Шмигаль повідомив, коли в Україні почнеться «нормальний навчальний рік»
«Нормальний навчальний рік» в Україні розпочнеться 1 вересня, повідомив в інтерв’ю Радіо Свобода прем’єр-міністр Денис Шмигаль.
«Навчальний рік почнеться в Україні 1 вересня. Нормальний навчальний рік. Це важливо. Тому що люди переживають. Є якісь спекуляції, маніпуляції, що всі будуть вчитися вдома, що соціалізація дітей не відбудеться. Є маса прохань: пустіть хоч у перший клас, хоч на один день дітей, щоб діти побачили, що це таке. Ні. В нас навчальний рік починається 1 вересня. Ми вже провели всі необхідні заходи, наради. Ми запустили процеси в областях. Голови ОДА контролюють», – сказав Шмигаль.
За його словами, у тих регіонах, що потраплять до «червоної» зони за поширенням COVID-19, «буде введений карантин такий самий, який вводиться при інших епідеміях».
«Наприклад, коли епідемія грипу або якась інша інфекція, то закривають школи на тижні тижні, діти вчаться вдома дистанційно, а потім знову йдуть у школу», – пояснив прем’єр.
У Міністерстві охорони здоров’я раніше наголосили, що дистанційного навчання для всіх, як це було навесні, не буде, а «з вересня учні мають повернутися за парти». Головний санітарний лікар України Віктор Ляшко розробив рекомендації навчання для закладів освіти, їх підтримали і в Міністерстві освіти і науки (МОН).
У МОЗ і МОН висловили впевненість у тому, що більшість дітей із вересня навчатимуться очно. Утім, в окремих регіонах можлива і дистанційна форма навчання.
З 1 серпня Україна ділиться на чотири зони, відповідно до ситуації з поширенням COVID-19 у регіонах: «зелену», «жовту», «помаранчеву» та «червону». Не зможуть відвідувати заклади освіти, згідно з постановою Кабінету міністрів, лише діти, які перебуватимуть у так званій «червоній» зоні.

‘Dark Money’ Campaign Contributions Headed for Record High
Nonprofit organizations and other outside groups that don’t disclose their donors are spending record amounts of money on the 2020 U.S. presidential and congressional races, signaling their growing influence in national politics.These so-called “dark money” groups so far have funneled at least $177 million to independent political action committees, known as super PACs, in the 2020 election cycle, according to data compiled by the Center for Responsive Politics, a Washington-based group that tracks money in politics.By comparison, those groups gave $178 million in the entire campaign cycle two years ago, according to the center. In addition, dark money groups this time have spent more than $19 million on direct political advertising, a figure that is likely to rise as campaigning picks up its pace in the coming months.Anna Massoglia, a researcher at the Center for Responsive Politics, said spending by super PACs and other outside groups that take money from unidentified sources is on track to set a new record in this two-year election cycle.“Dark money spending has continued to flow into the 2020 election cycle,” Massoglia said in an interview. “We’ve seen dark money influencing and impacting 2020 elections in a few different ways.”Super PACsProponents of political groups that are beneficiaries of contributions from unidentified donors, such as nonprofits and shell corporations, reject the “dark money” label used by their detractors.Regardless of what this practice is called, the prevalence of outside money exploded after a 2010 Supreme Court ruling that said the government could not restrict political spending by corporations and labor unions. That gave rise to the emergence of a new breed of political spending juggernauts – the super PACs.In the decade since the Supreme Court decision known as Citizens United, dark money groups, such as the U.S. Chamber of Commerce, have reported nearly $1 billion in direct spending on U.S. elections to the Federal Election Commission, according to the Center for Responsive Politics.While that’s a small fraction of the overall spending on U.S. elections, critics say it has enabled wealthy donors to influence the outcome of elections while keeping voters in the dark about their role.“This is a growing problem, and millions of dollars are going to be flowing into super PACs in the weeks ahead before Election Day,” said Michael Beckel, research director for Issue One, a Washington-based group that monitors the role of money in politics. “Some of that money could be coming from mysterious sources that the public has no idea who it is,” he told VOA.Conservative defenders of anonymous spending dismiss claims of nefarious intent and say that disclosing the names of individual donors could subject them to political intimidation and harassment.When organizations such as the U.S. Chamber of Commerce and Planned Parenthood give money to super PACs, they say, voters know that the funds come from their members and backers.“So the idea that this is something that the American people know nothing about and don’t know who’s trying to influence them, I think is often quite false,” said Bradley A. Smith, a former Republican chairman of the Federal Election Commission who now heads the Institute for Free Speech, a conservative group that opposes campaign finance restrictions.Veil of secrecyDark money groups don’t just give money to super PACs and other political organizations. Increasingly, they are funding so-called issue advocacy ads. While carefully avoiding terms such as “vote for” or “vote against” a candidate, these ads can nonetheless cast a candidate in a certain light, Massoglia said.“In doing so, they effectively operate as political ads without having to disclose to the FEC,” Massoglia said.The goal of transparency is at the heart of the U.S. campaign finance system, even if it often is not achieved. By law, all political organizations must disclose their donors to the Federal Election Commission to help voters make more informed decisions about which party or candidate to support. Super PACs are no exception.But examining a super PAC’s FEC disclosure filings won’t lift the veil of secrecy over the true source of their funds.Take, for example, Victory 2020, a new joint fundraising committee involving two super PACs working to elect Democrats this November. One is called American Bridge 21st Century and the other is the pro-Joe Biden group Unite the Country.Victory 2020’s FEC filing shows that $5.7 million out of the $5.9 million it has raised this election cycle came from a progressive outfit called the Sixteen Thirty Fund. But because the Sixteen Thirty Fund is registered as a social welfare organization whose primary purpose is not political, it is not required to disclose its donors. The group says it helps “nonprofit leaders and advocates confront a wide range of challenges,” from climate change to racial justice.This lack of transparency runs the political gamut. On the Republican side, the super PAC Congressional Leadership Fund received $9 million from the conservative American Action Network in June. Like the progressive Sixteen Thirty Fund, the American Action Network is registered as a social welfare organization not required to disclose its donors.On its website, the group says that its “goal is to put our center-right ideas into action by engaging the hearts and minds of the American people and spurring them into active participation in our democracy.”The role of shell companiesWhile nonprofit groups are the most common vehicle for funneling dark money into elections, wealthy donors also use shell companies to fund super PACs.In a recent report, Issue One identified a dozen such shell corporations. Among them: a New York-based company that gave $75,000 to a liberal super PAC in Texas. Issue One said it could not conclusively link the company to any one individual. Other shell companies were apparently formed for the sole purpose of making donations to super PACs.“We’re completely in the dark about where some of these shell companies got the funds,” Beckel of Issue One told VOA.This is a loophole that could be exploited by foreign actors seeking to meddle in U.S. elections, Beckel warned.“The threat is serious, and anyone across the political spectrum could be benefiting from secret money,” he added.In recent years, the Justice Department has charged several individuals accused of giving foreign money to pro-Obama and pro-Trump super PACs.“This is a problem that needs action now, and it is a glaring loophole in campaign finance law that is just waiting to be abused,” according to Beckel.Transparency advocates want Congress to beef up disclosure requirements. A bipartisan bill introduced on Capitol Hill called the Shell Company Abuse Act would make it a crime to set up a shell company with the intent of concealing foreign campaign donations.“Unless Congress puts more teeth in the law, we expect foreign actors to continue to try to abuse this loophole in the system,” Beckel said.

Brenda Cienfuegos recently became a U.S. citizen and is eager to exercise her new rights as an American. She says voting gives Latinos like her a voice.“Voting is something I’ve always done in my country,” she said. “I couldn’t do it here, but now I can.”Originally from El Salvador, Cienfuegos, a mother of two who came legally to the United States in 2010, registered to vote right after her U.S. citizenship ceremony in York, Pennsylvania, earlier this year.She demurs when asked if she is backing a candidate in the November presidential contest.“Like I learned in my country, my vote is secret,” Cienfuegos said. “But what I can tell you? I’m going to support the candidate who better supports the Latino community.”Cienfuegos is part of a growing cohort flexing its muscle in America’s democratic process. U.S. Census data compiled by the Pew Research Center shows more than 23 million naturalized citizens will be eligible to vote in the 2020 presidential elections, comprising about 10 percent of the electorate.The clout of naturalized Americans at the ballot box is recognized by political groups spanning the ideological spectrum.Mark Madrid, cofounder of the Lincoln Project, a political action committee of renegade Republicans working to defeat President Donald Trump, notes that naturalized citizens “have a greater likelihood to vote” than their native-born counterparts and are “a much more pro-immigrant voting bloc, being immigrants themselves.”Trump loyalists say they, too, are reaching out to Americans born in other lands.“We recognized the importance of engaging every American citizen as a potential voter, including those who are naturalized citizens,” the Republican National Committee’s Director of Hispanic Media, Yali Nuñez, told VOA.New American turnoutAccording to Pew, Latinos and Asians account for nearly two-thirds of new citizens eligible to vote this year.Pew found that 53 percent of naturalized Latinos and 52 percent of naturalized Asians voted in 2016, compared to 46 percent of native-born Latinos and 45 percent of native-born Asians.The top countries from which new voters originated are Mexico, Philippines, India, and China.In North Carolina, Juliana Cabrales of the NALEO Educational Fund, a nonpartisan organization that promotes Latino civic participation, said political parties need to maintain a dialogue with new Americans on a constant basis, not just in election years.“What we’ve seen in prior years is that political parties tend to take Latinos for granted, as never voting or always voting one way,” Cabrales said. “As an organization, we actively ask political parties to engage Latinos.”Cabrales added that presidential campaigns actively reach out to new Americans in battleground states but often overlook them in the rest of the country.“Latinos that live in California, in New York, in Texas are often forgotten, and don’t hear from candidates requesting them to vote, or even … as to why they should support one candidate over another,” she said. “So there needs to be greater investment across the board, in getting voters to turn out and making sure that the focus is not just on those states that are considered crucial in one election versus another.”Party affiliationOpinion surveys and exit polling data from recent elections show that immigrant voters as a whole tend to lean Democratic, something that doesn’t surprise some Republican operatives.Brendan Steinhauser, a Texas-based GOP consultant, told VOA that rhetoric from the top of the party has caused a perception that Republicans do not welcome immigrants even if they come legally to the United States.Steinhauser, who has worked for Texas Republican Senator John Cornyn, said Cornyn has regularly sent aides to attend naturalization ceremonies in the state.“He did a great job that actually ended up winning the Hispanic vote in Texas [in past elections],” Steinhauser said, adding that, going forward, appealing to new citizens will be imperative for both political parties.“After 2020, regardless of what happens, the Republican Party — just like the Democrats—will have no choice but to appeal to a wide swath of the American people,” he said. “A party that doesn’t do that will not have a future in this country.”Real-life consequencesDue to the COVID-19 pandemic, Olivia Quinto had no family or friends at her side for her recent naturalization ceremony.Originally from the Philippines, Quinto will be voting for the first time November 3 in Texas with her mother, who became a U.S citizen at the beginning of the year.She told VOA much is at stake in the outcome.“This election is going to be about real-life consequences to the people that we love. And so that’s where I have my head [focused],” she said.

Trump Takes Executive Action on Economic Relief Package
President Donald Trump on Saturday moved to defer payroll taxes and extend an expired unemployment benefit after negotiations with Congress on a new coronavirus rescue package collapsed.At his private country club in Bedminster, New Jersey, Trump moved to continue paying a supplemental federal unemployment benefit for millions of Americans out of work during the outbreak.However, his order called for up to $400 payments, one-third less than the $600 people had been receiving. Громадянин України загинув через вибух у Бейруті – посол
Серед загиблих внаслідок вибуху в Бейруті є громадянин України, повідомив посол України в Лівані Ігор Осташ.
За даними Осташа, загиблий – 32-річний Вільям Азар.
«Молодий перспективний економіст вийшов з офісу компанії KPMG, щоб поїхати додому… Страшний вибух забрав життя громадянина України Вільяма Азара», – написав посол на своїй Фейсбук-сторінці.
Він додав, що вже зв’язався із матір’ю Азара, яка живе в Києві, і висловив їй співчуття.
4 серпня в Бейруті стався великий вибух. У засобах масової інформації з’явилися дані, що, попередньо, причиною вибуху була недбалість: 2 750 тонн аміачної селітри, яку використовують у добривах та бомбах, протягом шести років зберігали без відповідних заходів безпеки. Втім, президент Лівану Мішель Аун також припустив, що вибух міг бути умисним.
За останніми даними, число жертв вибуху в порту Бейрута, що стався 4 серпня, сягнуло 154 людей, поранень і травм зазнали понад 6 тисяч людей.

Поліція не перевірила квартиру журналіста Ткача професійним обладнанням щодо ймовірного прослуховування
Протягом дня 8 серпня, відколи журналіст програми «Схеми» Михайло Ткач повідомив про ознаки встановлення пристрою для прослуховування, Національна поліція порушила у цій справі кримінальне провадження, але не перевірила помешкання спеціальною технікою для виявлення обладнання або слідів його інсталяції. Дві оперативно-слідчі групи, які приїжджали до будинку, не були забезпечені для цього технічно, а під час здійснення огляду користувались «підручними» засобами. Про це повідомляють журналісти програми «Схеми». Ввечері 8 серпня поліцейські «опечатали» виходи на горище з різних під’їздів будинку і залишили місце події.
8 серпня до будинку в Києві, де розташована квартира журналіста Михайла Ткача, приїжджали по черзі дві оперативно-слідчі групи. Спочатку поліцейські провели зовнішній огляд приміщення, піднялися на горище, яке розташоване просто над квартирою журналіста, взяли зразки з будівельних матеріалів, прийняли заяву і поїхали. Вдруге експерти Нацполіції прибули також без спеціальної техніки, яка виявляє приховані засоби прослуховування.
«Вони користувалися «підручними» засобами. Гілочкою від дерева, що лежала на горищі, спицею, виламаною з розкладної сушилки журналіста – за допомогою них намагалися зрозуміти, що там в отворі над стелею. Зі собою в групи була хіба що викрутка», – пише у фейсбуці головна редакторка «Схем» Наталка Седлецька.
Після загального огляду приміщень поліцейські скотчем наклеїли папірці зі словами «опечатано» на виходи на горище з різних під’їздів будинку – і поїхали.
«Такого способу збереження речових доказів, як поміщення слова «опечатано» на якийсь клаптик паперу і обклеювання ним проходу, взагалі ніде не передбачено. Це – по-перше. По-друге, це взагалі не захист. Це просто ніщо. Воно ні до чого нікого не зобов’язує абсолютно. Це не захист, це профанація захисту», – вважає адвокат Михайла Ткача Анатолій Попов.
«Відколи поліція залишила місце подій, журналісти-розслідувачі й інші члени команди «Схем» залишилися тут самі. Тобто поліція так і не встановила, чи є за отвором у стелі ще й пристрій, чи його немає, – бо приїжджала без необхідного обладнання для його пошуку. Але тепер ми навіть не можемо самостійно простежити за тим, щоб хтось не проникнув на горище для знищення можливих речових доказів, як робили протягом доби до цього, бо більше не маємо туди доступу. А усі чотири під’їзди чатувати для нашої редакції самотужки – фізично нереально», – розповіла головна редакторка «Схем» Наталка Седлецька.
«Спецтехніка потрібна, тому що ми не знаємо, де, можливо, розташовані засоби прослуховування. Є такі питання, коли щось може бути доведено тільки доказами, інше – неможливо. Так і тут. Ви не можете бути впевненими у тому, що тут немає прослуховувальної апаратури, якщо ви не перевірили це спеціальним засобом. Все інше – візуалізація, проходження поруч, огляд – взагалі не має значення. Без спецтехніки за умови існування загрози, що Михайла Ткача прослуховують, поліція не може вважатися такою, що вирішила питання для себе, для Михайла – про запобігання самому злочину», – вважає адвокат Михайла Ткача Анатолій Попов.
Поліція розпочала кримінальне провадження за статтею про порушення недоторканності приватного життя журналіста програми розслідувань «Схеми: корупція в деталях» Михайла Ткача, який зранку 8 серпня повідомив, що виявив вдома ознаки встановлення пристрою для прослуховування.
У поліції зазначили, що провели огляд місця події і опитали заявника, і що під час перевірки виявили на стелі у квартирі пошкодження.
Водночас спершу правоохоронці повідомили, що після проведеного огляду у квартирі і на даху «жодних технічних засобів там не виявили». Згодом поліція внесла корективи, додавши, що запланували проведення повторного огляду і судових експертиз, «аби з’ясувати, чи був там встановлений будь-який прослуховувальний пристрій».
У другій половині дня 8 серпня Михайло Ткач звернувся із заявою до керівника районного відділу Нацполіції, яке займається розслідуванням цього кримінального провадження, в якій вказав на «неповноту обсягу проведення перевірки» і попросив вжити заходів для всебічної перевірки за допомогою спеціальної техніки, якою оснащена для таких цілей Національна поліція. Журналіст і його адвокат були в райвідділку для оформлення протоколу допиту, а також додали заяву.

День на Донбасі: штаб повідомляє про п’ять «порушень домовленостей»
Штаб Операції об’єднаних сил зафіксував п’ять порушень режиму тиші з боку російських гібридних сил протягом дня 8 серпня. Про це йдеться у вечірньому зведенні.
За повідомленням, в чотирьох випадках бойовики вдалися до вогневих провокацій.
«По одному пострілу з автоматичного станкового гранатомету ворог здійснив біля Попасної і Гнутового, а з підствольного гранатомету – неподалік Шумів. Також зі стрілецької зброї противник вистрілив поблизу Новоолександрівки. Усі порушення режиму тиші не несли загрози життю чи здоров’ю українських армійців. Серед особового складу Об’єднаних сил бойових втрат та поранень немає», – заявляє штаб.
Українські військові не відкривали вогонь у відповідь.
Ще одним порушенням домовленостей у штабі назвали «інженерні роботи» поблизу окупованого села Пікузи.
Із 00:01 27 липня на Донбасі набрала чинності чергова домовленість про «повне та всеосяжне припинення вогню». З того часу українські військові не повідомляють про поранених та вбитих.
Станом на вечір 4 серпня Спеціальна моніторингова місія ОБСЄ зафіксувала 251 порушення нового перемир’я на Донбасі.

Збройний конфлікт на Донбасі триває від 2014 року після російської окупації Криму. Україна і Захід звинувачують Росію у збройній підтримці бойовиків. Кремль відкидає ці звинувачення і заявляє, що на Донбасі можуть перебувати хіба що російські «добровольці».
За даними ООН, від березня 2014-го до 31 жовтня 2019 року внаслідок збройного конфлікту на Донбасі загинули від 13 000 до 13 200 людей.

Національний художній музей закривається через обвал портика
Національний художній музей тимчасово зупиняє роботу через обвал портика. Про це повідомив сам заклад, а також міністр культури та інформаційної політики Олександр Ткаченко.
За словами Ткаченка, кошти на ремонт має виділити Кабінет міністрів.
«Також звернемося з пропозиціями щодо фінансування ще декількох об’єктів, аби запобігти подібним випадкам. Ця ситуація вкотре підкреслює важливість старту проєкту «Велика реставрація» для нашої країни», – заявив міністр.
За його оцінкою, на ремонт лише будівлі НХМУ потрібно 68 мільйонів гривень, з них до кінця року треба виділити 30 мільйонів.
«Серед першочергових робіт: ремонт портику, який руйнується, встановлення риштувань та скульптурна група «Аполлон і музи». Процедуру оформлення коштів запустимо вже з понеділка, 10 серпня», – анонсував він.
Пресслужба НХМУ повідомила про закриття музею від 8 серпня.
Національний художній музей України розташований в центрі Києва, на вулиці Грушевського. Будівлю звели за проєктом Петра Бойцова, доопрацьованим Владиславом Городецьким, наприкінці 19 століття. Заснування музею частково фондувала родина меценатів Терещенків.

Joe Biden’s controversial remarks about race this week risk alienating young Black voters who despise President Donald Trump but are not inspired by his Democratic rival.When pressed by Errol Barnett of CBS News on whether he’d taken a cognitive test, Biden responded that the question was akin to asking the Black reporter if he would take a drug test to see if “you’re taking cocaine or not? … Are you a junkie?”In a later interview with National Public Radio’s Lulu Garcia-Navarro, Biden seemed to draw distinctions between Black and Hispanic populations in the U.S. “Unlike the African American community, with notable exceptions, the Latino community is an incredibly diverse community with incredibly different attitudes about different things,” he told the Latina reporter.He later walked back the comment.Black voters as a whole delivered the Democratic nomination to Biden, powering his commanding win in the South Carolina primary, which rescued his floundering campaign. But that success was heavily dependent on older Black voters. In a general election where Democrats say no vote can be taken for granted, young Black activists and elected officials say this week’s missteps could make it harder to get their vote.“Trump is terrible, and he’s a racist, and we have to get racists out of the White House. For younger Black Americans, “they don’t have the lived experience of not being able to.”Still, Daughtry said that she was willing to give Biden “a pass” on his comments after listening to the full interview, but young voters might not be so forgiving.“It’s absolutely a problem, and unfortunately the campaign appears to be having to spend time clarifying and cleaning them up,” she said. “For young people — when they see the one quote it would appear to confirm to them or solidify questions in their mind about the vice president’s intent and goals. And the best we can hope for is they will do further research. At worst you have some who will say it adds to their reasons for disillusionment.”

Журналіст «Схем» Михайло Ткач повідомив, що виявив вдома ознаки встановлення пристрою для прослуховування
Журналіст програми розслідувань «Схеми: корупція в деталях» Михайло Ткач у ніч на 8 серпня повідомив, що виявив у себе вдома ознаки пристрою прослуховування. Про це він написав на власній сторінці у фейсбуці.
«Виявив вдома ознаки прослуховуючого пристрою. Протягом кількох тижнів я декілька разів отримував попередження про те, що моя журналістська діяльність дратує високопосадовців і по мені почали активно працювати. Від одного джерела була інформація про те, що планують «сверлитись». Сьогодні зрозумів, що це означає», – написав він.
На місці подій з ночі перебувають адвокат Анатолій Попов, головна редакторка програми Наталка Седлецька та частина редакції.
«Схеми» викликали поліцію.
«Отвір» довжиною щонайменше 60 см проходить у стелю, а Михайло живе на останньому поверсі. Над квартирою – спільне горище, до якого є доступ з різних під’їздів. На виклик прибув спершу поліцейський патруль, а згодом слідчо-оперативна група з Шевченківського райвідділку Нацполіції. Поліцейські провели зовнішній огляд приміщення, піднялись на горище, взяли зразки з будівельних матеріалів, прийняли заяву. Та поїхали. Тобто «глибше» не шукали», – повідомила головна редакторка програми «Схеми» Наталка Седлецька.
«Сьогодні журналіст Михайло Ткач встановив, що в його помешканні ймовірно було встановлено прослуховуючий пристрій. Принаймні, ми побачили місця для їхніх закладок. Слідчо-оперативна група зняла з місця події зразки з матеріалів, які, схоже, є будівельними – і які, очевидно, використовувалися для маскування зроблених отворів для закладок таких прослуховуючих пристроїв», – зазначив адвокат журналіста Анатолій Попов.
«Правоохоронці могли на місці невідкладно провести обшук, вилучивши всі речі, які вони знайдуть. Але поки не зробили цього. На жаль, ми не змогли також вирішити питання про охорону місця події для збереження можливих речових доказів. І тому потерпілі тепер самі мають у нас організовувати зазначене зберігання – певний час принаймні, поки органи поліції не влаштують це належним чином», – повідомив адвокат.
Анатолій Попов заявив, що очікує якнайшвидшої реєстрації кримінального провадження за статтями перешкоджання професійній журналістській діяльності, незаконне збирання інформації, втручання в приватне життя та якнайскорішого належного огляду квартири Михайла Ткача на предмет можливої наявності професійного обладнання для стеження за журналістом.
Слідчо-оперативна група повідомила, що є 24 години на відкриття кримінального провадження за заявою журналіста Михайла Ткача. Дізнатись про внесення відомостей в ЄРДР журналісти мають в Шевченківському управлінні Національної поліції міста Києва.
Раніше знімальна група «Схем» неодноразово зазнавала перешкоджання своїй професійній законній роботі.
У жовтні 2015 року під час зйомок сюжету про дорогі автомобілі працівників СБУ, що не відповідають їхнім офіційним доходам, на знімальну групу «Схем» у складі Михайла Ткача й Кирила Лазаревича скоїли напад співробітники СБУ. Під час затримання, як свідчать записи відеокамер, вони застосували силу до знімальної групи, відібрали і пошкодили техніку. Пізніше за фактом перешкоджання співробітниками СБУ законній професійній діяльності журналістів було відкрито кримінальне провадження. У листопаді 2018-го суд вчетверте повернув матеріали кримінального провадження до Військової прокуратури Київського гарнізону, де тричі закривали справу за фактом перешкоджання роботі журналістів співробітниками СБУ.
У вересні 2017 року співробітники Державного управління охорони скоїли напад на знімальну групу «Схем» біля одного з ресторанних комплексів під Києвом, де, за інформацією журналістів, святкували весілля сина тодішнього генпрокурора Юрія Луценка Олександра. У момент, коли закриту вечірку мав залишити на той час президент України Петро Порошенко, працівники УДО напали на знімальну групу програми, в результаті чого оператор Борис Троценко зазнав струсу мозку та пошкодження руки. Журналісти написали заяву до поліції про перешкоджання законній журналістській діяльності. Згодом тодішній начальник УДО Валерій Гелетей зателефонував до журналіста програми «Схеми» Михайла Ткача і вибачився за інцидент. Він також повідомив, що наразі призначив службове розслідування щодо дій його підлеглих. Однак уже згодом заявив, що службова перевірка не знайшла порушень у діях співробітників УДО, які напали на «Схеми».
У листопаді 2017 року на знімальну групу «Схем» напали охоронці Віктора Медведчука, коли журналісти проводили зйомки біля аеропорту «Київ» (Жуляни), фіксуючи прямі перельоти Медведчука до Росії. Із відео, опублікованого журналістами, видно, як охоронці підприємця в масках і балаклавах кинулися до знімальної групи і почали застосовувати силу – штовхали, били ліктями, ставили підніжки і кілька разів вибили камеру з рук оператора. Також охоронці засліплювали камеру спеціальним ліхтарем. Усе це відбувалося в публічному місці по вулиці Медова, біля VIP-терміналу. У грудні того ж року одному з нападників оголосили підозру. Судовий розгляд справи по суті триває і досі.
27 серпня 2018 року Печерський районний суд Києва на вимогу Генеральної прокуратури дав їй дозвіл отримати від провайдера інформацію з телефону головної редакторки «Схем» Наталки Седлецької. В ухвалі йшлося про надання доступу слідства до дзвінків та смс-повідомлень журналістки з липня 2016-го по листопад 2017 року та до даних про місце розташування її телефону протягом цих 17 місяців.
У жовтні 2018 року ЄСПЛ безстроково заборонив слідчим отримувати дані з мобільних телефонів авторки та ведучої програми «Схеми» Наталки Седлецької. Таке рішення там ухвалили невдовзі після того, як захист журналістки подав до суду повний текст скарги і звернення про продовження обмежувальних заходів. Перші тимчасові обмежувальні заходи у скарзі журналістки були винесені судом 18 вересня і діяли один місяць. Дозвіл на збір цієї інформації слідству видав Апеляційний суд Києва 18 вересня 2018 року. Того ж дня ЄСПЛ вказав урядові України, що він має забезпечити утримання органів влади від доступу до будь-яких даних із телефону журналістки. 25 вересня у Генпрокуратурі повідомили, що на вимогу ЄСПЛ зупинили процедуру отримання інформації з мобільного Наталки Седлецької, але на запитання, чи оператор уже передав запитувані дані, відповіді не надали. У липні 2019 року ЄСПЛ завершив розгляд у справі Наталки Седлецької проти ГПУ і перейшов до стадії винесення рішення. За словами адвоката Седлецької Сергія Зайця, цей етап може тривати протягом року або півтора.
22 лютого 2019 року журналіст програми «Схеми» Михайло Ткач подав заяву в Національну поліцію через систематичне стеження охороною олігарха Ріната Ахметова за ним і знімальною групою, яке триває протягом півроку. Згодом, в Ахметова заперечили звинувачення в стеженні та заявили про втручання в особисте життя олігарха журналістом «Схем» Михайлом Ткачем – таку відповідь охоронна фірма ТОВ «Дельта Донбас» Ріната Ахметова оприлюднила в ефірі телеканалу «Україна», який також належить йому. 26 лютого у Нацполіції відкрили провадження щодо стеження охоронців Ахметова за журналістами «Схем». Згодом прокуратура міста Києва також відкрила кримінальне провадження через стеження охоронцями Ріната Ахметова за знімальною групою програми «Схеми» – на основі інформації, розміщеної в ЗМІ.
6 березня 2019 року під час зйомок у селищі Чабани у Київській області на знімальну групу програми «Схеми» у складі журналістки Катерини Каплюк та оператора Бориса Троценка був здійснений напад у приміщенні Чабанівської селищної ради. Чоловіки завдали травм оператору і зламали відеокамеру. Серед тих, хто перешкоджав зйомці, були двоє заступників Чабанівського селищного голови Олександра Киризлієва. На місце інциденту журналісти викликали поліцію та швидку, щоб зафіксувати побої. Пізніше у головному управлінні Національної поліції в Київській області повідомили, що відкрили провадження за даним фактом – за ст. 171 ККУ (Перешкоджання законній професійній діяльності журналістів) Кримінального кодексу України.
1 листопада 2019 року ексдепутат та чиновник часів президентства Віктора Януковича Андрій Портнов виклав у своєму телеграм-каналі персональні дані водія знімальної групи «Схем» через те, що редакція готує розслідування щодо впливу та зв’язків колишнього посадовця з новою українською владою. Серед опублікованого – захищена законом інформація: повні паспортні дані та домашня адреса водія, номери його авто, а також дані, які свідчать про стеження за його місцем проживання. Згодом Андрій Портнов пригрозив усій редакції «Схем» публікацією «їхньої особистої та персональної інформації», а також «аналізом приватного життя та ненав’язливим супроводом у темний час доби». Він також не виключив можливого стеження за членами редакції «Схем». Керівництво Радіо Свобода/Радіо Вільна Європа засудило розголошення персональних даних співробітників програми «Схеми», а також тиск і погрози на їхню адресу з боку Андрія Портнова і закликало правоохоронців притягувати до відповідальності за такі дії.

Trump Threatens to Take Executive Action on Economic Relief Package
U.S. President Donald Trump said Friday he is ready to take executive action after congressional lawmakers failed again to reach agreement on a relief package for the tens of millions of Americans who have lost their jobs following the COVID-19 pandemic.Trump told a news conference that executive orders are being prepared to enhance unemployment benefits until the end of the year, defer student loan payments and forgive interest on the loans, and extend a moratorium on evictions. He said an executive order is also being prepared to defer payroll taxes until the end of the year.It was not immediately clear if he has the legal authority to take the executive actions he has proposed. It was also not immediately clear how the actions, if implemented, would work. For example, if payroll taxes are deferred, it is not clear whether workers would then have to pay them retroactively at some point and whether that payment would be one large payment or stretched out over time.Republican lawmakers are not interested in an economic relief package that costs more than $1 trillion. The bottom line for the Democrats is $2 trillion. There seems to be no room for negotiating away from those numbers for the politicians. Reports say the lawmakers have not scheduled any additional meetings.Millions of Americans recently saw the $600 enhancement to their weekly unemployment benefits come to an end. Social service agencies have warned that the lack of the additional funds for the unemployed could result in food insecurity and evictions for millions.

Одна із затриманих у Мінську журналістів проєкту Радіо Свобода та «Голосу Америки» «Настоящее время» Ірина Ромалійська припустила, що приводом для затримання та депортації її та колег стала їхня журналістська робота в Білорусі. Про це вона написала в себе на фейсбуці.
Ромалійська зазначила, що заборону на в’їзд до Білорусі, про яку раніше повідомляв її колега Іван Гребенюк, отримали всі троє.
«Наскільки я зрозуміла, приводом (для депортації – ред.) став вчорашній ефір «Настоящего времени». Співробітники, які нас допитували, переповідали мені точки, з яких я включалася», – написала вона.
За її повідомленням та повідомленням Гребенюка, журналісти вилітають до Одеси.

Затриманий раніше в Білорусі журналіст телеканалу «Настоящее время» Іван Гребенюк повідомив, що разом із колегами вже перебуває в аеропорту і чекає на виліт.

Секретаріат Уповноваженого Верховної Ради України з прав людини виявив чат-бот у Телеграмі, який поширював персональні дані українських військових. Про це Офіс Омбудсмана повідомив 7 серпня.
За повідомленням, про це співробітники секретаріату дізналися в ході моніторингу захисту персональних даних.
«Виявлено чат-бот в месенджері Telegram, в якому оприлюднено табличний файл з персональними даними (ПІБ, номерами військових частин, стверджувальними датами самовільного залишення військових частин). Загалом список містить дані щодо 6 907 військовослужбовців», – повідомляє Офіс.
В установі зазначають, що Секретаріат направив листи до Служби безпеки України та Національної поліції, закликавши їх зреагувати в межах їхньої компетенції, зокрема заблокувати Телеграм-бот.
За заявою, 6 серпня Національна поліція повідомила, що Головне управління Нацполіції в Києві про відкриття кримінального провадження за фактом порушення недоторканності приватного життя.
Ця санкція в разі обвинувального вироку передбачає штраф, виправні роботи, арешт до шести місяців або ж обмеження волі на термін до трьох років. В разі повторного порушення або завдання істотної суд може засудити до арешту від трьох до шести місяців, умовно або реально ув’язнити на термін від трьох до п’яти років.

Служба безпеки України заявила про блокування розкрадання бюджетних коштів, призначених на соціальні виплати учасникам бойових дій, йдеться в повідомленні відомства 7 серпня.
Як стверджують в СБУ, до оборудок причетні посадовці лікарень та соціальних установ Києва, Київської та Тернопільської областей.
«Фігуранти сприяли безпідставному оформленню інвалідності атовцям (учасникам Антитерористичної операції – ред.) та привласнювали передбачені законом виплати. Задокументовано 17 епізодів, пов’язаних із призначенням неправомірних виплат у 2018-2019 роках», – стверджують у відомстві.

Appeals Court Revives House Lawsuit for McGahn Testimony
A federal appeals court in Washington on Friday revived House Democrats’ lawsuit to force former White House counsel Don McGahn to appear before a congressional committee, but left other legal issues unresolved with time growing short in the current Congress. The full U.S. Court of Appeals for the District of Columbia Circuit voted 7-2 in ruling that the House Judiciary Committee can make its claims in court, reversing the judgment of a three-judge panel that would have ended the court fight.The matter now returns to the panel for consideration of other legal issues. The current House of Representatives session ends on Jan. 3. That time crunch means the chances that the Committee hears McGahn's testimony anytime soon are vanishingly slim, dissenting Judge Thomas Griffith wrote. Judge Karen LeCraft Henderson also dissented.The Judiciary Committee first subpoenaed McGahn in April 2019 as it examined potential obstruction of justice by President Donald Trump during special counsel Robert Mueller’s Russia investigation. Trump directed McGahn not to appear and the Democratic-led panel filed a federal lawsuit to force McGahn to testify.A trial judge ruled in November that the president’s close advisers do not have the absolute immunity from testifying to Congress that the administration claimed. Griffith and Henderson formed the majority when the appellate panel said in February that the Constitution forbids federal courts from refereeing this kind of dispute between the other two branches of government. On Friday, the full court said the panel reached the wrong decision. В Україні за перше півріччя кількість повідомлень про домашнє насильство зросла на 40%
В Україні за перші півроку кількість повідомлень про домашнє насильство збільшилася на 40 відсотків. Про це на брифінгу у Києві повідомила заступниця міністра внутрішніх справ України Катерина Павличенко.
За словами Павличенко, за вказаний період до поліції надійшла 101 тисяча подібних повідомлень. Вона зазначила, значного збільшення їх кількості під час карантину не зафіксовано.
«У період карантину тема домашнього насильства стала ще більш актуальною, оскільки люди виявилися дещо в закритому приміщенні і в постійному перебуванні вдома. Не дивлячись на це, Національна поліція не фіксувала таких різких збільшень викликів на лінію «102» щодо домашнього насильства в період карантину», – сказала заступниця міністра.
На думку Павличенко, збільшення кількості повідомлень пов’язане з кращою обізнаністю населення та кращим реагуванням на прояви насильства.
У МВС також нагадали про запуск чат-бота police_helpbot в Telegram та Viber для оперативного реагування та інформування щодо домашнього насильства.
Організація Об’єднаних Націй закликає Україну прискорити ратифікацію конвенції Ради Європи «Про запобігання та протидію насильству стосовно жінок і домашньому насильству та боротьбу із цими явищами» (Стамбульська конвенція). Таким чином у представництві ООН відреагували на відповідну петицію до президента України, яка набрала потрібну кількість підписів 14 травня.

Документальний фільм The Distant Barking of Dogs («Віддалений гавкіт собак») данського режисера Саймона Леренґа Вілмонта став номінантом престижної американської телевізійної премії Emmy. Про це повідомив асистент знімальної групи фільму Азад Сафаров.
За його словами, фільм потрапив у категорію «Видатний документальний фільм про сучасні події» (Outstanding Current Affairs Documentary).
«У мене грандіозна новина! Фільм про Україну номінований на найпрестижнішу у світі нагороду Emmy! Той самий наш фільм «Віддалений гавкіт собак», про 10-річного хлопчика з Донбасу, який живе біля лінії фронту», – написав Азад Сафаров у фейсбуці.

U.S. President Donald Trump’s reelection campaign on Thursday lost its bid to add a fourth debate with Democratic challenger Joe Biden in early September.In rejecting the request, the Commission on Presidential Debates said it remains committed to the current schedule of three 90-minute debates beginning in late September.It would only add a fourth debate, or move an existing debate to earlier in the month, if both sides in the campaign for the November 3 election agreed to it, it said.Trump’s personal lawyer Rudy Giuliani had asked for either a fourth debate in the first week of September or for the first debate to be moved up from September 29 because voters in some states would already be able to cast votes before then.The commission said voters will have a choice whether to watch a debate before casting a ballot, adding voters “are under no compulsion to return their ballots before the debates.”Trump, a Republican, is trailing Biden in most national opinion polls.The battleground state of North Carolina is scheduled to begin sending out mail-in ballots to registered voters who requested them on September 4, with several other states to follow in September.
