Hopes Fade for Coronavirus Deal as Congress Returns to Work
At least there won’t be a government shutdown. But as lawmakers return to Washington for an abbreviated preelection session, hopes are dimming for another coronavirus relief bill — or much else. Talks between top Democrats and the Trump administration broke off last month and remain off track, with the bipartisan unity that drove almost $3 trillion in COVID-19 rescue legislation into law this spring replaced by partisanship and a return to Washington dysfunction. Expectations in July and August that a fifth bipartisan pandemic response bill would be agreed on despite increased obstacles has been replaced by genuine pessimism. Recent conversations about COVID-19 aid among key players have led to nothing. Democrats seem secure in their political position, with President Donald Trump and several Senate GOP incumbents lagging in the polls. Trump is seeking to sideline the pandemic as a campaign issue, and Republicans aren’t interested in a deal on Democratic terms — even as needs like school aid enjoy widespread support. Trump said Monday that Democrats “don’t want to make a deal because they think that if the country does as badly as possible … that’s good for the Democrats.” FILE – U.S. President Donald Trump listens to a question during a news conference at the White House in Washington, Sept. 4, 2020.”I am taking the high road,” he told reporters at the White House. “I’m taking the high road by not seeing them.” All of this imperils the chances for another round of $1,200 direct payments delivered under Trump’s name, the restoration of more generous unemployment benefits to those who’ve lost their jobs because of the pandemic, updates to a popular business subsidy program, and money to help schools reopen and states and local governments avoid layoffs. “I personally would like to see one more rescue package, but I must tell you the environment in Washington right now is exceedingly partisan because of the proximity to the election,” said GOP Senate Majority Leader Mitch McConnell at an appearance in Kentucky last week. “We’ve been in discussion now for the last month or so with no results so far. So I can’t promise one final package.” McConnell had been a force for a deal but does not appear eager to force a vote that exposes division in his ranks. Many Senate Republicans are also wary or opposed outright to another major chunk of debt-financed virus relief, even as GOP senators imperiled in the election, such as Susan Collins of Maine and Cory Gardner of Colorado, plead for more. Republicans are struggling to coalesce around a unified party position — and that’s before they engage with Democratic leaders, who are demanding far more. It’s likely to contain a bunch of lower-profile steps, such as an extension of the federal flood insurance program and a temporary reauthorization of spending from the highway trust fund. The decision for a controversy-free stopgap bill, known as a continuing resolution, means that both sides will forgo gamesmanship that uses the threat of a government shutdown to try to gain leverage. Trump forced a shutdown in 2018-2019 in a failed attempt to extract money for his U.S.-Mexico border wall, while Democrats lost a shutdown encounter in 2017 over legislation to help immigrants brought illegally to the country as children win permanent legal status. “Now we can focus just on another relief bill, and we’re continuing to do that in good faith,” Vice President Mike Pence said Friday on CNBC. But if talks continue to falter, there’s little to keep lawmakers in Washington long, particularly with the election fast approaching. The Senate returns Tuesday to resume its diet of judicial and administration nominations. The House doesn’t come back until Sept. 14 for a schedule laden with lower-profile measures such as clean energy legislation and a bill to decriminalize marijuana. Some Democrats are expected to continue to take advantage of remote voting and may not return to Washington at all.

«8-11 вересня у південній частині, східних, центральних областях, більшості районів Сумської, Київської та Рівненської областей утримається надзвичайний рівень пожежної небезпеки», – повідомили в Укргідрометцентрі.
Водночас, за даними синоптиків, у наступні дві доби в Україні без опадів. температура вночі суттєво не зміниться, вдень 9 вересня 18-23°, у південних областях до 27°, 10 вересня в Україні підвищення денної температури на 3-5 градусів.
Про те, що цього тижня в Україні буде сухо та переважно сонячно, повідомляє у фейсбуці і синоптик Наталка Діденко.
«Антициклон, як великий кіт, розляжеться на більшості нашої території і лежатиме тут практично весь тиждень. Тобто найближчим тижнем в Україні буде сухо», – вказала синоптик.
Раніше Укргідрометцентр спрогнозував, що середня температура повітря у вересні сягатиме 14-19 градусів тепла, місячна кількість опадів буде в межах середніх багаторічних значень (35-72 міліметри).

Угорська служба Радіо Вільна Європа / Радіо Свобода відновлює свою роботу після зниження рівня свободи слова в країні. Служба припинила функціонувати після Холодної війни.
«Ми дуже раді повернутися до Угорщини із сучасним програмуванням та зобов’язаннями РВЄ / РС служити суспільним інтересам, повідомляючи про питання, які мають найбільше значення для нашої аудиторії», – повідомила в.о. президента Радіо Вільна Європа / Радіо Свобода Дейзі Сінделар.
Вона наголосила, що РВЄ / РС має видатну команду місцевих журналістів, які готові надавати надійну й незаангажовану інформацію.
Службу очолив Гюла Чак, колишній журналіст та редактор панєвропейської мережі Euronews, продюсер й угорський кореспондент BBC.
Радіо Свобода оголосило про плани відновити роботу Угорської служби восени 2019 року. Це відбулося на тлі втрати Угорщиною 16 позицій в Індексі свободи преси у світі , який укладає міжнародна організація «Репортери без кордонів». За два роки країна впала з 73 на 89 позицію.
В останні 10 років уряд прем’єр-міністра Віктора Орбана забрав контроль над більшістю видань у країні. Зокрема, у 2011 році уряд почав контролювати Суспільне телебачення, радіостанції та державне агентство новин.
Перша Угорська служба РВЄ / РС (Szabad Európa Rádió) працювала з німецького Мюнхена під час Холодної війни й припинила роботу в 1993 році.
В останні роки Радіо Свобода відкрила свої бюро у ще двох країнах – Болгарії та Румунії.

Trump Supporters Meet for Vehicle Rally Outside Portland
Hundreds of people gathered Monday afternoon in a small town south of Portland for a pro-Donald Trump vehicle rally — just more than a week after a member of a far-right group was fatally shot after a Trump caravan went through Oregon’s largest city. Vehicles waving flags for Trump, the QAnon conspiracy theory and in support of police gathered at Clackamas Community College in Oregon City about noon, Oregon Public Broadcasting reported. The rally’s organizers said they would drive to the state capital, Salem, and members of the right-wing groups the Proud Boys and Patriot Prayer would be in attendance. Organizers said they did not plan to enter Multnomah County, where Portland is located. Oregon City is about 20 miles (32 kilometers) south of Portland. On Aug. 29, Aaron “Jay” Danielson, a supporter of Patriot Prayer, was killed in Portland after a pro-Trump caravan went downtown. Trump supporters fired paintballs at counterdemonstrators, who tried to block their way. Danielson’s suspected killer, Michael Forest Reinoehl, was fatally shot by police Thursday. Reinoehl was a supporter of antifa — shorthand for anti-fascists and an umbrella description for far-left-leaning militant groups. Demonstrations in Portland started in late May after George Floyd died in police custody in Minneapolis and have continued for more than 100 days. Trump, Biden Clash Over COVID-19 Vaccine Rhetoric
U.S. President Donald Trump on Monday unleashed another extended verbal attack on his opponent in the November election, claiming that the Democratic Party nominees Joe Biden and Kamala Harris “should immediately apologize for the reckless anti-vaccine rhetoric.” Biden said on Monday that he would like to see a vaccine tomorrow, even if it cost him the election. But “if we do have a really good vaccine, people are going to be reluctant to take it” because the president’s repeated misstatements and falsehoods with respect to the virus are “undermining public confidence.” “He’s said so many things that aren’t true,” Biden said. Trump, holding his first news conference on the North Portico of the White House, said that contrary to “political lies,” any vaccine approved for mass inoculation by the federal government will be “very safe and very effective.” The Republican and Democratic party nominees made their remarks as the presidential campaign turned to the homestretch on the annual Labor Day holiday – a time when COVID-19, the disease caused by the coronavirus, is still killing about 1,000 Americans every day, according to data from the Centers for Disease Control and Prevention. Biden went Monday to the key political battleground state of Pennsylvania in the eastern U.S. for a virtual town hall with AFL-CIO union President Richard Trumka in the state capital of Harrisburg. В Угорщині тисячі студентів об’єдналися в живий ланцюг і пройшли вулицями столиці. Вони протестували проти зміни керівництва провідного мистецького університету країни. Заклад вищої освіти очолив соратник прем’єра Віктора Орбана. Живий ланцюг у Будапешті об’єднав понад 8 тисяч осіб і простягся від Будапештської академії театру і кіно (SZFE) до будинку парламенту. Артисти на попурі до Дня Незалежності виступали безплатно – Офіс президента
В Офісі президента у відповідь на запит Радіо Свобода зазначили, що всі артисти та музиканти, які взяли участь у фінальному номері «Музична історія Незалежності», відгукнулися на запрошення організаторів і брали участь в урочистостях на безоплатній основі.
«Основний сценарій офіційних заходів був розроблений і реалізований працівниками Офісу президента України, зокрема, працівниками Директорату з питань інформаційної політики, Директорату з питань внутрішньої та гуманітарної політики, Директорату з питань регіональної політики та децентралізації», – йдеться у відповіді на запит.
Режисером 17-хвилинного попурі стала українська режисерка Катерина Царик.
«Музичний «мешап» та аранжування здійснив талановитий український музикант і виконавець MONATIK. Вони також надавали послуги на безоплатній основі», – додали в Офісі президента.

Диверсанта, що намагався підірвати аміак в зоні ООС, ув’язненили на 10 років – ОГП
Суд засудив чоловіка, якого звинувачували в спробі влаштувати диверсію в Луганській області, до 10 років ув’язнення, повідомляє Офіс генерального прокурора 7 вересня.
За повідомленням, Сєвєродонецький міський суд визнав обвинуваченого винним у підготовці диверсії, замаху на державну зраду, посяганні на територіальну цілісність і недоторканність України, участі в незаконному збройному групованні та купівлі боєприпасів без дозволу.
За версією слідства, чоловік був учасником «народної міліції» угруповання «ЛНР», а в 2018 році його завербувала Федеральна служба безпеки Росії.
«Виконуючи поставлене спецслужбою завдання щодо вчинення диверсії на території Луганської області, він перетнув лінію розмежування та прибув до міста Сєвєродонецька, де в обумовленому сховищі взяв заздалегідь приготовані засоби ураження – дві одиниці РПГ-22. Диверсант планував здійснити підрив двох резервуарів з аміаком на території ПрАТ «Сєвєродонецьке об’єднання АЗОТ», яке віднесено до об’єктів 1 ступеня хімічної небезпеки. Метою диверсії було спричинення екологічної катастрофи та масове знищення мешканців Луганської області», – йдеться в повідомленні Офісу генпрокурора.
Як зазначають в ОГП, в захисту є 30 днів з дня оголошення вироку на те, щоб його оскаржити, відтак він наразі не набрав чинності.
В липні Служба безпеки України повідомила, що затримала чоловіка, який планував підірвати цистерни з аміаком ємністю 3,5 тонни на території ПАТ «Сєвєродонецьке об’єднання Азот».
Виявилося, що затриманий є мешканцем окупованого міста Ровеньки. З 2014 року він воював на боці бойовиків, а згодом «був залучений представниками ФСБ РФ до негласної співпраці».

1st Presidential Debate Set for September 29
Now that the U.S. presidential nominating conventions have ended, the next key date on the campaign calendar is Tuesday, September 29 — the race’s first presidential debate. Republican President Donald Trump and his Democratic Party rival, former vice president Joe Biden, spent the week after the conventions making their opening arguments in some of the U.S. States critical to winning the election, Wisconsin, Pennsylvania, North Carolina. “I think that we can expect to see a rowdy debate between the two presidential candidates,” said Jennifer Mercieca, assistant professor of Communications at Texas A&M University. “Both of these candidates are fighters.” Mercieca says indications of Trump’s debating style can be found in how he described his 2016 campaign as a “counterpunch.” FILE – In this Oct. 9, 2016 file photo, Democratic presidential nominee Hillary Clinton walks past Republican presidential nominee Donald Trump during the second presidential debate at Washington University in St. Louis.“He regularly uses ad hominem attacks, which is attacking the person instead of their argument. He laughed at him [Paul Ryan], you know, sort of right in his face,” Mercieca said. “I don’t think that he [Biden] goes to the extremes that Donald Trump does in terms of mocking his opposition or threatening them. Debates format Since the first presidential debate in 1960 and since their resumption in 1976, the format has generally been the same: candidates answering questions from a moderator. “What they basically are, are joint press conferences where they share, you know, press conference soundbites back and forth and they stay on their own message,” says John Koch, director of Debate at Vanderbilt University. Koch proposes different formats, including taking questions from experts instead of a moderator and watching the candidates tackle the issues. “The debate would start with: Here’s the issue or the situation. You have 30 minutes or whatever it is to meet with your consultants and advisers and then we want you to come back with a position, explain your position. The other candidates will explain their position. And then we’ll have a debate about how you arrived at that decision and then the quality of those decisions, because what we really want out of a president is somebody who can, in a crisis or when an issue presents itself to meet with their consultants or advisers, make a decision and then be able to defend it,” Koch explained. “It is actually informative to see both candidates in contrast to one another. So, to hear how they speak, the tone they use, but also to hear about their policies,” Mercieca said. “It allows them to directly accuse one another of doing things. And it also allows them to make rebuttals so that they can defend themselves.” Do debates change minds? In 2016, an estimated 84 million Americans watched the first debate between then-Republican presidential candidate Donald Trump and Democratic candidate Hillary Clinton. The high interest in the 2020 election may set a new record, but whether it sways voters is questionable. Mercieca says it is “a shame” that America’s political polarization has gotten this bad. “I really think that, you know for these debates to have any kind of effect like they should, that the audience itself has a responsibility to listen with an open mind.”

СБУ заявляє, що вивела з окупованої частини Донбасу ексбойовика «ДНР»
Служба безпеки України повідомляє, що її контррозвідники вивели з окупованої частини Донецької області колишнього бойовика танкового батальйону підконтрольного Росії угруповання «ДНР».
На відео, оприлюдненому СБУ, чоловік із прихованим обличчям розповів, що вирішив взяти участь у бойових діях «під дією російських ЗМІ».
«Чоловік повідомив СБУ про участь кадрових російських військових у координації дій найманців, постачанні танків й іншої військової техніки з РФ, підготовку членів НЗФ інструкторами-військовослужбовцями ЗС РФ у таборах і на полігонах неподалік Ростову-на-Дону», – заявляють у відомстві.

Громадянство та походження чоловіка не уточнюються, у зверненні він говорить, що «вирішив скористатися програмою СБУ», про яку дізнався від родичів.
«Перевірка Служби безпеки України підтвердила, що особа не брала безпосередньої участі у бойових діях і не вчиняла інших тяжких та особливо тяжких злочинів. Враховуючи ці обставини, рішенням суду колишнього бойовика звільнено від кримінальної відповідальності на підставі частини 2 статті 258-3 Кримінального кодексу України», – зазначають у СБУ.
У червні СБУ повідомила, що програмою відомства «На тебе чекають вдома», запровадженою в серпні 2015 року, станом на початок 2020 року скористалося понад 390 осіб.

Після спроби самогубства полоненого у Донецьку Сінченка перевели в лікарняний пункт при СІЗО
Житель Донецька, втретє полонений російськими гібридними силами Григорій Сінченко власною кров’ю розписав стіни у камері СІЗО №5. Як повідомила Радіо Донбас.Реалії мати хлопця Тетяна Гуленко, після спроби самогубства Григорія перевели до лікарняного пункту при слідчому ізоляторі.
«Це був також протест проти тортур. Зі слів адвоката сина, напередодні інциденту Григорія жорстоко побили так звані слідчі. Вони вимагали, щоб Гриша відмовився від захисту й змінив свого адвоката на того, якого пропонують бойовики. Він не зробив цього», – розповіла Гуленко.
Григорій Сінченко вперше потрапив у полон бойовиків угруповання «ДНР» ще у 2016 році. Його звинуватили у роботі на користь України, але звільнили під час великого обміну в грудні 2017-го.

За словами донеччанина, тоді його підвішували наручниками, били до втрати свідомості та пропускали крізь тіло численні розряди струму. Під час одного з катувань навіть надірвали легеню, але потім, як розповідав Григорій матері вже на мирній частині країни, все ж доставили в одну із лікарень Донецька.
Вдруге хлопець потрапив у полон у жовтні 2019-го. Наприкінці травня 2020 року хлопцю вдалося втекти з донецького ізолятора тимчасового тримання. Але вже в червні російські гібридні сили знову його затримали. Тепер Сінченко фактично втретє перебуває в полоні підконтрольних Росії бойовиків. Мати хлопця переймається, що протести сина можуть стати приводом до нових тортур та знущань.

Останній обмін утримуваними особами на Донбасі відбувся 16 квітня. Офіс президента повідомив, що з полону звільнили 20 українців. У контрольованих Росією угрупованнях «ДНР» і «ЛНР» сказали, що українська сторона передала 14 осіб.
У російському ув’язненні, за раніше озвученими даними уповноваженого Верховної Ради України з прав людини Людмили Денісової, перебувало на той час від 113 до 115 громадян України. Крім того, за даними СБУ, станом на 14 серпня ще 235 людей незаконно позбавлені волі в ОРДЛО.

Двоє зниклих під час евакуації з пожежі бійців загинули, підірвавшись на міні – ОТУ «Схід»
Двоє військових, яких відрізало вогнем під час пожежі в районі Верхньоторецького, загинули, підірвавшись на вибуховому пристрої, повідомляє командування оперативно-тактичного угруповання «Схід».
За повідомленням, це сталося, коли військові обходили осередок пожежі у «сірій зоні» під час евакуації особового складу.
«Двоє військовослужбовців зі складу Об’єднаних сил підірвалися на невідомому вибуховому пристрої на мінному полі противника. Як повідомлялося раніше, бійці були відрізані полум’ям від решти особового складу поблизу Верхньоторецького. Командування ОТУ «Схід» висловлює щирі та глибокі співчуття сім’ям загиблих воїнів», – йдеться в заяві.
Вранці 6 вересня штаб Операції об’єднаних сил повідомив, що двох військовослужбовців відрізало вогнем під час гасіння пожежі в Луганській області.
2 вересня на території Новоайдарського та Станично-Луганського районів Луганської області виникли серії пожеж в природному середовищі, які охопили загальну площу понад 2000 гектарів. Внаслідок вогню раніше вже загинув один військовий Збройних сил України, ще двоє зазнали опіків. Розслідування здійснюється за статтею про порушення встановлених законодавством вимог пожежної безпеки, що спричинило загибель людей.

Бойовики порушили режим припинення вогню, один військовий поранений – командування ООС
Російські гібридні війська порушили режим припинення вогню на 42 день його дії, заявляє командування Операції об’єднаних сил 6 вересня.
За повідомленням, бойовики вдалися до прицільного обстрілу український позицій біля Красногорівки, внаслідок цього один український військовий отримав поранення.
«Ворог нахабно відкрив вогонь з автоматичного станкового гранатомета, випустивши при цьому три черги ВОГ-17 по підрозділу Об’єднаних сил в районі населеного пункту Красногорівка. В результаті обстрілу отримав поранення військовослужбовець Збройних Сил України, який усував наслідки пожежі на позиції. Воїну оперативно надали першу медичну допомогу та евакуювали до лікувального закладу», – заявляє командування.
Штаб ООС розцінив цей випадок як цілеспрямований зрив домовленостей Тристоронньої контактної групи.

«Об’єднані сили дають ще одну можливість так званим «ДНР» та «ЛНР» виконати вимоги, які були визначені Тристоронньою контактною групою 22 липня 2020 року дотримуватися повного і всеосяжного режиму припинення вогню. В інакшому випадку, при наступному обстрілі українських позицій Об’єднані сили нададуть адекватну відсіч противнику з усіх наявних сил і засобів», – йдеться в повідомленні.
5 вересня ватажок підтримуваного і скеровуваного Росією незаконного збройного сепаратистського угруповання «ДНР» Денис Пушилін заявив, що в понеділок, 7 вересня, порушить нині чинний режим припинення вогню. У відповідь на це українська сторона пообіцяла зреагувати в разі такого порушення.
Із 00:01 27 липня на Донбасі набрала чинності чергова домовленість про «повне та всеосяжне припинення вогню». З того часу українські військові не повідомляють про поранених та вбитих внаслідок бойових дій.
Збройний конфлікт на Донбасі триває від 2014 року після російської окупації Криму. Україна і Захід звинувачують Росію у збройній підтримці бойовиків. Кремль відкидає ці звинувачення і заявляє, що на Донбасі можуть перебувати хіба що російські «добровольці».
За даними ООН, від квітня 2014-го до 31 липня 2020 року внаслідок збройного конфлікту на Донбасі загинули від 13 100 до 13 300 людей.
