Biden Names Deb Haaland as First Native American to Head Interior
President-elect Joe Biden plans to nominate New Mexico Congresswoman Deb Haaland to be secretary of the interior. She would be the first Native American to lead the agency. Haaland, 60, is a member of the Laguna Pueblo. The Interior Department has a large influence over the country’s nearly 600 federally recognized tribes, in addition to overseeing federal lands, including wildlife, national parks and mineral wealth. Native American groups were pleased. Navajo Nation President Jonathan Nez said he was overjoyed, according to The Associated Press. “It is truly a historic and unprecedented day for all Indigenous people,” he said. Environmental groups also praised the choice. “Representative Haaland’s historic appointment means a new era of protection for our wildlife, public lands and waters from the rapacious extractive industries that have ruled the day under the Trump administration,” said Kierán Suckling, executive director of the Center for Biological Diversity. “It’s critical for Native American leaders to be part of all decision-making about public lands, and Haaland’s appointment will ensure that.” FILE – Rep. As Pandemic Rages Across US, Congress Scrambles to Reach Relief Deal
As the coronavirus pandemic roared to new record highs across the United States, it lit a fire in the U.S. Congress, where Republicans and Democrats were scrambling to pass a new round of aid after months of partisan finger-pointing and inaction. Стерненко повідомив, що прокурор вимагає взяти його під варту
Активіст Сергій Стерненко повідомив, що прокурори в справі, в якій його обвинувачують в умисному вбивстві, подали клопотання про взяття його під варту. Про це він написав у своїх соцмережах 17 грудня.
«Щойно отримав на електронку від прокурорів клопотання про обрання мені запобіжного заходу у вигляді… тримання під вартою. Домашній арешт у мене закінчився ще майже три тижні тому», – написав він.
За словами Стерненка, засідання з цього приводу має відбутися завтра, 18 грудня, в Приморському суді Одеси, о 12 годині дня. Сам Стерненко мешкає в Києві.
Розгляд справи проти Сергія Стерненка по суті почався в Одесі 23 жовтня. Наступне засідання було заплановане на 29 жовтня, проте не відбулося.

Справа Шеремета: суд залишив Антоненка під вартою попри заяви про ризики для його здоров’я
Шевченківський районний суд відмовився пом’якшити запобіжний захід фігуранту справи про вбивство журналіста Павла Шеремета, ветерану бойових дій Андрію Антоненку.
Захист Антоненка просив змінити йому утримання під вартою на особисте зобов’язання через те, що ветеран скаржився на погіршення самопочуття. Лікар, який робив йому операцію на нозі, виступив у суді і підтвердив, що утримання в слідчому ізоляторі погано позначилося на стані його пацієнта.
Суд зобов’язав керівництво Київського слідчого ізолятора надати Антоненку медичну допомогу, зокрема медичне обстеження та лікування встановленого діагнозу.
«(Суд – ред.) надає згоду на етапування останнього до відповідного медичного закладу для надання медичної допомоги згідно з призначенням лікаря. Про вжиті заходи повідомити суд», – зачитала ухвалу суддя Оксана Голуб.
Минулого разу суд відмовився змінити запобіжний захід Антоненку 7 грудня.
Журналіст «Української правди» Павло Шеремет загинув 20 липня 2016 року внаслідок вибуху автомобіля в центрі Києва.
У грудні 2019 року поліція вперше назвала імена підозрюваних у справі: сержант Сил спеціальних операцій Андрій Антоненко (Riffmaster), військовий медик Яна Дугарь та волонтер Юлія Кузьменко. Вони заявляють про непричетність до вбивства.
4 вересня суд розпочав розгляд провадження по суті.

Ялинки в Києві почали обробляти спеціальними речовинами проти вандалів перед святами
У Київміськадміністрації повідомили про заходи із запобігання незаконному вирубуванню ялинок та сосен у передноворічний період у міській зоні Києва.
«Репеленти для обробки рослин є безпечними, але розкриваються неприємним запахом у теплому приміщенні. Також фахівці обробляють дерева клеєво-крейдяною сумішшю, яка лишає на рослинах «брудне» забарвлення. На оброблених у парках та скверах деревах є відповідні оголошення», – повідомляє сайт КМДА з посиланням на «Київзеленбуд».
Повідомляється, що комунальники, зокрема, починають обробляти спеціальними речовинами ялини, сосни, туї та ялівці на зелених зонах міста.
У мерії зазначили, що з 17 до 30 грудня у столиці працюватимуть 178 законних пунктів з продажу натуральних хвойних дерев та новорічних прикрас.
Згідно з Кодексом України про адміністративні правопорушення, незаконна вирубка хвойних дерев передбачає штраф від 510 до 5100 гривень. Також за незаконну вирубку зелених насаджень на території лісів передбачена кримінальна відповідальність, штраф від 17 до 25,5 тисяч гривень або арешт на строк до шести місяців.

67% українців вважають, що країна рухається в неправильному напрямку – опитування
Кількість українців, які вважають, що країна рухається в неправильному напрямку, різко зросла в 2020 році порівняно з минулим роком. Згідно з опитуванням, проведеним у грудні Центром Разумкова, тих, хто вважає правильним напрям руху країни – лише 16,5%. При цьому 67% респондентів відповіли, що події розвиваються в неправильному напрямі.
Наприкінці минулого року ці показники становили відповідно 44% і 36% (тобто відносна більшість вважала, що країна рухається у правильному напрямі), зазначають автори опитування.
Переважна більшість (71%) громадян вважають, що протягом 2020 року ситуація в країні в цілому погіршилася, лише 3% дотримуються думки, що вона покращилася, а 20% – що не змінилася. Наприкінці минулого року на погіршення ситуації вказували 29% опитаних, на покращення – 14%, а 47% – вважали, що протягом 2019 року вона не змінилася.
«Цьогорічні оцінки дуже нагадують ситуацію наприкінці 2018 року. Тоді 67% вважали, що ситуація за 2018 рік змінилася на гірше, 5% – на краще і 22% – що не змінилася», – заявляють автори опитування.
Згідно з дослідженням, найчастіше громадяни вказують на погіршення ситуації в таких сферах: рівень цін і тарифів, економічне становище країни, рівень стабільності, охорона здоров’я, упевненість громадян у завтрашньому дні, рівень добробуту їхньої родини, ставлення громадян до влади, соціальний захист, ставлення влади до громадян, оплата праці, освіта, пенсійне забезпечення, ситуація зі злочинністю, дотримання законності державними службовцями.
Найбільш суперечливою є оцінка змін в обороноздатності країни (30% вважають, що вона погіршилася, 17% – що покращилася, а 39,5% – не змінилася), а також змін міжнародного іміджу країни (відповідно 38%, 17% і 33%).
Знизився і рівень оптимізму українців: 19% українців вірять, що Україна здатна подолати наявні проблеми протягом найближчих кількох років, 51% вважають, що Україна зможе подолати проблеми у більш віддаленій перспективі, а 18% – що Україна не здатна їх подолати (решта – не визначилися). Наприкінці 2019 року ці показники становили відповідно 28%, 50% і 11%.
При цьому, попри негативну оцінку теперішньої ситуації в країні, більшість громадян не хотіли б повернутися в Україну, якою вона була до 2014 року (негативну відповідь дали 54% респондентів, хотіли б повернутися – 32%, інші не визначилися).
Дослідження проведене соціологічною службою Центру Разумкова з 4 по 9 грудня 2020 року методом інтерв’ю «обличчям до обличчя» за місцем проживання респондентів. Опитали 2018 респондентів віком від 18 років у всіх регіонах України, за винятком Криму та окупованих територій Донецької та Луганської областей за вибіркою, що репрезентує доросле населення за основними соціально-демографічними показниками. Теоретична похибка вибірки не перевищує 2,3% з імовірністю 0,95.

З початку року з вини п’яних водіїв сталося понад 4 тисячі ДТП – патрульна поліція
Через кермування транспортними засобами у стані сп’яніння за 11 місяців поточного року в Україні сталося 4118 дорожньо-транспортних пригод, повідомила Патрульна поліція України.
«Загинуло (за 11 місяців – ред.) 97 людей, травмувалося 1425 людей», – повідомили у поліції.
Патрульні звернулися до водіїв напередодні свят: «Не псуйте свята, не сідайте за кермо навіть після «та я трохи».

Pompeo Quarantines, but Tests Negative for Coronavirus
U.S. Secretary of State Mike Pompeo is quarantining after an encounter with someone who tested positive for the coronavirus, the State Department said Wednesday. Pompeo tested negative. The top U.S. diplomat “is being closely monitored by the department’s medical team,” a spokesperson said. The agency said that “for reasons of privacy,” it would not identify the infected person who came in contact with Pompeo. “The secretary has been tested and is negative,” the spokesperson said, but in accordance with the guidelines from the Centers for Disease Control and Prevention, “he will be in quarantine.” It was not known how Pompeo encountered someone infected with the virus. On Tuesday, he hosted an indoor State Department holiday party, although The Washington Post reported that only a few dozen of the 900 invited guests — family members of diplomats posted abroad — attended amid health warnings that it could become a superspreader event. Pompeo canceled his planned speech at the gathering. Last week, Democratic Senator Bob Menendez of New Jersey called for Pompeo to cancel the party to avoid “reckless health risk” to department employees and event staff. Even as the first coronavirus vaccinations have started in the United States, the number of new infections continues to surge by tens of thousands a day. More than 16.7 million infections and 304,000 deaths have been recorded in the U.S., more than in any other country, according to Johns Hopkins University.

Експерти ВООЗ перевірять українські тюрми на спроможність протистояти спалахам хвороб – Ляшко
Експерти Європейського бюро Всесвітньої організації охорони здоров’я оцінять спроможність закладів пенітенціарної системи України протистояти спалахам хвороб. Про це повідомляє пресслужба Міністерства охорони здоров’я з посиланням на головного державного санітарного лікаря Віктора Ляшка.
Ляшко зробив таку заяву після зустрічі з керівницею програми «Алкоголь і заборонені наркотики та охорона здоров’я у тюрмах» Європейського офісу ВООЗ з профілактики неінфекційних захворювань та боротьби з ними Аною Каріною Ферейра-Боргес.
«ВООЗ має значний досвід у розробці та втіленні програм щодо удосконалення медичної допомоги людям, які знаходяться у закладах пенітенціарної системи. Повний шлях подібної оцінки вже пройшли Фінляндія, Велика Британія та Португалія. Україна – на черзі», – цитують чиновника в пресслужбі МОЗ.

Вбивство дитини на Київщині: суд залишив підозрюваного поліцейського під вартою – Венедіктова
Переяслав-Хмельницький міський районний суд Київської області залишив під вартою поліцейського, підозрюваного у вбивстві з необережності п’ятирічного Кирила Тлявова, заявила увечері 16 грудня генеральна прокурорка Ірина Венедіктова.
«Щойно суддя вийшов із нарадчої кімнати – запобіжний продовжено ще на 60 днів до 16 лютого 2021 року», – написала Венедіктова на своїй Фейсбук-сторінці.
Вона зазначила, що розгляд подовження запобіжного заходу був призначений на 14 грудня, але минулого тижня підозрюваного госпіталізували з коронавірусною хворобою COVID-19. Він відмовився від лікування без присутності адвоката і 14 грудня пручався під час конвоювання на судове засідання.
«Суд вирішив відкласти засідання, однак не на 15 грудня, як клопотав прокурор, а на останній день дії запобіжного заходу – 16 грудня. Попри всі перипетії, обвинувачений залишився під вартою. Наразі він перебуватиме в спецпалаті лікарні, після виписки – повернеться до слідчого ізолятора», – нагадала генеральна прокурорка.
Раніше 16 грудня поліція Київської області повідомила, що 16 грудня завершується термін тримання під вартою підозрюваного у вбивстві 5-річного Кирила Тлявова в Переяславі-Хмельницькому на Київщині в травні 2019 року.
За даними правоохоронців, 31 травня 2019 року четверо осіб, серед яких двоє поліцейських, відпочивали та вживали алкоголь на подвір’ї приватного сектору у Переяславі-Хмельницькому на Київщині. Під час відпочинку чоловіки домовилися постріляти по металевих банках із вогнепальної зброї. Пізніше виявилося, що куля влучила у хлопчика, що був у сусідньому дворі.
3 червня п’ятирічний Кирило Тлявов помер у лікарні.
23 грудня обвинувальний акт щодо вбивства 5-річного Кирила Тлявова направили до суду.
Справу розслідують за статтями «хуліганство, вчинене із застосуванням вогнепальної або холодної зброї» і «вбивство через необережність».

«На новий міст підрядник дав гарантію 50 років. Повідомляю, що фахівці обстежили всі опори освітлення. Ті, які викликали сумніви в надійності укріплення, демонтували. Уночі підрядник здійснив демонтаж шести опор. І оперативно встановить стовпи з посиленням тримальної конструкції. Наголошу: генпідрядник, який давав гарантію на експлуатацію об’єкта, здійснить усі роботи власним коштом», – сказав Кличко.
За його словами, Дирекція будівництва шляхово-транспортних споруд як замовник будівництва, звернеться до суду щодо відшкодування підрядником збитків за пошкоджені автомобілі киян.
«Прокуратура столиці порушила кримінальну справу за статтею «Порушення правил, що стосуються безпечного використання промислової продукції або безпечної експлуатації будівель і споруд». 15 грудня було обмежено рух на Шулявському шляхопроводі в Києві через падіння на ньому стовпів. Користувачі соцмереж поширили відео, на яких видно, що кілька стовпів із ліхтарями впали на проїжджу частину.
У лютому 2017 року на Шулявському шляхопроводі обвалилася частина бетонної огорожі. У «Київавтодорі» причинами обвалу мосту назвали пожежі, які сталися раніше. Тоді у мерії заявили, що реконструкція Шулявського мосту в Києві може тривати до двох років.
У березні 2019 року шляхопровід повністю перекрили на реконструкцію. Рух ним відновили в грудні того ж року.

Як йдеться в повідомленні, 16 грудня у західних, північних, центральних та Одеській областях вранці туман , видимість 200-500 м.
«Щодо знеструмлення у Чернігівській області. Станом на 7 год. 16 грудня внаслідок ускладнення погодних умов з 14 на 15 грудня (мокрий сніг, пориви вітру) через спрацювання системи захисту ліній електропередач залишаються знеструмленими 120 населених пунктів. До відновлення електропостачання залучено бригади обленерго», – повідомили також у ДСНС.
За даними відомства з посиланням на інформацію Служби автомобільних доріг, транспортне сполучення на автошляхах державного та місцевого значення забезпечене, обмежень руху немає.

Biden to Pick Former Michigan Gov. Granholm as Energy Secretary
President-elect Joe Biden is expected to pick former Michigan Gov. Jennifer Granholm to be secretary of energy in his administration, two people familiar with the decision said Tuesday. Granholm, 61, was Michigan’s first female governor, serving two terms in the battleground state from 2003 to 2011. She worked with Biden, who was vice president under former President Barack Obama, on the 2009 bailout of automobile manufacturers General Motors and Chrysler. A spokesman for Biden’s transition team did not respond to requests for comment. A spokesman for Granholm did not immediately respond to an email seeking comment. While governor, Granholm supported efforts to build advanced battery plants for electric cars in Michigan, despite concerns from some in the auto industry about moving away from gasoline-powered engines. She also pushed through a modest energy standard that required a portion of the state’s energy to be generated by renewable sources. More recently, she has taught at the University of California, Berkeley on subjects including state budgets, clean energy jobs and diversifying the economy. In 2015, she launched the American Jobs Project to focus on promoting state policies to create middle-class jobs in batteries and other forms of advanced energy technology. If confirmed by the Senate, Granholm is expected to play a role in the department’s support of advanced batteries, energy efficiency and electricity generation from renewable and nuclear power as Biden makes curbing climate change one of the pillars of his administration. She would also likely deal with energy ministers in Russia, Saudi Arabia and other oil and gas-producing countries. Granholm would be the second female U.S. energy secretary after Hazel O’Leary served under former President Bill Clinton in the 1990s. President Donald Trump’s two energy secretaries spent much of their time on oil and gas politics. Rick Perry, his first, was a former governor of Texas. Trump’s second, Dan Brouillette, was a former lobbyist for Ford Motor Co. and a state energy regulator in Louisiana. Most of the department’s budget goes to modernizing the country’s stockpile of nuclear warheads and to cleaning up nuclear sites. Biden picked Granholm over Elizabeth Sherwood-Randall, his former adviser when he was in the Senate, and who served in the Obama administration as deputy secretary of energy. Granholm also beat out Arun Majumdar, the first director of the department’s agency that promotes and funds research and development of advanced energy technologies, and Ernest Moniz, who was energy secretary during the Obama administration.

На майдані Незалежності лишаються кілька сотень протестувальників
Станом на 21:10 на майдані Незалежності у Києві залишаються кілька сотень учасників акції протесту ФОПів. Про це повідомляє кореспондент Радіо Свобода.
За його словами, поліція у центрі міста є, але більшість правоохоронців перебувають на прилеглих до площі вулиці.
У «Київському метрополітені» заявили, що станція «Майдан Незалежності», про мінування якої повідомлялося вдень, працює у звичному режимі.
Вранці 15 грудня приватні підприємці – учасники руху #saveФОП вчергове вийшли на акції протесту в центрі столиці.
Розпочалася акція біля Верховної Ради, де учасники вимагали розглянути і ухвалити законопроєкти щодо спрощеного оподаткування для ФОПів, а також виступили проти запровадження локдауну у січні. Далі протестувальники перемістилися на майдан Незалежності.
За словами кореспондента Радіо Свобода, внаслідок сутичок між протестувальниками та поліцією є поранені. Зокрема журналіст помітив у швидкій ФОПівця з перебинтованою головою, а також поліцейського з шийним корсетом.
У поліції повідомили про трьох травмованих правоохоронців.

Поліція відкрила справу через падіння ліхтарів на Шулявському мості
Поліція відкрила справу через падіння кількох опор освітлення на Шулявському мості в Києві. Про це правоохоронці повідомили 15 грудня.
Справу кваліфікували за частиною 2 статті 275 Кримінального кодексу. Ця стаття стосується порушень правил, що стосуються безпечної експлуатації будівель і споруд, яке призвело до тяжких наслідків.
Як повідомляє Нацполіція, правоохоронці отримали повідомлення про падіння ліхтарів о 14:40. На місце виїхали патрулі, слідчі та представники інших служб.
«Внаслідок події пошкоджено вісім транспортних засобів та обмежено автомобільний рух на шляхопроводі. На місці працюють правоохоронці та проводять першочергові слідчі дії», – йдеться в повідомленні.
Санкція статті передбачає від двох до п’яти років ув’язнення з тимчасовою забороною на певні види діяльності, умовний термін до п’яти років, до двох років виправних робіт.
Раніше 15 грудня Київська міська державна адміністрація повідомила, що причини падіння ліхтарів з’ясовуватимуть правоохоронці.
У березні 2019 року шляхопровід повністю перекрили на реконструкцію. Рух ним відновили в грудні того ж року.

У поліції заявили про трьох постраждалих поліцейських під час демонтажу наметів на Майдані
Під час демонтажу наметів протестувальників під час акції ФОПів на Майдані незалежності у Києві постраждали троє поліцейських. Про це заявили столичні правоохоронці.
Зазначається, що станом на 18:00 поліцейським вдалося прибрати всі намети.
«При цьому група нетверезих чоловіків накинулася на поліцейських, у результаті чого троє правоохоронців госпіталізовані із розбитими обличчями та забоями. За цим фактом розпочато кримінальне провадження», – мовиться у повідомленні.
Правоохоронці стверджують, що організатори акції у повідомленні про її проведення не вказували намір встановлювати намети на Майдані.
«Поліцейські продовжують стежити за порядком у центральній частині столиці», – заявили у поліції.
Кореспондент Радіо Свобода повідомляв, що станом на 18:50 протестувальники знову встановили три намети, проїжджу частину відкрили, а поліція залишала Майдан Незалежності.
За словами кореспондента, внаслідок сутичок між протестувальниками та поліцією є поранені. Зокрема журналіст помітив у швидкій ФОПівця з перебинтованою головою, а також поліцейського з шийним корсетом.

«Укрзалізниця» пропонує владі на місцях публічні договори на перевезення в електричках – Жмак
«Укрзалізниця» буде укладати з місцевими органами влади публічні договори на приміські пасажирські перевезення, повідомив керівник компанії Володимир Жмак.
«Підхід простий: є договір – є електричка та якісний сервіс, немає договору – будемо обслуговувати напрямки за залишковим принципом. Іншого варіанту впливу на місцеві органи влади у нас практично немає», – сказав очільник «Укрзалізниці».
За його словами, приміські пасажирські перевезення залишаються найбільш збитковим напрямком роботи «Укрзалізниці», а рівень компенсацій за такі перевезення не покриває навіть мінімальних витрат.
«Народні депутати вимагають від нас запроваджувати приміські маршрути в інтересах своїх окремо взятих округів, але питання компенсації за ці перевезення залишається відкритим», – повідомив Жмак.
Він також додав, що «Укрзалізниця» планує укладати публічні договори про надання послуг з обласними адміністраціями та великими компаніями, які зацікавлені у перевезеннях співробітників у комфортних умовах.
За даними «Укрзалізниці», за 10 місяців року компанія сплатила місцевим бюджетам понад 3 млрд грн земельного податку. Водночас, як кажуть в УЗ, вони не отримали понад 186 млн грн компенсацій за соціальні перевезення.

У понад 200 населених пунктах виникли проблеми з електрикою через негоду – ДСНС
У Держслужбі з надзвичайних ситуацій повідомили, що через ускладнення погодних умов в окремих областях України знеструмлені понад 200 населених пунктів.
«Внаслідок ускладнення погодних умов (мокрий сніг, пориви вітру) через спрацювання системи захисту ліній електропередач знеструмлено 234 населених пунктів у 3 областях, а саме: Чернігівська – 204, Сумська – 23 та Київська – 7. До відновлення електропостачання залучено бригади обленерго», – йдеться в повідомленні.
У ДСНС з посиланням на Службу автомобільних доріг повідомляють, що транспортне сполучення на автошляхах державного та місцевого значення забезпечене, обмежень руху не має.
За даними Укргідрометцентру, 15 грудня у східних, Чернігівській, Сумській, Полтавській, Дніпропетровській областях ожеледь, на дорогах ожеледиця; у західних областях вночі та вранці туман, видимість 200-500м (I рівень небезпечності жовтий).
