У Дніпрі відкрили виставку про долі людей, які постраждали від нацизму
У Дніпрі, в Музеї Голокосту, відкрили виставку «Була висока трава» – про людей, які постраждали від нацизму. Експозиція включає три десятки історій і фотопортретів.
Герої вставки – це люди з різних регіонів України, представники різних національностей: євреї, роми, українці, поляки. Це – в’язні концтаборів та гетто, примусові працівники, військовополонені, жителі окупованих територій.
Серед них є ті, хто постраждав від двох режимів: нацистського і радянського: після повернення з Німеччини, дехто з них зазнав репресій і переслідувань на батьківщині.
Фотографиня проєкту, співробітниця Фонду «Пам’ять, відповідальність і майбутнє» (EVZ) Леся Харченко каже: над виставкою працювала близько шести років. Деякі історії людей, яких знімала й розпитувала про роки війни, не відпускали по кілька тижнів.
«Найперший мій знімок для проєкту – це людина, яка вразила з самого початку. Це поляк, який постраждав від двох режимів: він був в’язнем концтабору Майданек і в’язнем радянського концтабору. Йому пригадали репресованих батьків… Були тяжкі історії, після яких доводилося тижнями приходити до тями», – сказала Радіо Свобода Леся Харченко.
Кожен портрет авторка доповнила короткою історією людини та її роздумами над тим, що важливо. «Була висока трава» – така асоціація з війною була в однієї з героїнь виставки. Для неї, тоді дитини, трава була схованкою.
«Ми маємо пам’ятати минуле для того, щоб «іншість» когось не була основою для переслідування. Ці проблеми, які ми підіймаємо, – протистояння злу, протистояння авторитаризму й тоталітаризму, – є актуальними», – сказав директор Музею Голокосту Ігор Щупак.
Проєкт реалізували за підтримки німецького Фонду «Пам’ять, відповідальність і майбутнє» та за сприяння Інституту «Ткума» і Яд Вашем.
У Дніпрі виставка триватиме до 1 лютого. Потім її покажуть в інших містах України та Німеччини.

Денісова повідомила число утримуваних на окупованому Донбасі
Уповноважена Верховної Ради України з прав людини Людмила Денісова повідомила число утримуваних на окупованих територіях Донбасу громадян України.
Як сказала вона під час робочої зустрічі з послом Великої Британії в Україні Меліндою Сіммонс, таких людей зараз 241.
«Здійснити моніторинг дотримання їхніх прав та умов тримання в місцях несвободи залишається наразі неможливим. Тому звернулася з проханням до пані посла звернутися до Міжнародного комітету Червоного Хреста, щоб посилити зусилля задля допуску їх на ці території і здійснити відповідний моніторинг», – написала вона у фейсбуці.
Попереднє число називала на запит Радіо Свобода Служба безпеки України станом на 12 листопада: «За даними Об’єднаного центру координації пошуку, звільнення незаконно позбавлених волі осіб, заручників і встановлення місця перебування безвісти зниклих в районі проведення ООС, …як незаконно позбавлені волі значиться 251 особа».
Перед тим СБУ повідомляла у відповідь на запит Радіо Свобода число таких утримуваних станом на 14 серпня: «За даними інформаційного обліку Об’єднаного центру, на тимчасово окупованих територіях у Донецькій і Луганській областях значаться як незаконно позбавлені волі 235 осіб». Наступними місяцями це ж число, 235 утримуваних на окупованій частині Донбасу, кілька разів називала й Денісова.
Число в 241 затриманого СБУ називала в попередньому своєму повідомленні про це, станом на 30 квітня. На початку року таких затриманих було 184.

Senate Sends Trump Defense Bill He Has Vowed to Veto
The Senate approved a wide-ranging defense policy bill Friday, sending it to President Donald Trump, despite his threat to veto the bill because it does not clamp down on big tech companies he claims were biased during the election.The final vote was 84-13, mirroring a similarly overwhelming margin in the House that, if maintained in both chambers, would be enough to override a potential veto.The Senate vote had been expected Thursday but was delayed after Republican Senator Rand Paul of Kentucky objected to the measure, saying it could limit Trump’s ability to draw down U.S. troops from Afghanistan and Germany.Paul’s actions had raised the specter of a brief government shutdown if a short-term spending bill caught up in the dispute was not approved by midnight Friday, but that possibility faded Friday afternoon.Pay raises, military constructionCongress has approved the bill, known as the National Defense Authorization Act, for nearly 60 years in a row. Церемонія відбулася 13 грудня в Києві в режимі онлайн через обмеження, пов’язані з пандемією COVID-19.

Капелюх на ялинці в Києві замінять на зірку – організатори
Капелюх, встановлений на ялинку на Софійській площі у Києві, замінять на зірку 18 грудня, повідомив проєкт Folk Ukraine, що виступає організатором цьогорічного святкового містечка.
«Друзі, не хвилюйтеся, в переддень Святого Миколая зірка змінить чарівний капелюх на головній ялинці», – йдеться в повідомленні Folk Ukraine у фейсбуці.
Раніше в коментарі Радіо Свобода засновник проєкту Ігор Добруцький пояснив, що означає капелюх на ялинці.
Він також додав, що вже певний час спостерігає в соцмережах хвилі критики і негативу на адресу капелюха, ялинки та святкового містечка в центрі Києва.

US Congress at Stalemate on COVID Aid
An emerging $900 billion COVID-19 aid package from a bipartisan group of U.S. lawmakers all but collapsed Thursday after Senate Majority Leader Mitch McConnell said Republican senators won’t support $160 billion in state and local funds as part of a potential trade-off in the deal.McConnell’s staff conveyed to top negotiators that the Republican leader sees no path to an agreement on a key aspect of the lawmakers’ existing proposal — a slimmed-down version of the liability shield he is seeking for companies and organizations facing potential COVID-19 lawsuits — in exchange for the state and local funds that Democrats want.The majority leader criticized “controversial state bailouts” during a speech in the Senate, as he insists on a more targeted aid package.The hardened stance from McConnell, who does not appear to have enough votes from his Republican majority for a far-reaching compromise, creates a new stalemate over the $900 billion-plus package, despite days of toiling by a bipartisan group of lawmakers to strike compromise.Legislative pile-upsOther legislative pile-ups now threaten Friday’s related business — a must-pass government funding bill. Організатори пояснили, що означає капелюх на «головній ялинці» у Києві
Капелюх, встановлений на ялинку на Софійській площі у Києві, символізує казку і є немов оберегом для лісових звірів, якими прикрашене дерево. Про це в ексклюзивному коментарі розповів Радіо Свобода Ігор Добруцький, засновник проєкту Folk Ukraine, що виступає організатором цьогорічного святкового містечка.
«Це вперше ми зробили для дітей щось. Завжди дорослі люди змагались своїми смаками, як зробити цікаву головну ялинку – і робили її в електроніці. Всі забули класику, традиції: на ялинці завжди були лісові герої, шишки, жолуді, грибочки. Зараз у цей тяжкий час якраз потрібна казка. Тому що з цим COVID-19 всі дуже перестрашені, а хочеться чогось щасливого і веселого», – додав Добруцький.
У рамках казкової концепції під ялинкою розміститься чарівний пеньок. Він також буде інтерактивним: матиме власний годинник і маленькі кафе, розповідає організатор.
Окрім капелюха, що його вже встановили згори на ялинку, 12 грудня почнеться монтаж другого капелюха. Він буде світлодіодним, матиме 62 метри в діаметрі та «накриє все різдвяне містечко своїми чарами», каже Ігор Добруцький.
Передбачається, що можна буде загадати бажання, і лазер напише його на ялинці або сусідніх будівлях. Зробити це можна буде онлайн, із будь-якої частини світу, як і спостерігати за всім дійством, додає організатор. Святкове містечко буде оточене восьмикутними різдвяними зірками і засвітиться, за традицією, 19 грудня о 19:00.
Керівник Folk Ukraine додає, що вже певний час спостерігає в соцмережах хвилі критики та негативу на адресу капелюха, ялинки та святкового містечка. Він пояснює це тим, що українці зараз перебувають в напрузі через складну ситуацію з пандемією, економічними викликами, безробіттям. І багато для кого єдина можливість впоратись зі стресом – це скинути негатив у соцмережі, каже він.
«Найголовніше – це результат. А ми останні роки входимо у найкращу п’ятірку новорічно-різвяних ярмарок і ялинок в Європі, і в десятку світових. Ми не пасемо задніх, краще подивитись, коли вже все буде зроблено», – говорить Добруцький.
Щороку над організацією новорічно-різвяного містечка працювало 500-700 осіб. Проте через те, що цьогоріч замість звичайної різдвяної зони на Софійській площі влада міста організувала пішохідний маршрут із більшою кількість локацій та арт-об’єктів, то над їхнім спорудженням щоденно працюють близько двох тисяч осіб, розповідає організатор.
Ігор Добруцький додає, що упродовж семи років зведення новорічно-різвяних зон відбувається коштом бізнесу та меценатів, і цей рік не виняток.
Загалом у Києві буде три ключові святкові локації та, відповідно, три ялинки: біля Арки Дружби народів – «Кришталевий палац», на Подолі – «Петриківський розпис» і на Софійській площі «Казковий ліс».
Кабінет міністрів України на позачерговому засіданні 9 грудня підтримав постанову про запровадження жорсткого карантину для боротьби з COVID-19 на період із 8 до 24 січня включно.

Після розслідування «Схем» НАБУ розпочало кримінальне провадження щодо депутата від «Слуги народу» Куницького
Після виходу розслідування журналістів програми «Схеми» Національне антикорупційне бюро розпочало кримінальне провадження щодо народного депутата від «Слуги народу» Олександра Куницького, колишнього блогера, відомого під псевдонімом ZPSanek. У своєму матеріалі журналісти показали, як Куницький використовує свої владні повноваження в інтересах пов’язаного із ним приватного бізнесу.
За даними джерел «Схем», детективи розпочали досудове розслідування за статтею 368 Кримінального кодексу України, – «прийняття пропозиції, обіцянки або одержання неправомірної вигоди». Офіційно в НАБУ цю інформацію не коментують, посилаючись на таємницю слідства.
Паралельно свою перевірку після сюжету «Схем» вже провели Національному агентстві з питань запобігання корупції. Там встановили в діях нардепа «вчинення дій або прийняття рішень в умовах реального конфлікту інтересів», але протокол про адміністративне правопорушення складений не буде, бо НАЗК втратило такі функції після рішення Конституційного суду, повідомили у відомстві на запит Радіо Свобода.
Під час журналістського розслідування, опублікованого у липні 2020 року, «Схеми» встановили, що Олександр Куницький використовує депутатський мандат «слуги народу» в інтересах приватного бізнесу, причетність до якого ніколи не приховував та від імені якого публічно виступав роками. А саме, Куницький як депутат допомагав просувати інтереси «Автоентерпрайз» – харківської групи компаній, що займаються імпортом електрокарів з-за кордону та виготовленням і встановленням зарядних станцій для них.
Зокрема, будучи членом комітету ВР з питань правоохоронної діяльності, Куницький подавав офіційні депутатські звернення в ГПУ та ДБР для розв’язання проблем цього бізнесу з силовиками, розмістив свої громадські приймальні депутата за адресами офісів групи компаній «Автоентерпрайз» у Харкові, що ускладнило можливість проведення там слідчих дій, намагався встановити зарядну станцію цієї мережі прямо у дворі будівель Верховної Ради, а також просував інтереси цього бізнесу, подаючи законопроєкти, безпосередньо пов’язані з ринком електромобільної інфраструктури.
Після виходу розслідування «Схем» у НАЗК розпочали перевірку фактів у розслідуванні відносно Куницького – у відповідь на звернення громадської організації «Центр протидії корупції». Співробітники НАЗК виявили в діях нардепа порушення антикорупційного законодавства – зокрема, «вчинення дій чи прийняття рішень в умовах реального конфлікту інтересів».
«За результатами моніторингу та контролю знайшли підтвердження коремі факти, що наведені у повідомленні громадської організації «Центр протидії корупції», що свідчать про вчинення народним депутатом Куницьким О.О. правопорушення, пов’язаного з корупцією, відповідальність за яке передбачено ч.2 ст.172 Кодексу України про адміністративні правопорушення», – йдеться у відповіді НАЗК.
Ця стаття передбачає штраф від 200 до 400 неоподатковуваних мінімумів доходів громадян, а також внесення до реєстру корупціонерів після рішення суду.
У Нацагентстві також повідомили, що викликали Куницького для складання протоколу, але він не прийшов. Але адміністративний протокол у відомстві так і не склали – через рішення Конституційного суду їх позбавили, серед іншого, таких повноважень.
Журналісти звернулися до Олександра Куницького за коментарем щодо всіх наведених вище фактів, але на час публікації матеріалу народний депутат не відреагував. Редакція «Схем» опублікує його позицію, як тільки отримає.
В Конституції України та законі «Про статус народного депутата» зазначено, що влада та бізнес мають бути розділені.
Заборона для представників влади займатись бізнесом та просувати його інтереси за допомогою владних повноважень лежить в основі антикорупційного законодавства у всіх розвинених демократіях.

Низка депутатів безоплатно отримали офіси під приймальні у бізнес-центрі, пов’язаному з Коломойським – «Схеми»
Низка народних депутатів зі «Слуги народу» та від групи «За майбутнє» отримали приміщення під свої громадські приймальні у бізнес-центрі «Міленіум» в Києві на безоплатній основі. Цей бізнес-центр через офшорні компанії пов’язаний з олігархом Ігорем Коломойським, тут довго розташовувався його офіс. Сам Коломойський вважає, що це «збіг» і підкреслює, що офісу в нього там вже немає. Водночас юристи пояснюють, що отримання депутатами безкоштовних послуг чи благ може бути розцінене як порушення закону «Про запобігання корупції».
Депутати зі «Слуги народу» Олександр Дубінський, Олександр Куницький, Ольга Василевська-Смаглюк, від групи «За майбутнє» Ігор Палиця, Ірина Констанкевич, Тарас Батенко та позафракційний Руслан Требушкін розмістили свої громадські приймальні у Києві за адресою Володимирська, 12 – це бізнес-центр «Міленіум», який належить компанії «Глобал Естейтс» з орбіти Ігоря Коломойського. В цьому ж бізнес-центрі олігарх також довгий час мав свій офіс.
Ольга Василевська-Смаглюк, яка вказала своїми столичними приймальнями дев’ять офісів та дві частини холу на трьох різних поверхах бізнес-центру, повідомила, що користується своїми приміщеннями на підставі договору безоплатного користування – позички.
Депутати від групи «За майбутнє» Ірина Констанкевич і Тарас Батенко, приймальні яких, згідно із даними сайту Верховної Ради, займають увесь 9-ий поверх «Міленіуму», надали дві ідентичні відповіді: що вони користуються приміщеннями на підставі цивільно-правового договору. Але не уточнили, чи сплачують вони гроші за оренду та скільки.
Соратник Констанкевич і Батенко по групі «За майбутнє» та давній бізнес-партнер Коломойського Ігор Палиця, який вказав приймальнею увесь 5 поверх бізнес-центру «Міленіум», у декларації за 2019 рік зазначив, що майже 320 квадратних метрів офісної площі отримав від фірми «Глобал Естейтс».
Позафракційний нардеп Руслан Требушкін також задекларував безоплатне користування офісом на 62 квадратних метри, наданим фірмою-власницею бізнес-центру.
«Слуги народу» Олександр Куницький, який зареєстрував приймальні у шести офісах двох поверхів і в частині холу «Міленіуму», та Олександр Дубінський – із тринадцятьма офісами та частинами холу на трьох різних поверхах у бізнес-центрі – на запити «Схем» щодо умов користування приміщеннями відповідей не надали. Як і у компанії «Глобал Естейтс», яка безпосередньо здає парламентарям офіси в оренду.
У свою чергу, юристи вбачають ймовірне порушення закону «Про запобігання корупції».
«Насправді такі дії народного депутата можуть трактуватися як порушення обмежень щодо отримання подарунку, – аналізує експерт Міждисциплінарного науково-освітнього центру протидії корупції НАУКМА, член Громадської ради при НАЗК Андрій Білецький. – В цьому випадку ми можемо спостерігати, що депутат, навіть якщо на безоплатній основі, набув в тимчасове користування офісну будівлю, яку інші люди, інші пересічні громадяни України не можуть отримати за тими самими умовами. Тобто ми тут можемо говорити про надання певних пільг або послуг за нижчою ринковою ціною. Тому такі дії можуть розглядатися як адміністративне правопорушення».
Щоб це встановити, Національне агентство з питань запобігання корупції мало би розпочати свою перевірку – але нещодавнім рішенням Конституційного суду їх, серед іншого, позбавили таких повноважень.
У коментарі журналістам Ігор Коломойський повідомив, що будівля бізнес-центру йому не належить і офісу там він вже немає. А на уточнення, як він може пояснити, що низка депутатів отримали безоплатно квадратні метри у «Міленіумі», відповів, що це «збіг».
Засновниками фірми-власниці бізнес-центру «Глобал Естейтс» є чотири офшорні компанії. Засновником однієї з них – «Палладіум Інтервест» – відповідно до бази даних Offshore leaks, зібраних Міжнародним консорціумом журналістів-розслідувачів, є кіпрська «Маріголд Траст Компані». Ця ж фірма тривалий час була власником акцій інших 4 кіпрських компаній, які є засновниками ПрАТ «Синтез Ойл», яка входить до неформальної групи компаній Одеської нафтоперевалки, яку в профільних ЗМІ пов’язують із групою «Приват». Про цю компанію також йшлося в одному із попередніх розслідувань «Схем» – про те, як структури Ігоря Коломойського заробляли на державній енергокомпанії. Ця компанія постачала сировину (вугілля) на державну компанію «Центренерго» за цінами подекуди вищими від середньоринкових. Загальна сума контрактів перевищила 1,6 мільярда гривень.
Також «Схеми» встановили, що все вказує на те, що на практиці в цих та інших приміщеннях, зареєстрованих як громадські приймальні народних депутатів – в тому числі від ОПЗЖ та «Європейської солідарності» – прийом громадян не проводиться. Натомість статус громадської приймальні депутата ускладнює проведення правоохоронцями потенційних обшуків та інших слідчих дій – для цього треба отримувати погодження особисто генерального прокурора.

Столичне комунальне підприємство «Київпастранс» повідомило у п’ятницю вранці про викликані ускладненням погодних умов затримки в русі транспорту.
«Від початку руху на усіх маршрутах громадського транспорту введене оперативне положення – курсування з відхиленням від графіка руху у зв’язку з складними погодними умовами», – йдеться в повідомленні підприємства на сторінці у Telegram.
У «Київавтодорі» тим часом повідомляють про продовження від ночі робіт із оброблення доріг і тротуарів у місті в умовах ожеледиці. У підприжмстві відзвітували, що загалом з початку негоди використали 2143 тонни солі, майже 100 тонн піскосоляної суміші та понад 258 тонн рідких хлоридів.
Раніше у ДСНС із посиланням на Службу автомобільних доріг України повідомили, що транспортне сполучення на автошляхах державного та місцевого значення країни забезпечено, обмежень руху немає.
Рятувальники застерігають: погодні умови можуть призвести до порушення руху транспорту на окремих ділянках доріг та вулиць.

Paul Delays Defense Bill Vote Over Troop Drawdowns

У Нацполіції не повідомляють про хід справи щодо ймовірного прослуховування журналіста «Схем» Ткача
У Національній поліції відмовилися надавати на запит Радіо Свобода інформацію стосовно ходу досудового розслідування у справі щодо ймовірного прослуховування Михайла Ткача – журналіста-розслідувача програми «Схеми: корупція в деталях» (проєкт Радіо Свобода та UA:Перший).
«Досудове розслідування на даний час триває. Більш детальні відомості досудового розслідування можна розголошувати лише з письмового дозволу слідчого або прокурора», – зазначили у Головному слідчому управлінні Нацполіції у місті Києві Радіо Свобода у відповідь на запит із проханням повідомити, чи є прогрес у розслідуванні справи.
Національна поліція з 8 серпня проводить розслідування за двома статтями: «порушення недоторканності приватного життя» і щодо незаконного обігу й використання прихованих записувальних пристроїв, однак протягом 4 місяців у відомстві ні на запити журналістів, ані на звернення адвокатів так і не надали жодної інформації про хід справи.
Адвокат журналіста Анатолій Попов вказує на неефективність проведення розслідування ймовірного прослуховування Михайла Ткача. «Це вже, на жаль, традиційно для Національної поліції. Коли вони не бачать перспективи швидкого розслідування, вони просто цю справу зливають, фактично. Роблять якісь запити, експертизи довготривалі, і на цьому вони завершують розслідування».
«Розслідування по суті, на наш погляд, не відбувається», – зауважив захисник Ткача.
Крім того, Попов звернув увагу на те, що справу досі не передають до Служби безпеки України – у серпні він звернувся з відповідним клопотанням до прокуратури.
«Ми ставили питання про передачу (справи – прим.) у зв’язку з неефективним розслідуванням засобами Національної поліції до СБУ, але органи прокуратури навіть не розглянули зазначене клопотання. Мотивується це тим, що наразі справа перебуває в експертній установі, і з цих мотивів навіть не розглянули це питання про передачу для ефективного розслідування до Служби безпеки України, оскільки ставиться питання про ймовірне прослуховування незаконною апаратурою», – зазначив Анатолій Попов, адвокат Михайла Ткача.
Голова Національної поліції Ігор Клименко 5 жовтня у інтерв’ю виданню «РБК-Україна» заявив, що «у справі є нові подробиці», але оскільки слідство триває, він не може їх розголошувати.
17 серпня Платформа Ради Європи для захисту журналістики та безпеки журналістів опублікувала інформацію про справу щодо ймовірного прослуховування журналіста Михайла Ткача, віднісши її до категорії «подій, які мають «охолоджувальний ефект» для свободи медіа» в Україні. Після оприлюднення повідомлення на платформі Ради Європи уряд України повинен офіційно відреагувати на заяву.
У відповіді українського уряду від 12 листопада сказано, що «для забезпечення всебічного, повного та неупередженого розслідування обставин кримінального провадження та ухвалення обґрунтованих процесуальних рішень, стан досудового розслідування було заслухано на засіданні Головного управління Національної поліції України в Києві та відповідно до ст. 39 Кримінального кодексу України були надані письмові вказівки щодо цього досудового розслідування».
У відповіді також зазначено, що «Україна вживає всіх можливих заходів для встановлення причетних до вчинення цього кримінального правопорушення і вважає неприйнятним будь-який тиск або погрози журналістам та ЗМІ».
У ніч на 8 серпня журналіст «Схем» Михайло Ткач заявив, що виявив у себе вдома тонкий глибокий отвір у стелі на кухні, що веде до спільного горища, до якого є доступ із різних під’їздів. Напередодні журналіст отримував сигнали від своїх джерел про можливе стеження.
Пізніше захист Ткача подав скаргу на бездіяльність слідчих Національної поліції України, які не провели перевірку місця подій спеціальним обладнанням для виявлення прослуховувального обладнання і слідів його встановлення чи зняття, а під час огляду приміщення користувались лише «підручними засобами».
Опитані Радіо Свобода вузькоспеціалізовані фахівці і відомі криміналісти-правники зійшлись на думці, що отвір у стелі квартири журналіста програми «Схеми» Михайла Ткача і виявлені пізніше поліцією отвори на горищі, ймовірно, свідчать про спроби встановити пристрій негласного стеження. Думки опитаних експертів розійшлись хіба що в тому, чи записувальний пристрій вже встигли прибрати, чи його ще не встигли встановити; чи йдеться про відеоспостереження, чи аудіопрослуховування; і про те, хто може за цим стояти.

17 серпня головна редакторка Київського бюро Радіо Свобода Інна Кузнецова зустрілася з міністром внутрішніх справ Арсеном Аваковим та керівництвом Національної поліції через підпал автомобіля водія програми журналістських розслідувань «Схеми» Бориса Мазура та через можливе прослуховування журналіста програми Михайла Ткача.
Після цієї зустрічі заступник директора Департаменту комунікації МВС Ярослав Тракало на своїй сторінці у мережі Facebook відзначив, що розслідування справ щодо журналістів буде максимально об’єктивним та відкритим для суспільства.
Журналісти низки видань і представники руху «Медіа за усвідомлений вибір» 8 серпня оприлюднили відкриту заяву, в якій відзначили, що «схвильовані втручанням у роботу свого колеги журналіста-розслідувача Михайла Ткача», і виступили з вимогою розслідувати ймовірне прослуховування його оселі.
Також висловила стривоженість інцидентами організація «Репортери без кордонів», закликавши до ретельного розслідування.
Міжнародна організація Комітет захисту журналістів (CPJ) 17 серпня також закликала українську владу провести ретельне і прозоре розслідування підпалу автомобіля програми «Схеми» та можливого прослуховування журналіста програми Михайла Ткача.

В Україні з 1 січня будуть нові вимоги до шкільного харчування – уряд
З 1 січня в Україні будуть нові вимоги до шкільного харчування: набудуть чинності оновлений Санітарний регламент, нові гігієнічні вимоги до харчоблоків, методологія закупівель і система аналізу небезпечних факторів і контролю у критичних точках. Як повідомили в Офісі президента, про це йшлося на онлайн-нараді в Кабінеті міністрів 10 грудня, в якій брала участь також перша леді України Олена Зеленська.
За словами заступника міністра охорони здоров’я Віктора Ляшка, новий санітарний регламент передбачає, що у щоденному шкільному раціоні учнів повинно з’являтися більше злакових, овочів, фруктів, ягід і молочних продуктів. Крім того, вперше в нормативно-правових актах МОЗ урегульоване питання з організації харчування у закладах освіти дітей з особливими дієтичними потребами.
«На практиці зміна застарілих норм – це перший крок, який необхідно було зробити, щоб розпочати оновлення й осучаснення шкільного меню. Спочатку оновлення норм, правил і регламентів, далі – заміна напівфабрикатів, чипсів і солодких напоїв на збалансовану й корисну їжу для наших дітей», – заявила Олена Зеленська.
За результатами наради прем’єр-міністр Денис Шмигаль доручив обласним і Київській міській держадміністраціям до 24 грудня вжити заходів для освоєння коштів державного бюджету, спрямованих на ремонт і придбання обладнання для їдалень (харчоблоків) закладів загальної середньої освіти.
Очільники областей також мають посилити контроль над організацією харчування дітей із додержанням вимог санітарно-гігієнічних правил і норм утримання закладів освіти.
Крім оновлення застарілої нормативно-правової бази, у межах реформування системи шкільного харчування виділені ще два основних напрямки: підвищення контролю за безпечністю та якістю харчових продуктів і ресурсне забезпечення шкіл, йдеться в повідомленні.

Венедіктова не доплатила за проживання на державній дачі, оренда якої обійшлась їй утричі дешевше – «Схеми»
Генеральна прокурорка Ірина Венедіктова вирішила не вносити доплати за проживання у державній резиденції комплексу «Пуща-Водиця» площею майже 700 квадратних метрів, повідомили в Офісі генпрокурора.
Раніше Венедіктова обіцяла, що внесе доплату, якщо службова перевірка підтвердить занижену вартість оренди. Цю заяву вона зробила після того, як журналісти «Схем» (спільний проєкт Радіо Свобода й телеканалу «UA: Перший») оприлюднили офіційно затверджені розрахунки комплексу «Пуща-Водиця», за якими оренда будинків першого класу на території комплексу вартує втричі дорожче, аніж сплачувала генпрокурорка.
Відмову доплатити різницю в Офісі генпрокурора пояснили так: «Жодних додаткових доплат за проживання в державній резиденції Ірина Венедіктова не здійснювала, оскільки орендна плата була сплачена нею відповідно до розрахунку до договору про надання у користування держрезиденції», – повідомили в пресслужбі відомства.
І додали: «Таким чином, місячна плата за користування держрезиденцією повністю узгоджується з арифметичними розрахунками вартості користування 1 кв. м. майна, наданого в користування, та періоду, в який Ірина Венедіктова користувалась ним».
Такої ж логіки дотримуються і у комплексі відпочинку «Пуща-Водиця» Державного управління справами: «Венедіктовою І.В. сплачувались кошти за проживання у розмірі, передбаченому договорами користування будинком».
Раніше журналісти розповіли, що генпрокурорка сплачує втричі меншу ціну за оренду державної резиденції, ніж встановлену офіційними розрахунками Державного управління справами на 2020-й рік, які «Схеми» отримали у своє розпорядження.
Згідно з ними, вартість оренди одного квадратного метра у приміщеннях найвищого класу у комплексі «Пуща-Водиця» складає майже 320 гривень на місяць.
Маєток, в якому мешкала Венедіктова, не лише належить до найбільш облаштованих приміщень на території, а й має статус державної резиденції. Як встановили «Схеми», квадратний метр оренди, судячи з укладеного контракту, коштував Венедіктовій 95 гривень на місяць (64 тисячі гривень за весь будинок щомісячно).
Тобто, підкреслювали журналісти, виходячи з цих розрахунків, генпрокурорка мала би додатково доплачувати щонайменше 152 тисячі гривень на місяць.
Після оприлюднення цієї інформації Ірина Венедіктова пообіцяла розібратись із розрахунками і в разі необхідності доплатити різницю у вартості оренди: «Я попросила надати мені методологію розрахунку орендної плати за використання самого будинку, плати за використання загальних територій і тому подібне. Упевнена, в найближчий час будуть проведені необхідні службові перевірки та, таким чином, отримані відповіді на поставлені питання. Якщо виявиться, що в питанні формування орендної плати не все так однозначно і вона могла бути встановлена на більш високому рівні, я негайно сама за своєю особистою ініціативою внесу необхідну доплату».
Як раніше стало відомо, генеральна прокурорка скористалася секретною постановою Кабінету міністрів від 19 червня за підписом прем’єр-міністра Дениса Шмигаля, якою були внесені зміни до іншої урядової постанови «Про державні дачі та резиденції», що дозволило користуватися ними не тільки президентові, прем’єр-міністру й голові Верховної Ради України, як це було раніше, але й іншим громадянам «у визначеному суб’єктом управління порядку».
Хоча, як з’ясували журналісти, на практиці скористатися таким правом пересічний громадянин не зможе.
Згідно з договором оренди, який «Схеми» отримали у своє розпорядження, у липні цього року Венедіктова орендувала будинок зі спеціальним статусом державної резиденції в «Пущі-Водиці» загальною площею майже 700 квадратних метрів.
Знімальна група також двічі, вранці 15 і 16 вересня, помічала, як дві автівки Mercedes S-класу виїжджали з території комплексу і прямували в бік центру Києва. Пізніше журналісти зафіксували заїзд цього кортежу до Офісу генпрокурора.
Тоді у дописі у фейсбуці й окремому коментарі «Схемам» у Ірини Венедіктової зазначили, що цей переїзд на державну резиденцію – «тимчасовий захід», пов’язаний із «міркуваннями безпеки».
Згодом журналісти повідомили про переїзд генпрокурорки з родиною у Лісники під Києвом.

Hunter Biden Tax Probe Examining Chinese Business Dealings
The Justice Department is investigating the finances of President-elect Joe Biden’s son, including scrutinizing some of his Chinese business dealings and other transactions, a person familiar with the matter told The Associated Press.
The revelations put a renewed spotlight on questions about Hunter Biden’s financial history, which dogged his father’s successful White House campaign and were a frequent target of President Donald Trump and his allies. They also come at a politically delicate time for the president-elect, who is weighing his choice to lead an agency that is actively investigating his son.
The tax investigation was launched in 2018, the year before the elder Biden announced his candidacy for president. Hunter Biden confirmed the existence of the investigation on Wednesday, saying he learned about it for the first time the previous day.
“I take this matter very seriously but I am confident that a professional and objective review of these matters will demonstrate that I handled my affairs legally and appropriately, including with the benefit of professional tax advisors,” he said in a statement.
It is unclear which entities or business dealings might be tied up in the probe, though the person with knowledge of the matter said at least some of the focus was on his past work in China. Federal investigators served a round of subpoenas on Tuesday, including one for Hunter Biden, according to another person familiar with the investigation.
Investigators did not reach out until recently because of Justice Department practice against taking overt investigative actions in the run-up to an election, one of the people said. The people familiar with the investigation insisted on anonymity to discuss an ongoing probe.
Hunter Biden has a history of international affairs and business dealings in a number of countries. Trump and his allies have accused him of profiting off his political connections and have raised unsubstantiated charges of corruption related to his work in Ukraine at the time his father was vice president and leading the Obama administration’s dealings with the Eastern European nation.
Late Wednesday, Trump tweeted a quote from New York Post columnist Miranda Devine claiming, “10% of voters would have changed their vote if they knew about Hunter Biden.”
Biden is actively assembling his Cabinet but has yet to name a nominee to lead the Justice Department. That person could ultimately have oversight of the investigation into the new president’s son if it is still ongoing when Biden is sworn in on Jan. 20.
The transition team said in a statement, “President-elect Biden is deeply proud of his son, who has fought through difficult challenges, including the vicious personal attacks of recent months, only to emerge stronger.”
The revelations could also add weight to Trump’s broad accusations that Biden was weak on China. Trump took a tough line on China during the campaign as he tried to deflect blame for the coronavirus. Biden has rejected the characterization that he was weak and said that, unlike Trump, he would rebuild global coalitions to check China’s power.
A New Yorker profile on Hunter Biden last year detailed some of his business work in China, including how he accompanied his father on a 2013 trip to Beijing, where he met with a business associate. He also acknowledged having received a diamond from a Chinese energy tycoon interested in liquified natural gas projects.
He downplayed the idea that the gift could have been intended to affect his father’s policy. He told the magazine he gave the diamond to an associate.
“What would they be bribing me for? My dad wasn’t in office,” he said.
Hunter Biden has been caught up in controversies before. While his father was vice president, Hunter joined the Naval Reserve and was discharged after testing positive for cocaine in his system, later revealing a yearslong struggle with addiction.
He also joined the board of Ukrainian energy company Burisma in 2014, sparking concerns about the perceptions of a conflict of interest given the elder Biden was deeply involved in U.S. policy toward Ukraine. An investigation by the Republican-led Senate did not identify any policies that were directly affected by Hunter Biden’s work.
In the weeks before the election, Trump supporters used the existence of a laptop they said was connected to Hunter Biden — and the emergence of someone who maintains he had business discussions with him — to raise questions about Joe Biden’s knowledge of his son’s activities in Ukraine and China. The president-elect has said he did not discuss his son’s international business dealings with him and has denied having ever taken money from a foreign country.
The laptop surfaced publicly in October when The New York Post reported on emails that it said had come from Hunter Biden’s laptop and that it said it received from Rudy Giuliani, Trump’s personal lawyer.
A third person familiar with the matter said the tax investigation does not have anything to do with the laptop.
In a CNN interview last week, President-elect Biden addressed the business dealings of his brothers and his son Hunter, pledging that they would avoid any perceived conflicts of interest during his time in office.
“My son, my family will not be involved in any business, any enterprise that is in conflict with or appears to be in conflict, where there’s appropriate distance from the presidency and government,” Biden said.

Чверть українців кажуть про погіршення ситуації з правами і вважають ефективним захищати їх через ЗМІ – опитування
Кожен четвертий українець (25,8% опитаних) вважає, що за останній рік ситуація із забезпеченням в Україні прав людини та основоположних свобод погіршилася. Про це свідчать дані соціологічного дослідження фонду «Демократичні ініціативи» імені Ілька Кучеріва.
Згідно з результатами дослідження, 83,9% респондентів заявили, що найбільш важливою цінністю для прав людини є свобода, 72,5% – справедливість, 63,5% – безпека, 60,4% – гідність, 56,8% – відповідальність, 56,5% – рівність, 53,2% – вільний розвиток особистості, 48,1% – законослухняність, 48% – порядок і 46,5% – матеріальне забезпечення.
Серед найбільш важливих прав людини (80,2%) респондентів обрали право на життя.
Водночас 23,3% опитаних вважають звернення до засобів масової інформації найбільш ефективним способом захисту прав людини в Україні.
Крім того 20,9% висловивлися за те, що захищати свої права треба через звернення до суду, 19,6% – звернення до Європейського суду з прав людини, 16% – звернення до родичів і пошук потрібних знайомств, 15,4% – звернення до поліції, 14,3% – звернення до прокуратури, 13,1% – звернення до міжнародних організацій, 12,8% – звернення до адвокатів, 3,7% – вирішувати все власними силами, зокрема із застосуванням зброї, якщо необхідно, а 21,5% вважають, що взагалі немає способів захистити свої права.
На запитання, чи були ситуації, коли права респондентів чи їхніх близьких порушували, 8,8% відповіли, що їх порушують постійно, 20% – порушення іноді відбуваються, 19% – порушення відбуваються епізодично (1-2 рази), 35,9% – порушень не відбувалося.
Водночас лише 19,3% опитаних заявили, що намагалися в разі порушення прав захищати їх, і в більшості випадків це їм вдавалося.
Дослідження тривало з 6 до 19 жовтня в усіх областях України, крім непідконтрольних уряду територій. Загалом соціологи через особисті інтерв’ю опитали 2002 респондентів. Статистична похибка вибірки не перевищує 2,2%. Опитування проводив Фонд «Демократичні ініціативи» імені Ілька Кучеріва у співпраці з Центром про права людини ZMINA за підтримки Програми розвитку ООН в Україні.

Голова прикордонслужби Португалії звільнилася після смерті українця в аеропорту Лісабона – ЗМІ
Голова португальської прикордонної служби Кріштіна Ґатойнш подала в середу у відставку після кількох місяців критики, пов’язаної із побиттям навесні цього року затриманого в аеропорту Лісабона за спробу в’їзду в країну без візи українця, який в результаті помер. Про це 9 грудня повідомила агенція Reuters.
У Міністерстві внутрішніх справ, яке курує роботу прикордонників, заявили, що Ґатойнш подала у відставку в рамках плану реструктуризації, щоб більш чітко розділити поліцейські та адміністративні функції в роботі з іммігрантами й туристами. Інших деталей відомство не надало.
«Після того, як стало відомо про обставини смерті українського громадянина в аеропорту Лісабона, відставка була єдиною можливою дією», – написав у твітері опозиційний депутат від Соціал-демократичної партії (PSD) Рікардо Лейте.
У свою чергу, керівник португальського відділення Amnesty International Педро Нето додав, що «злочин, скоєний проти громадянина України, не був поодиноким випадком», вказавши, що були й інші випадки жорстокого поводження з іноземцями, які прибувають до Португалії.
40-річний Ігор Гоменюк помер в березні в ізоляторі аеропорту Лісабона після побиття у кімнаті без камер відеонагляду. У вересні прокуратура заявила, що до побиття причетні троє співробітників міграційної служби, їм висунули звинувачення у вбивстві.
Голова Спілки українців Португалії Павло Садоха раніше повідомив, що після того, як до чоловіка була застосована фізична сила, його в наручниках залишили одного в кімнаті, де з ним стався приступ епілепсії, в результаті чого наступила смерть. Посольство України просило Міністерство закордонних справ Португалії сприяти в проведенні ретельного розслідування смерті українця.

«Динаміка не зменшується» – Кличко про найбільшу кількість хворих на COVID-19 у Києві з початку пандемії
Мер Києва Віталій Кличко визнав, що динаміка захворюваності на COVID-19 у Києві не зменшується і все більше хворих потребують госпіталізації.
«В Києві за минулу добу виявили найбільшу кількість хворих на коронавірус за період пандемії – 1899 людей. 27 хворих померли. Усього від вірусу померли 1525 киян. Підтверджених випадків захворювання на сьогодні вже 86 437… Ставтеся свідомо до правил безпеки та до свого здоров’я. За перших же симптомів залишайтеся вдома і зателефонуйте сімейному лікарю», – звернувся Кличко.
За його даними, за минулу добу у Києві також захворів 51 медик.
«До лікарень столиці минулої доби госпіталізували 138 людей. Інші – на самоізоляції, під контролем лікарів. Одужали в столиці за добу 444 людини. Усього коронавірус подолали 26 847 мешканців Києва. Найбільше випадків захворювання виявили в Дніпровському районі – 356», – додав Кличко.
Станом на 10 грудня, за весь час пандемії в Україні захворіли 858 714 людей, одужали – 465 021, померли – 14 470. Київ залишається у лідерах за виявленням нових інфікованих коронавірусом.

Marcia Fudge, a former chair of the Congressional Black Caucus, as his housing and urban development secretary.Sherrilyn Ifill, president and director-counsel for the NAACP Legal Defense Fund, said they also discussed voting and the importance of support for legislation that will restore the protections of the Voting Rights Act, selecting an attorney general who has a strong civil rights background and diverse judge appointments.”He was very assertive in assuring us that he intends to address issues of racial equity,” Ifill said. “He believes that we will be satisfied by his appointments in terms of racial diversity to the Cabinet, and he expressed his desire to have a robust partnership going forward.”While representation matters, some Black leaders are urging Biden to ensure that all his Cabinet selections can deliver on policies to help Black Americans and people of color.”When we talk to people, I do not think that we have heard from anyone that their primary focus is whether or not Joe Biden is appointing enough Black people in this administration,” said Adrianne Shropshire, executive director of the BlackPAC. “People want relief. People are still suffering, and the election night victory did not change that for them.”‘We want to bring impacted people to the table’Although Tuesday’s meeting with the Biden transition team seemed reserved for leaders of historic civil rights groups, other leaders are also in line for opportunities to lobby the incoming administration.The Rev. William Barber II, who is a co-leader of the Poor People’s Campaign, an effort that centers poverty in the fight for racial justice, said he has been in touch with Biden’s campaign. YouTube Will Remove New Videos That Falsely Claim Fraud Changed US Election Outcome
YouTube said on Wednesday it would start removing content that falsely allege widespread fraud changed the outcome of the U.S. presidential election, in a change to its more hands-off stance on videos making similar claims.
The update, which applies to content uploaded from Wednesday, comes a day after “safe harbor,” a deadline set by U.S. law for states to certify the results of the presidential election.
YouTube said it would start enforcing the policy in line with its approach towards historical U.S. presidential elections.
Online platforms have been under pressure to police misinformation about the election on their sites.
YouTube, owned by Alphabet Inc’s Google, was widely seen as taking a more hands-off approach than Facebook Inc and Twitter Inc, which started labeling content with election misinformation. YouTube labels all election-related videos.
After the November election, Reuters identified several YouTube channels making money from ads and memberships that were amplifying debunked accusations about voting fraud.
Last month, a group of Democratic senators asked YouTube to commit to removing content containing false or misleading information about the 2020 election outcome and the upcoming Senate run-off elections in Georgia.
Asked about how the policy would apply to Georgia elections, a YouTube spokeswoman said this policy only applied to the presidential election.
YouTube said in a blog post on Wednesday that since September it had removed over 8,000 channels and thousands of misleading election-related videos for violating its existing policies.
The company said more than 70% of recommendations on election-related topics came from authoritative news sources.
YouTube also said that since Election Day, fact-check information panels had been triggered over 200,000 times on election-related search results
