«Зерна правди»: в Україні і світі збирають гроші на Музей Голодомору
У середу в Києві презентували краудфандингову платформу «Зерна правди», яку команда Міжнародного фонду розвитку Меморіалу жертв Голодомору (співзасновником якого є Світовий конгрес українців – ред.) спільно з однією із приватних IT-компаній розробила на підтримку Музею Голодомору. Як повідомили медіа-координатори проєкту, мета платформи – збір благодійних внесків для створення та реалізації основної експозиції Музею Голодомору, будівництво якого розпочалося після Революції Гідності.
«Платформа «Зерна правди» розроблена як можливість кожному, незалежно від фінансової спроможності, соціального статусу, рівня публічності, стати благодійником Музею Голодомору. В основі краудфандингової платформи «Зерна правди» закладено філософію вшанування кожної з мільйонів жертв Голодомору-геноциду 1932-1933 років. Кожна віртуальна зернина персональна, кожен благодійний внесок відкриває одну зернину з іменем жертви Голодомору з Мартиролога, складеного у 2008-2010 роках у рамках унікального проєкту «Національна книга пам’яті жертв Голодомору 1932-1933 років в Україні», – зазначила медіакоординаторка проєкту Лідія Карпенко.
Повідомляється, що підтримку проєктові вже висловили представники Світового Конгресу українців, українські митці, підприємці, духовенство (в тому числі глава УГКЦ Святослав Шевчук).
Презентацію платформи «Зерна правди» приурочили до Дня пам’яті жертв Голодомору, що припадає щороку на четверту суботу листопада.
Для того, щоб зробити внесок на платформі «Зерна правди», треба зайти на сайт zernapravdy.org, натиснути кнопку «Зробити внесок», вибрати суму пожертви та заповнити відповідну форму.

У листопаді 2006 року Верховна Рада України визнала Голодомор 1932–1933 років геноцидом українського народу. Усі благодійні внески, зроблені на платформі, потраплятимуть на рахунок фонду Музею Голодомору і будуть використані лише на реалізацію проєкту творення Музею Голодомору, запевняють ініціатори.
Україна з посиланням на дані науково-демографічної експертизи стверджує, що загальна кількість людських втрат від Голодомору 1932–33 років становить майже 4 мільйони осіб, а втрати українців у частині ненароджених становлять понад 6 мільйонів.

House Democrats Nominate Pelosi as Speaker to Lead Into Biden era
House Democrats nominated Nancy Pelosi on Wednesday as the speaker to lead them into Joe Biden’s presidency, but she’d be guiding a smaller and ideologically divided majority as she tries shepherding his agenda toward enactment.Democrats used a voice vote to make Pelosi, D-Calif., their choice to serve two more years in her post. У Києві презентували посібник з історії Криму та кримськотатарського народу
У Києві 18 листопада відбулася презентація посібника «Історія Криму і кримськотатарського народу», а також онлайн-платформи з курсом лекцій та відеоуроків з історії, культури та мистецтва кримських татар. Про це повідомляє проєкт Радіо Свобода Крим.Реалії.
За словами глави громадського об’єднання «Кримська сім’я» Аніфе Куртсеїтової, посібник з історії Криму надруковано двома мовами – українською та кримськотатарською.
«За цей тиждень ми встигли передати ці посібники у різні регіони України і за кордон. За підтримки Українського культурного фонду вийшло 1000 примірників – 500 українською та 500 кримськотатарською мовою», – розповіла вона.
Авторами посібника виступають історики: Гульнара Бекірова, Сергій Громенко, Андрій Іванець, Юлія Тищенко, Бекір Аблаєв.
«Написано, що це підручник для дітей, але рамки читачів його набагато ширше. Я не втомлюся повторювати, що для тих народів, які століттями перебували в умовах російської, а потім радянської імперії, дуже важливо дізнаватися свою історію і бачити її очима власних істориків», – наголосив глава Меджлісу кримськотатарського народу Рефат Чубаров.
Представник президента України в Автономній Республіці Крим та місті Севастополі Антон Кориневич вважає, після публікації цієї книжки потрібно зробити наступний крок – щоб її вивчали у освітніх закладах.
Рінаше громадська організація «Кримська сім’я» презентувала освітню онлайн-платформу, цикл відеолекцій і серію дистанційних уроків про історію Криму, кримських татар, культуру і мистецтво. Deadline Near for Hand Tally of Presidential Race in Georgia
Election officials across Georgia are staring down a Wednesday deadline to complete a hand tally of the presidential race in the state.The hand recount of nearly 5 million votes stems from an audit required by a new state law and wasn’t in response to any suspected problems with the state’s results or an official recount request. The law requires the audit to be done before the counties’ certified results can be certified by the state.The deadline for the counties to complete the audit is 11:59 p.m. Wednesday, ahead of the Friday deadline for state certification.Georgia Hand Tally of Presidential Vote Gets Underway County election staffers will work with the paper ballots in batches, dividing them into piles for each candidateThe hand count is meant to ensure that the state’s new election machines accurately tabulated the votes and isn’t expected to change the overall outcome, state election officials have repeatedly said.Going into the count, Democrat Joe Biden led Republican President Donald Trump by a margin of about 14,000 votes. Previously uncounted ballots discovered in two counties during the hand count will reduce that margin to about 13,000, said Gabriel Sterling, who oversaw the implementation of the state’s new voting system for the secretary of state’s office.Once the results are certified, if the margin between the candidates remains within 0.5%, the losing campaign can request a recount. That would be done using scanners that read and tally the votes and would be paid for by the state, Secretary of State Brad Raffensperger has said.A law passed last year requires the audit but leaves it up to the secretary of state to select the race to be audited. Raffensperger said he chose the presidential race because of its significance and tight margin. Because of the close results, he said, a full hand recount would be needed to complete the audit.Over the two weeks since the election, Raffensperger has been under attack from fellow Republicans, from the president on down.Georgia’s two U.S. senators, who both face stiff competition from Democrats in Jan. 5 runoff elections, last week called for Raffensperger’s resignation.”The secretary of state has failed to deliver honest and transparent elections,” Sens. He has said his office has seen no evidence of widespread voting fraud or irregularities and he was confident the audit would affirm the election results.The Associated Press has not declared a winner in the presidential race in Georgia, where Biden led Trump by 0.3 percentage points. There is no mandatory recount law in Georgia, but state law provides that option to a trailing candidate if the margin is less than 0.5 percentage points. It is AP’s practice not to call a race that is – or is likely to become – subject to a recount.

Відомого режисера Романа Віктюка поховають у родинному склепі на Личаківському цвинтарі у Львові. Про це Радіо Свобода повідомила племінниця театрального діяча – Катерина Віктюк. Тіло перевезуть із Росії, але наразі невідома дата.
Роман Віктюк заповів, щоб його поховали поруч із батьками. Тому родина виконає його заповіт.
Родинний гробівець на Личакові Віктюк придбав сам.
Як розповіла Радіо Свобода дизайнерка Роксолана Шимчук, вона постійно на зв’язку з друзями Романа Віктюка з Москви, також там перебувають і члени родини.
«Вже вирішується питання перевезення тіла у Львів. Ймовірно, після прощання з режисером у Москві його тіло одразу транспортуватимуть у рідне місто. Наскільки мені відомо, немає проблем щодо перевезення тіла. Є пропозиція від дирекції оперного театру у Львові, щоб прощання з режисером було у цьому закладі. Роман Віктюк помер від ускладнення після перенесеного вірусу COVID-19», – зазначила Шимчук.
Про те, коли саме буде прощання і обряд поховання режисера рідні повідомлять.
Народний артист України і Росії, режисер Роман Віктюк помер у Москві 17 листопада у 84-річному віці. Митець народився у Львові 28 жовтня 1936 році. У 1956 році закінчив акторський факультет Державного інституту театрального мистецтва у Москві. Працював у Львові у Театрі юного глядача.
А на початку 1990 року Віктюк заявив про бажання створити свій театр. У 1991 році він ставить вистави у різних театрах колишнього СРСР. У 1996 році театр Романа Віктюка отримав статус державного і власну будівлю в Москві, яка є пам’яткою архітектури. Режисер запрошував у свій театр талановитих акторів звідусіль, у його постановках брали участь зірки балету і оперного мистецтва.
У 1988 році його вистава «Служниці», яку привозив і у Львів, зробила фурор у театральному світі. Не забував про рідне місто, куди постійно приїжджав і презентував свої вистави.

Майже 3 тисячі масових заходів відбулось у Києві з початку року – Нацполіція
У Києві відбувся 2991 масовий захід від січня до кінця жовтня 2020 року, повідомили в управлінні превентивної діяльності Національної поліції України у відповідь за запит Радіо Свобода.
У 2019 році правоохоронці зафіксували 3833 масових заходів.
11 березня цього року Кабмін затвердив обмежувальні заходи для подолання пандемії коронавірусної інфекції в Україні та для недопущення поширення COVID-19. Зокрема, йдеться про обмеження на проведення масових заходів, у яких запланована участь 200 та більше осіб.
В Україні за попередню добу, 17 листопада, виявили 12 496 нових випадків коронавірусної хвороби COVID-19, повідомило Міністерство охорони здоров’я (рекордний показник – 12 524 інфікованих за добу – був зареєстрований 13 листопада).
Зокрема, захворіли 535 дітей і 529 медпрацівників. За минулу добу шпиталізовані 1 668 людей, 256 людей померли. Одужали 8 096 осіб.
За весь час пандемії в Україні захворіли 570 153 людини, одужали – 259 079. Померли від COVID-19 10 112 людей.

Detroit-Area County Certifies Vote After First Blocking It
Michigan’s largest county reversed course and unanimously certified its presidential election results Tuesday night after Republicans first blocked the move in a party-line vote that threatened to temporarily stall official approval of Democrat Joe Biden’s win in the state.The Wayne County Board of Canvassers acted after the 2-2 tie was condemned by Democrats and election experts as a dangerous attempt to overthrow the will of voters.The board met after days of unsuccessful litigation filed by Republican poll challengers and President Donald Trump’s allies. They claimed fraud during absentee ballot counting at a Detroit convention center, but two judges found no evidence and refused to stop the canvassing process.Biden crushed Trump in Wayne County, a Democratic stronghold, by more than a 2-1 margin and won the state by 146,000 votes, according to unofficial results.The canvassers first rejected certification of the Detroit-area vote with a tie. Monica Palmer, a Republican on the board, said poll books in certain Detroit precincts were out of balance. In response, Jonathan Kinloch, a Democrat, said it was “reckless and irresponsible” to not certify the results.”It’s not based upon fraud. It’s absolutely human error,” Kinloch said of any discrepancies. “Votes that are cast are tabulated.”The board then listened to a parade of spectators blasting Palmer and fellow Republican William Hartmann during the meeting’s public comment period over Zoom.The Rev. Wendell Anthony, a well-known pastor and head of the Detroit branch of the NAACP, called the Republican county canvassers a “disgrace.””You have extracted a Black city out of a county and said the only ones that are at fault is the city of Detroit, where 80% of the people who reside here are African Americans. Shame on you!” Anthony said on Zoom, his voice rising during a public comment period.Certification of the Nov. 3 election results in each of Michigan’s 83 counties is a step toward statewide certification by the Michigan Board of State Canvassers.

Уродженець Закарпаття Леонід Довгович отримав словацьку «Нагороду пам’яті народу»
Народжений в Ужгороді Леонід Довгович, який нині є громадянином Словаччини, отримав «Нагорода пам’яті народу» Щороку громадська організація Post Bellum відзначає цією нагородою відомих осіб, які пов’язані з історією країни.
Леонідові Довговичу, чи Левкові, як тоді до нього зверталися, було всього 14 років, коли в 1952 році за поширення листівок зі словами «Смерть Сталінові!», «Смерть комунізму!» режим вислав його до колонії для малолітніх. Далі за захист свободи, а також рідної мови радянський режим закинув Довговича до ГУЛАГу, звідки на волю він вийшов у 1956 році.
І після виходу з таборів Леонід Довгович намагався вести громадську роботу, що, однак, йому було заборонено. Аж у 1985 році Довговичу вдалося заснувати український хор «Карпати», яким він керує й нині. Леонід Довгович очолює життя української громади в місті Кошице.
У зв’язку з епідемією COVID-19 нагороди вручалися онлайн. Однак спеціально для Леоніда Довговича під час нагородження на сцені Національного театру в Празі вокальний ансамбль Skety заспівав пісню «Пливе кача по Тисині».

Trump Fires Cybersecurity Official
President Donald Trump announced Tuesday on Twitter that he had fired Chris Krebs, director of the Cybersecurity and Infrastructure Security Agency, for a recent statement Krebs made regarding election security. Krebs has consistently debunked allegations of voter fraud over the past week, tweeting, “On allegations that election systems were manipulated, 59 election security experts all agree, ‘in every case of which we are aware, these claims either have been unsubstantiated or are technically incoherent.’ ” On Tuesday, Trump tweeted that Krebs’s statements were “highly inaccurate,” alleging “massive improprieties and fraud.” Trump’s tweet was labeled as “disputed” by Twitter. “Therefore, effective immediately, Chris Krebs has been terminated as Director of the Cybersecurity and Infrastructure Security Agency,” he tweeted. Controversial Fed Nominee Shelton Stalls in Senate Test Vote
The nomination of Judy Shelton, President Donald Trump’s controversial pick for the Federal Reserve, is stalled in the Senate after Vice President-elect Kamala Harris returned to the chamber to cast a key vote in a tally Tuesday. Two key Republicans were absent because of COVID-related concerns. The 47-50 vote came as the Republican-controlled Senate continues to focus its energies in the post-election lame-duck session on confirming Trump’s appointees. Shelton is an unusually caustic critic of the Fed and was opposed by two GOP senators, Susan Collins of Maine and Mitt Romney of Utah, in Tuesday’s vote. Harris has been focused on the transition to the Biden administration but returned to the chamber for her first vote since winning the vice presidency. Vice President-elect Sen. The Fed seeks to maintain a degree of political independence, though it is often criticized by members of Congress and in recent years by Trump. The vice chair of the Fed’s board, Richard Clarida, was approved by a vote of 69-26 in August 2018. Shelton, also a conservative economics commentator, is opposed by Senate Democrats, most economists and many former Fed officials for her past support of the gold standard and for writings that questioned the Fed’s political independence. Under the gold standard, the U.S. dollar’s value is tied to gold. Under that approach, the Fed would have less leeway to adjust interest rates, even in a severe recession. “I think her views are too extreme,” Richard Fisher, former president of the Dallas Federal Reserve, said Tuesday on CNBC after the Senate vote. “I just don’t think it would send the right signal to have her as governor at this time.” Shelton was approved by the Senate Banking Committee on a 13-12 party-line vote in July. Senate Democrats criticized her for appearing to flip-flop on many positions, including near-zero interest rates. She opposed ultra-low rates during President Barack Obama’s presidency but supported them after Trump took office and demanded that the Fed lower its short-term benchmark rate. “Shelton has shown herself to be an economic weathervane, pointing whichever direction she believes the partisan winds are blowing,” said Senate Minority Leader Chuck Schumer, D-N.Y. As a member of the Fed’s powerful board of governors, Shelton would vote on the Fed’s rate decisions and on banking regulation. The governors also vote on whether to institute emergency measures, such as the Fed’s decisions in March to start buying corporate bonds for the first time and institute a raft of programs to bolster financial markets. Still, on her own, it’s unlikely that Shelton would have much effect on Fed policy, economists have pointed out. The central bank operates by consensus, and Fed governors rarely dissent from interest-rate decisions, though Fed bank presidents do. For now, the Fed has pegged its benchmark rate to nearly zero, and Fed officials have said they expect it to remain there until at least 2023. Shelton has been picked to fill a term that expires in 2024.

Українські дипломати попередили про посилення заходів безпеки через COVID-19 в Туреччині
Посольство України в Туреччині попередило про посилення заходів безпеки владою цієї країни на своїй території для боротьби з поширенням коронавірусу.
«На вихідних на вулицю можна буде виходити з 10:00 до 20:00. Людям старшим 65 та молодшим 20 років (окрім тих, що працюють) можна виходити на вулицю з 10:00 до 16:00. Навчання в школах до кінця цього року буде онлайн. Торговельні центри, магазини, перукарні працюватимуть з 10:00 до 20:00. Всі спортивні змагання проходитимуть без глядачів. Кінотеатри не працюватимуть до кінця року. Ресторани будуть працювати виключно «на виніс», – повідомило посольство у фейсбуці.
За даними університету Джонса Гопкінса, з початку пандемії у Туреччині на COVID-19 захворіла понад 421 тисяча людей, більш ніж 11 тисяч померли, понад 359 тисяч – одужали.

Померла українська меценатка, голова СФУЖО Анна Кисіль
Померла громадська діячка української діаспори в Канаді, підприємиця та меценатка Анна Кисіль, повідомляє фейсбук-спільнота Diaspora.ua.
Анна Кисіль була головою Світової федерації українських жіночих організацій (СФУЖО) та віцепрезиденткою Світового конгресу українців.
Значну частину свого життя Анна Кисіль провела в Україні. Вона народилася в місті Яремче на Прикарпатті, освіту здобула у Львівському будівельному технікумі і Львівському політехнічному інституті, де отримала спеціальність інженера-викладача будівельних дисциплін.
«З 1990 року пані Анна жила та працювала у Канаді, де їй вдалося розбудувати успішний бізнес – Мeest Corporation Inc. (доставка приватних та комерційних вантажів в Україну та інші країни), виробництво «Росан-Пак» (Україна), компанія Мeest Media, а також відомий у Торонто ресторан «Золотий лев» та банкетний зал «Княжий двір», де відбувається чимало заходів української громади», – ідеться в повідомленні.

МОН: дохід України від іноземних студентів за період їхнього навчання становить понад 3 млрд доларів
За 2019 рік загальна сума витрат на навчання, проживання, страхування, оформлення документів, харчування, транспорт й інші потреби іноземних студентів, які навчаються в Україні, сягнула понад 570 мільйонів доларів США, повідомили у Міністерстві освіти і науки з посиланням на дані державного підприємства «Український державний центр міжнародної освіти».
За повідомленням, якщо в середньому тривалість навчання дорівнює 5-6 рокам, то в цілому дохід України від іноземних студентів за цей період становить понад три мільярди доларів.
За орієнтовними розрахунками Українського державного центру міжнародної освіти, іноземний студент, здобуваючи вищу освіту в Україні, витрачає щонайменше від 6-8 тисяч доларів щороку. Станом на 1 січня 2020 року в українських закладах вищої освіти навчалося 80 470 іноземних студентів зі 158 країн світу, додали у МОН.
Майже половина іноземних студентів – 39 841 – навчаються в Україні на медичних спеціальностях.
До десятки країн за походженням іноземних студентів належать Індія (18429 осіб), Марокко (8233), Азербайджан (5470), Туркменистан (5344), Нігерія (4379), Туреччина (3764), Китай (3527), Єгипет (3499), Ізраїль (2561), Узбекистан (2027).

Biden Warns of Lethal Consequences if Trump Won’t Coordinate on Coronavirus Response
President-elect Joe Biden warned that outgoing President Donald Trump’s refusal to recognize the transition prior to the January 20 inauguration could have dire consequences amid the coronavirus pandemic. “More people may die if we don’t coordinate,” Biden said in response to a reporter’s question Monday in Wilmington, Delaware.Biden, again warning of a “very dark winter” ahead, called for immediate congressional passage of the HEROES Act — a proposed $3 trillion stimulus package in response to the economic devastation wrought by COVID-19. “The idea the president is still playing golf and not doing anything about it is beyond my comprehension,” Biden said, adding, “At least you’d think he’d want to go off on a positive note.” The president-elect said people are running out of unemployment insurance, 20 million people are on the verge of losing their homes because they cannot make mortgage payments, and “you have a larger number being kicked out and that will be kicked out on the street because they can’t pay their rent.”
Biden made the remarks following a briefing he and Vice President-elect Kamala Harris held on the state of the U.S. economy, which faces new headwinds with the surge in coronavirus cases. Науковці встановили місця розстрілу 33 771 єврея в Києві – Меморіальний центр «Бабин Яр»
Науковці меморіального центру «Бабин Яр» встановили місця розстрілу 33 771 єврея в Києві у вересні 1941 року. Дослідження тривало півтора року. Під час роботи була використана технологія просторового 3D-моделювання.
За висновками вчених, першим місцем масових розстрілів був протитанковий рів, що розташовувався на перетині сучасних вулиць Олени Теліги і Дорогожицької. Саме тут 27-28 вересня 1941 року відбулися розстріли в’язнів «єврейського відділення» транзитного табору військовополонених, розташованого на Керосинній вулиці (нині – вулиці Шолуденка).
При цьому основним місцем розстрілу 33 771 єврея 29-30 вересня 1941 року став великий західний відріг Бабиного Яру. Також вчені припускають, що розстріли відбувалися і на дні основного русла Бабиного Яру, неподалік стику із західним відрогом.
У дослідженнях взяли участь історичний консультант Меморіального центру, колишній співробітник відділу військових злочинів поліції Лондона Мартін Дін (США), український історик, старший радник з історичних питань Меморіального центру Олександр Круглов і спеціалісти Центру просторових технологій, які методом комп’ютерного 3D-моделювання реконструювали ландшафт урочища станом на 1940-і роки.
«Зібравши матеріали аерофотозйомки, світлини, карти, проаналізувавши десятки свідчень очевидців, зібравши по клаптиках факти, ми змогли відтворити точну послідовність трагічних подій кінця вересня 1941-го року в Яру та ідентифікувати місця розстрілів», – розповів Дін.
Висновки фахівців Меморіального центру також враховували попередні дослідження, зокрема проведені науковцем Львом Дроб’язком (1937-2017).
«Колишні в’язні Сирецького концтабору стверджували, що в 1943 році спалювали трупи в тій частині Бабиного Яру, що навпроти головних воріт концтабору. Отже, якщо правильно встановити його розташування, то можна встановити ділянку Яру, де розстрілювали євреїв в останні дні вересня 1941 року. Максимально точно визначити місцерозташування Сирецького концтабору допомагає німецька аерофотозйомка Києва від 26 вересня 1943 року. Нині це місце розташоване північніше сучасної вулиці Щусєва», – зазначив Олександр Круглов.
Архітектори Центру просторових технологій реконструювали природний ландшафт Бабиного Яру часів окупації методом комп’ютерного 3D-моделювання.
Для створення цифрової 3D моделі вони використовували комбінацію різних матеріалів – топографічних зйомок 1924, 1953, 1968 та 2008 років, аерофотозйомки 1939 та 1943 років, супутникових знімків та фотографій місцевості, зроблених у різні періоди на території Бабиного Яру, починаючи з 1930 року.
Архітектори співставляли просторові елементи з карт та аерофотозйомки з реальними об’єктами – деревами, електричними стовпами, будинками, схилами яру, які були зафіксовані на фото. Також бралося до уваги положення сонця на небосхилі.
«Ключовим документальним свідченням для нас стали кадри німецького військового фотографа Йоганнеса Геле, відзняті у Бабиному Яру на початку жовтня 1941 року. Ми проаналізували ключові точки на цих фотографіях – топографію, елементи рельєфу, споруди і відтворили їх на тривимірній моделі. Це дозволило поступово локалізувати вже багато фотографій і відео, зроблених в інших місцях», – розповів директор Центра просторових технологій Максим Рохманійко.
За роки Другої світової війни у Бабиному Яру загинуло понад 100 тисяч людей – євреїв, ромів, караїмів, радянських військовополонених, учасників українського націоналістичного руху опору, пацієнтів психіатричної клініки та представників інших національних чи соціальних груп, яких окупанти вважали «зайвими». Розстріли в Бабиному Яру тривали аж до визволення Києва від нацистських окупантів.

Україна цьогоріч опинилася на 92-му місці в світовому рейтингу процвітання
Україна посіла 92-ге місце в світовому рейтингу добробуту, складеному міжнародною аналітичною організацією Legatum Institute. Це найгірший показник серед країн Східної Європи. Всього в рейтингу оцінювали 167 країн.
У дослідженні йдеться, що на позицію України суттєво впливає війна на Донбасі, знижуючи показник безпеки і цієї країни (144-те місце за цією ознакою), і загалом усієї Східної Європи.
Окрім того, саме в Україні, порівнюючи з іншими східноєвропейськими країнами, гірша ситуація (93-тє місце за цією ознакою) в царині свободи зібрань та об’єднань. Над рівними правами для усіх релігійних течій також варто працювати, хоч показник толерантності й поліпшився, повідомляє Legatum Institute.
Дослідники зазначають, що пандемія COVID-19 дуже позначилася на добробуті усіх країн у 2020 році. Проте світ загалом демонструє позитивну тенденцію до процвітання за останнє десятиліття, йдеться у звіті.
«147 зі 167 країн, що входять до індексу, демонструють зростання показників процвітання за останнє десятиліття, створивши міцну основу для подолання поточної пандемії», – зазначають у Legatum Institute.
Порівняно з минулим роком Україна піднялася на чотири позиції (з 96-го місця), а за одинадцять років (з 2009 року) країна опустилася в рейтингу на шість позицій.
Перше місце в рейтингу посідає Данія, потім йде Норвегія та Швейцарія. Росія на 76-му, Білорусь – на 69-му місці. Найгірші показники процвітання має Центральноафриканська республіка – 166-те місце та Південний Судан – останнє 167-ме місце.

Trump Campaign Abandons Parts of Pennsylvania Election Lawsuit
U.S. President Donald Trump’s campaign on Sunday dropped a major part of a lawsuit it brought seeking to halt Pennsylvania from certifying its results in the presidential election, narrowing the case to a small number of ballots. In an amended complaint filed in federal court, the Trump campaign dropped a claim that election officials unlawfully blocked observers from watching the counting of mail-in ballots in Philadelphia and Pittsburgh. The pared-down lawsuit now focuses on a claim that Democratic-leaning counties unlawfully allowed voters to fix errors in their mail-in ballots in violation of state law. Officials have said the dispute affects a small number of ballots in the state, where Democrat Joe Biden is projected to win by more than 60,000 votes. Pennsylvania officials had asked a judge to toss Trump’s lawsuit, saying the election observers were allowed to assess the processing of mail-in ballots and that all the state’s counties were permitted to inform residents if their mailed-in ballots were deficient, even if it was not mandatory for them to do so. In Pennsylvania’s populous Montgomery County, fewer than 100 voters fixed ballots with technical errors, a county official testified at a court hearing on Nov. 4. The Trump campaign continues to seek a court order blocking the Pennsylvania secretary of state from ratifying the result. Biden clinched the election after news media and Edison Research called him as the winner in Pennsylvania, putting him over the 270 electoral votes needed to win. Trump on Sunday briefly appeared to acknowledge that Biden’s victory, but then recanted and claimed he would soon file fresh challenges. His campaign has filed a string of long-shot lawsuits in several battleground states. On Twitter on Sunday, Trump said many cases being filed were not from his campaign. Legal experts say the lawsuits have little chance of changing the outcome of the election. Political Polling Once Again Under Microscope
Frank Luntz is a noted Republican political pollster. In the days before the Nov. 3 election, he said if the 2020 pre-election polls were wrong again, “my profession is done.”In the days after the election, Luntz said the results are “devastating for my industry.”“The polls were really bad this time and really misleading, and I’m not sure why,” said Elaine Kamarck, a senior fellow at the Brookings Institution.In 2016, the pre-election polls of individual states were off quite a bit, showing Democrat Hillary Clinton ahead of Republican Donald Trump in key states that Trump eventually won. Pollsters failed to adequately account for education levels and underestimated Trump’s support among whites without a college education.Undercounting Trump’s supportPollsters acknowledged the shortcomings and said they adjusted how they weigh education levels for the 2020 election. But there appears to have been a similar undercount of Trump supporters during the run-up to the latest election.“We are missing some small set of Trump supporters, who are not necessarily Republicans, but who are declining to take part in the survey systematically,” said Charles Franklin, director of the Marquette Law School Poll in Wisconsin.In 2016, the Marquette Poll had Clinton up 6 percentage points in Wisconsin. Trump won by 1 percentage point. “This time we have the right winner, and we’re off by 3 or 4 depending on turnout,” Franklin explained.Biden won Wisconsin by 20,000 votes, a 0.63 percentage point lead over Trump. The Marquette Poll showed Biden 5 percentage points up on Trump a week before the election.Key states that were off the pre-election polling averages by 5 or more percentage points were Wisconsin (7 percentage points), Iowa (7), Florida (6), Michigan (5), Ohio (5) and Texas (5). Trump won four of those states – all but Michigan.Unrealistic expectations?Nate Silver, editor in chief of FiveThirtyEight, a website that analyzes polling data, pushes back on the notion that the polls were wrong, writing that polls accurately called 48 of the 50 states along with the winner of the Electoral College and popular vote, Joe Biden.There is an underlying possibility of error in any poll. Most of the polls used in the presidential polling averages allowed for a polling error of 3 to 4 percentage points either way. Silver says polling’s 3 to 4 percentage point underestimate of Trump’s vote is within historical standards, and the public has to adjust expectations that “demand(ed) an unrealistic level of precision” of polling.“The polls set expectations too high for Democrats,” said Bill Schneider, professor at the Schar School of Policy and Government at George Mason University. Schneider, a longtime political analyst for CNN, said Democrats “ended up doing worse than expected.”Many experts point to declining response rates to telephone polling as a problem in getting it right. They are also finding that Democrats are likelier to respond to polling inquiries than Republicans.For campaigns that depend on polling to make decisions about resource allocation, “they have to go back to an old-fashioned way before we had polling,” said Kamarck, who is also a member of the Democratic National Committee. У Львові поліція заблокувала роботу ринків через карантин, який вирішила ігнорувати міська влада
У Львові поліція заблокувала роботу принаймні чотирьох ринків і одного торговельного центру, щоб не допустити порушень запровадженого рішенням уряду України так званого «карантину вихідного дня», яке львівська міська влада відмовилася виконувати.
Поліція Львівщини ще вдень висловила вдячність громадянам, які надають інформацію про недотримання протиепідемічних заходів, і закликала громадян і керівників суб’єктів господарювання неухильно виконувати вимоги «карантину вихідного дня», запровадженого урядом України до кінця листопада.
«Сьогодні, 14 листопада, станом на 11.00 до поліції Львівщини надійшло 11 повідомлень про порушення правил карантину. Правоохоронці реагують на усі такі повідомлення: проводять профілактичні бесіди, а у випадках, якщо громадяни чи керівники суб’єктів господарювання не припиняють правопорушення, – притягують їх до передбаченої законодавством відповідальності, зокрема, складають адмінпротоколи за ст.44-3 (порушення правил щодо карантину людей) Кодексу України про адміністративні правопорушення», – мовиться в повідомленні відділу комунікації поліції Львівської області.

Попереднього дня, 13 листопада, виконавчий комітет міської ради Львова, вочевидь відреагувавши на популярну назву нових обмежень як «карантину вихідного дня», ухвалив на час дії цих обмежень, наразі до 30 листопада, оголосити суботи й неділі вихідними днями, щоб, на думку мерії, таким чином мати підставу уникнути нових заборон.
Тим часом у рішенні уряду йдеться не про «вихідні» чи робочі дні, а конкретно про суботи й неділі.
У зв’язку з цим увечері 13 листопада міністр охорони здоров’я України Максим Степанов наголосив, що таке львівське рішення не дасть можливості обійти карантинні вимоги. «Вони б ще перейменували суботу і неділю, тому що у нас у постанові з нуля годин суботи до нуля годин понеділка», – звернув він увагу в ефірі програми «Свобода слова Савіка Шустера».
Міністр Кабінету міністрів Олег Немчінов теж наголосив на цьому моменті рішення уряду, коментуючи те, що це рішення відмовилися виконувати не тільки у Львові, а й у низці інших міст. В ефірі телеканалу «Україна 24» 13 листопада він звернув увагу, що скасувати його місцева влада не може. «Я не розумію, як міські голови можуть це ігнорувати… Ця постанова не має ніякого стосунку до діяльності виконавчих органів місцевих рад. Яким іншим способом вони можуть впливати на сфери, на які вони не впливають, я не знаю», – сказав Немчінов.
Також того дня, 13 листопада, прем’єр-міністр України Денис Шмигаль на селекторній нараді з керівниками областей наголошував, що міські голови не мають повноважень робити винятки для об’єктів, що внесені до переліку урядової постанови.
«У міських голів немає повноважень дозволяти або забороняти дію рішень уряду на території окремо взятої територіальної одиниці. Рішення уряду діють безумовно і підлягають виконанню всіма суб’єктами господарювання, які розташовуються на території України. Карантин вихідного дня стосується винятково визначеного переліку суб’єктів господарювання, які є на території України», – звернув увагу прем’єр-міністр.
Він також наголосив, що голови ОДА мають скоординувати роботу місцевої поліції і Держпродспоживслужби для перевірки суб’єктів господарювання, які на вихідні не повинні приймати відвідувачів.
Нові протиепідемічні обмеження у зв’язку зі значним наростанням пандемії COVID-19 уряд України ухвалив 11 листопада. Цей так званий «карантин вихідного дня» запроваджується наразі на шість конкретних вихідних днів –14, 15, 21, 22, 28 і 29 листопада, і діє з 00:00 суботи до 00:00 понеділка – незалежно від того, чи були субота і неділя вихідними, чи ні.
Це рішення викликало акції протесту в Києві і ще низці українських міст.
Натомість Національна поліція України заявила, що має намір збільшити кількість рейдових груп, які перевірятимуть дотримання карантинних обмежень суб’єктами господарювання.
Також необхідні для розгляду понад 25 тисяч підписів за лічені дні набрала петиція з вимогою скасувати «карантин вихідного дня» на сайті президента України, що була оприлюднена 10 листопада (на момент її переведення у у статус «очікує на розгляд» під нею було вже понад 28 тисяч підписів). Наразі не ясно, як ця петиція до президента може вплинути на згадані обмеження, які були запроваджені рішенням уряду.

New US Diplomat: South Sudan Policy Unlikely to Change
U.S. government policy toward South Sudan isn’t expected to change regardless of the new presidential administration, according to Jon Danilowicz, the new U.S. charge d’affaires to South Sudan.He said the top priority will remain restoring peace and stability in the country. U.S. President-elect Joe Biden has been declared the winner, but President Donald Trump has so far refused to concede. Some mail ballots are still being counted.This week at his first news conference at the U.S. Embassy since arriving in Juba nearly two months ago, Danilowicz said there has been bipartisan consensus between Democrats and Republicans on U.S. policy toward South Sudan.“If I look at the current U.S. policy and engagement on South Sudan and if I look at the future, I don’t see significant differences regarding how the United States will engage in South Sudan depending on which political party may be in power in the executive branch or legislature,” Danilowicz told reporters.Danilowicz said Washington’s main objective in South Sudan is to ensure its political leaders restore stability across the country and to promote democracy which ensures delivery of services to vulnerable South Sudanese people.“A priority for my government both bilaterally and as partners of the Troika … our colleagues from the United Kingdom and Norway — is to do all what we can to support the peace process,” said Danilowicz.After months of haggling, mediators for South Sudan President Salva Kiir’s ruling Sudan People’s Liberation Party and opposition parties signed a revitalized peace agreement in 2018 and formed a transitional government the following year.Danilowicz said the U.S. government is discussing plans to construct a new embassy compound in Juba, which he said is symbolic of Washington’s long-term commitment to South Sudan.In 2014 the United States scaled back funding to South Sudan after the country’s civil war erupted in late 2013.Washington reduced funding for development projects and shifted much of its financial assistance to humanitarian aid. The U.S. also imposed targeted sanctions on senior South Sudanese politicians and military commanders accused of spoiling peace efforts in the country.Asked whether the U.S. would continue to sanction South Sudanese individuals accused of obstructing peace efforts, Danilowicz explained that sanctions are a tool “that not just the United States but other bilateral countries use” in their relationships with South Sudan and other countries.He said while the U.S. considers steering part of its funding to community resilience projects, such as job creation programs and sustainable development projects, much of the funding will continue to go toward humanitarian assistance.The U.S. diplomat noted the United States is still concerned about the slow pace of implementing two key provisions of the revitalized peace deal: security arrangements and power sharing.“We look forward to engaging conversation recognizing that these chapters of the peace agreement are absolutely essential if we are to see the rest of the processes move forward and if we are to see improvement in the security situation, which will enable further development in economic growth,” said Danilowicz.It’s been two years since South Sudan’s former warring parties signed the peace agreement, but government and rebel forces have yet to form one unified army, a core provision of the peace deal, and many state and local governments have yet to be set up.

Latest US Presidential Race Projections: Trump Wins North Carolina, Biden Wins Arizona
U.S. news outlets on Friday called the Southeastern U.S. state of North Carolina for President Donald Trump, a day after projecting that President-elect Joe Biden would win the Southwestern state of Arizona.The latest calls in the presidential race gave Biden a projected 290 votes in the Electoral College to Trump’s 232 votes.Biden had previously cleared the 270-vote threshold needed to win the White House, paving the way for his inauguration on January 20.
