With US Election a Week Away, Trump and Biden Campaign in Contested States
With one week until Election Day, Republican U.S. President Donald Trump and his Democratic challenger, former Vice President Joe Biden, headed Tuesday to political battleground states in a frantic push to shore up critical support to win a four-year term in the White House.Their travel plans reflect the state of the race, with polls showing Biden ahead of Trump by seven to nine percentage points nationally and about half that in contested states that are likely to determine the overall outcome.On Tuesday, Trump is on defense, headed to three midwestern states he won in his upset victory over Democrat Hillary Clinton in 2016 — Michigan, Wisconsin and Nebraska – and likely needs to capture again to win a second term. But polls show him trailing in Michigan and Wisconsin and, while he is ahead statewide in reliably Republican Nebraska, he trails in the race to win a single elector in an Omaha-based congressional district that could play a role in deciding next week’s national winner. Meanwhile, the seemingly confident Biden is on offense, headed to two stops in the southern state of Georgia, which has not backed a Democrat for president since 1992. Pollsters show Biden and Trump locked in a tossup to win the state’s 16 Electoral College votes.Typically, all of a state’s Electoral College votes go to the candidate who receives the most popular votes in that state. Both Trump and Biden are looking to piece together state-by-state victories to get to a majority of 270 in the 538-member Electoral College, where the most populous states hold the most sway.Trump lost the national popular vote four years ago and is likely to again this time, but he retains a chance to win the presidency a second time in the Electoral College if he can claim wins in key battleground states he is visiting in the final days of the contentious campaign.
Four years ago, Trump narrowly won three northern states – Pennsylvania, Michigan and Wisconsin – that traditionally have voted for Democrats. «Бабине літо» у Києві закінчилося у день місцевих виборів – метеорологи
Період теплої та сухої осінньої погоди, пов’язаний зі стійким антициклоном, більш відомий як «бабине літо», тривав у Києві чотири дні і завершився 25 жовтня, припавши якраз на день місцевих виборів.
«У цьому році рівно через тиждень після початку метеорологічної осені до Києва завітало «бабине літо», яке розпочалось минулого четверга, 22 жовтня, і тривало до 25 жовтня», – повідомила на своєму сайті Центральна геофізична обсерваторія імені Бориса Срезневського.
Кліматологи уточнили, що «бабине літо» охоплює період з середньодобовою температурою повітря не нижчою за +11,5°С.
Раніше метеорологи повідомляли, що вперше за 140 років цьогорічне свято Покрови (14 жовтня) завершило метеорологічне літо у Києві. Загалом воно тривало 132 дні.

Judge: US Can’t Replace Trump in Columnist’s Slander Suit
A federal judge on Tuesday denied President Donald Trump’s request that the United States replace him as the defendant in a defamation lawsuit alleging he raped a woman in a Manhattan department store in the 1990s.
The decision by U.S. District Judge Lewis A. Kaplan came after the Justice Department argued that the United States — and by extension the American people — should replace Trump as the defendant in a lawsuit filed by the columnist E. Jean Carroll.
The government’s lawyers contended that the United States could step in as the defendant because Trump was forced to respond to her lawsuit to prove he was physically and mentally fit for the job.
The judge ruled that a law protecting federal employees from being sued individually for things they do within the scope of their employment didn’t apply to a president.
“The President of the United States is not an employee of the Government within the meaning of the relevant statutes,” Kaplan wrote. “Even if he were such an employee, President Trump’s allegedly defamatory statements concerning Ms. Carroll would not have been within the scope of his employment. Accordingly, the motion to substitute the United States in place of President Trump is denied.”
Lawyers for Carroll had written that “only in a world gone mad could it somehow be presidential, not personal, for Trump to slander a woman who he sexually assaulted.”
The Justice Department relied solely on written arguments in the dispute after its lawyer was banned from a Manhattan federal courthouse last week because he had not quarantined for two weeks after traveling to New York from a state on a list of those whose coronavirus test rates were high.
Carroll, a former longtime advice columnist for Elle magazine, said in her lawsuit that in the fall of 1995 or spring of 1996 she and Trump met in a chance encounter when they recognized each other at the Bergdorf Goodman store.
She said they engaged in a lighthearted chat about trying on a see-through lilac gray bodysuit when they made their way to a dressing room, where she said Trump pushed her against a wall and raped her.
Trump said Carroll was “totally lying” to sell a memoir and that he’d never met her, though a 1987 photo showed them and their then-spouses at a social event. He said the photo captured a moment when he was standing in a line.
Carroll, who wants unspecified damages and a retraction of Trump’s statements, also seeks a DNA sample from Trump to see whether it matches as-yet-unidentified male genetic material found on a dress that she says she was wearing during the alleged attack.
The Associated Press does not identify people who say they have been sexually assaulted unless they come forward publicly, as Carroll has done.

US Supreme Court Upholds Wisconsin Mail-In Ballot Deadline
The U.S. Supreme Court ruled Monday that voters in the U.S. state of Wisconsin need to return their ballots to election officials by the time polls close on November 3 in order to be counted. The court sided with Republicans who challenged an earlier decision by a lower court judge to extend the deadline to accept any ballots that were postmarked by November 3 but arrived by November 9. Senate Approves Trump High Court Pick With Partisan Vote
The U.S. Senate confirmed federal appellate Judge Amy Coney Barrett to a seat on the Supreme Court in a 52-48 vote late Monday.Republican Senator Susan Collins of Maine joined the entire Democratic caucus voting against Barrett’s confirmation. Collins said she would not vote for Barrett’s confirmation because of the proximity of the vote to next week’s presidential election. According to the AP, no other Supreme Court justice has been confirmed on a recorded vote with no support from the minority party in at least 150 years.Barrett is the third justice on the nine-member court to be nominated by President Donald Trump and significantly tip its ideological balance toward a 6-3 conservative majority. Supreme Court Justice Clarence Thomas is expected to swear Barrett in at a White House ceremony planned later Monday evening. Обсерваторія SOFIA вперше виявила воду на зверненому до Землі боці Місяця
Стратосферна обсерваторія інфрачервоної астрономії (SOFIA), яка розташована на борту літака Boeing 747SP, вперше підтвердила наявність криги на освітленому Сонцем боці супутника Землі Місяця. Це відкриття вказує на те, що вода може бути розподілена по місячній поверхні, не обмежуючись холодними, затіненими місцями, йдеться в повідомленні Космічного агентства Сполучених Штатів NASA 26 жовтня.
За повідомленням, SOFIA виявила молекули води в кратері Клавій – одному з найбільших кратерів Місяця, видимих із поверхні Землі. Попередні спостереження за поверхнею супутника виявляли певні форми гідрогену, проте не могли розрізнити саме воду і наближений до неї за хімічним складом гідроксил (OH).
«У нас є ознаки того, що H2O – знайома нам вода – може бути присутня на освітленому Сонцем боці Місяця. Тепер ми знаємо, що вона там є. Це відкриття кидає виклик нашому розумінню місячної поверхні та порушує інтригуючі питання щодо ресурсів, релевантних для глибокого дослідження космосу», – сказав директор Відділу астрофізики в Директораті наукових місій NASA Пол Герц, виступаючи в штабквартирі агентства у Вашингтоні.
За даними агентства, пустеля Сахара має в сто разів більше води, ніж SOFIA виявила в місячному ґрунті. Попри це, у NASA вважають, що відкриття ставить нові питання щодо походження води та того, як вона збереглася на позбавленій повітря поверхні супутника. Коли місія «Аполло» повернулася з Місяця вперше в 1969 році, вважалося, що він абсолютно сухий. Наступні космічні місії підтвердили наявність криги в постійно затінених кратерах біля полюсів супутника. Але кілька космічних зондів, у тому числі місії Cassini та Deep Impact, а також космічні дослідження індійської місії Chandrayaan-1, так само як і телескоп NASA, виявили докази наявності вологи і в освітлених регіонах. Але досі, зазначають в агентстві, було неможливо встановити її форму – H2O чи OH.
SOFIA – це спільний проєкт NASA та Німецького повітряно-космічного центру.
22 жовтня NASA анонсувало, що незабаром повідомить про нове відкриття на Місяці.

ОАСК повернув Черновецькому позов щодо надання російській мові статусу державної
Окружний адміністративний суд міста повернув ексмеру Києва Леоніду Черновецькому його позовну заяву щодо статусу російської мови. Про це ОАСК повідомив 26 жовтня.
Як нагадують у суді, Черновецький просив його зобов’язати Кабінет міністрів внести до парламенту законопроєкт про надання російській мові статусу державної. Також він вимагав визнати протиправною бездіяльність уряду, який не вніс такий проєкт раніше.

«Суд встановив, що при складенні позовної заяви позивачем не було дотримано вимог Кодексу адміністративного судочинства України, положень Конституції України щодо статусу державної мови та сфер її застосування. Суд залишив позовну заяву без руху та надав строк для усунення недоліків, зокрема, шляхом викладення позову державною (українською) мовою», – повідомляє пресслужба ОАСК.
Водночас, зазначають у суді, позивач не надсилав йому документів для усунення недоліків позову, в тому числі не клопотав про продовження строку для такого усунення. Відтак ОАСК ухвалив повернути йому заяву про позов.
9 вересня ОАСК повідомив про отримання позову з вимогою зобов’язати Кабінет міністрів України внести до Верховної Ради проєкт закону про надання російській мові статусу державної. Позивачем був вказаний Леонід Черновецький.

У Львові активістки вийшли до польського консульства на акцію солідарності з жінками Польщі
Біля Генерального консульства Польщі у Львові близько півсотні активістів 26 жовтня провели акцію солідарності з жінками сусідньої держави. За їхніми заявми, рішення Конституційного суду Польщі про визнання незаконними абортів є спробою позбавити польок прав і свобод.
Учасниця акції, представниця «Феміністичної майстерні» у Львові Марія Собко сказала в коментарі Радіо Свобода, що акція солідарності стосується всіх жінок.

«Це безпрецедентний випадок у Польщі, бо у цій країні було одне з найсуворіших законодавств проти абортів. Тепер ще сильніше вирішили заборонити проведення абортів. Навіть якщо медичні показники свідчать про ризик важкого ураження плоду або невиліковної хвороби, яка загрожує його життю, аборт буде заборонений у Польщі. 98% з тих абортів у Польщі, які були зроблені законно, забороняються. Це повна, по суті, заборона абортів у Польщі», – каже Собко.
Акцію солідарності з жінками Польщі у Львові ініціювали громадська організація «Феміністична майстерня» у Львові і група «Небайдужі». Під час заходу вони тримали плакати з гаслами на кшталт « Сестринство Підтримка Солідарність», «Моє тіло – мій закон», «Я – людина, а не репродуктивний орган».
Захід тривав близько години.
Конституційний суд Польщі 22 жовтня 2020 року обмежив перелік ситуацій, коли жінки можуть легально зробити аборт. Суд ухвалив рішення, за яким заборонено проводити аборти через ураження плоду чи невиліковної хвороби ембріону. Відтак жінки не матимуть права перервати вагітність навіть попри ризик народити дитину з важкими вадами чи взагалі без шансу на життя.
Законно зробити аборт дозволяється лише у разі згвалтування, інцесту або загрози життю чи здоров’ю матері. А такі випадки у Польщі становлять близько 2% від загальної кількості абортів, які робили в сусідній державі протягом року.
У жовтні 2016 року польський Сейм не ухвалив рішення про повну заборону абортів, бо тоді Польщею прокотилась хвиля масових протестів під назвою «Чорний протест».

Майже 14 тисяч ID-карток видали громадянам напередодні та у день виборів – ДМС
У Державній міграційній службі повідомили про видалу напередодні та у день голосування на місцевих виборах майже 13 679 ID-карток.
«Для того, щоб громадяни України змогли реалізувати своє виборче право, маючи на руках паспорт, працівники напередодні та у день проведення виборів (24 та 25 жовтня 2020 року) забезпечили видачу вже персоналізованих паспортів, які були доставлені до територіальних органів та підрозділів ДМС», – повідомили в управлінні комунікацій Міграційної служби.
За даними відомства, усього із 2016 року Міграційна служба оформила понад 5,1 мільйона паспортів громадянина України у формі ID-картки.
В Україні 25 жовтня відбулися місцеві вибори. Українці обирали депутатів місцевих рад, селищних, сільських і міських голів. Явка склала близько 37%.

Місцеві вибори: соціологи кажуть, що 20% українців не прийшли на голосування через стан здоров’я
П’ята частина українців (20%) не проголосувала 25 жовтня на місцевих виборах через стан здоров’я. Про це свідчать передані УНІАН результати дослідження соціологічної групи «Рейтинг».
Згідно з повідомленням, 20% з тих, хто не голосував на виборах, головною причиною назвали стан здоров’я; 19% не проголосували через те, що не проживають за місцем прописки, 15% – зайняті в день виборів, 14% – не знали, за кого голосувати. Водночас 12% опитаних вказали, що вибори їм нецікаві.
10% респондентів не ходили голосувати через епідемію коронавірусу, вказали соціологи.
25 жовтня група «Рейтинг» провела опитування 9947 респондентів. Помилка репрезентативності – не більше ніж 2,8%. Опитані громадяни віком від 18 років і старші в усіх областях, крім тимчасово окупованих територій Криму та Донбасу.
В Україні 25 жовтня відбулися місцеві вибори. Українці обирали депутатів місцевих рад, селищних, сільських і міських голів. Явка склала майже 37%.

The U.S. Senate is expected to confirm Judge Amy Coney Barrett to a seat on the Supreme Court in a vote late Monday. If confirmed, Barrett would be the third justice on the nine-member court to be nominated by President Donald Trump and significantly tip its ideological balance toward a 6-3 conservative majority. Republicans hold a 53-47 majority in the Senate, and Senator Susan Collins is the only Republican to indicate she would not vote on Barrett’s nomination due to the close proximity to next week’s presidential election. В Україні минулої доби, 24 жовтня, виявили 6088 нових випадків COVID-19. Про це свідчать дані Системи моніторингу поширення епідемії коронавірусу РНБО. За добу померли 102 людей, одужали – 1753.
За час епідемії на території України підтвердили 348 498 випадків коронавірусної хвороби, померла 6391 людина, одужали – 141 508.
Число випадків інфікування COVID-19 у світі перевищило 42,5 мільйона, свідчать дані американського університету Джонса Гопкінса. Померли понад мільйон людей, одужали майже 29 мільйонів.

Цієї ночі Україна переходить на «зимовий час»
У ніч на 25 жовтня, тобто останньої неділі цього місяця, Україна переходить на так званий «зимовий час», тобто повертається зі зсунутого «літнього» на свій звичний поясний час.
О четвертій годині ранку за київським літнім часом стрілки годинників переводяться на одну годину назад.
Зміна часу в Україні відбувається разом із усім Європейським союзом, до якого Україна прагне вступити, і більшістю країн Європи двічі на рік: в останню неділю березня країна переходить на літній час, зсунутий на годину вперед, а кожної останньої неділі жовтня повертається на «зимовий», тобто свій стандартний поясний час.
Як повідомили днями в Кабінеті міністрів України, в разі, якщо в Євросоюзі ухвалять рішення скасувати сезонний перехід часу, то й Україна з метою гармонізації свого законодавства з правом ЄС буде готова розглянути таке саме скасування.
2018 року в ЄС Європейська комісія подала план відмови Євросоюзу від сезонної зміни часу, який також передбачає право країн-членів на свободу вибору, за яким часом вони хочуть жити: «зимовим» чи «літнім». Очікувалося, що останній обов’язковий перехід на «літній» чи «зимовий» час відбудеться в ЄС у 2021 році. Але остаточного рішення про це досі так і не ухвалили. А нинішня коронавірусна пандемія, як вважають, може відкласти це питання на невизначений термін.
Наразі переведення годинників в Україні регламентується постановою Кабінету міністрів від 1996 року.
На порушення цієї постанови, російські чи підконтрольні Росії адміністрації на окупованих територіях України дотримуються «московського часу» російського зразка, без сезонних змін. У період дії в Україні літнього часу він збігається з київським, після повернення України на поясний час він випереджає київський на годину.
На території України літній час уперше з’явився 1916 року – його запровадила Австро-Угорщина, до якої входила західна частина України. 1917 року його запровадив і Тимчасовий уряд Російської республіки, до якої тоді належала інша, більша частина України.
Після низки радянських експериментів із часом літній час стали знову регулярно застосовувати в Україні як на той час частині СРСР із 1981 року.
На початку 1990-х років Україна експериментувала з відмовою від сезонного переходу на літній час, але потім відновила його 1992 року «з урахуванням порядку обчислення часу, що діє в країнах Європи», і «згідно з рекомендаціями Європейської економічної комісії ООН».
2011 року Верховна Рада України намагалася скасувати переведення годинників на «зимовий» час, щоб повторити схожий крок Росії, але ця постанова була під тиском громадськості скасована, і Україна зберегла з цього огляду єдність із ЄС.
Уперше перехід на літній час здійснили в кількох європейських країнах 1916 року. Ідея полягала в кращому використанні світлого часу дня, а відтак і економії – в часи Першої світової війни йшлося про заощадження вугілля, в пізніші часи про електроенергію.
Але такої економії практично немає в місцевостях, розташованих ближче до екватора, і в приполярних регіонах – там сезонний час не має економічного сенсу.
Ті, хто підтримує літній час, стверджують, що довші години денного світла влітку допомагають не тільки економити енергію, а й підвищити продуктивність. Супротивники кажуть, що це має короткостроковий негативний вплив на здоров’я людей.
Тим часом Єврокомісія заявляє, що за сучасної структури виробництва і споживання електроенергії часові зміни дають лише мінімальну економію енергії.
Практика щорічної сезонної зміни часу застосовується зараз приблизно в 60 країнах, у першу чергу в Європі, а також у Північній Америці, на всій їхній території чи частково, при цьому дати переходу бувають різні. Тим часом близько 135 країн або ніколи не користувалися сезонним часом, або відмовилися від такої практики.

Через КПВВ «Станиця Луганська», що закритий через карантин, пропустили людей в ОРДЛО
Громадян України, які були заблоковані на контрольному пункті в’їзду-виїзду «Станиця Луганська» через його закриття на карантин, пропустили на окуповану територію. Про це повідомили Радіо Донбас.Реалії (проєкт Радіо Свобода) самі заблоковані і монітори благодійного фонду «Право на захист».
У БФ «Право на захист» уточнили, що всього пропустили 199 людей із реєстрацією в ОРДЛО.
Люди збиралися на КПВВ від 15 жовтня, коли Україна вдруге за час епідемії закрила блокпост на адмінмежі з окупованою частиною Луганщини. Про це було попереджено 13 жовтня, відтак ті, хто перебував на підконтрольній Києву території і не встиг перетнути адмінмежу до цього терміну, не змогли повернутися додому.
Як повідомляли очевидці, серед заблокованих було багато літніх людей. Ці дні більшість з них знімали ліжкомісця у Станиці Луганській.
«Станиця Луганська» до останнього закриття була єдиним КПВВ, що працював у повноцінному режимі. Інші блокпости були закриті російськими гібридними силами.
Україна також уже закривала пункти пропуску: це було на початку епідемії COVID-19, із квітня до липня. Тоді деякі люди всі три місяці перебували поза домівками на контрольованій Києвом чи окупованій частинах Донбасу.
Зараз уся вільна територія Луганської області стала «червоною» карантинною зоною. Ситуацію із захворюваністю COVID-19 в ОРДЛО українська влада оцінює як повністю неконтрольовану.

Trump Casts Vote in Florida Before Hitting Campaign Trail
U.S. President Donald Trump cast his ballot for the November 3 presidential election in his adopted home state of Florida Saturday, while his Democratic challenger Joe Biden spends the day focusing on the key swing state of Pennsylvania.
Trump, who switched his official residence from New York to Florida last year, voted early in the day in West Palm Beach after spending the night at his nearby Mar-a-Lago resort.
“It was a very secure vote. Everything was perfect,” Trump told reporters as he left the Palm Beach county library, which serves as a polling location. “It’s an honor to be voting.”
Asked who he voted for, the president said, “I voted for a guy named Trump.”
The president is on his way to Lumberton, North Carolina, for a campaign rally. Український режисер і актор кримськотатарського походження Ахтем Сеітаблаєв озвучить аудіоверсію книги журналіста Вахтанга Кіпіані «Справа Василя Стуса». Про це повідомила директорка і засновниця видавництва Vivat Юлія Орлова.
«Ми та наші партнери АБУК (мобільний застосунок для смартфонів і планшетів, де можна купувати і слухати аудіокниги українською мовою – ред.) почали роботу над записом аудіоадаптації книги «Справа Василя Стуса» Вахтанга Кіпіані. Ви ж пам’ятаєте, що книга на 80% складається з архівних документів. Деякі з них важко сприймати на слух, тому ми адаптуємо аудіоверсію для полегшення сприйняття на слух і дещо скоротимо її. Але будьте певні — найважливіше точно буде озвучено», – підкреслила Орлова на своїй сторінці в фейсбуці.
Дарницький райсуд Києва 19 жовтня ухвалив рішення, яким частково задовольнив позов народного депутата від «Опозиційної платформи – За життя» Віктора Медведчука проти журналіста й історика Вахтанга Кіпіані і видавництва Vivat про заборону видання і поширення книжки «Справа Василя Стуса» авторства Кіпіані як «недостовірну» і таку, що порушує особисті немайнові права Медведчука «на повагу до честі й гідності, недоторканності й ділової репутації», поки з неї не приберуть кілька згадок про політика.
Це рішення ще не набуло чинності: видавництво збирається оскаржити його, як тільки отримає повний текст судової ухвали. Також про плани оскарження заявляли й адвокати Кіпіані. Рішення можна оскаржити протягом 30 днів із 19 жовтня.
Після повідомлень у ЗМІ про рішення весь іще не розпроданий наклад книжки розкупили онлайн за лічені години. Тому до першого, повністю розкупленого накладу в 19 900 примірників видавництво терміново додруковує ще 15 тисяч.
В Офісі президента України після рішення суду заявили, що його «взяли до відома», і наголосили: «Цензура в Україні прямо і недвозначно заборонена Конституцією. У будь-яких проявах».
У вересні 2019 року Віктор Медведчук заявив, що просить суд заборонити книжку Кіпіані «Справа Василя Стуса», бо та містить «висловлювання, які не відповідають дійсності». Сам журналіст назвав позов тиском на свободу слова.
Віктор Медведчук був державним захисником українського поета і дисидента Василя Стуса на процесі 1980 року. Його часто звинувачують у порушенні адвокатської етики під час цього процесу. Сам він своєї провини не визнає.
Книжка Вахтанга Кіпіані «Справа Василя Стуса» вийшла друком у травні 2019 року.

Кінотеатрам дозволено працювати у «червоній» зоні карантину. Про це 24 жовтня повідомило Міністерство культури та інформаційної політики України
«Як і в багатьох країнах Європи – тепер і в Україні кінотеатрам дозволено працювати у «червоній» зоні карантину. Відвідувачі тут можуть відчувати себе безпечно – маски, кондиціювання, розсадка через крісло – 50% залу», – йдеться у повідомленні.
Повідомляється, що відповідне рішення ухвалила Державна комісія з техногенно-екологічної безпеки та надзвичайних ситуацій за ініціативи МКІП та представників мереж кінотеатрів.
Наразі МКІП, мовиться далі, вивчає та аналізує ситуацію щодо подальшої роботи закладів культури в «червоних» зонах – в першу чергу театрів та музеїв.
«Таке рішення не тільки дозволить глядачам отримати «свіжий ковток повітря» від нових фільмів чи вистав, але й дозволить вижити культурним інституціям в період карантину», – пояснюють у міністерстві.
Відповідно до рішення державної комісії з 23 жовтня 2020 року до «червоної» зони потрапили Чернігів, Чернівці, Хмельницький, Харків, Тернопіль, Суми, Рівне, Полтава, Миколаїв, Івано-Франківськ та інші міста та райони України.
За час епідемії на території України підтвердили 337 410 випадків коронавірусної хвороби. Померли 6 289 людей, одужали – 139 755.
