Pennsylvania High Court Rejects Lawsuit Challenging Election
Pennsylvania’s highest court on Saturday night threw out a lower court’s order preventing the state from certifying dozens of contests on its Nov. 3 election ballot in the latest lawsuit filed by Republicans attempting to thwart President-elect Joe Biden’s victory in the battleground state.The state Supreme Court, in a unanimous decision, threw out the 3-day-old order, saying the underlying lawsuit was filed months after the expiration of a time limit in Pennsylvania’s expansive year-old mail-in voting law allowing for challenges to it.Justices also remarked on the lawsuit’s staggering demand that an entire election be overturned retroactively.“They have failed to allege that even a single mail-in ballot was fraudulently cast or counted,” Justice David Wecht wrote in a concurring opinion.The state’s attorney general, Democrat Josh Shapiro, called the court’s decision “another win for Democracy.”President Donald Trump and his lawyer, Rudy Giuliani, meanwhile, have repeatedly and baselessly claimed that Democrats falsified mail-in ballots to steal the election from Trump. Biden beat Trump by more than 80,000 votes in Pennsylvania, a state Trump had won in 2016.The week-old lawsuit, led by Republican U.S. Rep. Mike Kelly of northwestern Pennsylvania, had challenged the state’s mail-in voting law as unconstitutional.As a remedy, Kelly and the other Republican plaintiffs had sought to either throw out the 2.5 million mail-in ballots submitted under the law — most of them by Democrats — or to wipe out the election results and direct the state’s Republican-controlled Legislature to pick Pennsylvania’s presidential electors.In any case, that request — for the state’s lawmakers to pick Pennsylvania’s presidential electors — flies in the face of a nearly century-old state law that already grants the power to pick electors to the state’s popular vote, Wecht wrote.While the high court’s two Republicans joined the five Democrats in opposing those remedies, they split from Democrats in suggesting that the lawsuit’s underlying claims — that the state’s mail-in voting law might violate the constitution — are worth considering.Commonwealth Court Judge Patricia McCullough, elected as a Republican in 2009, had issued the order Wednesday to halt certification of any remaining contests, including apparently contests for Congress.It did not appear to affect the presidential contest since a day earlier, Gov. Tom Wolf, a Democrat, had certified Biden as the winner of the presidential election in Pennsylvania.Wolf quickly appealed McCullough’s decision to the state Supreme Court, saying there was no “conceivable justification” for it.The lawsuit’s dismissal comes after Republicans have lost a flurry of legal challenges brought by the Trump campaign and its GOP allies filed in state and federal courts in Pennsylvania.On Friday, a federal appeals court in Philadelphia roundly rejected the Trump campaign’s latest effort to challenge the state’s election results.In that lawsuit, Trump’s campaign had complained that its observers had not been able to scrutinize mail-in ballots as they were being processed in two Democratic bastions, Philadelphia and Allegheny County, which is home to Pittsburgh.Trump’s lawyers vowed to appeal to the Supreme Court despite the judges’ assessment that the “campaign’s claims have no merit.”

Ex-Trump Campaign Aide Sues Over Russia Probe Surveillance
A former Trump campaign associate who was the target of a secret surveillance warrant during the FBI’s Russia investigation says in a federal lawsuit that he was the victim of “unlawful spying.”The suit from Carter Page alleges a series of omissions and errors made by FBI and Justice Department officials in applications they submitted in 2016 and 2017 to the Foreign Intelligence Surveillance Court to eavesdrop on Page on suspicion that he was an agent of Russia.”Since not a single proven fact ever established complicity with Russia involving Dr. Page, there never was probable cause to seek or obtain the FISA Warrants targeting him on this basis,” the lawsuit says, using the acronym for the Foreign Intelligence Surveillance Act.Page has received death and kidnapping threats and has suffered economic losses and “irreparable damage to his reputation,” according to the lawsuit, which was filed Friday in federal court in Washington.The lawsuit to some extent echoes the conclusions of a Justice Department inspector general report that found significant problems with the four applications. Former FBI and Justice Department leaders who were involved in signing off on the surveillance have since testified they wouldn’t have done so had they known of the extent of the issues, and the FBI has initiated more than 40 corrective steps aimed at improving the accuracy and thoroughness of applications.In the complaint, Page accuses the FBI of relying excessively for information on Christopher Steele, a former British spy whose research during the 2016 campaign into Donald Trump’s ties to Russia was funded by Democrats. It says the FBI failed to tell the surveillance court that Steele’s primary source had contradicted information that Steele had attributed to him, or that Page had denied to an informant for the FBI having “any involvement with Russia on behalf of the Trump campaign.”The complaint also accuses the FBI of having misled the surveillance court about Page’s relationship with the CIA, for whom Page had been an operational contact between 2008 and 2013. A former FBI lawyer, Kevin Clinesmith, pleaded guilty in August to altering an email to say that Page had not been a source for the CIA.The suit names as defendants the FBI and the Justice Department, as well as former FBI Director James Comey, former FBI Deputy Director Andrew McCabe and additional officials who were involved in the Russia investigation.Despite the problems with the warrant applications, the scrutiny of Page, who was never charged with any wrongdoing, accounted for only a narrow portion of the overall investigation into ties between the Trump campaign and Russia.The same inspector general report that detailed problems in the applications also concluded that the FBI had a legitimate basis for opening the Russia investigation, and did not find evidence that any of its actions were influenced by political bias.

У Запоріжжі вшанували пам’ять жертв Голодомору
У Запоріжжі відбулася акція вшанування пам’яті загиблих під час Голодомору 1932–33 років. Її учасники поклали квіти до пам’ятника жертвам Голодомору , встановленого на центральному проспекті міста.
«Яблука дітям принесла. Я думаю, що вони дивляться на нас, і ми за них проживаємо життя. Мама мені з дитинства розповідала про Голодомор. Ми завжди знали, що він був. Коли люди сміялися, говорили, що його не було, я завжди знала, що голод був. Мама більше розповідала про 46-47-ий роки, а про 32-33-ій завжди у сім’ї пошепки розповідали», – каже учасниця акції на ім’я Наталя.
Окрім квітів, запорожці також несли до пам’ятника жертвам Голодомору лампадки з запаленими свічками, хліб, різну випічку та зерно пшениці.
В акції вшанування жертв Голодомору у 1932–33 роках взяли участь близько сотні містян. Серед них представники обласної та міської влад, священники різних конфесій, бійці місцевих частин Національної гвардії, активісти, волонтери та ветерани війни на Донбасі.
Також уподовж дня окремі городян несли квіти та солодощі до будівлі колишнього будинку немовляти, де, за а даними істориків, у роки Голодомору померли майже 800 дітей.
У листопаді 2006 року Верховна Рада України визнала Голодомор 1932–1933 років геноцидом українського народу. Наразі Голодомор визнали геноцидом 24 країни світу, а ще в низці країн – органи влади їхніх окремих територіальних одиниць.
Україна з посиланням на дані науково-демографічної експертизи стверджує, що загальна кількість людських втрат від Голодомору 1932–33 років становить майже 4 мільйони осіб, а втрати українців у частині ненароджених становлять понад 6 мільйонів.
Пам’ять жертв голодоморів в Україні вшановують щороку в четверту суботу листопада.

У Львові вшанували роковини Голодомору
Сьогодні у Львові у День пам’яті жертв Голодоморів 19210-1922, 1932-1933, 1946-1947 років на площі біля пам’ятника Тарасові Шевченку відбулась екуменічна панахида і хвилиною мовчання згадали невинних жертв. Львів’яни запалили лампадки.
«Найважливіше це пам’ять. Ми маємо пам’ятати те, що було в минулому і якщо це трагічні сторінки, як Голодомор, ми маємо робите все, щоб це не повторити. Ми маємо говорити з дітьми про Голодомор, казати про те, що померли діти, що ми маємо про них пам’ятати, що ми робимо добрі справи для тих, які потребують», – заявив почесний консул Канади у Львові, педагог Оксана Винницька-Юсипович.
Юсипович започаткувала з львівськими вчителями традицію з Канади: учні у День вшанування Голодомору виготовляють паперові синьо-жовтні незабудки з написом про Голод 1932-1933 років і роздають їх людям на вулицях, а також їх наклеюють на мапі, де був Великий Голод.
У Львові проживає 89 людей, які пережили Голодомор 1932−1933 років. З міського бюджету їм виплатили одноразову матеріальну допомогу в розмірі тисячі гривень.
Пам’ять жертв голодоморів в Україні вшановують щороку в четверту суботу листопада. Цього року він припадає на 28 листопада.

«Інтернат» Сергія Жадана вийшов італійською
Роман українського письменника Сергія Жадана «Інтернат» вийшов у світ італійською мовою. Твір у перекладі Джованни Броджі та Мар’яни Прокопович накладом у понад півтори тисячі примірників випустило римське видавництво Voland Edizioni, повідомляє кореспондент Радіо Свобода.
Книжка під заголовком Il Convitto з’явиться в італійських книгарнях вже на початку грудня.
В Італії «Інтернат» Жадана став першим перекладеним художнім твором про українсько-російську війну на Донбасі, зазначають видавці та перекладачки.
Післямову до роману написала одна з перекладачок, відома літературознавиця-славістка Джованна Броджі.
За її словами, розповідь про збройний конфлікт на сході України зацікавить італійського читача, хоча для повного розуміння тексту слід мати бодай мінімальну політичну і навіть літературну обізнаність.
«Безумовно, це не є традиційна книжка про війну, як хтось може стереотипно уявляти сторони конфлікту, де відомо, хто проти кого воює. Тут немає чіткого поділу на поганих і хороших. Так, у творі присутня війна, однак головна тема роману – не війна сама по собі, а спільна людська трагедія, яка стосується усіх», – зазначила Броджі у коментарі Радіо Свобода.
Одним із проблематичних моментів перекладу книжки Жадана став вибір заголовку італійською мовою, ділиться підсумками річної перекладацької роботи науковиця Джованна Броджі.
За її словами, нелегко було знайти точний італійський відповідник українському «інтернат», адже цією метафорою письменник говорить про невпорядкованість і загубленість українського суспільства, що пов’язане і з радянським минулим, і це італійському читачеві непросто зразу зрозуміти. Власне, у післямові до роману, каже Броджі, вона намагалася пояснити ширше український контекст подій, описаних часто метафорично у Жадана.
Презентаційний тур був запланований на грудень, але через пандемічні обмеження презентація Il Convitto відбулася 28 листопада онлайн за сприяння Італійської асоціації українських студій (AISU ), яка об’єднує науковців та публіцистів-дослідників україністики.
Сергій Жадан під час онлайн презентації зауважив, що переклад саме цього роману для нього є особливим, бо «Інтернат» розповідає про українсько-російську війну, що триває 7-й рік.
«Я перечитував класичні воєнні романи Гемінгвея і Ремарка. Ясно, що кожна війна страшна і несправедлива, але якісь речі є актуальними для будь-якої війни. А саме відчуття відчаю, несправедливості було актуальним для Італії часів Першої світової війни, описаної у творі «Прощавай, зброє!», так само це актуально для нинішньої ситуації в Україні», – сказав письменник.
Роман Сергія Жадана «Інтернат» став третьою його книжкою, перекладеною і надрукованою видавничим домом Voland Edizioni. Раніше у цьому видавництві вийшли у світ роман «Ворошиловград» (La strada del Donbas) (2016) і збірка прозових історій і віршів «Месопотамія» (2018).
Ще раніше, 2008 року, в Італії у перекладі Лоренцо Помпео надрукували книжку Depeche Mode. За спостереженнями місцевих літературознавців і видавців, з українських сучасних прозаїків Сергій Жадан нині найбільш популярний в Італії. Останніми роками він кілька разів відвідував країну для участі у книжкових форумах і презентації своїх книжок місцевій публіці.
Літературні вечори із Жаданом збирають повні зали шанувальників його творчості й активної громадської діяльності.

US Appeals Court Rejects Trump Appeal Over Pennsylvania Race
President Donald Trump’s legal team suffered yet another defeat in court Friday as a federal appeals court in Philadelphia roundly rejected its latest effort to challenge the state’s election results.Trump’s lawyers vowed to appeal to the Supreme Court despite the judge’s assessment that the “campaign’s claims have no merit.”“Free, fair elections are the lifeblood of our democracy. Charges of unfairness are serious. But calling an election unfair does not make it so. Charges require specific allegations and then proof. We have neither here,” Judge Stephanos Bibas wrote for the three-judge panel.The case had been argued last week in a lower court by Trump lawyer Rudy Giuliani, who insisted during five hours of oral arguments that the 2020 presidential election had been marred by widespread fraud in Pennsylvania. However, Giuliani failed to offer any tangible proof of that in court.U.S. District Judge Matthew Brann had said the campaign’s error-filled complaint, “like Frankenstein’s Monster, has been haphazardly stitched together” and denied Giuliani the right to amend it for a second time.The 3rd U.S. Circuit Court of Appeals called that decision justified. The three judges on the panel were all appointed by Republican presidents. including Bibas, a former University of Pennsylvania law professor appointed by Trump. Trump’s sister, Judge Maryanne Trump Barry, sat on the court for 20 years, retiring in 2019.Friday’s ruling comes four days after Pennsylvania officials certified their vote count for President-elect Joe Biden, who defeated Trump by more than 80,000 votes in the state. Nationally, Biden and running mate Kamala Harris garnered nearly 80 million votes, a record in U.S. presidential elections.Trump has said he hopes the Supreme Court will intervene in the race as it did in 2000, when its decision to stop the recount in Florida gave the election to Republican George W. Trump Administration Moves Ahead on Removing Bird Protections
The Trump administration moved forward Friday on removing long-standing federal protection for the nation’s birds, over objections from former federal officials and many scientists that billions more birds will likely perish as a result.The U.S. Fish and Wildlife Service published its take on the proposed rollback in the Federal Register. It’s a final step that means the change — greatly limiting federal authority to prosecute industries for practices that kill migratory birds — could be made official within 30 days.The wildlife service acknowledged in its findings that the rollback would have a negative effect on the many bird species covered by the 1918 Migratory Bird Treaty Act, which range from hawks and eagles to seabirds, storks, songbirds and sparrows.The move scales back federal prosecution authority for the deadly threats migratory birds face from industry — from electrocution on power lines, to wind turbines that knock them from the air, to oil field waste pits where landing birds perish in toxic water.Industry operations kill an estimated 450 million to 1.1 billion birds annually, out of roughly 7 billion birds in North America, according to the U.S. Fish and Wildlife Service and recent studies.The Trump administration maintains that the act should apply only to birds killed or harmed intentionally and is putting that change into regulation. The change would “improve consistency and efficiency in enforcement,” the Fish and Wildlife Service said.Judge’s rejectionThe administration has continued to push the migratory bird regulation even after a federal judge in New York in August rejected the administration’s legal rationale.Two days after news organizations announced President Donald Trump’s defeat by Democrat Joe Biden, federal officials advanced the bird treaty changes to the White House, one of the final steps before adoption.Trump was “in a frenzy to finalize his bird-killer policy,” David Yarnold, president of the National Audubon Society, said in a statement Friday. “Reinstating this 100-year-old bedrock law must be a top conservation priority for the Biden-Harris administration” and Congress.Steve Holmer with the American Bird Conservancy said the change would accelerate bird population declines that have swept North America since the 1970s.How the 1918 treaty gets enforced has sweeping ramifications for the construction of commercial buildings, electric transmission systems and other infrastructure, said Rachel Jones, vice president of the National Association of Manufacturers.Jones said the changes under Trump would be needed to make sure the bird law wasn’t used in an “abusive way.” That’s a long-standing complaint from industry lawyers despite federal officials’ contention that they bring criminal charges only rarely.It’s part of a flurry of last-minute changes under the outgoing administration benefiting industry. Others would expand Arctic drilling, favor development over habitat protections for imperiled species and potentially hamstring future regulation of environmental and public health threats, among other rollbacks.

Українському шахісту пропонували зіграти в серіалі «Хід королеви»
Команда міні-серіалу «Хід королеви» стрімінгового сервісу Netflix пропонувала українському шахісту Василю Іванчуку зіграти одну з ключових ролей в проєкті. Про це чемпіон світу з бліцу та швидких шахів розповів в інтерв’ю Радіо Свобода.
За словами львів’янина, його розглядали на роль російського гросмейстера Василя Боргова, який у заключному епізоді серіалу зустрічається за шахівницею з головною героїнею – Елізабет Хармон. Втім, попри інтерес з боку шахіста, роль йому так і не дісталась.
«Мені написали на мейл, що от є така пропозиція – зіграти роль Боргова. З’ясував, що компанія солідна, що дійсно готується такий фільм. Тоді написав – що ви конкретно пропонуєте? Я повинен знати більш-менш обсяг роботи. Пройшов, можливо, тиждень між тим як я отримав лист і відповів на нього. І вони відповіли – перепрошуємо, ми вже знайшли іншого актора на цю роль», – розповів шахіст.
Втім, цим епізодом участь Іванчука в проєкті не обмежилась. Тринадцятий чемпіон світу з шахів Гаррі Каспаров, який був консультантом творців серіалу, вирішив покласти в основу фінальної партії всього серіалу реальний шаховий поєдинок. Йдеться про зустріч Василя Іванчука та американського шахіста Патріка Вольфа, яку вони зіграли у 1993 році(закінчилась внічию – ред.).
Прем’єра міні-серіалу «Хід королеви» відбулася наприкінці жовтня. За чотири тижні він встановив новий рекорд для стрімінгового сервісу Netflix. За цей час міні-серіал, заснований на однойменному романі американського письменника-фантаста Уолтера Тевіса, подивилися 62 мільйони користувачів.

На Херсонщині планують відкрити філіал «Артеку»
У Херсонській області планують відкрити філіал дитячого центру «Артек». Відповідний меморандум підписаний між головою Херсонської обласної державної адміністрації Юрієм Гусєвим і керівником Державного управління справами Ігорем Лисим.
«Ми об’єднуємо зусилля, щоб забезпечити найкращі умови для оздоровлення та відпочинку дітей Херсонщини і всієї України в нашій неймовірною області! Меморандум передбачає створення інфраструктури та необхідної матеріально-технічної бази Державного підприємства України «Міжнародний дитячий центр« Артек» і комунальних дитячих оздоровчих закладів Херсонщини», – написав Гусєв у фейсбуці.
Після анексії підконтрольна Кремлю влада Криму «націоналізувала» дитячий центр «Артек», а потім передали його майно у власність Росії.
У відповідь Міністерство закордонних справ України закликало ЮНЕСКО, провідні міжнародні організації, світове співтовариство засудити передачу «Артеку» у федеральну власність Росії. У міністерстві вказали на те, що у 2006 році між урядом України та ЮНЕСКО була підписана угода про надання державному підприємству України «Міжнародний дитячий центр« Артек» статусу центру під егідою ЮНЕСКО.
Прокуратура АРК у квітні 2015 року відкрила кримінальне провадження за фактом «націоналізації» міжнародного дитячого центру «Артек» у Криму. У квітні 2016 року Оболонський суд Києва наклав арешт на майно «Артеку».
Після анексії Криму «Артек» переїхав на територію материкової частини України і зараз розташований у Пущі-Водиці під Києвом.

Громадяни України у 2019 році отримали найбільше дозволів на проживання в країнах, що входять до Європейського союзу, повідомила у п’ятницю Статистична служба ЄС (Євростат).
Згідно з повідомленням, торік 757 тисяч перших посвідок на проживання дісталося українцям. Громадяни України посідають перше місце за кількістю отриманих дозволів серез усіх осіб, кому вони були видані. Майже чотири з п’яти таких дозволів видала Польща. Зокрема, 87% українців отримали дозвіл для працевлаштування.
На другому місці йдуть громадяни Марокко – їм було видано 133 тис. дозволів, з яких 47% видала Іспанія. На третьому місці – громадяни Індії, яким було видано 131 тис. дозволів, з них 19% у Німеччині.
Загалом у 2019 році в Євросоюзі було видано близько 3 мільйонів перших дозволів на проживання. У порівнянні з 2018 роком це більше на 6% або на 163 тис.
Минулого року найбільша кількість дозволів була видана у зв’язку з працевлаштуванням (41%), а також з родинних причин (27%) та освітніх причин (14%). Інші причини, зокрема й міжнародний захист, склали 18%.

Найбільше в Євросоюзі дозволів для працевлаштування видала Польща – 52% або 625 тис., з них 551 тис. дозволів було видано українцям. Франція видала найбільше дозволів для навчання (23% або 90 тис.), Німеччина – дозволів з сімейних причин (21% або 167 тис.).
Це вже четвертий рік поспіль, коли українці отримали найбільше посвідок на проживання в ЄС.

В Україні видали 1740 «зелених» номерів для електромобілів – МВС
В Україні видали 1740 номерних знаків для електромобілів, повідомив Головний сервісний центр Міністерства внутрішніх справ України на запит Радіо Свобода.
«За даними Єдиного державного реєстру транспортних засобів станом на 24 листопада 2020 року видано 1740 номерних знаків для транспортних засобів, які приводяться в рух електричним двигуном і не мають двигуна внутрішнього згоряння», – повідомили у МВС.
За даними Головного сервісного центру МВС, закупівля згаданих номерних знаків здійснюється відповідно до укладеного договору про закупівлю, згідно з умовами якого виготовлення номерних знаків здійснюється протягом семи календарних днів із моменту отримання заводом заявки на партію товару в кількості не більше ніж 25 тисяч одиниць.
«Вартість послуги реєстрації/перереєстрації колісних транспортних засобів передбачена постановою Кабінету міністрів України від 4 червня 2007 року № 795 і становить для транспортних засобів усіх категорій вітчизняного виробництва та країн СНД – 152,63 грн, для транспортних засобів усіх категорій іноземного виробництва – 190,15 грн, за виключенням вартості бланків і номерних знаків», – додали у відомстві.
На початку жовтня в Україні почали видавати «зелені» номерні знаки для електромобілів.
У жовтні в Укравтопромі повідомляли, що в Україні налічується 23,3 тисячі електромобілів.

Cuban American Mayorkas Brings Immigration Experience to DHS
President-elect Joe Biden’s nominee to be secretary of the U.S. Department of Homeland Security (DHS) has been described as a man of few words, direct, and compassionate. Alejandro Mayorkas, a Cuban American and former Obama administration official, would be the first Latino, if confirmed by the Senate, to lead DHS, an agency created after the September 11, 2001 terrorist attacks on the United States. It is the third-largest federal agency in the nation. “He’s a man of a few words but he is a man of his words, which is really key and important,” said Gaby Pacheco, director of advocacy, communications, and development for TheDream.US, a nonprofit organization that helps undocumented youths with financial support through college scholarships. Pacheco is a former beneficiary of DACA, the Obama-era program that allows immigrants, who were brought to the U.S. as children without legal status, to remain legally and work and study without fear of deportation. Pacheco met Mayorkas through her DACA advocacy work when he was a top aide with U.S. Citizenship and Immigration Services (USCIS). “The first time we met with him, he came over to the offices of the National Immigration Forum. … And then after that we would go to USCIS offices and meet with [officials] as we were implementing DACA … figuring out what we thought DACA should be like,” she said. In the Obama administration, Mayorkas was the highest-ranking Cuban American, becoming DHS’s deputy secretary under former Secretary Jeh Johnson. Before that, he served as director of USCIS, where he oversaw the country’s naturalization and immigration system. Mayorkas was instrumental in shaping DACA and Pacheco said he was one of the few who recognized immigrant advocacy work. He supervised the implementation, logistical and legal issues to implement the program about two months after its announcement. “He’s very astute in the way he speaks but he gives credit where credit’s due and I think that sometimes politicians forget the people behind all this,” she added. A Biden transition spokesperson has told the Reuters news agency the inspector general did not find any legal wrongdoing and decided Mayorkas’ actions were “legitimately within his purview.”Some said Mayorkas’ nomination is a sign of Biden’s intent to bring someone with the right immigration experience to lead DHS. “He comes with the deep respect of the business community, national security and foreign policy experts, immigration reformers, and elected officials and career civil servants from across the ideological spectrum,” said Todd Schulte, president of FWD.us, in a statement to the press. Попри обіцянку Зеленського високопосадовці продовжують непублічно зустрічатись із впливовими бізнесменами – «Схеми»
Високопосадовці продовжують проводити непублічні зустрічі з впливовими бізнесменами попри обіцянку Володимира Зеленського, що за його президентства відносини між владою та представниками великого бізнесу стануть винятково прозорими. Низку таких таємних зустрічей вдалось зафіксувати журналістам «Схем» (проєкт Радіо Свобода та UA:Перший), йдеться у розслідуванні «Гра у хованки-2».
13 листопада «Схеми» помітили автівку охорони неформальної групи «Приват», яка супроводжувала BMW на виїзді з Міністерства внутрішніх справ, а згодом кортеж заїхав до підземного паркінгу столичного офісу Ігоря Коломойського.
У коментарі «Схемам» олігарх підтвердив, що мав зустріч з очільником МВС Арсеном Аваковим: «Каву випив, давно не бачилися. Жодних справ».
Інший бізнесмен та представник неформальної групи «Приват» Михайло Кіперман 21 жовтня мав зустріч із головою правління НАК «Нафтогаз» Андрієм Коболєвим у п’ятизірковому готелі Hyatt.
За два тижні після цієї зустрічі Верховна Рада проголосувала – а пізніше в цілому – за законопроєкт, який передбачає погашення податкових боргів найбільшої нафтовидобувної напівдержавної компанії «Укрнафта» на 30,35 млрд гривень, йдеться у розслідуванні.
Коболєв повідомив, що не може коментувати зустрічі «подібного роду», підкреслив, що зобов’язаний вести переговори з різними групами людей, але водночас зазначив, що «всі зустрічі з приводу саме цього питання (заборгованості «Укрнафти» – ред.) були закінчені з представниками групи «Укрнафта» ще декілька місяців тому».
Він також висловив думку щодо законопроєкту: «Було знайдене проєктне збалансоване рішення, яке враховує і історію, і можливості всіх сторін».
Зустріч свого соратника з Коболєвим Ігор Коломойський прокоментував так: «Точно вони не займалися питаннями погашення цього боргу. Це не в компетенції Кіпермана».
І схвально відгукнувся щодо законопроекту: «Це перший крок, який зробив НАК «Нафтогаз» і переконав у цьому державу для того, щоб вийти на якийсь шлях врегулювання. Тобто, ці гроші держава покриває, наскільки я розумію, НАКу, те, що вона йому заборгувала, НАК ці гроші повертає «Укрнафті», а «Укрнафта» гасить свої борги перед бюджетом. Ну, тобто і вовки ситі, і вівці цілі».
При цьому, зазначають журналісти, Михайло Кіперман до 2017 року входив в наглядову раду ПАТ «Укрнафта», а до 2015 року контроль над компанією належав олігарху Ігорю Коломойському, структури якого володіють близько 40% компанії.
«Схеми» регулярно фіксували заїзди автівок й інших бізнесменів до правоохоронного відомства. Тричі – бізнесмена, товариша міського голови Харкова Геннадія Кернеса Павла Фукса: 14 вересня, а також 10 листопада – у компанії іншого підприємця та позаштатного радника міністра Авакова Ігоря Котвіцького – та 12 листопада.
18 червня до Міністерства внутрішніх справ приїжджав бізнесмен Ілля Павлюк, якого у ЗМІ пов’язують із впливом на митницю та формуванням підконтрольної групи у складі фракції «Слуга народу».
А 5 листопада, як помітила знімальна група, Павлюк відвідав Офіс президента.
17 листопада – туди також приїздив інший бізнесмен Борис Кауфман, участь якого з партнером у відчуженні одеського аеропорту раніше досліджувало НАБУ, а Антимонопольний комітет підозрював його компанію-дистриб’ютора тютюнових виробів «Тедіс» у «антиконкурентних діях».
Автомобіль Кауфмана, як помітила знімальна група, виїхав з арки, яка веде до бокових воріт ОП, і попрямував до будівлі, де знаходиться офіс підприємця.
7 травня його «Мерседес» також відвідував Кабінет міністрів. А 16 червня, як зафіксувала знімальна група, він також перебував на території Міністерства внутрішніх справ.
Знімальна група фіксувала також, як високопосадовці відвідували представників бізнесу. Зокрема, в офіс до бізнесмена Кауфмана 17 листопада навідувався чоловік, схожий на віцепрем’єр-міністра, міністра з питань стратегічних галузей промисловості Олега Уруського.
Пізніше, 19 листопада, туди приїздив чоловік, схожий на першого заступника міського голови Харкова Ігоря Терехова. На виході, як помітили журналісти, він був у компанії Ігоря Котвіцького і сів в автомобіль, яким користується бізнес-партнер родини Авакова.
«Схеми» звернулись до усіх вищезгаданих осіб і опублікують позицію, щойно її отримають.
В Офісі президента зазначили: «Президент України та керівник Офісу глави держави не зустрічалися у названі дні зі згаданими особами (мова про бізнесменів Іллю Павлюка та Бориса Кауфмана – ред.), зокрема 17 листопада вони взагалі були відсутні в приміщенні Офісу президента України». І додали: «Президент Володимир Зеленський завжди виконує свої обіцянки. Його стосунки з представниками українського та міжнародного бізнесу є чесними та прозорими. Всі важливі зустрічі глави держави або керівництва Офісу президента з представниками бізнес-спільноти обов’язково висвітлюються. Немає жодних нічних візитів і кулуарних домовленостей».
«Це розслідування вкотре доводить, що попри одну з головних обіцянок команди кандидата Зеленського про те, що відносини між високопосадовцями і олігархами у разі його перемоги мають стати публічними і прозорими, за його президентства залишаються таємними та кулуарними», – йдеться у розслідуванні.
Раніше «Схеми» вже розповідали про непублічні зустрічі представників «нової влади» президента Зеленського з великими забудовниками та олігархами, які можуть мати значний вплив на життя всієї країни.
Так, журналісти зафіксували, як наприкінці жовтня перший помічник президента Володимира Зеленського Сергій Шефір неафішовано приїжджав до офісу олігарха Ігоря Коломойського. А заступник голови Офісу президента Богдана Андрій Смирнов таємно навідувався до будівлі, де розташований офіс колишнього очільника СБУ часів Януковича та віцепрем’єр-міністра уряду Азарова Валерія Хорошковського. А наближений до президента Володимира Зеленського актор студії «Квартал 95» Міка Фаталов непублічно відвідував у вересні прем’єр-міністра України Олексія Гончарука разом зі столичним забудовником Артуром Мхітаряном.

Студенти створили онлайн-ресторан зі стравами, які допомогли українцям вижити у Голодомор (фотогалерея)
До 28 листопада, у День пам’яті жертв Голодомору, студенти Української академії лідерства запустили онлайн-ресторан зі стравами з продуктів, якими українці харчувалися під час Голодомору 1932-33 років.
До «меню сайту» увійшли: затеруха з кори дерев, паляниці з картопляних відходів, хлібці з запеченої соломи тощо. У графі «Дізнатися ціну» замість вартості – інформація про те, як кожна з цих страв допомогла свого часу тисячам людей вижити. Також на сайті можна подивитися відео з історіями очевидців, яким вдалося вціліти, і прочитати історії постраждалих сімей.
Онлайн-ресторан є мультимедійним продовженням проєкту «Uncounted since 1932», метою якого є поширення знань про Голодомор, геноцид української нації та злочини радянської влади. Минулі три роки студенти організовували вуличні поп-ап ресторани зі стравами часів Голодомору і пригощали всіх охочих у семи містах країни, а також в Ізраїлі та Бельгії.

Supreme Court Blocks NY Coronavirus Limits on Houses of Worship
As coronavirus cases surge again nationwide the Supreme Court late Wednesday barred New York from enforcing certain limits on attendance at churches and synagogues in areas designated as hard hit by the virus.
The justices split 5-4 with new Justice Amy Coney Barrett in the majority. It was the conservative’s first publicly discernible vote as a justice. The court’s three liberal justices and Chief Justice John Roberts dissented.
The move was a shift for the court. Earlier this year, when Barrett’s liberal predecessor, Justice Ruth Bader Ginsburg, was still on the court, the justices divided 5-4 to leave in place pandemic-related capacity restrictions affecting churches in California and Nevada.
The court’s action Wednesday could push New York to reevaluate its restrictions on houses of worship in areas designated virus hot spots. But the impact of the court’s action is also muted because the Catholic and Orthodox Jewish groups that sued to challenge the restrictions are no longer subject to them.
The Diocese of Brooklyn and Agudath Israel of America have churches and synagogues in areas of Brooklyn and Queens previously designated red and orange zones. In those red and orange zones, the state had capped attendance at houses of worship at 10 and 25 people, respectively. But the those particular areas are now designated as yellow zones with less restrictive rules neither group challenged.
The justices acted on an emergency basis, temporarily barring New York from enforcing the restrictions against the groups while their lawsuits continue. In an unsigned opinion the court said the restrictions “single out houses of worship for especially harsh treatment.”
“Members of this Court are not public health experts, and we should respect the judgment of those with special expertise and responsibility in this area. But even in a pandemic, the Constitution cannot be put away and forgotten. The restrictions at issue here, by effectively barring many from attending religious services, strike at the very heart of the First Amendment’s guarantee of religious liberty,” the opinion said.
The opinion noted that in red zones, while a synagogue or church cannot admit more than 10 people, businesses deemed “essential,” from grocery stores to pet shops, can remain open without capacity limits. And in orange zones, while synagogues and churches are capped at 25 people, “even non-essential businesses may decide for themselves how many persons to admit.”
Roberts, in dissent, wrote that there was “simply no need” for the court’s action. “None of the houses of worship identified in the applications is now subject to any fixed numerical restrictions,” he said, adding that New York’s 10 and 25 person caps “do seem unduly restrictive.”
“The Governor might reinstate the restrictions. But he also might not. And it is a significant matter to override determinations made by public health officials concerning what is necessary for public safety in the midst of a deadly pandemic,” he wrote.
Roberts and four other justices wrote separately to explain their views. Barrett did not.
The court’s action was a victory for the Roman Catholic Church and Orthodox Jewish synagogues that had sued to challenge state restrictions announced by Gov. Andrew Cuomo on Oct. 6.
The Diocese of Brooklyn, which covers Brooklyn and Queens, argued houses of worship were being unfairly singled out by the governor’s executive order. The diocese argued it had previously operated safely by capping attendance at 25% of a building’s capacity and taking other measures. Parts of Brooklyn and Queens are now in yellow zones where attendance at houses of worship is capped at 50% of a building’s capacity, but the church is keeping attendance lower.
“We are extremely grateful that the Supreme Court has acted so swiftly and decisively to protect one of our most fundamental constitutional rights — the free exercise of religion,” said Randy Mastro, an attorney for the diocese, in a statement.
Avi Schick, an attorney for Agudath Israel of America, wrote in an email: “This is an historic victory. This landmark decision will ensure that religious practices and religious institutions will be protected from government edicts that do not treat religion with the respect demanded by the Constitution.”
Two lower courts had sided with New York in allowing the restrictions to remain in place. New York had argued that religious gatherings were being treated less restrictively than secular gatherings that carried the same infection risk, like concerts and theatrical performances. An email sent early Thursday by The Associated Press to the governor’s office seeking comment was not immediately returned.
There are currently several areas in New York designated orange zones but no red zones, according to a state website that tracks areas designated as hot spots.

Trump Has Granted Fewer Pardons, Commutations Than Previous Presidents
Despite the controversial nature of many of Donald Trump’s presidential pardons, including that of his associate, Michael Flynn, this week, Trump has granted clemency far less than any of his predecessors in the past century, according to a U.S. research group. «Укрзалізниця» каже про готовність брати у підвідомчі їй лікарні хворих на COVID-19 за умови виділення коштів
Залізничні лікарні готові розпочати лікування хворих на COVID-19 у разі виділення коштів Міністерством охорони здоров’я, передає пресслужба «Укрзалізниці» за підсумками зустрічі голови правління УЗ Володимира Жмака із міністром охорони здоров’я Максимом Степановим.
«Під час зустрічі йшлося про отримання додаткового фінансування в розмірі 82 млн грн для забезпечення залізничних лікарень медичним обладнанням і киснем, закупівлі апаратів ШВЛ, кисневих концентраторів та засобів індивідуального захисту. Кошти мають бути виділені Фондом боротьби з гострою респіраторною хворобою COVID-19, спричиненою коронавірусом SARS-CoV-2, та її наслідками. У разі виділення коштів для підготовки та укомплектування необхідним обладнанням, залізничні лікарні готові приймати хворих із коронавірусною хворобою», – повідомляє у четвер пресслужба УЗ.
Згідно з повідомленням, у Харківській клінічній лікарні на залізничному транспорті для цього планують передбачити два окремі приймальні відділення, щоб хворі на COVID-19 та інші пацієнти не контактували між собою.
«Потрібні кошти, щоб закупити обладнання та медикаменти, а також засоби індивідуального захисту для працівників. Наприклад, ми знайшли потужний кріогенний газифікатор, який може забезпечити подачу кисню до 70 точок одночасно. Але наразі ми не можемо його придбати для лікарні, оскільки обмежені фінансово», – заявив очільник Харківської клінічної лікарні на залізничному транспорті №1 Віктор Лещенко.
Раніше Комітет з питань здоров’я нації, медичної допомоги та медичного страхування рекомендував Верховній Раді ухвалити законопроєкт, яким пропонується залучити відомчі заклади охорони здоров’я до надання стаціонарної медичної допомоги пацієнтам з COVID-19.
В Україні минулої доби виявили 15 331 новий випадок COVID-19. За весь час пандемії в Україні захворіли 677 189 людей, 317 395 – одужали, померли – 11 717.

Влада Києва пропонує відмовитися від концертів у школах і дитсадках під час новорічних свят
Департамент освіти та науки Київміськадиміністрації закликав дітей та їхніх батьків утриматися від відвідування масових заходів під час різдвяно-новорічних свят, зокрема, від проведення традиційних концертів у школах і дитсадках.
«Станом на 25 листопада у двох третинах столичних закладів загальної середньої освіти є класи, закриті на карантин. У кожному четвертому садочку міста також є закриті групи. Відвідуваність садків складає 51% від загального списку», – заявив в.о. першого заступника голови КМДА Валентин Мондриївський.
Він каже, що, за щорічною статистикою, у грудні спостерігається збільшення захворюваності на грип та ГРВІ, а цього року додався ще й COVID-19.
«Ми закликаємо дітей та їхніх батьків, окрім щоденного моніторингу температури та обов’язкового носіння масок у громадських місцях, утриматися від відвідування масових заходів під час новорічних свят», – звернувся посадовець.
За даними КМДА, минулої доби у Києві на COVID-19 захворіли 45 дівчаток від дев’яти місяців до 17 років та 43 хлопчики від одного місяця до 17 років.
З початку пандемії у Києві виявили 64 019 випадків захворювання, 1227 киян померли, одужали – 21 942.

Trump Pardons Flynn, Taking Direct Aim at Russia Probe
President Donald Trump pardoned former national security adviser Michael Flynn on Wednesday, taking direct aim in the final days of his administration at a Russia investigation that he has long insisted was motivated by political bias. “It is my Great Honor to announce that General Michael T. Flynn has been granted a Full Pardon,” Trump tweeted. “Congratulations to @GenFlynn and his wonderful family, I know you will now have a truly fantastic Thanksgiving!” Flynn is the second Trump associate convicted in the Russia probe to be granted clemency by the president. Trump commuted the sentence of longtime confidant Roger Stone just days before he was to report to prison. It is part of a broader effort to undo the results of an investigation that for years has shadowed his administration and yielded criminal charges against a half dozen associates. The action voids the criminal case against Flynn just as a federal judge was weighing, skeptically, whether to grant a Justice Department request to dismiss the prosecution despite Flynn’s own guilty plea to lying to the FBI about his Russia contacts. The move, coming as Trump winds down his single term, is likely to energize supporters who have taken up the case as a cause celebre and rallied around the retired Army lieutenant general as the victim of what they assert is an unfair prosecution. Trump himself has repeatedly spoken warmly about Flynn, even though special counsel Robert Mueller’s prosecutors once praised him as a model cooperator in their probe into ties between Russia and the 2016 Trump campaign. The pardon is the final step in a case defined by twists and turns over the last year after the Justice Department abruptly move to dismiss the case, insisting that Flynn should have never been interviewed by the FBI in the first place, only to have U.S. District Justice Emmet Sullivan refuse the request and appoint a former judge to argue against the federal government’s position. In the months since, a three-judge panel’s decision ordering Sullivan to dismiss the case was overturned by the full appeals court, which sent the matter back to Sullivan. At a hearing in September, Flynn lawyer Sidney Powell told the judge that she had discussed the Flynn case with Trump but also said she did not want a pardon — presumably because she wanted him to be vindicated in the courts. Powell emerged separately in recent weeks as a public face of the Trump’s efforts to overturn the results of his election loss to President-elect Joe Biden, but the Trump legal team ultimately distanced itself from her after she advanced a series of uncorroborated conspiracy claims. The pardon spares Flynn the possibility of any prison sentence, which Sullivan could potentially have imposed had he ultimately decided to reject the Justice Department’s dismissal request. That request was made in May after a review of the case by a federal prosecutor from St. Louis who had been specially appointed by Attorney General William Barr. Flynn acknowledged lying during the FBI interview by saying he had not discussed with the then-Russian ambassador, Sergey Kislyak, sanctions that had just been imposed on Russia for election interference by the outgoing Obama administration. During that conversation, Flynn urged Kislyak for Russia to be “even-keeled” in response to the punitive measures and assured him “we can have a better conversation” about relations between the two countries after Trump became president. The conversation alarmed the FBI, which at the time was investigating whether the Trump campaign and Russia had coordinated to sway the election’s outcome. In addition, White House officials were stating publicly that Flynn and Kislyak had not discussed sanctions. But last May, the Justice Department abruptly reversed its position in the case. It said the FBI had no basis to interview Flynn about Kislyak, then the Russian ambassador to the United States, and that any statements he may have made were not relevant to the FBI’s broader counterintelligence probe. It cited internal FBI notes showing that agents had planned to close out their investigation into Flynn weeks earlier. Flynn was ousted from his position in February 2017 after news broke that he had indeed discussed sanctions with Kislyak, and that former Obama administration officials had warned the White House that he could be vulnerable to blackmail. Flynn was among the first of the president’s aides to admit guilt in Mueller’s investigation, and he cooperated extensively for months. He provided such extensive cooperation that prosecutors did not recommend any prison time and suggested that they would be fine with probation. But on the morning he was to have been sentenced, after a stern rebuke about his behavior from Sullivan, Flynn asked for the hearing to be cut short so that he could continue cooperating and earn credit toward a more lenient sentence. After that, though, he hired new attorneys — including Powell, a conservative commentator and outspoken critic of Mueller’s investigation — who took a far more confrontational stance to the government. The lawyers accused prosecutors of withholding documents and evidence they said was favorable to the case and repeatedly noted that one of the two agents who interviewed Flynn was fired from the FBI for having sent derogatory text messages about Trump during the 2016 campaign.
