти напрямках через обмеження Кабінету міністрів на в’їзд іноземців в Україну.
«Внаслідок ухвалення зазначених заходів МАУ змушена переглянути розклад рейсів і суттєво їх скоротити. Починаючи з 14 вересня будуть повністю скасовані такі рейси: Київ – Запоріжжя (OZH) – Київ; Київ – Мадрид (MAD) – Київ; Київ – Барселона (BCN)– Київ; Київ – Афіни (ATH) – Київ (окрім двох рейсів); Київ – Женева (GVA) – Київ; Київ – Делі (DEL) – Київ; Київ – Берлін (TXL) – Київ; Київ – Кишинів (KIV) – Київ; Київ – Херсон (KHE) – Київ (з 20 вересня)», – йдеться в повідомленні.

За даними авіакомпанії, із загального поточного пасажиропотоку МАУ відсоток перевезених іноземців становить майже 60%.
Кабінет міністрів України вирішив від півночі 28 серпня до 28 вересня закрити кордони для іноземних громадян. При цьому рішення містить винятки для тих, кому в’їзд дозволений.

Підозрюваного в підпалі авто «Схем» арештували на 2 місяці з можливістю вийти під заставу
У п’ятницю, 28 серпня, Броварський міськрайонний суд обрав підозрюваному у причетності до підпалу автомобіля програми журналістських розслідувань «Схеми» запобіжний захід у вигляді арешту на 60 діб з можливістю внести заставу у розмірі 175 650 грн. Про це повідомляє кореспондент Радіо Свобода з місця подій.
Броварська прокуратура клопотала про обрання запобіжного заходу у вигляді тримання під вартою строком на 60 діб без можливості вийти під заставу. Прокурори вказували, що підозрюваний родом із Луганщини, а тому може переховуватися від слідства на непідконтрольних Києву територіях області.
У цілях слідства сторона обвинувачення попросила не називати імені і прізвища підозрюваного.
Захисники під час судового засідання заперечили будь-які ризики, наведені прокуратурою, водночас не були проти запобіжного заходу. Утім, вони просили домашній арешт.
При цьому адвокат потерпілої сторони – водія програми «Схеми» Бориса Мазура, який є власником підпаленого автомобіля – також наполягав на триманні під вартою без можливості вийти під заставу.
Під час засідання підозрюваний відмовився свідчити проти себе у залі суду.
Після годинного перебування у нарадчій кімнаті суддя Ганна Білик визначила запобіжний захід у вигляді на 60 діб з можливістю внести заставу у розмірі 175 650 грн.
Раніше поліція повідомила, що затримали двох осіб, які ймовірно причетні до підпалу автомобіля. У МВС уточнили, що один із затриманих – житель Луганської області, інший – киянин. Ще дві особи оголошено в розшук.
«Ми бачимо великий ризик для подальшого розслідування. Призначена судом застава порівняно невелика, і її можуть швидко внести або родичі підозрюваного, або ті, кому вигідне його швидке звільнення з-під варти. Оскільки він лише підозрюваний у підпалі, і може дати свідчення на організаторів, або й замовників. Натомість, якщо він вийде на свободу і буде переховуватись від слідства – це значно зашкодить ефективності подальшого розслідування. Як ми знаємо, інших два підозрюваних вже переховуються від слідства», – коментує рішення суду адвокатка Бориса Мазура, юристка ІРРП Оксана Максименюк.
Вночі 17 серпня в Броварах невідомі підпалили автомобіль програми журналістських розслідувань «Схеми» (спільний проєкт Радіо Свобода та телеканалу «UA: Перший»), який належить водієві програми – учаснику знімальної групи Борису Мазуру. Тимчасова виконувачка обов’язків президента Радіо Вільна Європа / Радіо Свобода Дейзі Сінделар закликала українську владу якнайшвидше розслідувати інцидент.
Крім того, провести ретельне і прозоре розслідування підпалу автомобіля закликав Міжнародний Комітет захисту журналістів (CPJ), правозахисна організація Freedom House, Міжнародна та Європейська федерації журналістів, низка українських політиків та дипломатів, зокрема посольства США в Україні.

У цілях слідства сторона обвинувачення попросила не називати імені і прізвища підозрюваного.
Чоловіка підозрюють у причетності до підпалу, а саме в участі у розвідці перед скоєнням злочину.
Сам підозрюваний відмовляється коментувати журналістам ситуацію.
Вночі 17 серпня в Броварах невідомі підпалили автомобіль програми журналістських розслідувань «Схеми» (спільний проєкт Радіо Свобода та телеканалу «UA: Перший»), який належить водієві програми – учаснику знімальної групи Борису Мазуру. Some of the president’s comments were false or misleading, according to PolitiFact, which is run by the Poynter Institute, a nonprofit journalism school and research organization. Polls show Biden leading Trump by about 7 percentage points, according to an aggregation of surveys by the Real Clear Politics website. However, Biden’s edge is thinner in several key battleground states that could once again prove decisive in the election. Only two U.S. presidents have lost reelection contests after a single term in office in the past four decades: Jimmy Carter in 1980 and George H.W. Bush in 1992.

Protesters Try to Drown Out Trump Speech, Yell at Sen. Paul
Hundreds of demonstrators gathered around the White House for a “noise demonstration and dance party” in an attempt to drown out President Donald Trump’s speech accepting the Republican presidential nomination.
And later, a crowd enveloped U.S. Sen. Rand Paul of Kentucky as he left the convention, yelling for him to say the name of police shooting victim Breonna Taylor, who was killed in his state, but there was no indication the protesters were the same.
“I hope you hear us, Trump,” the leader of the popular local band TOB shouted near the site of Trump’s speech. The band blared Go-Go music, a distinctive D.C. variant on funk, as it moved in the direction of the White House, where Trump delivered his acceptance speech to a crowd of more 1,500 people on the South Lawn.
One protester held up a sign, “Nightmare on Pennsylvania Avenue” — the street where the White House is located.
There was no indication that Trump heard the protesters, but there were a few points when a mix of sirens, music and blowhorns could be heard in the background and spectators in the back turned to see where the sounds were coming from.
Acknowledging the coronavirus pandemic, the demonstrators wore masks but there was no social distancing.
“Make some noise if you want to drown out Trump,” protest organizer Justin Johnson said.
After the convention concluded, there were skirmishes as protesters yelled and threw water bottles at police at the historic St. John’s Church near Black Lives Matter Plaza. There were some arrests.
Video posted online showed dozens of people confronting Senator Paul and his wife, who were flanked by police officers, on a street after midnight. Protesters shouted “No Justice, No Peace” and “Say Her Name” before one appears to briefly clash with an officer, pushing him and his bike backward, sending the officer into Paul’s shoulder.
Paul later tweeted that he had been “attacked” by a “crazed mob” a block from the White House. The senator and his wife kept walking and did not appear to have been touched by any of the protesters or to have suffered any injuries.
Videos showed other attendees also being confronted by protesters after leaving Trump’s event.
There was a robust police presence, but the noise demonstration outside the White House was generally peaceful. There was a moment of levity at the end.
“You guys gotta get some rhythm,” a protester told Secret Service officers.
“Would you have rhythm if you were wearing 30 pounds of gear,” one responded.
The demonstration was significantly smaller than the protests that rocked the nation’s capital this past spring after George Floyd died at police hands in Minneapolis.
Floyd’s family and the families of other Black Americans who were victims of police violence were expected to participate Friday in a commemoration of the 1963 March on Washington that is being led by the Rev. Al Sharpton and Martin Luther King III.
Before Trump spoke, there was a brief standoff between police and demonstrators, who shouted anti-police slogans. “Free the people, fight the power,” they chanted. Nearby protesters set up a small guillotine, with the District of Columbia flag as the blade.
Lafayette Park, a traditional site of demonstrations across from the White House, was sealed off and there were some street closures.
The groups ShutdownDC and Long-Live Go-Go had put out word in advance about the planned “noise demonstration and dance party” to coincide with Trump’s speech.
“We’ll be at the White House on Thursday to drown out (Trump’s) racist rhetoric with another vision for the future of our country,” the groups said in a statement.
A longtime D.C. signature sound, Go-Go music emerged last year as a battle anthem for activists fighting fast-moving gentrification in the nation’s capital. The music has been a regular presence in recent protests against racial injustice and rolling Go-Go trucks with live bands have appeared frequently at the epicenter of the protests, which was renamed by the city as Black Lives Matter Plaza.

Міський голова Умані Олександр Цебрій в інтерв’ю Радіо Свобода закликав владу України дозволити влаштувати контрольно-пропускні пункти для контролю в’їзду в місто і хотів би тестувати на COVID-19 тих хасидів, які вже прибули до міста до запровадження заборони іноземцям на в’їзд до України, а також засудив події попереднього вечора, коли група місцевих мешканців намагалася не пропустити прибулих паломників.
За його словами, КПП вже діяли на початку спалаху COVID-19, але зараз, коли Умань разом зі всією Черкаською областю перебуває в «зеленій» зоні карантинних обмежень, місцева влада не має повноважень створити їх знову. «Але ми звернулися до центральної влади, депутати підписали відповідне звернення, з тим, щоб нам повернули таку можливість. Я взагалі виступав за те, щоб органам місцевого самоврядування було надано таку можливість – посилювати або послаблювати карантинні заходи, бо ніхто, крім влади на місцях, не може швидко орієнтуватися, що потрібно тому чи іншому місту», – додав Цебрій.
Щодо тих паломників-хасидів, які вже прибули до Умані, він вважає необхідним, «правильним і логічним» провести тестування цих людей на наявність чи відсутність захворювання COVID-19. «Але це повинна робити відповідна комісія: там повинні бути представники поліції, лікарі, працівники муніципалітету. Тільки вони мають право проводити відповідні перевірки. Я б не хотів би, щоб люди, можливо, провокатори, брали це питання під власний контроль. Аби цього не було, я порушував це питання ще за три місяці, бо це питання не лише органів місцевого самоврядування, це питання держави перш за все», – заявив Цебрій.
Мер Умані також розкритикував протистояння попереднього вечора між групами місцевих мешканців і паломників, яке вже почали порівнювати з ситуацією в Нових Санжарах Полтавської області, куди на обсервацію доставили наприкінці лютого групу людей, які повернулися з ураженого коронавірусом Китаю – там місцеві мешканці теж виступали проти прибуття цих людей. «Я зроблю все можливе і неможливе, щоб ситуація така не повторилася. Вона не додасть авторитету ні уманчанам, ні гостям нашого міста. Але для того, щоб цього не відбулося, потрібно, щоб це питання було під контролем влади, місцевої і центральної. Повинно бути оперативне реагування на всі такі моменти і на заходи від суспільства першочергово», – вважає Олександр Цебрій.
Із приводу згаданого конфлікту поліція Черкаської області вже відкрила кримінальне провадження за статтею про порушення рівноправності громадян залежно від їхньої расової, національної належності або релігійних переконань.
Від півночі 28 серпня, за рішенням Кабінету міністрів, до України обмежений в’їзд іноземців. Серед винятків тих, кому в’їзд усе-таки дозволений, паломників немає.
Перед тим, 25 серпня, в Офісі президента України повідомляли, що на прохання прем’єр-міністра Ізраїлю Біньяміна Нетаньягу вирішено суттєво обмежити цьогорічне паломництво хасидів до Умані для святкування Рош га-Шана – юдейського Нового року.
22 серпня чільний ізраїльський посадовець у галузі боротьби з коронавірусною пандемією звернувся з листом до президента України Володимира Зеленського з проханням заборонити цього року традиційне щорічне паломництво юдеїв-хасидів до Умані на святкування юдейського Нового року через занепокоєння, що це паломництво може спричинити спалах COVID-19.
18 серпня була оприлюднена спільна українсько-ізраїльська урядова заява, в якій ішлося лише про заклик до паломників із Ізраїлю утриматися від поїздок до Умані на Рош га-Шана цього року, без ніяких згадок про обмеження чи заборони, – хоча 17 серпня МВС України повідомляло, що український уряд підтримав рішення обмежити відвідування іноземцями Умані під час цьогорічного святкування юдейського Нового року Рош га-Шана, вже 5781-го, яке триватиме цього року з 18 по 20 вересня.
Число паломників, які вже прибули до України на це святкування, наразі не уточнюють. У Державній прикордонній службі повідомили Радіо Свобода, що не ведуть таких підрахунків. У Національній поліції України повідомили Радіо Свобода, що теж не мають такої інформації. Мер Умані каже, що не знає цього числа й він. Як сказав Олександр Цебрій Радіо Свобода, у пресі писали, що до Умані вже прибули близько пів тисячі паломників-хасидів.
2019 року для зустрічі юдейського 5780-го Нового року, який святкували тоді з вечора 29 вересня до вечора 1 жовтня (дати святкування визначаються за традиційним юдейським календарем і щороку змінюються за календарем григоріанським), до Умані Черкаської області прибули понад 30 тисяч паломників.
Могила в Умані цадика (праведника) Нахмана, засновника так званої брацлавської течії хасидизму, – одна з найшанованіших святинь і місце паломництва для представників цієї течії. Усі юдеї з цієї течії хасидизму вважають своїм обов’язком побувати хоча б раз у житті на могилі цадика Нахмана і вірять, що новий рік, який вони зустріли на святі Рош га-Шана в Умані, обов’язково буде для них щасливим.

У МОЗ презентували правила організації навчання на період карантину
Міністр охорони здоров’я України Максим Степанов 28 серпня презентував затверджені МОЗ правила і рекомендації щодо організації навчального процесу на період карантину, повідомляє пресслужба міністерства.
«МОЗ має на меті зробити навчання дітей максимально безпечним та комфортним. Для різних класів і груп рекомендовано встановити різний час початку занять і перерв. Різниця може складати буквально 15 хвилин, але це вже зменшить ризик інфікування», – повідомив Степанов.
Очільник міністерства наголосив, що 1 вересня навчальний процес почнеться в усіх регіонах, окрім адміністративно-територіальних одиниць із «червоним» рівнем епідемічної небезпеки.
За рекомендаціями МОЗ:
усі навчальні заклади повинні бути забезпечені достатньою кількістю безконтактних термометрів, дезінфекторів, антисептиків для рук, засобів особистої гігієни й індивідуального захисту;
на вході до навчального закладу мають бути встановлені антисептики, а учні перед уроками повинні мити руки з милом;
перед початком робочого дня увесь персонал проходить температурний контроль;
функціонування у школах груп подовженого дня допускається за умови, що керівник закладу забезпечить дотримання під час їхньої роботи рекомендацій МОЗ щодо організації освітнього процесу.
Міністерство також рекомендує проводити заняття з деяких предметів (на розсуд учителя) на свіжому повітрі і максимально скоротити пересування дітей між класами.
Діти 1–4 класів можуть не використовувати маски.
Всі інші учні повинні заходити й ходити по школі у масках, але можуть не користуватися ними під час занять.
Харчування у школах має бути організовано так, щоб дотримуватися відстані 1,5 метра між столами і одного метра між дітьми. Забороняється використання формату «шведський стіл».
У разі виявлення симптомів захворювання у дитини під час занять на неї треба одягти маску, відвести в окреме приміщення і повідомити батьків.
Після цього вони мають звернутися до сімейного лікаря, який забезпечить приїзд бригади «швидкої», якщо цього потребує стан дитини.
Рішення про ізоляцію контактних із хворим осіб ухвалюватиме лікар-епідеміолог після підтвердження випадку COVID-19.
Станом на ранок 28 серпня в Україні виявили 2438 нових хворих на COVID-19, при цьому 48 людей померли, одужали – 866.
Загалом від початку пандемії кількість інфікованих становить 114 497 осіб, помер 2451 хворий, одужали – понад 55 тисяч.

В Україні станом на ранок п’ятниці виявлено 2438 нових хворих на COVID-19 за минулу добу, при цьому 48 людей померли, одужали – 866, свідчать дані Системи моніторингу поширення епідемії коронавірусу РНБО.
Загалом кількість інфікованих становить 114 497 осіб, померли з початку пандемії 2451 хворих, одужали понад 55 тисяч.
У світі, за даними Університету Джонса Гопкінса, кількість інфікованих COVID-19 перевищила 24,4 мільйона, померли понад 831 тисяча людей, одужали майже 16 мільйонів.

Справу про побиття активіста й журналіста Новохатька розгляне ЄСПЛ
Справу, пов’язану з побиттям журналіста й громадського активіста з Дніпра Всеволода Новохатька, розгляне Європейський суд з прав людини. Про це у п’ятницю повідомив Радіо Свобода сам Всеволод Новохатько.
Він зазначив, що звернувся до ЄСПЛ зі скаргою на порушення його прав: кримінальне провадження щодо його побиття, яке сталось понад два роки тому, досі не розслідуване.
«ЄСПЛ підтвердив отримання моєї скарги на порушення прав у справі щодо нападу на мене, саботажу розслідувань правоохоронцями та ряду інших порушень», – повідомив активіст.
Справу про напад на активіста двічі закривали. Уперше він через суд домігся її поновлення, вдруге, 2020 року, – домігся відкриття нової справи щодо осіб, яких вважає організаторами нападу, розповів Новохатько.
Радіо Свобода готує інформаційний запит до поліції, аби дізнатись позицію правоохоронців.
У травні 2018 року в Дніпрі було скоєно напад на громадського активіста і редактора «ЗОВ» («Закон один для всіх») Всеволода Новохатька.
За його словами, група молодиків чекала на нього неподалік від будинку. Потерпілий пов’язує інцидент зі своєю журналістською діяльністю, зокрема з публікаціями в ЗМІ, пов’язаними з критикою дій правоохоронних органів. Справу щодо нападу відкрили за частиною 1 статті 125 Кримінального кодексу – умисне легке тілесне ушкодження.

Поліція просить політиків «не маніпулювати епідемічною ситуацією» в Чернівецькій області
В управлінні поліції Чернівецької області 27 серпня оприлюднили заяву, в якій наголошують на необхідності дотримання обмежувальних заходів через COVID-19 та просять політиків з не маніпулювати епідемічною ситуацією на Буковині.
«Поліцейські розуміють стурбованість чернівчан через фінансові збитки, пов’язані з карантинними обмеженнями. Також нагадуємо, що людина, її життя і здоров’я визнаються в Україні найвищою соціальною цінністю. Правила карантину спрямовані на боротьбу з інфекційними хворобами… Також правоохоронці звертаються до політиків з проханням не маніпулювати епідемічною ситуацією в області, не приймати неправомірних популістичних рішень і не використовувати ім’я поліції у своїх політичних цілях. Буковинські поліцейські дотримуються політичної нейтральності і в своїй діяльності є незалежними від рішень, заяв чи позицій політичних партій та громадських об’єднань», – йдеться у заяві.
Крім того, правоохоронці заявили, що рішення від 25 серпня Чернівецької міської ради не послаблювати карантин «суперечить Конституції України та іншим діючим нормативно-правовим актам».
В поліції наголошують, що території Чернівців продовжують діяти карантинні обмеження, а порушення правил карантину може призвести до тяжких наслідків – «чинним законодавством передбачена кримінальна відповідальність – до восьми років позбавлення волі».
«У зв’язку із ризиками для здоров’я та життя громадян, слідчі Шевченківського відділення поліції внесли відомості до Єдиного реєстру досудових розслідувань за ознаками частини 1 статті 325 (Порушення санітарних правил і норм щодо запобігання інфекційним хворобам та масовим отруєнням) Кримінального кодексу України», – повідомили в поліції Чернівецької області про відкриття кримінального провадження за фактом дій депутатів міської ради.
25 серпня депутати Чернівецької міської ради на позачерговій сесії ухвалили рішення про часткове скасування карантинних обмежень на території Чернівців, яка через погіршення епідемічної ситуації визнана зоною з «червоним» рівнем епідемічної небезпеки.
Відповідно до рішення Державної комісії з питань техногенно-екологічної безпеки та надзвичайних ситуацій, з 24 серпня крім Чернівців, «червоний» рівень епідемічної небезпеки встановлено також у Заставнівському та Кіцманському районах області. Напередодні голова Чернівецької ОДА Сергій Осачук у фейсбуці повідомив, що до «червоних» також внесли Вижницький, Глибоцький та Новоселицький райони, де також зросла захворюваність на COVID-19.

Five Former CDC Directors Speak Out About Ending Coronavirus Pandemic
Former directors of the U.S. Centers for Disease Control and Prevention, the world-renowned American agency that has long taken the lead in fighting communicable diseases, are voicing unusual criticism of the U.S. handling of the novel coronavirus pandemic and the CDC’s limited role in that effort.COVID-19, the disease caused by the virus, has killed more than 180,000 people in the U.S., and those are only the confirmed cases. An audience at the White House Rose Garden did not wear masks during first lady Melania Trump’s speech during the Republican National Convention.When VOA asked for a response from the White House, Deputy Press Secretary Judd Deere told VOA, “The White House and CDC have been working together in partnership since the very beginning of this pandemic to carry out the president’s highest priority: the health and safety of the American public.”The CDC is the nation’s trusted health protection agency and its infectious disease and public health experts have helped deliver critical solutions throughout this pandemic to save lives,” Deere said. “We encourage all Americans to continue to follow the CDC’s guidelines as we responsibly continue to open up America.”The CDC has reversed its recommendations on testing for COVID-19. The agency had been recommending that those who have been exposed to the virus get tested, even if they did not have symptoms. On August 25, the CDC said people who don’t have symptoms “do not necessarily need a test,” even though it’s known that people without symptoms can pass the virus to others.Several U.S. news organizations claim the CDC was pressured to revise its testing guidelines by Trump administration officials.The American Medical Association issued a statement saying “COVID-19 is spread by asymptomatic people. Suggesting that people without symptoms, who have known exposure to COVID-positive individuals, do not need testing is a recipe for community spread and more spikes in coronavirus.”The leading U.S. doctors group also asked the CDC and the Department of Health and Human Services to provide the scientific justification for this change in testing guidelines.In an email to VOA, CDC Director Dr. Robert Redfield said the agency is placing emphasis “on testing individuals with symptomatic illness”; those “with a significant exposure,” such as people in nursing homes, health care workers and first responders; or people “who may be asymptomatic when prioritized by medical and public health officials.”Redfield said, “Testing may be considered for all close contacts of confirmed or probable COVID-19 patients.”Redfield’s statement said the new guidelines were “coordinated in conjunction with the White House Coronavirus Task Force.”

Biden Rejects Suggestion He Not Debate Trump
Democratic presidential nominee Joe Biden is rejecting calls that he not formally debate President Donald Trump. “I’m going to debate him. I am going to be the fact-checker on the stage while I’m debating him,” Biden said Thursday during an interview with MSNBC. The former vice president added, “I think everybody knows that this man has a somewhat pathological tendency not to tell the truth.” Trump and Biden are scheduled for debates on September 29, October 15 and October 22. Biden made the statements shortly after House Speaker Nancy Pelosi said she did not think there should be any presidential debates this year. In some of the most searing language yet by the opposition party’s ticket, Biden’s running mate, Senator Kamala Harris of California, said that while the threat from the virus increased, “Donald Trump stood idly by, and folks, it was a deadly decision.“Donald Trump froze. Trump has repeatedly emphasized his decision at the end of January to ban entry to anyone who had been in China during the previous 14 days, a decision that came immediately after the World Health Organization declared an international public health emergency. The president credits his action with saving potentially millions of American lives, and says Biden criticized it at the time. On the day after the China ban, Biden called Trump xenophobic and said the president should make decisions based on science. But Democrats contend the former vice president was criticizing Trump in general, not the specific policy.

White House, Democrats Resume Coronavirus Aid Talks; No Progress Reported

В Укргідрометцентрі повідомили, що в останні вихідні літа 29-30 серпня в Україну повернеться суха і спекотна погода.
Згідно з повідомленням, у найближчі суботу і неділю опадів не очікується, нічна температура повітря в Україні становитиме в середньому 12-14 градусів, вдень +28+32. Вітер буде переважно південний 5-10 м/с.
Крім того, до 30 серпня у південних, східних, більшості центральних областей та в Криму переважатиме надзвичайний рівень пожежної небезпеки.
Синоптик Наталка Діденко у фейсбуці також повідомила, що дощі у п’ятницю ще зачіпатимуть хіба що північні регіони та північний схід України.
«Завершальними літніми вихідними знову повернеться сонячна погода та спека», – додала Наталка Діденко.
Рагніше Укргідрометцентр дав прогноз на вересень, вказавши, що середня температура повітря у перший місяць осені сягатиме 14-19 градусів тепла. Синоптики очікують, що місячна кількість опадів становитиме 35-72 міліметри, а в Карпатах – до 107 міліметрів, що в межах середніх багаторічних значень.

Усі столичні школи відкриються 1 вересня – КМДА
Київ розпочне новий 2020-2021 навчальний рік у звичайному для школярів форматі, повідомила у четвер пресслужба Київміськадміністрації.
Як зазначив виконувач обов’язків першого заступника голови КМДА Валентин Мондриївський, зміняться при цьому умови навчання.
«Школи Києва готові працювати у нових реаліях. Кожний ранок буде починатися з вимірювання температури учням та працівникам і продовжуватися п’ятихвилинками здоров’я», – сказав Мондриївський.
За його словами, змінено графіки приходу дітей до школи, відкрито додаткові входи, розроблені напрямки руху учнів та збільшено час на перерви між уроками.
Він додав, що столична влада розглядає і застосування змішаної форми навчання – очної та дистанційної. Кожний заклад освіти в умовах карантинних обмежень має обрати свою модель навчання та бути готовим до викликів пандемії, сказав посадовець.
«Зараз розпочинаємо навчальний рік у зрозумілому для суспільства режимі навчання, але ми готові до будь-яких змін в епідемічній ситуації міста», – зазначив Мондриївський.
Раніше Міністерство охорони здоров’я заявило, що, найімовірніше навчання в українських школах розпочнеться 1 вересня. Для цього були розробоені спеціальні рекомендації, зокрема враховані маршрути учнів та графік допуску до навчальних закладів.
