US Debate Commission Promises More ‘Structure’ for Next Trump-Biden Encounters
The independent U.S. presidential election debate agency said Wednesday that it would move soon to tighten the format of the encounters after critics panned Tuesday’s first debate between President Donald Trump and Democratic challenger Joe Biden as the worst in American political history.The two candidates frequently interrupted each other or talked at the same time, with debate moderator Chris Wallace, a Fox News journalist, rebuking Trump for failing to adhere to the rules of the debate to allow both candidates to finish answering questions unimpeded.The Commission on Presidential Debates said the debate debacle showed the need for “additional structure” to the format “to ensure a more orderly discussion.”The commission commended Wallace for his “professionalism” for his handling of the chaotic affair on a debate stage at a university in the Midwestern city of Cleveland, Ohio. Народна депутатка з партії «Європейська солідарність», медик-волонтер Яна Зінкевич повідомила, що у неї підтверджено COVID-19.
«З симптомів поки що лише сильна втома. Я уже хворіла один раз на коронавірус, надіюсь, цього разу буде легше. Минулого разу хворіла тяжко, була на кисневому забезпеченні (але не на швл на щастя)», – повідомила Зінкевич у фейсбуці.
Вона також зазначила, що сьогодні аналізи на коронавірус здала вся фракція «Європейської солідарності».
29 вересня також стало відомо, що інший народний депутат, п’ятий президент України, лідер партії «Європейська солідарність» Петро Порошенко підхопив коронавірусну інфекцію.
Того ж дня і заступник голови комітету Верховної Ради з питань молоді та спорту, чемпіон світу з греко-римської боротьби Жан Беленюк (фракція «Слуга народу») повідомив, що захворів на COVID-19.
Сьогодні спікер Верховної Ради Дмитро Разумков заявив журналістам, що через значну кількість нових випадків COVID-19 у парламенті керівники депутатських груп і фракцій вирішили скасувати засідання 1-2 жовтня.

«Нова українська школа» йде далі початкових класів: уряд затвердив стандарт базової середньої освіти
Кабінет міністрів України затвердив 30 вересня державний стандарт базової середньої освіти, що створює умови для продовження реформи «Нова українська школа» у 5-9 класах з 2022 року, повідомила у середу пресслужба Міністерства освіти і науки.
«Документ визначає структуру та зміст базової середньої освіти і передбачає запровадження низки інноваційних підходів, зокрема – під час оцінювання результатів та організації освітнього процесу. Стандарт базової освіти тісно пов’язаний зі стандартом початкової освіти, оскільки продовжує ідею компетентнісного підходу та інших реформаторських засад», – заявив т.в.о. Міністра освіти і науки Сергій Шкарлет.
У МОН зазначили, що в документі чітко окреслені ключові компетентності, якими мають володіти школярі по закінченню кожного з двох циклів – адаптаційного (5-6 класи) і базового предметного навчання (7-9 класи), та наскрізні вміння.
Так, перелік основних компетентностей – це вільне володіння державною мовою, здатність спілкуватися рідною (у разі відмінності від державної) та іноземними мовами, компетентності у галузі природничих наук, техніки і технологій, інноваційність, математична, екологічна, культурна, інформаційно-комунікаційна компетентність, навчання впродовж життя, громадянські та соціальні компетентності, підприємливість і фінансова грамотність.
Згідно з повідомленням МОН, у стандарті базової середньої освіти немає поділу на предмети, натомість є освітні галузі.
«Після затвердження державного стандарту базової освіти стартує робота зі створення типової освітньої програми та модельних навчальних програм, відбудеться їх експертиза і затвердження. Паралельно відбуватиметься розробка системи оцінювання компетентностей, здобутих на рівні базової середньої освіти. З вересня 2021 року розпочнеться пілотування навчально-методичних матеріалів у 5-х пілотних класах Нової української школи. Також на 2021-2022 роки заплановано провести відповідне підвищення кваліфікації педагогів», – зазначили у МОН.

У вересні 2017 року було ухвалено новий закон «Про освіту», який регулює основні засади нової освітньої системи, а у лютому 2018 року уряд затвердив новий Державний стандарт початкової освіти. Так була започаткова реформа «Нова українська школа» (НУШ).

ЗНО 2021: у МОН визначили терміни основної сесії
Український центр оцінювання якості освіти (УЦОЯО) повідомляє, що основна сесія зовнішнього незалежного оцінювання (ЗНО) у 2021 році розпочнеться 21 травня і триватиме до 15 червня.
За повідомленням, це передбачає наказ Міністерства освіти і науки від 30 вересня, яким затверджений календарний план підготовки і проведення зовнішнього незалежного оцінювання 2021 року.
«Основна сесія зовнішнього незалежного оцінювання почнеться 21 травня тестуванням з хімії і завершиться 15 червня тестуванням з географії. Тестування з іспанської, німецької, французької мов відбудуться 24 травня, з англійської мови – 25 травня, з математики – 28 травня, з української мови, української мови і літератури – 1 червня, з історії України – 4 червня, з фізики – 7 червня, з біології – 10 червня», – повідомили в УЦОЯО.
Інформацію про результати основної сесії зовнішнього незалежного оцінювання з усіх навчальних предметів буде розміщено на інформаційних сторінках учасників тестування до 30 червня 2021 року.
Вступ до вищих навчальних закладів в Україні здебільшого відбувається за результатами зовнішнього незалежного оцінювання. Тестування регулярно проводять з 2008 року.
Цього року ЗНО відбувалося в умовах карантину через пандемію коронавірусу.

За 10 років в Україні всиновили 23,8 тисячі дітей – Мінсоцполітики
Протягом останніх десяти років в Україні усиновили 23 814 дітей-сиріт і дітей, позбавлених батьківського піклування, з них громадянами України – 17 659, іноземцями – 6 155, повідомляє Міністерство соціальної політики.
«І хоча вже пів року в Україні діють карантинні обмеження, пов’язані з поширенням коронавірусної хвороби, процес усиновлення сповільнено, але не припинено. Протягом 8 місяців поточного року в Україні було усиновлено 694 дитини-сироти та дитини, позбавленої батьківського піклування, з них: громадянами України – 558, іноземцями – 136. Пріоритет національного усиновлення збережено, адже українцями всиновлено в 4 рази більше дітей ніж іноземцями», – повідомили у міністерстві.
Водночас, за даними відомства, ще понад 17 тисяч дітей різного віку в переважній більшості з братами і сестрами перебувають на обліку з усиновлення.
30 вересня, згідно з указом президента від 2008 року, в Україні відзначають День усиновлення.

US Court Upholds Extended Wisconsin Ballot Deadline
A U.S. federal appeals court has upheld a ruling allowing Wisconsin’s absentee ballots in the November general election to be counted if they arrive up to six days after Election Day. The panel of three judges, all appointed by Republican presidents, agreed with a September lower court ruling that said if the ballots are postmarked by November 3, they can be accepted for counting as long as they arrive by November 9. The Republican National Committee and Wisconsin Republicans argued against allowing the deadline extension and could appeal Tuesday’s ruling. They said voters had plenty of time to obtain and return an absentee ballot by Election Day. We won the election; therefore, we had the right to choose her.” Early voting Early voting has started in some U.S. states and millions of people have requested or been sent absentee ballots, so they do not have to face other people at polling stations across the country on Election Day in the midst of the coronavirus pandemic. Trump, as he has repeatedly said in recent weeks, condemned election officials throughout the country for mailing unsolicited ballots to voters. “This is going to be a fraud like you’ve never seen,” he said, citing a handful of Trump absentee ballots found recently in a trash can. Biden urged Americans to vote and said there is “no evidence” that mailed-in ballots will lead to fraud but called for all votes to be counted in the election. Раніше у вівторок з’явилися повідомлення, що залізничники Криворізького локомотивного депо розпочали акцію протесту. У коментарі Радіо Свобода голова первинної профспілкової організації Вільної профспілки залізничників України Криворізького депо В’ячеслав Федоренко підтвердив, що робітники депо оголосили так званий «італійський страйк», який передбачає ретельне й прискіпливе, до дрібниць, дотримання працівниками усіх посадових інструкцій. Він вказав, що залізничники вирішили не випускати із депо рухомий склад, заявляючи про його технічну несправність.
Ще 17 вересня представники профспілки локомотивного депо у відкритому зверненні заявили про порушення трудового законодавства щодо оплати праці, умов праці та пенсійного забезпечення. Вони визначили термін – до 29 вересня, коли мають бути виконані їхні вимоги щодо оплати праці й покращення умов роботи. Серед головних вимог робітників до керівництва «Укрзалізниці» – 25%-е підвищення заробітної плати та ремонту застарілого рухомого складу.

Flynn Attorney Tells US Court She Discussed Criminal Case With Trump
The lead attorney for U.S. President Donald Trump’s former national security adviser Michael Flynn on Tuesday revealed to a federal judge that she has discussed the ongoing criminal case with the president, an extraordinary admission that raises questions about political interference. U.S. Justice Department lawyers denied any corruption or political motives in efforts to get the federal criminal case against Flynn dropped. In May, Attorney General William Barr stunned many in the legal community by ordering prosecutors to have the case dropped, a decision that came after Trump repeatedly complained that Flynn was being treated unfairly. У ДП «Антонов» після катастрофи під Чугуєвом розповіли, скільки нині експлуатується літаків Ан-26 в Україні
У державному підприємстві «Антонов» повідомили, що на сьогодні в Україні експлуатується 53 літаки Ан-26 та його модифікацій, в тому числі 24 екземпляри в цивільній авіації та 29 – у державній.
«Найстарший з них літак з серії №12-02 1972 року випуску – 48 років 5 місяців, наймолодший – літак з сер. №142-05 1985 року випуску – 35 років 1 місяць. Технічне обслуговування літаків, в тому числі Ан-26, виконується експлуатантом повітряного судна (ПС), згідно з документацією з технічної експлуатації. На більшості літаків Ан-26 цивільної авіації технічне обслуговування виконується згідно з Регламентом технічного обслуговування літаків Ан-24, Ан-26 з періодичністю базової форми через 500±50 льотних годин», – повідомила компанія у фейсбуці.
У ДП «Антонов» заявили, що компанія як розробник літаків виконує роботи з оцінки їх технічного стану щодо можливості подовження ресурсів та термінів служби планера літака.
«Етапи індивідуального відпрацювання строків служби складають 1-2 роки. Літакам Ан-26 всіх модифікацій в індивідуальному порядку може бути встановлений призначений строк служби 50 років», – йдеться в повідомленні.
Напередодні у ДП «Антонов» повідомили, що спеціалісти підприємства увійшли до складу Державної комісії для з’ясування причин та обставин катастрофи літака Ан-26 Повітряних сил ЗСУ у Харківській області 25 вересня.
Ввечері 25 вересня літак Повітряних сил ЗСУ Ан-26 впав біля Чугуєва Харківської області за два кілометри від військового аеродрому. На борту літака 1977 року виробництва було 27 осіб – військові льотчики та курсанти університету Повітряних сил імені Кожедуба. Вижив лише один курсант, зараз він перебуває у лікарні.
ДБР повідомило, що попередньо перевіряє чотири версії авіакатастрофи на Харківщині.

Гірники ще однієї шахти Кривого Рогу припинили підземний протест
Гірники шахти «Родіна» ПАТ «Криворізький гірничорудний комбінат», які 26 днів перебували в забої на знак протесту, увечері 29 вересня у повному складі виїхали на поверхню. Інформацію про це Радіо Свобода підтвердив голова міської організації Незалежної профспілки гірників Юрій Самойлов.
За його словами, наразі акцію продовжують гірники однієї з чотирьох шахт – «Жовтневої». Під землею лишаються 24 працівники – 22 чоловіки і дві жінки.
За даними профспілкового діяча, стан шахтарів, які піднялись із забою, задовільний, однак всі вони йтимуть на лікарняні.
Меморандум між учасниками протесту та адміністрацією підприємства не підписаний, тривають консультації.
Раніше гірники шахт «Тернівської» та «Гвардійської» в Кривому Розі припинили підземний протест і відновили роботу.
Гірники ПАТ «Криворізький залізорудний комбінат» протестують з 3-го вересня, 27-й день поспіль. Серед вимог – підвищення мінімальної зарплати на підприємстві до рівня 1 тисячі євро, діалог з адміністрацією за участі профспілок, відмова від переслідувань тих, хто брав участь в акції протесту.
16 вересня підприємство оприлюднило офіційну заяву, де мовиться про те, що гірники «за власним рішенням та в порушення трудового розпорядку залишаються у підземних виробка», не передавши до адміністрації свої вимоги офіційно та не визначивши повноважних представників для перемовин. Як вважають в адміністрації, «дії протестувальників не підпадають під визначення страйку та страйком не є». Разом з тим в адміністрації заявили про «готовність врегулювання конфлікту».

US Supreme Court Nominee Barrett to Meet With Republican Senators
U.S. President Donald Trump’s Supreme Court nominee, Amy Coney Barrett, meets informally Tuesday with senators on Capitol Hill, kicking off an accelerated confirmation process that Republicans intend to complete before the November 3 presidential election in the face of Democratic opposition.
Barrett, who would be Trump’s third conservative appointee to the nation’s highest court if confirmed by the Senate, meets first with Senate Republican leader Mitch McConnell.
She will also meet with Senate Judiciary Committee Chairman Lindsey Graham, Republican committee members Mike Crapo, Chuck Grassley, Mike Lee and other Republican senators.
The informal meetings are part of a traditional process leading to confirmation hearings that are set to begin on October 12. A Barrett confirmation would give the court a clear 6-3 conservative majority.
Graham has said the Judiciary Committee will probably vote on Barrett’s nomination on October 22, paving the way for a vote before the full Senate, where Trump’s Republican allies have a 53-47 majority.
Democrats are strongly opposed to Barrett and Republicans’ acceleration of the confirmation process. They maintain the winner of the presidential election should nominate a successor to liberal Justice Ruth Bader Ginsburg, who died on September 18 at the age of 87. Most Americans also share that perspective, according to national polls.
Barrett currently serves on the U.S. Court of Appeals for the 7th Circuit after being nominated by Trump and confirmed by the Senate in 2017.
Since her confirmation to the 7th Circuit, Barrett has authored more than 100 opinions that have consistently reflected her conservative values.
The 48-year-old Barrett is a devout Catholic who is very popular among conservative evangelical Christians, arguably Trump’s most loyal supporters. Abortion rights groups are concerned that Barrett’s confirmation could threaten the landmark 1973 Roe v. Wade ruling that legalized abortion in the U.S.
As a professor at Notre Dame Law School, Barrett expressed some criticism of the Supreme Court’s decision in Roe v. Wade, which protects a pregnant woman’s right to have an abortion without unnecessary government restriction.
Democrats also have voiced concerns that Barrett could cast a deciding vote in a Supreme Court case on November 10, in which Trump and Republican allies are asking the court to strike down Obamacare, a nationwide health care law known formally as the Affordable Care Act.

МОН: у 2021 році ЗНО з української мови і літератури матиме дві форми
У 2021 році випускники, які завершують здобуття повної загальної середньої освіти і планують вступати до закладів вищої освіти, матимуть можливість самостійно обирати, яку саме роботу виконуватимуть під час ЗНО ‒ з української мови і літератури чи лише з української мови, повідомляє Міністерство освіти і науки.
«Ініціатива запровадження двох форм тестування має на меті більш глибоко оцінити рівень знань з української мови і літератури у вступників, які планують здобувати вищу освіту за спеціальностями гуманітарного спрямування, натомість вступники на технічні спеціальності зможуть обрати для себе тест з української мови», – йдеться в повідомленні.
При цьому у МОН наголосили, що тест з української мови також передбачає перевірку компетентностей, які формуються за рахунок ґрунтовного вивчення української та зарубіжної літератури. Акцент зроблено на компетентнісному читанні, аналізі й оцінюванні прочитаного, тобто на перевірці рівнів сформованості тих умінь, які є важливими для подальшої професійної кар’єри та становлення громадянської компетентності, кажуть у МОН.
«Під час виконання тесту з української мови учасникам потрібно буде продемонструвати літературознавчі компетенції, здатність глибоко аналізувати текст, доречно наводити у власному висловленні приклад з художньої літератури або з інших видів мистецтва (переважна більшість учасників наводять приклади саме з української літератури). Тож відсутність завдань на відтворення змісту творів української літератури компенсована наявністю завдань для оцінювання рівня сформованості компетентностей вищого рівня», ‒ заявила заступник директора Українського центру оцінювання якості освіти Тетяна Вакуленко.
У МОН додали, що результати міжнародного дослідження PISA свідчать про певні проблеми здобувачів освіти в Україні саме із рівнем компетентнісного читання. «PISA показує, що для формування читацької компетентності не так важливо читати багато творів, як уміти глибоко, детально опрацьовувати кожний із прочитаних. Отже, важливим є створення інструменту оцінювання, спрямованого не на репродукцію змісту окремих літературних творів, а на демонстрацію учасником здатності критично аналізувати зміст тексту, оцінювати й інтерпретувати його», – йдеться в повідомленні.
У МОН додали, що 14-17 вересня Український центр оцінювання якості освіти презентував демонстраційні варіанти сертифікаційних робіт з української мови та української мови і літератури.
У травні 2019 року Кабмін ухвалив нову редакцію Українського правопису. Однак, відповідно до наказу Міністерства освіти і науки України, у завданнях зовнішнього незалежного оцінювання протягом п’яти років будуть використовуватися норми Українського правопису, які не зазнали змін.

Bars Closed, New Orleans Scrambles to Watch Debates in New Ways During COVID Shutdown

Cole Newton began hosting presidential debate watch parties at his New Orleans, Louisiana bar in 2012. “It was a business decision as much as anything else,” Newton told VOA. “I knew my regulars would want to watch as much as I did, so we made an event out of it.” His bar is Twelve Mile Limit, a cross between a neighborhood dive and a cocktail bar, and he said it routinely fills up during their watch parties. “Even during the primary debates, we’d be packed like a sports bar during a football game! Lots of beer, snacks, and hootin’ and hollerin’. We get way busier for debates than even big games.” In 2020, however, watch parties like Newton’s are no longer permitted as local officials continue to impose restrictions on businesses and social gatherings in an attempt to contain the spread of the coronavirus pandemic. Waterman said she prefers viewing debates with others because of the sense of community she feels watching with like-minded people. “I’m not sure what I’m going to do this year,” she said. “If the bars open, I’d go. If not, I hope to join a friend at her house.” Waterman said a virtual gathering on a platform like Zoom wouldn’t satisfy her desire for companionship, and that she knows watching alone would be frustrating for her.
“I want to be able to share my feelings about the debate with others,” she explained. “I’m sure I’m going to be varying degrees of joyful, amused and angry. I want to share that.” Debating the value of a debate An NBC News/Wall Street Journal poll released last week reported that 89% of eligible voters in the United States said they have already made up their mind on whom they will vote for. There seems to be general consensus that there isn’t much new to be learned about these two well-known candidates, particularly during a time of intense political division. “I can’t imagine there’s anything new we could possibly learn about either candidate,” said Colin Ash, who added that — while he considers himself politically active — he doesn’t find much value in the debates beyond entertainment. “They are who they are, and most all of us will have decided who we’re voting for months ago, if not years ago.” Aaron Luther said he has enjoyed watching past debates at a neighborhood sports bar but agreed that whatever is said is unlikely to affect how most Americans cast their vote. Still, he believes debates address a problem unique to modern politics. “So much of our lives and our political discourse now happens online and on our devices,” Luther said, noting that the algorithms on those devices often give users information that reinforces their unique worldview and preferences. “It isn’t seen or shared by others.” The debates, he hoped, could offer something different.“They’re one of the few remaining parts of American culture that are best watched live and with others,” he said. “The reactions and follow-ups to the debate will most likely happen in our own little online bubbles, but the debate itself happens live and we can all watch the same thing the same way.” Luther, a Biden supporter, prefers to watch the debates at a bar so he can enjoy the communal experience. He said he’ll look to see who’s showing the debate in a COVID-safe way, but if he can’t, he has a back-up plan. “I’ll be happy to watch at home with a negroni [cocktail],” he said. “Or, half-a-dozen negronis, depending on how the debate goes.” New options “It’s unfortunate Twelve Mile Limit has to cancel all our events this year,” Newton said, “but it’s absolutely the right thing to do. It’s not worth getting somebody sick over.” As many debate-watching options disappear, however, New Orleanians are finding new ways to watch that attempt to balance the desire for community with the need for safety. Laura Beauchamp, who works in the energy industry, said she has watched nearly every presidential debate since she was a student in junior high school. She believes that in a time that is so politically divided, it’s important to hear both sides of issues directly from the candidates. She also sees it as an opportunity to support small businesses struggling to stay open during the pandemic and the resultant economic shutdown. “So many places are closing, so it’s critical we support local businesses during COVID,” she said. “Buying a movie ticket to watch this debate I already want to see is a really easy way to do that.” While many Americans excitedly prepare to tune in as the candidates for president square off on important domestic and international issues, a lack of other options caused by the coronavirus shutdown could prompt even those who might normally skip the debate to watch. “If I had something better to do, I’d do it,” said Colin Ash. “But I don’t.”

Police: Friend Convinced Trump Ex-Campaign Boss to Surrender
A standoff between South Florida police and President Donald Trump’s former campaign manager Brad Parscale ended after an officer who was friends with Parscale convinced him to surrender, officials said.
Fort Lauderdale Officer Christopher Wilson wrote in a report that he had just finished a shift Sunday evening when a mutual friend called him and told him that a SWAT team was at Parscale’s home, and he was refusing to come out. When Wilson arrived at the Fort Lauderdale home, he was able to persuade Parscale to come outside. Body camera footage released Monday shows officers rushing Parscale and knocking him to the ground before taking him into custody.
The standoff started earlier Sunday after Parscale’s wife fled the home and asked for help from a real estate agent showing a nearby house, officials said. They called 911, and officers responded.
The wife told officers that Parscale had been stressed out recently and that he had made comments about shooting himself, according to a police report. Investigators said 10 guns were later removed from the home. The wife also said that Parscale drinks and suffers from post-traumatic stress disorder.
One of the responding officers reported that he witnessed bruising on the wife’s arm and face. She told him that the injuries had come from an altercation with Parscale earlier that week, according to the police report. The officer called Parscale and asked him to leave the house unarmed, but the report said Parscale remained in the home for about an hour, until Wilson arrived and convinced him to come outside.
Parscale was hospitalized Sunday under the state’s Baker Act. That act allows anyone deemed to be a threat to themselves or others to be detained for 72 hours for psychiatric evaluation.
Parscale was demoted from the campaign manager’s post in July but remained part of the campaign, helping run its digital operation.
Standing 6’8″ and with a distinctive beard, Parscale had become a celebrity to Trump supporters and would frequently pose for photos and sign autographs ahead of campaign rallies. But Trump had begun to sour on him earlier this year as Parscale attracted a wave of media attention that included focus on his seemingly glitzy lifestyle on the Florida coast that kept him far from campaign headquarters in Virginia.
Over the summer, he hyped a million ticket requests for the president’s comeback rally in Tulsa, Oklahoma, that ended up drawing just 6,000 people. A furious Trump was left staring at a sea of empty seats and, weeks later, promoted Bill Stepien to campaign manager.
Parscale was originally hired to run Trump’s 2016 campaign by Jared Kushner, the president’s powerful son-in-law. While the Republican National Committee owns most of the campaign’s data, voter modeling and outreach tools, Parscale ran most of the microtargeted online advertising that Trump aides believe was key to his victory four years ago.
Under the state’s Red Flag Law, officials could ask a judge to bar Parscale from possessing any weapons for up to a year.

Biden, now 77, served for 36 years in the U.S. Senate and eight as vice president under former President Barack Obama. Kall said Biden “needs to reassure undecided voters that he’s up physically and mentally to the task of being president, and holding your own with the incumbent president for 90 minutes is an excellent way to do this.” “Biden needs to contrast his experience, agenda and vision for the future with President Trump,” Kall said. Meanwhile, Kall said, Trump, at 74, “needs to make the case for why he should be reelected and deserves another four years in office. Biden has publicly stated that he intends to fact-check President Trump in real-time, but that would be a mistake.”He advised Trump against questioning Biden’s mental fitness for the presidency. “These accusations by President Trump prior to the debate have already decreased expectations for Biden and made the incumbent’s debate task even that much harder,” Kall said. “President Trump has generally been successful at turning his political opponents into caricatures, but it’s much more difficult to do this when someone else is sharing the stage with you,” Kall said. “President Trump would be better off attacking the Obama-Biden record, while contrasting it with his last four years in office.”

Пожежі в Одесі: прокуратура передала акт проти ексочільника ДСНС в області до суду
Прокуратура Одеської області передала до суду обвинувальний акт щодо колишнього керівника Головного управління Державної служби з надзвичайних ситуацій в Одеській області. Про це повідомляє Офіс генерального прокурора 28 вересня.
Ексголову обласного управління ДСНС звинувачують у службовій недбалості через три масштабні пожежі, які відбулися в Одесі протягом 2019 року.

«Внаслідок злочинної недбалості колишнього посадовця, відповідального за здійснення державного нагляду у сфері пожежної та техногенної безпеки, системного невиконання ним своїх обов’язків та неналежного контролю за діями підлеглих, протягом 2019 року на території Одеси сталося три масштабних пожежі, в яких загинули люди», – повідомляє пресслужба ОГП.
Йдеться про пожежі в обласному центрі психічного здоров’я, у готелі «Токіо-Стар» та в одеському коледжі. Загалом через них загинули 33 людини.
За повідомленням, досудове розслідування в кримінальному провадженні здійснюють слідчі управління ДБР в Миколаєві за «силової підтримки» співробітників управління Служби безпеки України на Одещині.

У січні ДБР заявила, що повідомила про підозру ексочільнику колишньому начальнику головного управління Державної служби з надзвичайних ситуації в Одеській області через пожежі на кількох об’єктах міста. Тоді в повідомленні Бюро йшлося про чотири пожежі: три в 2019 році та одну – в дитячому таборі «Вікторія» 2018-го.
Після останньої масштабної пожежі в Одесі з 16-ма загиблими – у коледжі економіки, права та готельно-ресторанного бізнесу – був звільнений керівник ГУ ДСНС в Одеській області Віктор Федорчак.

Катастрофа Ан-26: ДБР повідомила деталі перебігу кримінального розслідування
Державне бюро розслідувань відкрило кримінальну справу про порушення правил польотів та підготовки до них, що спричинило тяжкі наслідки через авіакатастрофу літака Ан-26, на борту якого загинули 26 людей. Про це пресслужба ДБР повідомила 28 вересня.
Бюро звітує про здійснення низки слідчих дій. Серед них: огляд місця подій та вилучення чорних скриньок, а також зразків матеріалів літака та ґрунту, допит понад 40 свідків, отримання зразків ДНК у 25 родичів загиблих для ідентифікації. Також ДБР призначило 26 судово-медичних експертиз.

«Витребувано документи щодо проведення ремонту та продовження ресурсу двигунів, які використовувалися на літаку; подано сім клопотань про накладення арешту на речі та документи, вилучені в ході оглядів, з метою подальшого забезпечення проведення генетично-молекулярних експертиз», – йдеться в повідомленні.
Крім того, правоохоронний орган повідомляє, що отримав «інформацію та документи з Українського гідрометеорологічного центру, державного підприємства обслуговування повітряного руху України, державного підприємства «Антонов», командування Повітряних Сил ЗС України», а також витребувало документи щодо ремонту двигунів літака, який зазнав аварії.

Після проведення експертиз та ідентифікаціх загиблих, повідомляють ДБР, їхні тіла повернуть родичам для похоронів.

Ввечері 25 вересня літак Повітряних сил ЗСУ Ан-26 впав біля Чугуєва Харківської області за два кілометри від військового аеродрому. На борту літака 1977 року виробництва було 27 осіб – військові льотчики та курсанти університету Повітряних сил імені Кожедуба. Вижив лише один курсант, зараз він перебуває у лікарні.
ДБР повідомило, що попередньо перевіряє чотири версії авіакатастрофи на Харківщині.

Кличко заявив про збільшення чисельності хворих на COVID-19 дітей у Києві
У Києві збільшується кількість дітей, які хворіють на COVID-19, заявив столичний мер Віталій Кличко.
«У столиці збільшується кількість дітей, які хворіють на коронавірус. Загалом за весь період захворіли 1592 дитини. 674 з них (це понад 42 відсотки) захворіли тільки за останні 4 тижні. Хворіють у Києві і немовлята, і підлітки. Найменшому з інфікованих мешканців столиці на момент виявлення хвороби було усього кілька днів. Найбільше ж хворіють діти віком від 5-ти до 14-ти років», – сказав Кличко.
Він також зазначив, що кількість хворих дітей збільшилась, зокрема, із початком нового навчального року.
«Школи та садочки працюють сьогодні за чітко визначеним регламентом. Заклади чи окремі класи та групи, де виявили хворих, закривають на карантин. На сьогодні в столиці закриті на карантин 6 шкіл – через захворювання вчителів. На самоізоляцію та дистанційне навчання перевели загалом 290 класів у 126-ти школах міста, там, де хворіють учні», – повідомив Кличко.
Усього виявили 346 хворих на COVID-19 школярів та 190 педагогів, додав міський голова Києва.
За його даними, у дитячих садках через випадки коронавірусу тимчасово закриті 23 групи. Три дитсадки – на карантині (по одному у Печерському, Святошинському та Деснянському районах).
Станом на 28 вересня, у Києві від початку пандемії зафіксовано 22 143 випадки COVID-19, 369 людей померли, 6505 – одужали.
На сьогодні коронавірус вразив 201 305 українців, 3996 людей померли, одужали – 88 453.

У чергову експедицію на Антарктиду почали відбирати претендентів – МОН
У Міністерстві освіти і науки повідомили, що 28 вересня Національний антарктичний науковий центр оголосив конкурс з відбору команди 26-ї Української антарктичної експедиції.
«Переможці проводитимуть наукові дослідження та забезпечуватимуть життєдіяльність станції «Академік Вернадський» в Антарктиді з весни 2021-го до весни 2022-го року. Документи приймають до 12 жовтня 2020 року. Традиційно до 26-ї УАЕ відбиратимуть 12 учасників. Крім 7 науковців, які працюватимуть у сфері досліджень геологічних та геофізичних наук, фізичних наук та науки про життя, у експедицію також шукають лікаря, кухаря, дизеліста-електрика, системного механіка та системного адміністратора зв’язку», – йдеться в повідомленні на сайті Міносвіти.
Як зазначив директор Національного антарктичного наукового центру Євген Дикий, зважаючи на пандемію COVID-19, під час відбору майбутніх полярників та полярниць особлива увага приділятиметься фізичному та психологічному здоров’ю кандидатів.
Україна – одна з 30 країн світу, яка має постійну станцію в Антарктиці, що функціонує цілий рік. Щороку на станцію «Академік Вернадський» вирушає річна експедиція, в яку входять вчені й технічний персонал. Також під час антарктичного літа проводяться сезонні експедиції.
