Сенцов завершив зйомки стрічки «Носоріг»
Український режисер Олег Сенцов завершив зйомки фільму «Носоріг». Про це він напиcав у фейсбуці.
«Зйомки щойно завершились. Дякую усім причетним!» – написав Сенцов.
У листопаді 2019 року Сенцов заявляв про намір знімати по фільму щороку. Тоді він зазначив, що стрічка «Носоріг» – кримінальна драма.
Зйомки фільму «Носоріг» Олега Сенцова стартували наприкінці вересня. Рада з державної підтримки кінематографії схвалила надання 25 мільйонів гривень фінансування з державного бюджету для зйомок фільму.
«Носоріг» також отримав фінансову підтримку від фонду Eurimages на суму 270 тисяч євро.

Biden Officially Secures Enough Electors to Become President
California certified its presidential election Friday and appointed 55 electors pledged to vote for Democrat Joe Biden, officially handing him the Electoral College majority needed to win the White House.Secretary of State Alex Padilla’s formal approval of Biden’s win in the state brought Biden’s tally of pledged electors so far to 279, according to a tally by The Associated Press. That’s just over the 270 threshold for victory.These steps in the election are often-ignored formalities. But the hidden mechanics of electing a U.S. president have drawn new scrutiny this year as President Donald Trump continues to deny Biden’s victory and pursues increasingly specious legal strategies aimed at overturning the results before they are finalized.Although it’s been apparent for weeks that Biden won the presidential election, his accrual of more than 270 electors is the first step toward the White House, said Edward B. Foley, a law professor at Ohio State University.”It is a legal milestone and the first milestone that has that status,” Foley said. “Everything prior to that was premised on what we call projections.”The electors named Friday will meet Dec. 14, along with counterparts in each state, to formally vote for the next president. Most states have laws binding their electors to the winner of the popular vote in their state, measures that were upheld by a Supreme Court decision this year. There have been no suggestions that any of Biden’s pledged electors would contemplate not voting for him.Results of the Electoral College vote are due to be received, and typically approved, by Congress on Jan. 6. Although lawmakers can object to accepting the electors’ votes, it would be almost impossible for Biden to be blocked at that point.The Democratic-controlled House and Republican-controlled Senate would both vote separately to resolve any disputes. One already has arisen from Pennsylvania, where 75 Republican lawmakers signed a statement on Friday urging Congress to block the state’s electoral votes from being cast for Biden. But the state’s Republican U.S. senator, Pat Toomey, said soon afterward that he would not be objecting to Pennsylvania’s slate of electors, underscoring the difficulty in trying to change the election results through Congress.”As a practical matter, we know that Joe Biden is going to be inaugurated on January 20,” Foley said.That was clear in the days after the election, when the count of mail ballots gradually made clear that Biden had won victories in enough states to win the Electoral College. It became even more apparent in late November, when every swing state won by Biden certified him as the winner of its elections and appointed his electors to the Electoral College. Trump has fruitlessly tried to stop those states from certifying Biden as the winner and appointing electors for the former vice president.Trump made no effort in deeply Democratic California, the most populous state in the nation and the trove of its largest number of electoral votes. Three more states won by Biden — Colorado, Hawaii and New Jersey — have not yet certified their results. When they do, Biden will have 306 Electoral College votes to Trump’s 232.Trump and his allies have brought at least 50 legal cases trying to overturn results in the swing states Biden won — mainly Arizona, Georgia, Michigan, Pennsylvania and Wisconsin. More than 30 have been rejected or dropped, according to an AP tally.Trump and his allies have also raised the far-fetched notion that Republican state legislatures in those states could appoint a rival set of electors pledged to Trump.But state Republican leaders have rejected that approach, and it would likely be futile in any case. According to federal law, both chambers of Congress would need to vote to accept a competing slate of electors. If they don’t, the electors appointed by the states’ governors — all pledged to Biden in these cases — must be used.The last remaining move to block the election would be the quixotic effort to vote down the electors in Congress.This tactic has been tried — a handful of congressional Democrats in 2000, 2004 and 2016 objected to officially making both George W. Bush and Trump president. But the numbers were not enough to block the two men from taking office.

Pence Visits Georgia as Calm Before Potential Trump Storm
Vice President Mike Pence is trying to help Republicans project a unified front in two high-stakes Senate runoffs as he campaigns in Georgia a day ahead of President Donald Trump’s potentially volatile visit to the state that will determine which party controls the Senate in January. The vice president is campaigning Friday with Senators David Perdue and Kelly Loeffler, with the GOP roiled by Trump’s continued denial of his own defeat and his baseless attacks that Republican officials in Georgia, including the governor and secretary of state, enabled widespread voter fraud on behalf of President-elect Joe Biden. Pence navigated Trump’s refusal to concede as he rallied Republicans two weeks ago alongside Perdue and Loeffler. At two north Georgia rallies, he promised to fight for “every legal vote” but spent more time emphasizing the stakes of Senate control. But this time, Pence arrives as Georgia completes another recount of presidential ballots and with some of the president’s supporters – including lawyers once considered allies of the president’s re-election campaign – urging a boycott of Perdue’s and Loeffler’s January 5 runoffs. Before the CDC roundtable, Collins, Loeffler and Perdue huddled in front of a bank of television cameras and photographers. Kemp, a Trump supporter and at one time a staunch ally, was not part of Pence’s public itinerary. But separately, the governor noted that Friday marked one year since he named Loeffler as his choice to fill the Senate vacancy created by Republican Senator Johnny Isakson’s retirement. “I’m proud of what Kelly has accomplished, but there’s more work to be done,” Kemp said via his official Facebook page. “Let’s unite as Georgia conservatives and send Kelly Loeffler and David Perdue back to Washington.”

Georgia will hold two special elections Jan. 5, with the results ultimately determining which party will control the U.S. Senate.In the southeastern state of Georgia, a political candidate in a primary or general election must earn more than 50% of the votes. If no one in the race meets that threshold, the top two vote-getters enter into a runoff election.One runoff race features incumbent Sen. David Perdue, a Republican who received 49.7% of the vote on Nov. 3, and Democratic challenger Jon Ossoff, who received 47.9%.The other runoff race is for a seat vacated by retiring Republican Sen. Johnny Isakson. Sen. Kelly Loeffler, a Republican who received 25.9% of the vote on Nov. 3, will face the Rev. Raphael Warnock, a Democrat who received 32.9%.Republicans need to win just one of the elections to retain control of the U.S. Senate. Democrats need to win both seats to force a 50-50 Senate. He generally supported the policies of President Donald Trump but opposed him on tariffs. He was implicated in an insider trading scandal, allegedly selling stock in companies that would be harmed by the coronavirus pandemic. The Senate Ethics Committee cleared him of wrongdoing.DEMOCRATSJon OssoffOssoff, 33, is running for a U.S. Senate seat from Georgia against incumbent David Perdue. In 2017, Ossoff ran for Congress from Georgia’s 6th Congressional District but lost. Before running for office, he was an investigative journalist and a congressional staffer. A sharp critic of President Donald Trump, Ossoff is portrayed as a progressive on some issues such as health care and guns but moderate on the economy and national security. He supports statehood for the District of Columbia and Puerto Rico.Raphael WarnockWarnock, 51, is running for a U.S. Senate seat in Georgia against incumbent Kelly Loeffler. Warnock is an ordained minister and since 2005 has been the senior pastor at the Ebenezer Baptist Church in Atlanta. He has also been involved in politics, trying to expand Medicaid, a policy he continues to promote. From 2017 to 2020, he also worked to expand voter registration in Georgia. Warnock has come under criticism for some controversial comments made years ago during sermons, such as “nobody can serve God and the military.” He defended the comment, saying, “What I was expressing was … that as a person of faith my ultimate allegiance is to God.”

На виборах ректора КНУ імені Тараса Шевченка найбільше голосів набрав проректор Бугров (ОНОВЛЕНО)
У другому турі виборів ректора Київського національного університету імені Тараса Шевченка найбільше голосів здобув нинішній проректор з науково-педагогічної роботи Володимир Бугров, повідомили на офіційному сайті КНУ.
Він набрав 1839 голосів. Його опонентом був директор Інституту геології Сергій Вижва, який отримав 450 голосів. Жодного кандидата не підтримали 116 виборців.
Явка в другому турі виборів ректора КНУ становила 62,94% (2 432 людини). Загалом в університеті 3 864 виборці.
Голосувати мали право всі наукові, науково-педагогічні і педагогічні штатні працівники університету, а також представники студентства та інших штатних працівників, обрані шляхом таємного голосування.
Згідно з постановою уряду та статутом КНУ, у другому турі переможцем виборів вважається кандидат, який одержав на виборах більш як 50% голосів виборців, які взяли участь у голосуванні.
Водночас згідно із законом про вищу освіту, з особою, яка набрала на виборах ректора більш як 50% голосів виборців, що мають право брати участь у виборах, засновник або уповноважений ним орган укладає контракт строком на п’ять років.
З 2008 року на посаді ректора КНУ працює Леонід Губерський.

42 країни з Ради прав людини ООН засудили переслідування журналістів в Білорусі
Журналісти в Білорусі стикаються з «безпрецедентним тиском», заявив постійний представник Великої Британії у Раді з прав людини ООН Джуліан Брейтуейт. Його звернення підписали 42 держави.
«Ми глибоко занепокоєні надмірним застосуванням сили владою проти журналістів, в тому числі повідомленнями про катування та жорстоке, нелюдське або принизливе для гідності поводження чи покарання… З травня 390 журналістів повідомили про певну форму переслідування. Покарання журналістів за те, що вони виконують свою роботу, є неприйнятним, і ми закликаємо Білорусь негайно звільнити всіх затриманих та зняти всі звинувачення», – йдеться в заяві, яку підписала у Україна.

У заяві згадується кримінальне обвинувачення проти журналістки телеканалу «Белсат» Катерини Андреєвої (Бахвалавої), яку затримали після прямого ефіру з місця жорсткого розгону протестувальників на «площі Змін» в Мінську 15 листопада.
«Ми наполегливо закликаємо Білорусь поважати свободу слова для всіх, в тому числі журналістів та працівників засобів масової інформації. Ми закликаємо Білорусь дотримуватися рекомендацій Московського механізму ОБСЄ з питань свободи слова та ЗМІ. Дедалі сильніші обмеження для незалежних ЗМІ повинні припинитися», – підсумовує заява держав-членів Ради ООН з прав людини.
Силовики неоднарозово затримували журналістів у Білорусі після початку протестів у серпні. Проти деяких із них порушили кримінальні провадження або ж засудили до арештів.

Among First Acts, Biden to Call for 100 Days of Mask-Wearing
Joe Biden said Thursday that he will ask Americans to commit to 100 days of wearing masks as one of his first acts as president, stopping just short of the nationwide mandate he’s pushed before to stop the spread of the coronavirus.
The move marks a notable shift from President Donald Trump, whose own skepticism of mask-wearing has contributed to a politicization of the issue. That’s made many people reticent to embrace a practice that public health experts say is one of the easiest ways to manage the pandemic, which has killed more than 275,000 Americans.
The president-elect has frequently emphasized mask-wearing as a “patriotic duty” and during the campaign floated the idea of instituting a nationwide mask mandate, which he later acknowledged would be beyond the ability of the president to enforce.
Speaking with CNN’s Jake Tapper, Biden said he would make the request of Americans on Inauguration Day, Jan. 20.
“On the first day I’m inaugurated, I’m going to ask the public for 100 days to mask. Just 100 days to mask — not forever, just 100 days. And I think we’ll see a significant reduction” in the virus, Biden said.
The president-elect reiterated his call for lawmakers on Capitol Hill to pass a coronavirus aid bill and expressed support for a $900 billion compromise bill that a bipartisan group of lawmakers introduced this week.
“That would be a good start. It’s not enough,” he said, adding, “I’m going to need to ask for more help.”
Biden has said his transition team is working on its own coronavirus relief package, and his aides have signaled they plan for that to be their first legislative push.
The president-elect also said he asked Dr. Anthony Fauci to stay on in his administration, “in the exact same role he’s had for the past several presidents,” as the director of the National Institute of Allergy and Infectious Diseases, the nation’s top infectious-disease expert.

“It’s a really difficult but doable project, but it has to be well planned, ” he said.
Part of the challenge the Biden administration will face in distributing the vaccine will be instilling public confidence in it. Biden said he’d be “happy” to get inoculated in public to assuage any concerns about its efficacy and safety. Three former presidents — Barack Obama, George W. Bush and Bill Clinton — have said they’d also get vaccinated publicly to show that it’s safe.
“People have lost faith in the ability of the vaccine to work,” Biden said, adding that “it matters what a president and the vice president do.”FILE – President Donald Trump participates in a Thanksgiving video teleconference with members of the military forces.In the same interview, Biden also weighed in on reports that Trump is considering pardons of himself and his allies.
“It concerns me in terms of what kind of precedent it sets and how the rest of the world looks at us as a nation of laws and justice,” Biden said.
Biden committed that his Justice Department will “operate independently” and that whoever he chooses to lead the department will have the “independent capacity to decide who gets investigated.”
“You’re not going to see in our administration that kind of approach to pardons, nor are you going to see in our administration the approach to making policy by tweets,” he said.
In addition to considering preemptive pardons, Trump has spent much of his time post-election trying to raise questions about an election he lost by millions of votes while his lawyers pursue baseless lawsuits alleging voter fraud in multiple states.
Republicans on Capitol Hill, meanwhile, have largely given the president cover, with many defending the lawsuits and few publicly congratulating Biden on his win.
But Biden said Thursday that he’s received private calls of congratulations from “more than several sitting Republican senators” and that he has confidence in his ability to cut bipartisan deals with Republicans despite the rancor that’s characterized the last four years on Capitol Hill.Sorry, but your browser cannot support embedded video of this type, you can

Trump aides have expressed skepticism that the president, who continues to falsely claim victory and spread baseless claims of fraud, would attend Biden’s inauguration. Biden said Thursday night that he believes it’s “important” that Trump attend, largely to demonstrate the nation’s commitment to peaceful transfer of power between political rivals.
“It is totally his decision,” Biden said of Trump, adding, “It is of no personal consequence to me, but I think it is to the country.”

СБУ передала до суду справу щодо замовника й організатора підпалу авто журналістки Радіо Свобода
Служба безпеки України завершила досудове розслідування щодо замовника та організатора підпалу автомобіля журналістки Радіо Свобода Галини Терещук й скерувала матеріали до суду. Про це СБУ повідомила 4 грудня.
«Як встановило слідство органів безпеки, організатором злочину був працівник Франківського відділу поліції Головного управління Нацполіції у Львівській області. Він діяв на замовлення львів’янина, який підозрюється в організації масштабних контрабандних схем. Поліцейський підібрав виконавця, передав йому гроші за «роботу» і надав необхідну інформацію щодо авто журналістки. У ніч на 30 січня 2020 року молодик здійснив підпал транспортного засобу», – повідомляє пресслужба відомства.

Крім того, за заявою СБУ, замовник підпалу й раніше залучав виконавця для вчинення аналогічних дій.
До суду скерували обвинувальний акт щодо двох фігурантів справи, який звинувачують в організації підпалу. Їх звинувачують у співучасті в знищенні майна журналіста.
У травні 2020 року тодішній президент медіакорпорації RFE/RL Джеймі Флай привітав притягнення до відповідальності виконавця підпалу автомобіля кореспондентки Радіо Свобода у Львові Галини Терещук і закликав знайти також замовників нападу.
Галицький суд Львова 25 травня ухвалив рішення у справі підозрюваного в підпалі автомобіля журналістки Радіо Свобода Галини Терещук – 19-річного Якоба Сарахмана. Вирок суду – 5 років позбавлення волі з 3-річним іспитовим терміном.

За даними слідства, Якоб Сарахман, студент університету «Львівська політехніка» зізнався, що в ніч на 30 січня підпалив автомобіль львівської кореспондентки Радіо Свобода Галини Терещук. Проти нього було відкрите провадження за статтею 194 (Умисне знищення або пошкодження майна) Кримінального кодексу України.
У справі підпалу фігурують ще двоє осіб – майор поліції Франківського району Львова Михайло Чердак, який переховується і перебуває в розшуку, та безробітний, раніше судимий Вадим Дмитренко, що, за рішенням суду в лютому, перебуває під домашнім арештом. За даними львівських журналістів, чоловік відомий у кримінальному світі. Щодо цих двох підозрюваних порушене кримінальне провадження за статтею 347 (умисне пошкодження майна журналіста) ККУ.
Досі слідство не назвало потерпілим – подружжю Галині і Василеві Терещукам – мотиви скоєння злочину.

«Все перевернули й пішли» – кримський активіст Аметов розповів про обшук російських силовиків
63-річного кримськотатарського активіста з Судака Казіма Аметова пройшов обшук: російські силовики «обшукали весь будинок, все перевернули і пішли», розповів чоловік в відеокоментарі «Кримської солідарності».
Обшук, за його словами, тривав півтори години.
«Сьогодні о 7 ранку до мене в будинок прийшли співробітники Федеральної служби безпеки. Ми всі спали. Двері були відчинені, так як дружина о 6 ранку виходила на подвір’я і коли повернулася – не замкнула двері. Вони увірвалися, почали шуміти. Я одягнувся, вийшов, запитав про причини їхнього візиту. Вони сказали, що прийшли до мого сина. Я сказав, що він на заробітках і його тут (в Криму – ред.) немає. Вони почали говорити, що нібито мій син є в батальйоні Номана Челебіджихана, на що я відповів, що мені про це нічого не відомо. Вони обшукали весь будинок, все перевернули і пішли», – сказав Аметов.

За попередньою інформацією, в будинку «здійснювалися слідчі заходи». Раніше активіст кримськотатарського руху Наріман Джелял повідомив, що обшук співробітників ФСБ пов’язаний з сином Аметова.

У листопаді підконтрольний Росії Залізничний районний суд Сімферополя почав розглядати позов Казіма Аметова, який він подав у зв’язку з «такими, що принижують людську гідність» умовами утримання під вартою в ізоляторі тимчасового тримання (ІТТ) Бахчисарая і в СІЗО №1 Сімферополя. 63-річний Аметов провів під вартою з 23 листопада 2017 року по 24 січня 2019 року в рамках «справи Веджіє Кашка».

7 квітня 2019 року підконтрольний Росії Київський районний суд Сімферополя виніс вирок фігурантам «справи Веджіє Кашка», обвинуваченим у вимаганні коштів. Руслана Трубача, Бекіра Дегерменджі і Казіма Аметова засудили до 3 років умовно, з випробувальним терміном 3 роки. Асану Чапуху суд призначив покарання у вигляді 3,5 років умовно, з випробувальним терміном 3 роки. Бекір Дегерменджі, Асан Чапух, Казім Аметов і Руслан Трубач не визнали свою провину.
27 січня підконтрольний Кремлю Київський райсуд Сімферополя змінив запобіжний захід фігурантам «справи Веджіє Кашка» Бекіру Дегерменджи, Казіму Аметову і Руслану Трубачу та відправив їх під домашній арешт.
Після анексії в Криму фактична російська влада практикує масові обшуки у незалежних журналістів, громадських активістів, активістів кримськотатарського національного руху, членів Меджлісу кримськотатарського народу, а також кримських мусульман, підозрюваних у зв’язках із забороненою в Росії організацією «Хізб ут-Тахрір».

Лауреатом Премії імені Каземира Малевича став художник і фотограф Саша Курмаз.
Він отримає грошову винагороду в розмірі 3000 євро від Польського Інституту у Києві. Крім того, у вересні-листопаді 2021 він матиме мистецьку резиденцію в Центрі сучасного мистецтва Замок Уяздовських у Варшаві.
Спеціальну відзнаку від Києво-Могилянської бізнес-школи «За проривний концепт» отримав Андрій Достилєв (у дуеті з Лією Достилєвою). Зокрема, він матиме можливість організувати власну виставку у приміщеннях Школи.
Мистецька премія імені Казимира Малевича була заснована у 2008 році з ініціативи Єжи Онуха, директора Польського Інституту у Києві, та Войцеха Круковського, директора Центру сучасного мистецтва Замок Уяздовський, з нагоди 130-річчя від дня народження Казимира Малевича. Премія – це свідчення пам’яті та визнання художника польського походження, що народився в Києві.
Нагорода вручається раз на два роки митцям та мисткиням, що працюють із візуальним мистецтвом віком до 40 років, народженим в Україні, незалежно від актуального місця проживання. «Схеми» показали елітне життя непублічного «головного слідчого» СБУ
Т.в.о. начальника Головного слідчого управління СБУ Андрій Швець, чия майнова декларація не є публічною, оселився з родиною у маєтку ринковою вартістю орієнтовно 11 мільйонів гривень у котеджному містечку «Золоче» під Києвом. Це одне з найдорожчих елітних поселень Київщини з власним яхт-клубом та вертолітним майданчиком. Родина мешкає у маєтку щонайменше півроку, втім він досі формально не введений в експлуатацію, тому інформація про право власності на нього відсутня у офіційному державному реєстрі нерухомості. При цьому сам Андрій Швець усе життя здебільшого працював на державній службі, а його близькі родичі не мали прибуткового бізнесу та суттєвих офіційних доходів, які б відображались у податкових органах і якими можна було пояснити елітний стиль життя керівника слідства СБУ. Про це йдеться в розслідуванні журналістів програми «Схеми» (проєкт Радіо Свобода та UA:Перший) – «Елітне життя «головного слідчого» СБУ».
Попри впливову посаду, Андрій Швець – непублічний посадовець, інформації про його призначення немає на сайті СБУ, його майнова декларація не доступна для громадян. Можливо, це через те, що він має статус «т.в.о.» (тимчасово виконуючий обов’язки), хоча керує усім слідством Служби безпеки України вже понад рік.
Починаючи з червня цього року, журналісти протягом кількох місяців помічали людей на території одного з найдорожчих маєтків котеджного містечка «Золоче», що у селі Вишеньки Київської області, та фіксували там автівки родини Андрія Швеця. Одна з них належала 19-річній доньці т.в.о. начальника головного слідчого відділу СБУ, а дві інші – Mercedes та Toyota Camry – самому Швецю.
Державні органи не реєстрували маєток та право власності на нього. Йому досі офіційно не присвоєна поштова адреса, тому з реєстрів неможливо дізнатися, у кого, коли та за скільки родина Швеця придбала цей котедж у «Золоче».
Як з’ясували «Схеми», орієнтовно такий будинок коштує щонайменше 11 мільйонів гривень. Один із сусідніх, ще незаселених будинків у Золоче, виставлений на продаж від забудовника, також з виходом до води – можна придбати за 420 тисяч доларів, інший котедж поруч продали за 430 тисяч доларів.
На відміну від маєтку, земля під ним має державну реєстрацію і від жовтня 2019-го належить родині Швеця – його дружині та батькові.
Згідно з договорами купівлі-продажу, які «Схеми» отримали з власних джерел у Міністерстві юстиції, 18 соток землі коштували родині майже 180 тисяч гривень, це трохи більше 7 тисяч доларів.
Водночас, йдеться у розслідуванні, ринкові ціни на землю схожої площі неподалік сягають 40 тисяч доларів. Таким чином, роблять висновок журналісти, земля в одному з найпрестижніших комплексів Київщини дісталась родині впливового високопосадовця СБУ у 4-5 разів дешевше ринкової вартості.
Продавець земельних ділянок сім’ї Андрія Швеця – бізнесмен Ігор Тітаренко, чиє ім’я та фірма, якою він володів, у різні періоди фігурували у кримінальних провадженнях. В тому числі, СБУ та ДФС. Пояснювати журналістам, чому він продав ділянку за неринковою вартістю, Тітаренко не захотів: «Яка вам різниця, що я від себе коли кому продав?»
Ще один маєток у цьому ж котеджному містечку Золоче з 2015-го року належав батькові Андрія Швеця. Це двоповерховий котедж на понад 200 квадратів з басейном. За кілька днів до публікації матеріалу родина продала будинок.
Походження коштів на два елітні маєтки, проаналізували журналісти, складно пояснити офіційними доходами родини Швеця.
Згідно з даними джерел «Схем» у податковій, дружина високопосадовця СБУ офіційно за 22 роки заробила 70 тисяч гривень, основні надходження – це допомога з державного центру соціальних виплат.
Батько службовця, на якого частково оформлена нерухомість родини, за цей же період офіційно заробив майже 245 тисяч гривень. Він досі має частку у фірмі, що займалась виробництвом м’ясних продуктів – з порівняно невисокими доходами, а з 2010 року не веде діяльності. Чоловік також судився за перерахунок своєї пенсії на Івано-Франківщині.
Мати високопосадовця, за даними податкової, за 22 роки заробила понад 1,5 мільйона гривень, включно з відсотками в банку і соцвиплатами.
Андрій Швець від 2003 року працював переважно на держслужбі – спершу в прокуратурі Київської області, потім – у податковій, а також Мін’юсті – перед приходом в СБУ. Наприкінці 2016 року Швець зробив перерву на приватну практику: заснував юридичну фірму «Правова та економічна безпека», співзасновником якої був майже рік, до повернення на держслужбу у Міністерство юстиції. Ще раз у приватний сектор він повертався на півроку до приходу в СБУ у 2019-му році – зареєстрував свій ФОП за спеціальністю «діяльність у сфері права».
За 22 роки сумарно Андрій Швець заробив трохи менше 7,5 мільйонів гривень, з’ясували журналісти за допомогою джерел у податковій службі.
«Схеми» запитали у нього про маєток, оновлений автопарк та походження коштів на це, а також про земельну ділянку, яка дісталась його родині дешевше ринкової вартості. І поцікавились, чи відображено це в його майновій декларації.
У пресслужбі СБУ у відповідь зазначили: «Після звільнення з Міністерства юстиції України у 2018 році Андрій Швець займався понад рік підприємницькою діяльністю. Від цієї діяльності отримав дохід в сумі майже 5 млн грн, з яких в повній мірі були сплачені податки. Будинок зводився за кошти батька, який отримав їх від реалізації старого будинку. Частину коштів використано з доходу батька від роботи за кордоном протягом більше трьох років. Додатково в придбання будинку кошти вкладала родина».
А щодо заниженої вартості земельної ділянки у відомстві підкреслили, що її «було придбано батьком та дружиною Андрія Швеця за сумою, запропонованою продавцем».
На запитання про те, чи не є затягування з реєстрацією будинку способом не відображати його у публічних реєстрах, в пресслужбі СБУ відповіли, що «на цей час проводиться процедура з введення будинку в експлуатацію. Про видатки на будівництво будинку, в тому числі щодо його введення в експлуатацію, буде зазначено в декларації Швеця за 2020 рік».
Декларація в статусі високопосадовця СБУ – засекречена. Відповідно до закону, публічно їх подають ті співробітники спецслужби, яких призначає президент: голова СБУ, його заступники, і, зокрема, керівник Головного слідчого управління. Однак на «т.в.о» внутрішнім указом призначає голова СБУ, тобто, Іван Баканов, що звільняє Андрія Швеця від обов’язку подавати публічну декларацію, йдеться у розслідуванні.

VP-Elect Harris Picks Tina Flournoy to Be Her Chief of Staff
Vice President-elect Kamala Harris has named Tina Flournoy, a veteran Democratic strategist and aide to the Clintons, as her chief of staff, the transition team announced Thursday.
Flournoy’s appointment as Harris’ top staffer adds to a team of advisers led by Black women. Harris, who is of Jamaican and Indian heritage, is the nation’s first female vice president. Flournoy joins Ashley Etienne as Harris’ communications director and Symone Sanders as her chief spokeswoman.
Flournoy has served as chief of staff for former President Bill Clinton since 2013. That follows a career that took her to top posts at the Democratic National Committee, in the presidential campaigns of former Vice President Al Gore and former Secretary of State Hillary Clinton and with the American Federation of Teachers.
Bill Clinton called her appointment “great news for our country.”
“Tina Flournoy is incredibly smart, strong, and skillful, with deeply rooted values. She’s done a wonderful job as my chief of staff for nearly 8 years, and I will miss her—but I’m thrilled about VP-elect Harris’ choice,” he tweeted.
Harris also announced Rohini Kosoglu as her domestic policy adviser and Nancy McEldowney as her national security adviser. Kosoglu had served as Harris’ top adviser during the general election campaign. McEldowney is a former ambassador to Bulgaria and has 30 years of service in various diplomatic and foreign affairs jobs.
“Together with the rest of my team, today’s appointees will work to get this virus under control, open our economy responsibly and make sure it lifts up all Americans, and restore and advance our country’s leadership around the world,” Harris said in a statement.
Former colleagues describe Flournoy as a no-nonsense operative who has both policy and political chops. Matt McKenna, who was Bill Clinton’s spokesperson from 2007 to 2015, noted the historic nature of Harris’ candidacy and said Flournoy will skillfully manage competing demands for her time.
“(Harris) represents so many things to so many people, and they’re all going to want some of her time. She needs someone who can honor the historic nature of her candidacy and her victory and her place in the world,” he said.
Harris has regularly joined President-elect Joe Biden and offered remarks at briefings on the economy, the coronavirus and health care since the two won the November election. The transition team has yet to announce whether she’ll focus on any specific issues or initiatives.
Flournoy has never held a position with Harris. But Minyon Moore, another former Clinton aide and close friend of Flournoy’s, is assisting Harris with staffing during the transition. It’s unclear if any of Harris’ former Senate staff or longtime political advisers will join the vice president’s office.

Системою автофіксації виявлено майже 70 іноземців-порушників ПДР, 10 вже сплатили штрафи – МВС
Майже 70 порушників правил дорожнього руху отримали на кордоні копії постанов про накладення адміністративного стягнення завдяки системі автофіксації, повідомляє у четвер пресслужба Міністерства внутрішніх справ України.
«Майже 70 іноземців вже отримали від співробітників Державної прикордонної служби України копії постанов про накладення адміністративного стягнення за правопорушення у сфері безпеки на автомобільному транспорті, зафіксоване в автоматичному режимі. Така норма передбачена Кодексом України про адміністративні правопорушення… При цьому майже 10 порушників цей штраф сплатили», – повідомляє пресслужба МВС.
Згідно з повідомленням, серед порушників, яким вручені постанови, найбільше громадян Молдови, Білорусі, Росії, а також Польщі. Загалом у базі даних ДПСУ наявна інформація про понад 400 таких порушників, додали у МВС.
Повідомляється, що в разі несплати штрафу протягом 30-денного терміну іноземцям ухвалюється рішення про заборону в’їзду в Україну.
1 червня в Україні почала активно впроваджуватись система автоматичної фото- і відеофіксації порушень ПДР, спочатку вона запрацювала в Києві та області, де камери встановлені у місцях концентрації ДТП з тяжкими наслідками, а пізніше поширилась і на інші регіони. У МВС кажуть, що в місцях, де встановлені камери автофіксації правил дорожнього руху, кількість аварій знизилася втричі.

Зеленський розповів про національну стратегію безбар’єрності і підписав указ про її підготовку в 2021 році
Президент України Володимир Зеленський підписав указ «Про забезпечення створення безбар’єрного простору в Україні», яким передбачено розробку Національної стратегії зі створення такого простору в країні, повідомляє у четвер пресслужба Офісу президента України.
«Документ спрямований на забезпечення рівного та безперешкодного доступу всіх соціальних груп населення до освіти, зайнятості, послуг, інфраструктури, участі в житті громади та сприятиме створенню належних умов для реалізації соціально-економічних, політичних, особистих прав і свобод українських громадян», – йдеться в повідомленні на сайті ОПУ.
Повідомляється, що стратегія має бути розроблена та затверджена у квітні 2021 року.

The U.S. House of Representatives passed legislation on Wednesday that could prevent Chinese companies from listing their shares on U.S. exchanges unless they adhere to U.S. auditing standards.The measure passed by unanimous voice vote, after passing the Senate earlier this year, sending it to the White House, which said President Donald Trump is expected to sign it into law.”The Holding Foreign Companies Accountable Act” bars securities of foreign companies from being listed on any U.S. exchange if they have failed to comply with the U.S. Public Accounting Oversight Board’s audits for three years in a row.While it applies to companies from any country, the legislation targets Chinese companies such as Alibaba, tech firm Pinduoduo Inc. and oil giant PetroChina Co Ltd.Measures taking a harder line on Chinese business and trade practices generally pass Congress with large margins, as both Democrats and Trump’s fellow Republicans echo the president’s hard line against Beijing.Democratic Sen. Chris Van Hollen, who co-authored the bill with Republican Sen. John Kennedy, said in a statement that American investors “have been cheated out of their money after investing in seemingly-legitimate Chinese companies that are not held to the same standards as other publicly listed companies.”Kennedy said China was using U.S. exchanges to “exploit” Americans. “The House joined the Senate in rejecting a toxic status quo,” he said in a statement.The act would also require public companies to disclose whether they are owned or controlled by a foreign government.Greater scrutiny could also deter other Chinese firms from listing in the United States, say industry participants. Such listings reached a six-year high this year.International disagreementsChinese foreign ministry spokesperson Hua Chunying said before the vote that it was a discriminatory policy that politically oppresses Chinese firms.”Instead of setting up layers of barriers, we hope the U.S. can provide a fair and non-discriminatory environment for foreign firms to invest and operate in the U.S.,” Hua told a news conference.Chinese authorities have long been reluctant to let overseas regulators inspect local accounting firms, citing national security concerns.Officials at China’s securities regulator indicated earlier this year they were willing to allow inspections of audit documents in some circumstances, but past agreements aimed at solving the dispute have failed to work in practice.Shaun Wu, a Hong Kong-based partner at law firm Paul Hastings, said increased enforcement against Chinese companies was likely even though Democrat Joe Biden will become president in January.He said that if the bill becomes law, “all Chinese companies listed in the U.S. will face enhanced scrutiny by the U.S. authorities and inevitably consider all available options.”This could include listing in Hong Kong or elsewhere, he said. Even Trump-Appointed Judges Balk at President’s Efforts to Overturn Election
Federal judge Stephanos Bibas pulled no punches when he issued a scathing opinion last Saturday rejecting the Trump campaign’s latest attempt to overturn the outcome of the November 3 presidential election.“Charges of unfairness are serious. He is a Trump appointee on the U.S. Court of Appeals for the 3rd Circuit, with jurisdiction over Pennsylvania and two other states. A former member of the conservative Federalist Society, Bibas was appointed in 2017, one of 53 appellate judges the president has put on the federal bench since he took office, more than any other president since Jimmy Carter. Bibas is not the only Republican-appointed federal judge to dismiss Trump’s claims of rampant voting fraud and tabulation irregularities. Steven Grimberg of the Northern District of Georgia and several other Republican-appointed judges, have ruled against the president. Judicial independence To skeptics who view judges as little more than politicians in robes prone to issuing politically motivated opinions, the notion that a Trump-appointed judge would weigh against the president’s interests may be hard to fathom. But that is a misconception, said Joseph R. Grodin, a former associate justice of the California Supreme Court. Despite the country’s deep political and ideological divisions, “judicial independence is alive and well,” he said in an interview with VOA. Grodin said most judges simply follow the law and decide cases on their merits, so it was no surprise that Bibas found the evidence-free Trump lawsuit without merit. In the months leading up to the general election, while a number of federal district courts upheld efforts by states to accommodate voting by mail, Trump-appointed appellate judges often cast the deciding vote to block them, according to Josh Douglas, a law professor at the University of Kentucky. Justin Levitt, a former Justice Department official and a professor at Loyola Law School, said that while Trump’s appointments have made the federal judiciary clearly more conservative, courts have been acting as they were designed to perform. “That hasn’t changed in the post-election period, and there’s no reason to expect that it would,” Levitt said. Turley said Republicans have raised legitimate concerns about voting irregularities but that Trump’s “reckless rhetoric” about fraud has undermined his legal prospects before the high court. “I cannot imagine a worse approach to seeking relief before the United States Supreme Court,” Turley said. Even if the Supreme Court agrees to hear the case, it is far from certain that the justices will rule in Trump’s favor. Наразі триває процедура пошуку оцінювача для «Українського медіа холдингу», який передали в управління компанії «1+1 Інтернет», розповів виконувач обов’язків голови Національного агентства з питань виявлення, розшуку та управління активами, одержаними від корупційних та інших злочинів (Агентство з розшуку та менеджменту активів – АРМА) Віталій Сигидин. Про це він сказав в інтерв’ю Радіо Свобода.
За словами Сигидина, зараз триває етап оцінки «УМХ», але виконавця цієї процедури ще не знайшли.
«Це надзвичайно складний і комплексний актив, він складається з різних видів майна. Це й права інтелектуальної власності, це й корпоративні права в основному, це й рухоме і нерухоме майно. Тому щоб знайти такого оцінювача – це досить складна процедура», – додав він.
Згідно з сайтом АРМА, прийом документів для участі в конкурсі на оцінку майна та прав інтелектуальної власності «УМХ» завершується 3 грудня.

Очільник агентства підкреслив, що АРМА передбачило такий механізм відбору, який не дозволить затягувати процес, але водночас допоможе обрати «найбільш якісного оцінювача» із відповідними фахівцями та досвідом ліцензування звітів про оцінку.
«Намагалися передбачити всі моменти і можливість його (оцінювача – ред.) здійснити відповідний вид оцінки. Тому що є різні види оцінки й різні сертифікати. Ми ці всі моменти передбачили. На цьому тижні закінчується прийом документів, після цього ми будемо аналізувати, тендерний комітет буде обирати цього оцінювача», – повідомив Сигидин.
У вересні Агентство з розшуку та менеджменту активів повідомило, що передало «УМХ» в управління компанії «1+1 Інтернет», яка належить кіпрській компанії Grintwood Investments Limited. За офіційними даними, 5% цієї компанії належать телерадіокомпанії «Студія 1+1» Ігоря Коломойського. За даними АРМА, компанія зобов’язалася забезпечити 5 мільйонів гривень гарантованих щомісячних перерахувань до державного бюджету, а прогнозувала суму 8 мільйонів гривень щомісяця.

Перед цим, на початку вересня, компанія «1+1 Медіа» критикувала проведення конкурсу АРМА за брак «прозорості й публічності». В агентстві відкидали звинувачення компанії.
Кінцевим бенефіціаром «Українського медіа холдингу» (UMH) є Сергій Курченко – підприємець часів президента Віктора Януковича, нині втікач до Росії, якого називали «гаманцем Януковича».
У грудні 2017 року рішенням суду був накладений арешт на цінні папери, корпоративні й інтелектуальні права, а також частину нерухомого майна цього холдингу. У вересні 2019-го суд передав майнові й корпоративні права групи «Український медіа холдинг» в управління Національного агентства з питань виявлення, розшуку та управління корупційними активами (АРМА).

Barr Reveals He Appointed Special Counsel to Probe Origins of Russia Investigation
Attorney General William Barr has given extra protection to the prosecutor he appointed to investigate the origins of the Trump-Russia probe, giving him the authority of a special counsel to complete the work without being easily fired.
Barr told The Associated Press Tuesday he had appointed U.S. Attorney John Durham as a special counsel in October under the same federal statute that governed special counsel Robert Mueller in the original Russia probe. He said Durham’s investigation has been narrowing to focus more on the conduct of FBI agents who worked on the Russia investigation, known as Crossfire Hurricane.
Under federal regulations, a special counsel can be fired only by the attorney general and for specific reasons such as misconduct, dereliction of duty or conflict of interest. An attorney general must document such reasons in writing.
The investigations grew out of allegations of cooperation between Donald Trump’s 2016 presidential campaign and Russians to help him defeat Democrat Hillary Clinton.
“I decided the best thing to do would be to appoint them under the same regulation that covered Bob Mueller, to provide Durham and his team some assurance that they’d be able to complete their work regardless of the outcome of the election,” Barr said Tuesday.
Biden’s transition team didn’t immediately comment on the appointment.
The current investigation, a criminal probe, had begun very broadly but has since “narrowed considerably” and now “really is focused on the activities of the Crossfire Hurricane investigation within the FBI,” Barr said. He said he expects Durham would detail whether any additional prosecutions will be brought and make public a report of the investigation’s findings.
In an Oct. 19 order, obtained by The Associated Press, Barr says Durham is authorized “to investigate whether any federal official, employee or any person or entity violated the law in connection with the intelligence, counter-intelligence or law enforcement activities” directed at the 2016 presidential campaigns, anyone associated with the campaigns or the Trump administration.
A senior Justice Department official told the AP that although the order details that it is “including but not limited to Crossfire Hurricane and the investigation of Special Counsel Robert S. Mueller III,” the Durham probe has not expanded. The official said that line specifically relates to FBI personnel who worked on the Russia investigation before the May 2017 appointment of Mueller, a critical area of scrutiny for both Durham and for the Justice Department inspector general, which identified a series of errors and omissions in surveillance applications targeting a former Trump campaign associate.
The focus on the FBI, rather than the CIA and the intelligence community, suggests that Durham may have moved past some of the more incendiary claims that Trump supporters had hoped would yield allegations of misconduct, or even crimes — namely, the question of how intelligence agencies reached their conclusion that Russia had interfered in the 2016 election.

Trump Threatens to Veto Major Defense Bill Unless Law Protecting Tech Companies is Axed
U.S. President Donald Trump is threatening to veto a major defense spending and policy bill unless it includes eliminating a law protecting internet companies from liability for material posted by users. Trump’s threat to veto the National Defense Authorization Act (NDAA) came in a late Tuesday tweet, and at a time when the $740 billion bill is in the hands of a committee to reconcile two different versions passed by the Senate and House of Representatives. He called the law involving internet companies, known as Section 230, a form of “corporate welfare” and “a serious threat to our National Security & Election Integrity.” Section 230, which is a liability shielding gift from the U.S. to “Big Tech” (the only companies in America that have it – corporate welfare!), is a serious threat to our National Security & Election Integrity. With tech companies seeking to combat misinformation surrounding last month’s national elections, Twitter and Facebook have placed labels on numerous Trump posts as he repeated unsubstantiated claims of election fraud.
