Будівлю-«тарілку» на Либідській площі у Києві вирішили внести до реєстру пам’яток архітектури – Ткаченко
Міністерство культури та інформаційної політики вирішило внести будівлю-«тарілку» на Либідській площі у Києві до реєстру пам’яток архітектури та монументального мистецтва, повідомив у фейсбуці міністр культури та інформаційної політики Олександр Ткаченко.
«На Либідській є «Літаюча тарілка» – фантастичний проект архітектора Флоріана Юр’єва. Вже давно вона стала ласим предметом для забудовників, плани яких були націлені очевидно, що не на збереження одного із символів Києва. Нарешті експертною радою МКІП ми вносимо «тарілочку» до переліку реєстру пам’яток архітектури та монументального мистецтва», – повідомив Ткаченко.
За його словами, після реставрації споруда може стати сучасною концертною залою.
«З боку Міністерства культури та інформаційної політики України зробили усе можливе. Передаю естафету Київській міській державній адміністрації та Віталію Кличку: вам потрібно внести «тарілку» в список щойно виявлених пам’яток об’єктів культурної спадщини, щоб ми могли завершити процес внесення її до державного реєстру пам’яток місцевого значення», – заявив міністр.
Будівля «Тарілка, що літає» споруджена 1971 року за проєктом архітекторів Флоріана Юр’єва і Льва Новикова. Представник архітектури другої хвилі радянського модернізму. Біля «тарілки» нині будують торговий центр Ocean Mall. Серед представників громадськості лунають перестороги, що це може загрожувати самій будівлі або спотворити архітектурний ансамбль довкола.

У Києві друга ніч поспіль виявилась найтеплішою за період спостережень – метеорологи
Ніч на 8 жовтня у Києві також, як і попередня, виявилась найтеплішою за період спостережень, повідомляє Центральна геофізична обсерваторія імені Бориса Срезневського.
«Температура не опустилася нижче від +15,1°С. Попереднє рекордне значення +13,6°С 1893 року перевищено на 1,5°С», – йдеться в повідомленні.
В обсерваторії додали, що 7 жовтня у Києві випала рекордна кількість опадів – 39 мм, що на 11 мм більше, ніж у 1905 році.
Раніше метеорологи повідомляли, що від початку року в Києві встановлено 27 температурних рекордів.

НСЖУ: від початку року зафіксовано 56 випадків фізичної агресії до журналістів
Від початку 2020 року Національна спілка журналістів України зареєструвала 56 інцидентів, пов’язаних із фізичною агресією і грубим перешкоджанням професійній діяльності. У вересні зафіксовано сім таких інцидентів, свідчать дані моніторингу «Індекс фізичної безпеки журналістів України», який НСЖУ проводить спільно з партнерськими громадськими організаціями.
Більшість нападів на журналістів у вересні можна пов’язати із політичною активізацією у регіонах, спричиненою кампанією з місцевих виборів, кажуть у НСЖУ.
У Національній спілці журналістів України зазначають, що фізична агресія щодо журналістів проявляється і в Києві, і у райцентрах та є свідченням небезпечності професії.
«Грубі погрози ножем чи зброєю, напади, штовханина, ворожнеча – це все про реалії роботи українських журналістів, – заявив голова НСЖУ Сергій Томіленко. – Наші колеги – жертви нападів – не миряться з агресією, активно звертаються із заявами до поліції. Але безпечнішою професія стане лише тоді, коли нападники отримуватимуть вагоме покарання за перешкоджання журналістській діяльності».
«Індекс фізичної безпеки журналістів» – це щомісячний моніторинг фактів фізичної агресії до журналістів в Україні. «Індекс…» укладають спільно НСЖУ й партнери: ГО «Інформаційна безпека», ГО «Платформа прав людини», Академія української преси та Інститут розвитку регіональної преси.
Напередодні в Інституті масової інформації оприлюднили дані свого щомісячного моніторингу «Барометр свободи слова». Згідно з ним, у вересні експерти ІМІ зафіксували в Україні 15 порушень свободи слова – переважно це було застосування фізичної агресії проти журналістів.
«Цього місяця журналістів били, перешкоджали їхній діяльності, погрожували та чинили юридичний тиск. Так, найбільшу кількість порушень зафіксовано в категорії «перешкоджання законній журналістській діяльності» – дев’ять (ця кількість дещо зросла, як порівняти із серпнем, коли було зафіксовано шість таких випадків)», – повідомили в ІМІ.
Серед перешкоджань експерти ІМІ зафіксували випадки, пов’язані з початком виборчого процесу, закривання камери й хапання руками в суді.
У травні Україна на 6 пунктів покращила свій рейтинг і вперше увійшла в сотню країн за рівнем свободи преси. Такі дані цьогорічного звіту оприлюднила міжнародна правозахисна організація «Репортери без кордонів».

Відомий сатирик-одесит Михайло Жванецький припиняє концертну діяльність
Відомий сатирик-одесит, народний артист України Михайло Жванецький йде зі сцени і припиняє концертну діяльність. Про це 7 жовтня низці російських ЗМІ повідомив його представник Олег Сташкевич.
За його словами, Жванецький буде надалі «просто письменником», і більше не займатиметься телевізійною діяльністю, зокрема як ведучий на російському телебаченні.
86-річний Жванецький ще влітку казав у пресі, що майже не виходить з дому через погане самопочуття.
Торік президент Росії Володимир Путін нагородив Жванецького орденом «За внесок у розвиток культури».
Раніше Міністерство культури України внесло його в «білий список» виконавців, які підтримують територіальну цілісність країни. У березні 2014 року Жванецький, який також є народним артистом Росії, підписав звернення російських діячів культури проти окупації Криму.

У Києві школам рекомендують почати осінні канікули 21 жовтня
Влада Києва рекомендує школам міста розпочати осінні канікули 21 жовтня. Запропонував таке рішення Департамент освіти і науки з урахуванням рекомендацій Міністерства освіти і науки України для запобігання поширенню коронавірусної хвороби і створення безпечних умов для учасників освітнього процесу під час підготовки і проведення місцевих виборів, повідомили у Київській міській держадміністрації.
За інформацією департаменту, до навчання школярі повернуться за тиждень – 28 жовтня.
У КМДА заявили, що наразі ситуація із захворюваністю на COVID-19 в освітніх закладах контрольована, але динаміка – негативна.
Напередодні міський голова Віталій Кличко повідомив, що в місті закриті на карантин три школи – через випадки захворювання серед вчителів: дві школи в Печерському районі й одна – в Оболонському, на дистанційному навчанні – загалом 377 класів у 152 школах.
Усього, за його даними, хворих на COVID-19 школярів у Києві – 410, також хворіють 302 педагоги.
Раніше планувалося, що осінні канікули в школах почнуться 26 жовтня і триватимуть тиждень.

«Ніч літератури» в Празі відбувається з українською книжкою
Серед книжок авторів із 20 країн світу цього року на святі «Ніч літератури» в Празі представлена і українська література.
Учасником форуму став роман «Довгі часи», який розповідає про війну на Донбасі, а також розкриває особистість її автора, письменника родом із Донецька Володимира Рафаєнка, його погляд на світ людей, для яких війна – реальний шлях пізнати країну і своє місце в ній.
Книжка «Довгі часи» (в перекладі чеською – «Dlouhé časy») вийшла у 2019 році у видавництві «Kosmas», автори перекладу – чеські україністи Тереза Хланьова і Катерина Газукіна. Презентація книжки відбулася ввечері 7 жовтня в кав’ярні «Svět Hub».
«Ніч літератури» – одна з найвідоміших щорічних культурних акцій, вона щороку збирає в Празі та в ще близько 60 чеських містах письменників і поетів із багатьох країн світу. Зустрічі шанувальників літератури з письменниками переважно відбуваються в затишних кафе, завжди розпочинаються під вечір і тривають до пізніх годин. Уперше «Ніч літератури» в Празі відбулася в 2006 році.

В Україні з початку пандемії COVID-19 померли 132 медики – Степанов
В Україні з початку пандемії COVID-19 померли 132 медичних працівники, повідомив міністр охорони здоров’я Максим Степанов.
«Повинен сказати, що ми суттєво зменшили кількість медичних працівників, які страждають від коронавірусної хвороби. Якщо на початку квітня у нас кількість хворих медичних працівників становила до 20% від загальної кількості хворих, і це був найвищий показник в Європі, то зараз це не більше ніж 5%», – повідомив Степанов.
Усього COVID-19 уразив майже 17 тисяч медичних працівників.
Степанов додав, що виплатами постраждалим медикам і сім’ям померлих займається Фонд соціального страхування.
Станом на ранок 7 жовтня від початку пандемії коронавірус вразив 239 тисяч 337 українців, 4597 людей померли, одужали більше ніж 105 тисяч людей.

Компенсації сім’ям жертв катастрофи Ан-26 виплачуватимуть після 15 жовтня – Уруський
Уряд розпочне виплачувати компенсації сім’ям жертв авіакатастрофи літака Ан-26 під Чугуєвом після 15 жовтня, повідомив у фейсбуці віцепрем’єр-міністр, голова державної комісії щодо з’ясування причин та обставин катастрофи літака Олег Уруський.
«Міністерство оборони України завершить власне службове розслідування 12 жовтня 2020 року. Після чого матеріали будуть передані у військові комісаріати і, орієнтовно, після 15 жовтня 2020 року очікується початок процесу виплат компенсацій сім’ям загиблих», – написав Уруський.
Раніше у Міноборони заявили, що загальний розмір допомоги складає 1 576 500 грн., і допомога буде розподілена рівними частками на всіх осіб, які мають таке право.
Уруський додав: хоча урядова комісія з розслідування причин катастрофи ще продовжує свою роботу, наразі відомо, що у літака відмовив один з блоків системи управління двигуна, а також були грубі порушення у виконанні та організації польотів.
Ввечері 25 вересня літак Повітряних сил ЗСУ Ан-26 впав біля Чугуєва Харківської області за два кілометри від військового аеродрому. На борту літака 1977 року виробництва було 27 людей – військові льотчики та курсанти університету Повітряних сил імені Кожедуба. Вижив лише один курсант, зараз він перебуває у лікарні.
ДБР повідомило, що попередньо перевіряє чотири версії авіакатастрофи на Харківщині.

В Україні за добу виявили 4753 нових випадки COVID-19 – РНБО
В Україні протягом минулої доби виявили 4753 нових випадки коронавірусного захворювання COVID-19, свідчать дані системи моніторингу РНБО.
Згідно з повідомленням, померли за минулу добу 77 людей, одужали 2569 людей.
Станом на ранок 7 жовтня, від початку пандемії коронавірус вразив понад 239 337 українців, 4597 людей померли, одужали більше ніж 105 тисяч людей.
У світі, за даними Університету Джонса Гопкінса, кількість інфікованих COVID-19 сягнула 35 806 мільйонів, померли понад мільйон людей, одужали майже 25 мільйонів.

Через рясні опади спецтехніка у Києві чергує на «проблемних місцях», підтоплень немає – КМДА
У Київміськадміністрації повідомляють, що техніка комунальних гідрослужб у середу виїхала на місця можливих підтоплень ще до початку зливи.
«Техніка, зокрема, виїхала на проспект Броварський біля станції метро «Чернігівська», на розв’язку поблизу станції метро «Лівобрежна», на вулицю Брожка, до тунелю на вулиці Олени Теліги. Завдяки своєчасній роботі підтоплень на балансовій мережі вдалось уникнути», – йдеться в повідомленні.
За даними «Київавтодору», у разі появи підтоплень, їх оперативно ліквідують, для чого залучені 72 одиниці спецтехніки.
Водіїв закликають бути обачними на дорогах.

Facebook Says It Will Ban Groups for ‘Representing’ QAnon
Facebook said it will ban groups that “represent” QAnon, the baseless conspiracy theory that paints President Donald Trump as a secret warrior against a supposed child-trafficking ring run by celebrities and “deep state” government officials. The company said Tuesday that it will remove Facebook pages, groups and Instagram accounts for “representing QAnon,” even if they don’t promote violence. The social network said it will consider a variety of factors to decide if a group meets its criteria for a ban, including its name, the biography or “about” section of the page, and discussions within the page, group or Instagram account. Mentions of QAnon in a group focused on a different subject won’t necessarily lead to a ban, Facebook said. Less than two months ago, Facebook said it would stop promoting the group and its adherents, although it faltered with spotty enforcement. It said it would only remove QAnon groups if they promote violence. That is no longer the case. The company said it started to enforce the policy Tuesday but cautioned that it “will take time and will continue in the coming days and weeks.” The QAnon phenomenon has sprawled across a patchwork of secret Facebook groups, Twitter accounts and YouTube videos in recent years. QAnon has been linked to real-world violence such as criminal reports of kidnapping and dangerous claims that the coronavirus is a hoax. But the conspiracy theory has also seeped into mainstream politics. Several Republicans running for Congress this year are QAnon-friendly. By the time Facebook and other social media companies began enforcing — however limited — policies against QAnon, critics said it was largely too late. Reddit, which began banning QAnon groups in 2018, was well ahead, and to date it has largely avoided having a notable QAnon presence on its platform. Twitter did not immediately respond to a message for comment on Tuesday. Also on Tuesday, Citigroup Inc. reportedly fired a manager in its technology department after an investigation found that he operated a prominent website dedicated to QAnon. According to Bloomberg, Jason Gelinas had been placed on paid leave after he was identified on Sept. 10 by a fact-checking site as the operator of the website QMap.pub and its associated mobile apps. More Than 4 Million Americans Have Already Voted, Suggesting Record Turnout
Americans are rushing to cast ballots ahead of the Nov. 3 election at an unprecedented pace, early voting numbers show, indicating a possible record turnout for the showdown between President Donald Trump and Democratic challenger Joe Biden.
With four weeks to go before Election Day, more than 4 million Americans already have voted, more than 50 times the 75,000 at this time in 2016, according to the United States Elections Project, which compiles early voting data.
The shift has been driven by an expansion of early and mail-in voting in many states as a safe way to cast a ballot during the coronavirus pandemic and an eagerness to weigh in on the political future of Trump, said Michael McDonald of the University of Florida, who administers the project.
“We’ve never seen this many people voting so far ahead of an election,” McDonald said. “People cast their ballots when they make up their minds, and we know that many people made up their minds long ago and already have a judgment about Trump.”
The early surge has led McDonald to predict a record turnout of about 150 million, representing 65% of eligible voters, the highest rate since 1908.
Biden leads Trump in national opinion polls, although surveys in crucial battleground states indicate a tighter race.
The numbers reported so far come from 31 states, McDonald said, and will grow rapidly as more states begin early in-person voting and report absentee mail-in totals in the next few weeks. All but about a half-dozen states allow some level of early in-person voting.
The percentage of voters who cast their ballot at a voting machine on Election Day already had been in steady decline before this year, according to the U.S. Election Assistance Commission, a federal agency.
The total number of early or mail-in votes more than doubled from nearly 25 million in 2004 to 57 million in 2016, it said, representing an increase from one in five of all ballots cast to two in five of all ballots cast.
Trump has railed against mail-in voting, making unfounded accusations that it leads to fraud. Experts have said such fraud is rare.
Those attacks by the president have shown signs of depressing Republican interest in voting by mail. Democrats have more than doubled the number of returned mail-in ballots by Republicans in seven states that report voter registration data by party, according to the Elections Project.
In the crucial battleground state of Florida, Democrats have requested more than 2.4 million mail-in ballots and returned 282,000, while Republicans have asked for nearly 1.7 million and returned more than 145,000.
A national Reuters/Ipsos poll taken last week found 5% of Democrats nationwide said they had already voted compared to 2% of Republicans. About 58% of Democrats planned to vote early compared to 40% of Republicans.
McDonald said early voting typically starts strong, then drops before surging just ahead of the election. But in some states, rates of participation already have skyrocketed a month out.
In South Dakota, early voting this year already represents nearly 23% of the total turnout in 2016. It is nearly 17% of total 2016 turnout in Virginia and nearly 15% of total 2016 turnout in the battleground state of Wisconsin.
“That’s just nuts,” McDonald said. “Every piece of data suggests very high turnout for this election. I think that’s just a given.”

Національний перелік елементів нематеріальної культурної спадщини України ведеться на виконання статті 12 Конвенції ЮНЕСКО про охорону нематеріальної культурної спадщини, яку Україна ратифікувала у 2008 році. Станом на 1 квітня 2020 року до переліку включені 18 елементів.

Захист журналіста Ткача через суд оскаржує закриття справи щодо Портнова, який погрожував редакції «Схем»
Печерський районний суд Києва призначив на середу, 7 жовтня, розгляд скарги адвокатів журналіста програми «Схеми» Михайла Ткача на закриття Національною поліцією кримінального провадження щодо Андрія Портнова, який раніше публічно погрожував редакції програми журналістських розслідувань «Схеми» й оприлюднив детальні персональні дані водіїв програми. Засідання має розпочатися о 14:30, головуватиме суддя Вячеслав Підпалий.
Адвокатка журналіста Віра Крат подала клопотання до Печерського районного суду, в якому йдеться про намір оскаржити закриття кримінального провадження щодо ексдепутата і чиновника часів президентства Віктора Януковича Андрія Портнова.
Восени 2019 року кримінальне провадження було зареєстроване за двома статтями Кримінального кодексу України – «перешкоджання законній професійній діяльності журналістів» і «погроза або насильство щодо журналіста». Провадження за першою статтею закрили 31 липня 2020 року, за другою – 5 серпня 2020 року. Підстава закриття – «у зв’язку з відсутністю складу злочину».
Адвокатка «Схем» вбачає в закритті справи порушення прав журналістів на захист.
«Ми вважаємо, що дії досудового розслідування неправомірні. Журналіста «Схем» Михайла Ткача не було допитано як потерпілого і до сьогодні, тобто майже через рік після відкриття провадження. А також не було вручено відповідні процесуальні документи про закриття кримінального провадження. Через що він не зміг реалізувати своє право на оскарження своєчасно. Тому ми звернулися з відповідною скаргою до Печерського районного суду», – відзначила адвокатка Віра Крат.
Також адвокатка додала: «Особа, яка вчинила, на нашу думку, неправомірні дії, відома. Вона не відмовляється від цього. Усі можуть оцінити суть цього порушення, хто читає Telegram цієї особи. Ми вважаємо, що наявні всі ознаки кримінального правопорушення, і тільки через притягнення до кримінальної відповідальності можна встановити справедливість і захистити права журналістів».
Адвокатка підкреслила, що журналісти розраховують на судовий контроль за дотримання прав, свобод та інтересів, та зазначила, що у таких діях правоохоронців, як закриття кримінального провадження, є порушення прав потерпілого. «З яких причин слідство дійшло висновку про відсутність тут складу кримінального правопорушення нам невідомо. Ми з таким висновком категорично не погоджуємося. І будем захищатися в установленому законом порядку», – прокоментувала Віра Крат.
1 листопада 2019 року ексдепутат і чиновник часів президентства Віктора Януковича Андрій Портнов виклав у своєму телеграм-каналі персональні дані водія знімальної групи «Схем» через те, що журналіст програми Михайло Ткач готував розслідування щодо впливу та можливих зв’язків колишнього посадовця з українською владою.
Серед опублікованого – захищена законом інформація: повні паспортні дані й домашня адреса водія, номери його авто, а також дані, які свідчать про стеження за його місцем проживання.
Згодом Андрій Портнов пригрозив усій редакції «Схем» публікацією «їхньої особистої та персональної інформації», а також «аналізом приватного життя та ненав’язливим супроводом у темний час доби». Він також не виключив можливого стеження за членами редакції «Схем».
Тоді керівництво Радіо Свобода/Радіо Вільна Європа засудило розголошення персональних даних співробітників програми «Схеми» і закликало правоохоронців притягувати до відповідальності за такі дії.
Національна поліція України 6 листопада зареєструвала кримінальне провадження через тиск Андрія Портнова. Пізніше адвокати подали цивільні позови – з вимогою вилучити персональні дані водіїв програми «Схеми» і стягнути моральну шкоду.
7 листопада 2019 року Андрій Портнов подав заяву до поліції з проханням порушити кримінальне провадження за статтями 182 (порушення недоторканності приватного життя) і 171 (перешкоджання професійній діяльності), називаючи це «симетричними діями».
31 серпня суддя Печерського районного суду Києва Світлана Волкова в рамках письмового провадження (без запрошення сторін) ухвалила рішення, яким відмовила водію «Схем» Борису Мазуру в задоволенні цивільного позову про захист права на приватність та прохання зобов’язати Андрія Портнова вилучити з публічного простору його персональні дані. Окрім відмови в позові, суддя також постановила стягнути з водія «Схем» витрати Портнова на адвокатів у розмірі 52 500 гривень.
Керівництво Радіо Свобода/Радіо Вільна Європа висловило розчарування відмовою суду задовольнити позов. У медіакорпорації нагадали, що неодноразово закликали українську владу притягнути до відповідальності всіх причетних до тиску і погроз журналістам та іншим працівникам програми «Схеми» через їхню професійну діяльність.

His decision to do a drive-around for supporters Sunday evening was condemned by one attending physician at Walter Reed as irresponsible. Dr. James Phillips, who is also chief of disaster medicine at The George Washington University in Washington, tweeted that the special vehicle the president was riding in is sealed against chemical attack. “The risk of COVID-19 transmission inside is as high as it gets outside of medical procedures. The irresponsibility is astounding. Футбольний клуб «Шахтар» отримав результати тестів на COVID-19, які засвідчили відсутність нових випадків захворювання серед представників команди, повідомила пресслужба «гірників».
«Напередодні тренерський штаб, футболісти (за винятком Андрія Пятова й Тараса Степаненка) та персонал команди здали тести на коронавірус. У вівторок «Шахтар» отримав результати: усі – негативні. «Гірники» лишаються на самоізоляції. У четвер, 8 жовтня, має відбутися друге тестування», – йдеться в повідомленні.
Повідомляється також, що гравці Манор Соломон і Давид Хочолава вирушили до збірних Ізраїлю та Грузії, де на них чекають матчі кваліфікації Ліги націй.

4 жовтня футбольний клуб «Шахтар» повідомив, що йде на самоізоляцію після того, як у гравців і співробітників клубу виявили коронавірусне захворювання COVID-19. Йшлося про те, що тести Андрія Пятова і Тараса Степаненка, а також двох співробітників персоналу виявились позитивними.
Станом на ранок 6 жовтня, від початку пандемії коронавірус вразив понад 234 тисячі українців, 4520 людей померли, одужали більше ніж 103 тисячі людей.

Україна на 42-му місці в світі за «силою паспорта» – рейтинг
Український паспорт посідає 42-ге місце за спектром можливостей, які надає своєму власнику, свідчить рейтинг Global Passport Power Rank 2020.
За даними рейтингу, паспорт громадянина України гарантує безвізовий доступ до 70 країн.
Ще в 41 країні українці можуть отримувати візу по прибутті, а для поїздок до 87 держав мусять оформляти візу завчасно.
Першу позицію у рейтингу займає паспорт Нової Зеландії. Без віз його власники можуть відвідати 86 країн, візу по прибутті їм видадуть у 43 країнах. Другу позицію розділяють Німеччина, Австрія та Люксембург (93 та 35 країн відповідно).
