Trump Rewards Allies Nunes, Jordan with Medal of Freedom
President Donald Trump is set to present one of the nation’s highest civilian honors to two of his most outspoken congressional allies, California Rep. Devin Nunes and Ohio Rep. Jim Jordan, as he looks to reward loyalists with just over two weeks left in his term.
A White House official confirmed that Trump would present Nunes with the Presidential Medal of Freedom on Monday. The former chairman of the House Intelligence Committee has been an ardent backer of Trump’s during probes into Russian interference in the 2016 election and the president’s 2019 impeachment by the Democratic-led House.
The award, established by President John F. Kennedy, is meant to recognize those who have made an “especially meritorious contribution” to national security, world peace or “cultural or other significant public or private endeavors.”

Прикордонники виявили кілька предметів старовини у чоловіка, який перетинав контрольний пункт в’їзду та виїзду «Станиця Луганська», повідомляє Державна прикордонна служба 4 січня.
Серед виявленого ДПСУ називає ікону святої Феодори 1800 року, книгу «Лукрецій про природу речей» 1913 року, «Географічний атлас» 1890-го, «Псалтир» 1898 року, ікону Ісуса Христа, рік невідомий. За твердженням служби, речі перевозили 3 січня без відповідних дозволів.

«До КПВВ контрольного пункту в’їзду-виїзду «Станиця Луганська» прибув 57-річний українець. Він прямував до окупованої Брянки. Під час заходів контролю прикордонники спільно з представниками ДФС виявили у сумці громадянина предмети старовини, датовані початком 19 та 20-го століття. Жодних дозвільних документів від Координаційного центру на переміщення такого роду цінностей в чоловіка не було», – йдеться в повідомленні.
Предмети старовини, які, ймовірно, становлять історичну чи іншу культурну цінність, вилучили, на чоловіка, який їх перевозив, склали адміністративний протокол.
Наприкінці грудня ДПСУ запобігла спробі вивезти 150 тисяч доларів, а також прикраси, колекційні монети і картини з окупованої частини території Донбасу через контрольно-пропускні пункти.

Держкомтелерадіо за час дії обмежень дозволило ввезти 31 тисячу книг із Росії
За 2017-2019 роки, а також за четвертий квартал 2020-го Державний комітет телебачення і радіомовлення дозволив ввезти в Україну 31 тисячу книг із Росії, повідомляє відомство 4 січня.
Серед ввезених книжок переважають дитячі книжки, класика, світові бестселери. Комітет нагадав, що під заборону на ввезення підпадають книжки антиукраїнського змісту, а також такі, що містять пропаганду на користь Росії.
«Більшість книг, на ввезення яких надано дозволи, є російськими перекладами закордонних авторів.Частину дозволів видано на ввезення в Україну україномовних книг українських видавництв, надрукованих в Російській Федерації», – повідомляє Держкомтелерадіо.

За повідомленням, комітет ініціював запровадження Радою національної безпеки і оборони санкцій до дев’яти російських видавництв, і це вдвічі зменшило обсяги надходження російських книжок на український ринок.
«З урахуванням зупинених на виконання рішення РНБО майже 12 тисяч раніше виданих дозволів та дозволів, термін дії яких завершився, загальна кількість чинних дозволів на сьогодні складає 18 104. Середньомісячна кількість виданих у ІV кварталі 2020 року дозволів залишається на рівні попередніх періодів – близько 1 тисячі. Скажімо, у серпні 2017 року було видано майже 1900 дозволів», – зазначають у відомстві.
Держкометелерадіо підкреслює, що не всі видані дозволи означають фізично ввезені в Україну книжки, тому що значна їх частина лишається нереалізованими.

«Дозволи, які передбачають ввезення на митну територію України видавничої продукції 59 російських, 5 українських, 1 молдовського та 1 білоруського видавництв, отримували 20 суб’єктів господарювання. Прикметно, що з 1 жовтня 2020 року свою діяльність відновили лише шість імпортерів», – повідомляє комітет.
У перші три квартали 2020 року дозвільна система, судячи з заяви, не функціонувала. У Держкомтелерадіо зазначають, що повністю заборонити ввезення в Україну російських книг може лише відповідний закон.
20 травня 2017 року набула чинності постанова про «Деякі питання видачі (відмови у видачі, анулювання) дозволу на ввезення видавничої продукції, що має походження або виготовлена та/або ввозиться з території держави-агресора, тимчасово окупованої території України». Із того часу Держкомтелерадіо надав 3 018 відмов у видачі дозволів.

В Україні минулої доби виявили 4 158 хворих на COVID-19 – МОЗ
Минулої доби в Україні виявили 4 158 хворих на коронавірусну інфекцію COVID-19, повідомив очільник Міністерства охорони здоров’я Максим Степанов.
За його словами, минулої доби 73 людини померли, 4 693 – одужали.
«Здійснено тестувань за добу – 13 128 (зокрема методом ПЛР – 11 021, методом ІФА – 2 107)», – повідомив Степанов.
За останню добу найбільшу кількість підтверджених випадків зареєстрували у Запорізькій (528), Києві (504), Львівській (352), Миколаївській (314) та Київській (301) областях.
Загалом за час пандемії в Україні захворіли 1 078 251 людей, з них 733 558 одужали, людини 18 927 померли.

За 2020 рік в Україні зробили понад 118 трансплантацій, на 2021 планують 250 – Степанов
Міністр охорони здоров’я Максим Степанов розповів про плани свого відомства щодо розвитку системи трансплантації на 2021 рік. На брифінгу 4 січня він повідомив, що з 1 січня в Україні запрацювала Єдина державна інформаційна система з питань трансплантацій органів і тканин.
За словами Степанова, наразі МОЗ має наповнити цю систему, тому що без неї розвиток системи пересадок органів і тканин неможливий.
«Я не кажу навіть про всі ці норматичні документи, які були ухвалені минулого року. Це і постанови уряду, і накази МОЗ, і створення Українського центру трансплант-координації, без якого теж неможливий розвиток трансплантації. Як наслідок, ми в 2020 році зробили понад 118 трансплантацій на відміну від 2019-го, коли було зроблено 78 трансплантацій органів. Ми поставили собі за мету в наступному році суттєво збільшити кількість трансплантацій. Щонайменше ми зробимо 250 трансплантацій органів і тканин, тобто мінімум удвічі збільшимо кількість трансплантацій», – заявив міністр.

Він додав, що серед планів МОЗ на цей рік – здійснення в Україні пересадок нирок, печінки, перша трансплантація легені.
«І одне з таких нагальних питань, якого потребує Україна – ми хочемо зробити трансплантацію верхніх та нижніх кінцівок. Це є особливо актуальним для українських військовослужбовців, які втратили кінцівки у зв’язку з російською агресією на сході країни, захищаючи нашу країну. Ми зараз на рівні фахівців достатньо ретельно працюємо з цими питаннями», – сказав Степанов.
Також, за твердженням очільника МОЗ, міністерство має серед завдань запровадження пакету медичних послуг із посттрансплантаційного супроводу.

Крім того, планується розробити механізм залучення до транспортування органів і реципієнтів усіх видів транспорту: цивільної авіації та літаків Державної служби з надзвичайних ситуацій, Національної поліції та Державної прикордонної служби.
Положення про Єдину державну інформаційну систему трансплантації органів та тканин Кабінет міністрів затвердив 23 грудня 2020 року. Закупівлі для створення цієї системи МОЗ анонсував у жовтні 2018 року.

AP Fact Check: Trump’s Claims of Fake Georgia Votes are Unfounded
President Donald Trump put forth an array of fuzzy accounting and false claims in a phone call to Georgia’s secretary of state seeking a reversal of his election defeat. In the hourlong conversation Saturday with Secretary of State Brad Raffensperger, Trump suggested that the Republican find enough votes to hand Trump the victory. The Associated Press obtained the full audio of Trump’s conversation with Georgia officials from a person on the call. The AP is not publishing the full audio in keeping with its policy of not amplifying disinformation and unproven allegations. A look at Trump’s claims on the call and how they compare with the facts: TRUMP: “If we can go over some of the numbers, I think it’s pretty clear we won, we won very substantially in Georgia.” THE FACTS: Trump lost Georgia in an election the state has certified for Democrat Joe Biden. Republican election officials have affirmed the election was conducted and counted fairly. With ballots counted three times, including once by hand, Georgia’s certified totals show Trump lost to Biden by 11,779 votes out of nearly 5 million cast. Raffensperger certified the totals with officials saying they’ve found no evidence that Trump won. No credible claims of fraud or systemic errors have been sustained. Judges have turned away legal challenges to the results, although at least one is still pending in state court. TRUMP: “People should be happy to have an accurate count. … We have other states I believe will be flipping to us shortly.” THE FACTS: No reversal of the election outcome is in the offing in any states. Biden defeated Trump by about 7 million popular votes nationwide and by a tally of 306-232 in the Electoral College, including winning key states such as Michigan, Wisconsin, Pennsylvania and Arizona. Trump’s former attorney general, William Barr, found no evidence of widespread election fraud. Trump’s allegations of massive voting fraud have been dismissed by a succession of judges and refuted by state election officials and an arm of his own administration’s Homeland Security Department. A group of Senate Republicans, led by Sens. Josh Hawley and Ted Cruz, say they plan to object to the election results when Congress meets Wednesday to tally Biden’s Electoral College victory over Trump. The objections will force votes in both the House and Senate, but none are expected to prevail. TRUMP: “We have anywhere from 250 (thousand) to 300,000 ballots were dropped mysteriously into the rolls, much of that had to do with Fulton County, which hasn’t been checked.” THE FACTS: Trump appears to be referring to large numbers of votes that were tabulated in the early hours of Wednesday morning after Election Day and later. The arrival of those votes was expected because many of Georgia’s 159 counties had large stacks of mail-in ballots that had to be tabulated after polls closed and in-person ballots were counted. News organizations and officials had warned in the days leading up to the election that the results would likely come in just as they did: In-person votes, which tend to be counted more quickly, would likely favor the president. And mail-in-ballots, which take longer to count since they must be removed from envelopes and verified before they are counted, would favor Biden. States tend to count mail-in ballots at the end of the process. TRUMP: “We think … if (there is) a real check of signatures going back in Fulton County, you’ll find at least a couple of hundred thousand of forged signatures.” THE FACTS: It would be impossible for anyone to have forged hundreds of thousands of signatures on mail-in ballots in Fulton County because there were only about 147,000 mail-in ballots in Georgia’s most populous county, with about 116,000 of them going to Biden. TRUMP, saying thousands of voters moved out of Georgia, registered in another state, and then improperly cast ballots in Georgia: “They came back in, and they voted. That was a large number.” THE FACTS: Not so. Trump supporters are working from a list of questionable accuracy, according to Ryan Germany, the general counsel for Raffensperger’s office. He told Trump during the call that those claims have been investigated and that in many cases, voters “moved back years ago. It’s not like it happened just before the election. There’s something about that data that it’s just not accurate.” TRUMP: “It doesn’t pass the smell test, because we hear they’re shredding thousands and thousands of ballots and now what they’re saying (is) ‘Oh, we’re just cleaning up the office.'” THE FACTS: The shredding in question was taking place in suburban Cobb County, not in Fulton County as Trump said. Cobb County elections officials said November 24 that none of the items shredded by a contractor were “relevant to the election or the re-tally” and instead were things like old mailing labels, other papers with voter information, old emails and duplicates of absentee ballot applications. TRUMP, about a legal settlement that Georgia signed with the state Democratic Party over how signatures on absentee ballot applications and absentee ballots are verified: “You can’t check signatures, you can’t do that. … You’re allowed to do harvesting, I guess, in that agreement. That agreement is a disaster for this country.” THE FACTS: There is nothing in the March 6 consent decree that prevents Georgia’s election clerks from scrutinizing signatures. The legal settlement addresses accusations about a lack of statewide standards for judging signatures on absentee ballot envelopes. Raffensperger has said that not only is it entirely possible to match signatures, but that the state requires it. Ballot harvesting, the practice of collecting numbers of absentee ballots and delivering them back to elections officials, remains illegal in Georgia. TRUMP, referring to investigations into his baseless claims of voter fraud: “You have your never-Trumper U.S. attorney there.” THE FACTS: The U.S. attorney in Atlanta is a Trump appointee. Byung J. “BJay” Pak is a longtime Republican who also served in the Georgia House of Representatives from 2011 until 2017. He was nominated by Trump to become the U.S. attorney for the Northern District of Georgia in 2017. In announcing his nomination, the White House said that Pak and five other nominees for U.S. attorney’s posts “share the president’s vision for ‘Making America Safe Again.'” Pak had previously also worked as an assistant U.S. attorney. TRUMP, citing 18,000 “suspicious” votes: “The tape that’s been shown all over the world … they said very clearly there was a major water main break. Everybody fled the area and then they came back … there were no Republican poll watchers … and there was no law enforcement. … It was stuffed with votes. They weren’t in an official voter box; they were in what looked to be in suitcases or trunks. … The minimum number it could be … was 18,000 ballots, all for Biden.” THE FACTS: State and Fulton County election officials say that the surveillance video Trump refers shows no improper behavior, but normal ballot processing using not suitcases, but ballot containers on wheels. Officials said that the entire video showed the same workers had earlier packed the ballot containers with valid, uncounted ballots. Republicans have said that their observers were told to leave Fulton County’s vote counting center, but elections officials said they left after confusion that arose because election workers thought they were done for the night. An independent monitor and an investigator oversaw the vote count, according to state and county officials. Trump also refers to a phony confession attributed by a woman allegedly involved in the incident that was posted on social media. TRUMP: “In other states we think we found tremendous corruption with Dominion machines, but we’ll have to see.” THE FACTS: No such corruption has been found. There’s “no evidence that any voting system deleted or lost votes, changed votes or was in any way compromised,” said the federal agency that oversees election security, in a statement joined by state and electoral-industry officials.

Representative Nancy Pelosi was elected speaker of the U.S. House of Representatives Sunday for her fourth term, with a narrower Democratic majority in the chamber and challenges ahead.The Democrat from California surpassed the necessary majority of votes Sunday afternoon, with two Democrats voting for other candidates and three more voting present.
Democrats hold a narrow majority in the U.S. House of Representatives in the new 117th Congress, with 222 Democrats and 211 Republicans. A few members were unable to vote because they had tested positive for the coronavirus or had other health problems.For the first time since May, lawmakers had to be present for the vote instead of using a proxy system set up amid the pandemic. The vote lasted several hours as lawmakers were brought into the hall in small groups to avoid large crowd numbers.The new Congress faces several challenges, among them defeating the pandemic that so far has cost more than 350,000 U.S. lives, and reviving the U.S. economy.The 80-year-old Pelosi has indicated that after this two-year period she will not seek another term as speaker of the House, in accordance with a deal made with Democrats in 2018 who wanted her to step aside as speaker then.Pelosi did not face a challenger this term.

Dozens of House, Senate Republicans Join Likely Futile Effort to Reject Biden Victory
More than 100 Republican lawmakers in the U.S. House of Representatives and a dozen senators say they will join an almost assuredly futile effort Wednesday to try to block certification of the Electoral College vote showing that Democrat Joe Biden defeated President Donald Trump in the November election. The certification of the 306-232 Electoral College vote favoring Biden, a fixture on the Washington political scene for nearly a half century, is the last step before he is set to be inaugurated as the country’s 46th president on January 20.Both chambers of Congress would need to uphold the challenges to Biden’s victory for the election outcome to be upended. Незаконне збройне угруповання «ДНР» звинуватило Збройні сили України в обстрілах окупованої ним території 2 січня. Аналогічне угруповання «ЛНР» таких заяв наразі не робило.

Збройний конфлікт на Донбасі триває від 2014 року після російської окупації Криму. Україна і Захід звинувачують Росію у збройній підтримці бойовиків. Кремль відкидає ці звинувачення і заявляє, що на Донбасі можуть перебувати хіба що російські «добровольці».
За даними ООН, від квітня 2014-го до 31 липня 2020 року внаслідок збройного конфлікту на Донбасі загинули від 13 100 до 13 300 людей.

After Pardon, Blackwater Guard Defiant: ‘I Acted Correctly’
Evan Liberty was reading in the top bunk of his cell one evening late last month when a prison supervisor delivered news he had hoped for.“He says, ‘Are you ready for this?’” Liberty recalled. “I said, ‘Uh, I’m not sure. What is going on?’ He said, ‘Presidential pardon. Pack your stuff.’”Liberty is one of four former Blackwater contractors pardoned by U.S. President Donald Trump in one of Trump’s final acts in office, freeing them from prison after a 2007 shooting rampage in Baghdad that killed more than a dozen Iraqi civilians. Even for a president who has repeatedly exercised his pardon power on personal associates and political supporters, Trump’s clemency for the contractors was met with especially intense condemnation, both in the United States and the Middle East.Historically, presidential pardons have been reserved for nonviolent crimes, not manslaughter or murder, and the traditional process led by the Justice Department values acceptance of responsibility and remorse from those convicted of crimes. The Blackwater contractors meet none of that criteria. They were convicted in the killings of unarmed Iraqi women and children and have long been defiant in their assertions of innocence.In an interview with The Associated Press, his first since being released from prison, Liberty, 38, again expressed little remorse for actions he says were defensible given the context.“I feel like I acted correctly,” he said of his conduct in 2007. “I regret any innocent loss of life, but I’m just confident in how I acted, and I can basically feel peace with that.”‘Overall wild thing’The Blackwater rampage marked one of the darkest chapters of the Iraq war, staining the U.S. government reputation and prompting an international outcry about the role of contractors in military zones. The guards have long maintained they were targeted by insurgent gunfire at the traffic circle where the shooting occurred. Prosecutors argued there was no evidence to support that claim, noting that many victims were shot while in their cars or while taking shelter or trying to flee.After a months-long trial in 2014, a jury convicted the men in the deaths of 14 civilians and of injuring even more. A judge called the shootings an “overall wild thing” that cannot be condoned.Liberty said he understands many may view him undeserving of clemency but attributes it to what he insists is a misguided narrative of the shooting. In the interview, he maintained that he did not shoot in the direction of any of the victims. “I didn’t shoot at anybody that wasn’t shooting at me,” he said.He said he and the others would “never take an innocent life. We responded to a threat accordingly.”Liberty, whose 30-year sentence was cut by roughly half last year, isn’t certain how he came to be pardoned and said he has not spoken with Trump. But the group does have supporters, some with ties to the White House. The Blackwater firm, whose name has since changed, was founded by former Navy SEAL Erik Prince, a Trump ally whose sister, Betsy DeVos, is education secretary. Their cause also was championed by Fox News personality Pete Hegseth, an Army veteran.Trump’s approach to pardons has been heavily influenced by personal appeals from allies. Throughout his presidency, including in his most recent round of pardons, he’s wiped away punishments for political backers, including former campaign chairman Paul Manafort and a pair of Republican congressmen who were early supporters of his 2016 campaign. Trump has also shown a willingness to intervene on behalf of service members accused of war crimes.In announcing the Blackwater pardons, the White House cited the men’s military service, the support they received and the tangled history of a case that zigzagged for years in Washington’s federal court, turning on radically different interpretations of the shooting.‘They haven’t apologized’Criticism was swift. A Washington Post editorial called the pardons a “unique threat to national security” and suggested the guards had committed “astonishing acts of inhumanity.” Iraqi citizens who spoke to reporters described old wounds being reopened. Soon after the announcement, a photograph of a smiling 9-year-old victim circulated widely online. The boy’s father told the BBC that Trump “broke my life again.”“They haven’t denied doing what they did,” said Paul Dickinson, who represented victims in a lawsuit over the shootings. “They haven’t apologized for what they did. They haven’t admitted any wrongdoing in what they did.”Blackwater guards, who as State Department contractors were responsible for providing diplomatic security, were already seen as operating with impunity in Iraq. The rampage further escalated international scrutiny of them, prompted multiple investigations and strained U.S.-Iraqi relations.On Sept. 16, 2007, the guards were summoned to create an evacuation route for a diplomat after a car bomb explosion.By prosecutors’ account, the shooting began after the guards’ four-vehicle convoy took up positions at Baghdad’s crowded Nisour Square, where the contractors launched an unprovoked attack using sniper fire, machine guns and grenade launchers. Liberty says he fired only in the direction of an Iraqi police post; the guards had been concerned by infiltration by insurgents of police ranks. But prosecutors say he and the others fired indiscriminately.Defense lawyers say the shooting began only after a white Kia broke from the traffic and moved toward the convoy in ways the guards perceived as threatening and a potential car bomb. In a narrative disputed by prosecutors, the guards say they fired in response to insurgent gunfire. One contractor who received immunity described hearing the incoming “pop” of what sounded like AK-47 rounds shortly before another guard fired.The case was bitterly contested for more than a decade, with the Justice Department reviving the prosecution after an original indictment was dismissed because of government missteps and flying in dozens of Iraqi witnesses to testify. Liberty and two others, Paul Slough and Dustin Heard, were convicted of manslaughter. Another, Nicholas Slatten, was convicted of first-degree murder.A fifth guard, Jeremy Ridgeway, pleaded guilty and testified against the others. He admitted firing multiple rounds into the Kia — which actually contained a medical student and his mother — but denied having seen Iraqis pointing guns or that he felt threatened. Defense lawyers sought to undercut his credibility by noting that he’d previously told a different story.The lawyers challenged the verdict, citing in part newly discovered evidence — an Iraqi witness statement — they said contradicted what the jury was told.Slatten’s murder conviction was thrown out, but he was retried and convicted. The 30-year sentences for the others were shortened after a federal appeals court said the punishments were excessive even though what happened “defies civilized description.”After six years behind bars, Liberty had tried to not get his hopes up about a pardon.“Dumbfounded” when the news came, he grabbed a photograph of his grandfather, a list of Spanish vocabulary he’d been studying and a motivational book on discipline, leaving the rest behind.The New Hampshire native and Marine veteran said he is uncertain of future plans, though he’s passionate about physical fitness and interested in assisting veterans’ organizations. He says he’s grateful to his supporters and to Trump for what he calls a “second chance at life.”“I feel like it’s my duty to go out and do something positive and live a good life because they gave me a second chance, so that’s basically my goal.”

Квота на працевлаштування людей з інвалідністю не працює – міністр соцполітики
Міністерка соціальної політики України Марина Лазебна в ексклюзивному інтерв’ю для Радіо Свобода заявила, що квота на працевлаштування людей з інвалідністю в Україні не працює.
Як сказала вона в «Суботньому інтерв’ю», така квота є, за її словами, «репресивним» заходом.
За її словами, головне з цього огляду – робота з роботодавцями: «Вони повинні бути зацікавлені брати цих людей на роботу».
«Ви ж знаєте, що були маніпуляції, коли просто беруть трудові книжки людей і кажуть: ми виконали квоту, – сказала вона. – Мені здається, що це (має бути – ред.) така ментальна свідомість роботодавців, щоб було престижно допомогти, створити робоче місце для молодої людини з інвалідністю, допомогти їй соціалізуватися. Знаєте, це ж тест на нашу цивілізованість. Коли ми пліч-о-пліч з такими людьми і їх ізолюємо…»
Як сказала Лазебна, в Україні напрацювали великий план дій на виконання Конвенції ООН із прав людини з інвалідністю: «І там буде великий блок присвячено працевлаштуванню людей з інвалідністю. Модернізуємо фонд соціального захисту інвалідів. Ми хочемо, щоб ті штрафи, які платять роботодавці за непрацевлаштування людей, ішли виключно на створення робочих місць для людей з інвалідністю. Тобто плани в нас є, але, звичайно, тут теж дуже велика солідарна відповідальність».
Марина Лазебна додала, що з дотеперішнього такого плану дій на виконання цієї конвенції, який завершився 2020 року, «якщо чесно, 50% не зроблено і 50% зроблено».
«І ми проаналізували, чому не зроблено. Чи це просто бюрократична складова, просто не зробили порядки, накази, постанови, закони, чи це дійсно є нерозуміння людей, що це сьогодні треба робити інклюзію, соціальну включеність цих людей в суспільство, в усі абсолютно процеси. Міністр соцполітики розповіла про роботу недержавних пенсійних фондів
Міністерка соціальної політики України Марина Лазебна в ексклюзивному інтерв’ю для Радіо Свобода розповіла про роботу недержавних пенсійних фондів.
Як сказала вона в «Суботньому інтерв’ю», в Україні з 2004 року по сьогодні є 60 недержавних пенсійних фондів, і учасниками їх є близько мільйона людей.
«І вже йдуть виплати, і виплати чималенькі. Все це залежить від якості, від ефективності фонду, як фонд працює, куди він вкладає кошти, яка дохідність, як він звітує перед своїми людьми», – розповіла вона.
За словами міністерки, потрібно більше показувати реальні результати роботи недержавних пенсійних фондів.
«Звичайно, ці недержавні пенсійні фонди очікують на якісного регулятора. Вони хочуть, щоб із ними Національна комісія з цінних паперів і фондового ринку працювала. Вони навіть готові на посилення вимог. Тому що, коли я з ними зустрічалася, я в них запитала: а ви готові бути суб’єктом другого рівня, забирати кошти людей вже з обов’язкового рівня і ними оперувати? Вони кажуть: так. Я кажу: ви розумієте, що ми для вас посилимо вимоги? Тому що це обов’язково держава гарантує захист цих активів. А вони кажуть: так. Тобто вони хочуть, щоб був введений другий рівень, щоб вони були суб’єктами цієї системи», – сказала Лазебна.
Вона нагадала, що накопичувальна пенсійна система була визначена в Україні ще в 2004 році: «Взагалі визначено, що в Україні має діяти трирівнева система. Солідарний рівень, який ми знаємо, є. Так, він залежний від демографії, від економіки. Чим більше вкладають, тим більше є ресурсів для підвищення пенсій. І чим більша зарплата попереднього року, тим більша індексація, тому що більше надійшло коштів. Все справедливо і логічно, але за умови, що працює економіка, є більше людей, яким платять офіційні, «білі» зарплати, тоді солідарна система працює правильно. Є другий рівень – накопичувальний обов’язковий. І є третій – добровільний».
За її словами, в Україні фактично працює солідарний рівень і добровільний: «Що стосується накопичувального рівня – так, 16 років в Україні жодна влада не змогла впровадити другий рівень. Я вважаю, що це погано, тому що у нас коефіцієнт заміщення пенсією зарплати зменшується. Коли, я пам’ятаю, у 2010 році це було 60% (це, до речі, дуже хороший показник – 60% заміщення пенсією зарплати твоєї», то сьогодні – 29%. Є вже експертні, аналітичні викладки, що це буде зменшуватися».
«Другий рівень потрібен державі, щоб збалансувати солідарну систему для того, щоб коли людина піде на пенсію, вона отримувала дві пенсії із солідарної системи, тобто те, що ти вклав, і те, що ти накопичував. А накопичення залежні від зарплати. І це буде детінізувати людей. Єдиний спосіб (я вже вивчала дуже багато країн), що виводить «тіньову»…» – сказала Марина Лазебна.
«Накопичувальний (рівень – ред.) для чого нам потрібен? Підвищити рівень пенсій для людей у майбутньому через додаткову пенсію. Друге – це детінізація зарплат. Тому що людина буде зацікавлена показати більшу зарплату, сплатити більше внесків. Це солідарність роботодавців, тому що працівник платить, і роботодавець на його рахунок платить. А головне для людини – це власність моя. Я цим рахунком буду розпоряджатися, а як, не дай Боже, щось станеться з людиною, воно перейде у спадок. Треба зробити систему захисту. Це питання для держави № 1», – заявила вона.

Cruz Joins Republican Bloc in Senate to Challenge Biden’s Victory
U.S. Senator Ted Cruz said Saturday that he would be among a dozen Republican senators who will challenge President-elect Joe Biden’s victory when Electoral College results are tallied in Congress next week — a largely symbolic move that has little chance of preventing Biden from taking office.The Republicans join Senator Josh Hawley, who earlier this week became the first sitting member of the Senate to announce he would challenge the election result. Середня місячна температура повітря в січні 2021 року буде вищою за середні багаторічні значення, прогнозують синоптики.
«Середня місячна температура передбачається 0-4° морозу, у південній частині місцями 1-3º тепла, що на 2-2,5° вище від середніх багаторічних значень. Місячна кількість опадів очікується 27-58 мм, в Карпатах місцями до 75 мм, в горах Криму до 122 мм, що в межах середніх багаторічних значень», – повідомили в Укргідрометцентрі.
Раніше у Центральній геофізичній обсерваторії імені Бориса Срезневського повідомили, що в Києві рік завершився температурними рекордами.
Зокрема, за даними спостережень метеостанції обсерваторії, «30 грудня у Києві вперше за 140 років середньодобова температура повітря становила +5,3°С, що на 0,7°С вище від рекордного значення температури для цього дня 1913 року. Кліматична норма перевищена на 7,3°С, що відповідає погоді кінця жовтня».

Від COVID-19 померла відома волонтерка Олександра Тарасова
Від нового коронавірусного захворювання COVID-19 померла відома волонтерка, оперна співачка Олександра Тарасова, повідомили в соцмережах її колеги і друзі.
Вона понад 20 років пропрацювала в оперному театрі, під час подій Євромайдану стала також адміністратором спільнот цього руху в соцмережах.
Після початку війни Росії проти України 2014 року дедалі більше часу й сил віддавала волонтерській діяльності, зокрема, в благодійних фондах «Крила фенікса» і «Повернись живим», що забезпечували військових на фронті необхідними речами, яких тоді вкрай бракувало.
У 2015–2018 роках Олександра Тарасова також очолювала управління у справах ветеранів війни та учасників АТО Міністерства соціальної політики.
«Саша завжди болісно реагувала на байдужість чиновників та намагалась допомогти ветеранам», – написав про неї колишній заступник міністра з питань тимчасово окупованих територій і внутрішньо переміщених осіб Георгій Тука.
Олександра Тарасова перебувала в лікарні в тяжкому стані з кінця грудня.

11 тисяч батьків скористалися програмою компенсації «Пакунок малюка» – Лазебна
Грошову компенсацію у рамках програми «Пакунок малюка» при народженні дитини за листопад-грудень отримали 11 тисяч батьків, повідомила в інтерв’ю Радіо Свобода міністр соціальної політики Марина Лазебна.
«Коли ми впроваджували у вересні 2020 року монетизацію, був великий скепсис. По-перше, нам сказали, що ви її ніколи не виконаєте. Бо ми ж сказали, що можна цю картку забезпечити товарами тільки в тих закладах, які не продадуть тютюн, алкогольні напої і так далі. У нас велика мережа закладів, яка приєдналася до цього пілотного проєкту. Ми її не призупиняли. Так, був ухвалений закон, що хтось має бажання отримати «бебі-бокс» у натуральній формі, а хтось користується компенсацією. І дивилася останні дані за листопад-грудень. Там, по-моєму, було, наприклад, 13 тисяч новонароджених дітей, і батьки 11 тисяч скористалися саме програмою компенсації», – повідомила вона.
За словами міністра, зараз уряд веде переговори з UNOPS (Управлінням ООН з обслуговування проєктів), яке буде забезпечувати закупівлю і розвезення до пологових будинків «Пакунку малюка».
«Тому у людини буде право, що ось ти береш у пологовому будинку або «Пакунок малюка», або ти візьмеш картку. Все-таки людині треба давати право вибору», – сказала Лазебна.
У листопаді Кабінет міністрів України ухвалив постанову про надання при народженні дитини одноразової допомоги «Пакунок малюка», в якій батькам дають право вибору – отримувати допомогу у грошовій чи натуральній формі.
«Наразі батьки, у яких діти народились до 23 жовтня 2020 року включно та які не отримали «Пакунок малюка», отримують грошову компенсацію вартості одноразової натуральної допомоги «Пакунок малюка». Батьки, у яких діти народились з 24 жовтня 2020 року, матимуть змогу отримати одноразову натуральну допомогу «Пакунок малюка» протягом 30 днів з дати народження дитини. У разі неотримання «Пакунку малюка» з незалежних від батьків обставин вони отримають грошову компенсацію вартості одноразової натуральної допомоги», – розтлумачила рішення уряду пресслужба Міністерства соціальної політики.
За повідомленням, із 1 липня 2021 року батьки матимуть право вибору між одноразовою натуральною допомогою «Пакунок малюка» та грошовою компенсацією. Також запроваджується можливість отримання отакої допомоги в межах послуги «єМалятко», додали у міністерстві.
21 жовтня президент Володимир Зеленський підписав закон про відновлення надання одноразових пакунків із продуктами першої необхідності новонародженим немовлятам.
30 вересня Верховна Рада ухвалила зміни до закону «Про державну допомогу сім’ям з дітьми» щодо надання при народженні дитини одноразової натуральної допомоги «пакунок малюка».
29 липня Кабінет міністрів повідомив про намір з 1 вересня замість «пакунку малюка» виплачувати одноразову допомогу в обсязі 5 тисяч гривень. Ці кошти мають зараховуватися на банківські рахунки в «Приватбанку» зі спеціальним режимом використання.

У серпні дитячий фонд Організації Об’єднаних Націй ЮНІСЕФ закликав Кабінет міністрів України відновити послугу «Пакунок малюка» і не замінювати її грошовими виплатами.
За даними фонду, «більшість батьків» підтримує саме допомогу у вигляді товарів для новонародженого, а не виплати.
Ініціатива «Пакунок малюка» запрацювала восени 2018 року. До цих наборів входили предмети гігієни, одяг для новонароджених, підгузки та інші товари.

Міністр соцполітики: індексацію пенсій почнемо з 1 березня
Уряд планує почати індексацію пенсій з 1 березня, повідомила в інтерв’ю Радіо Свобода міністр соціальної політики Марина Лазебна.
«Ми зараз думаємо над варіантами індексації. Тому що, по-перше, ми ще не знаємо індексу, на який буде відсоток підвищено. Але ми точно почнемо її (індексацію – ред.) 1 березня. І будемо наполягати на тому, щоб вона відбулася», – сказала Лазебна.
Міністр соціальної політики також пояснила, чому в грудні до пенсій додали кількадесят гривень: «Це не індексація пенсій. Це перерахунок пенсій у зв’язку зі зростанням прожиткового мінімуму».
«Двічі на рік передбачено (і так робиться вже дуже багато років), що переглядається прожитковий мінімум. Звичайно, є такий стандарт, як прожитковий мінімум для пенсіонерів, для осіб, які втратили працездатність. От перше підвищення в році 1 липня, а наступне – 1 грудня. Це теж мінімальна пенсія. В законі так написано, що мінімальна пенсія повинна бути не нижче цього прожиткового мінімуму», – сказала Лазебна.
За її словами, у 2022 році уряд планує індексувати пенсії усіх пенсіонерів, але для цього Верховна Рада має ухвалити відповідний законопроєкт.
«З 2014 року не індексуються пенсії державним службовцям, не індексуються пенсії науковцям, журналістам, певні пенсії військових не підпадали, тому що у них там були перерахунки, але в принципі є певні категорії людей, яким не індексуються пенсії. У нас є законопроєкт, яким ми відновлюємо індексацію пенсій для всіх без винятку категорій пенсіонерів. Не важливо, за яким законом тобі призначена пенсія (про загальнообов’язкове державне пенсійне страхування чи про науку і науково-технічну діяльність), твоя пенсія має індексуватися», – заявила міністр.
За її словами, відповідний законопроєкт треба «провести» через уряд і внести у парламент.
«Єдине що? Як, звичайно, парламент, буває, не дуже швидко ухвалює такі речі і до них треба готуватися та закладати кошти. Якщо ми ухвалимо цей законопроєкт про відновлення індексацій пенсій у 2021 році, у 2022 році почнеться індексація пенсій для всіх пенсіонерів. Це буде правильно, справедливо і це те, чого чекають люди», – наголосила вона.
Лазебна також повідомила, що в січні в Україні підвищується найменша пенсія для людей віком від 65 років, які мають повний стаж.

In a First, Congress Overrides Trump Veto of Defense Bill
Congress has overridden President Donald Trump’s veto of a defense policy bill, a first by lawmakers since Trump took office nearly four years ago.In an extraordinary New Year’s Day session, the Republican-controlled Senate easily turned aside the veto, dismissing Trump’s objections to the $740 billion bill and handing him a rebuke weeks before his term ends.Trump had lashed out at lawmakers from his own party on Twitter, charging earlier this week that “Weak and tired Republican ‘leadership’ will allow the bad Defense Bill to pass.”Trump called the looming override vote a “disgraceful act of cowardice and total submission by weak people to Big Tech. Negotiate a better Bill, or get better leaders, NOW!”The 81-13 vote in the Senate followed an earlier 322-87 override vote in the House of the widely popular defense measure. The bill provides a 3% pay raise for U.S. troops and guides defense policy, cementing decisions about troop levels, new weapons systems and military readiness, personnel policy and other military goals. Many programs, including military construction, can go into effect only if the bill is approved.’Tremendous opportunity’Senate Majority Leader Mitch McConnell of Kentucky said before the vote that Congress has passed the National Defense Authorization Act every year for 59 years in a row, “and one way or another, we are going to complete the 60th annual NDAA and pass it into law before this Congress concludes on Sunday.”The bill “looks after our brave men and women who volunteer to wear the uniform,” McConnell said. “But it’s also a tremendous opportunity: to direct our national security priorities to reflect the resolve of the American people and the evolving threats to their safety, at home and abroad. Лазебна: у 2021 році вдвічі збільшуються надбавки на догляд за людьми, в яких інвалідність – з дитинства
Міністр соціальної політики Марина Лазебна в інтерв’ю Радіо Свобода повідомила, що цьогоріч в Україні вдвічі збільшуються надбавки на догляд за людьми, в яких інвалідність – з дитинства.
«Для людей з інвалідністю, особливо там, де є люди з інвалідністю із дитинства, у нас вже в 2021 році суттєво підвищуються надбавки на догляд – удвічі. Якщо, наприклад, сьогодні надбавка на догляд категорії А, а це дуже складні люди з інвалідністю, 1300 гривень, то буде 2600. Ми вдвічі підвищуємо надбавки за догляд. Ці люди будуть підтримані іншими соціальними програмами», – повідомила Лазебна.
За її словами, загалом очікується перегляд соціальних виплат людям з інвалідністю в Україні.
За даними Мінсоцполітики, станом на 1 січня 2020 року, в Україні налічувалося 2,7 мільйона людей, що мають інвалідність (222,3 тис. осіб з I групою інвалідності, 900,8 тис. осіб з II групою інвалідності, 1416,0 тис. осіб з III групою інвалідності та 163,9 тис. дітей з інвалідністю).

Комунальники розповіли, скільки сміття вивезли з Софійської площі у Києві після святкувань новорічної ночі
У «Київавтодорі» повідомили, що із Софійської площі столиці після святкувань новорічної ночі вивезли близько 83 метрів кубічних сміття.
«У новорічну ніч дорожні служби не спали. Від початку святкувань і до світанку тривала посилена робота з прибирання міста. Постійно очищали від бруду Софійську площу, Контрактову площу, пішохідно-велосипедний Володимирський міст, територію біля Арки дружби народів. Лише з Софійської площі вивезли близько 83 м3 сміття», – йдеться в повідомленні.
За даними комунального підприємства, щоб очистити святкові локації, довелося залучити спецтехніку.
Цьогоріч на період зимових свят у Києві діє три ключові святкові локації – біля Арки Дружби народів – «Кришталевий палац», на Подолі – «Петриківський розпис» і на Софійській площі «Казковий ліс».

У кожній громаді повинні надаватися 67 видів соціальної підтримки – очільниця Мінсоцполітики
Кожна об’єднана територіальна громада має створити соціальний відділ з надання різних видів соціальної підтримки, заявила в інтерв’ю Радіо Свобода міністр соціальної політики Марина Лазебна.
«Громади мають приймати людей, ми їм надали інструмент – називається він «соціальна громада». Кожна громада має у себе створити соціальний відділ, мати ось цю «соціальну громаду» і приймати людей на оформлення 67 видів соціальної підтримки. Це і пільги, і виплати, і субсидії. Людина приходить в громаду і заповнює цей документ. Документ передається вже на районний рівень, де йде призначення і контроль за правильністю такої виплати», – розповіла Лазебна.
Вона не виключила, що в питанні нарахування соціальних виплат можуть виникнути помилки через «людський фактор», тому необхідні ретельні перевірки.
«Людський фактор, можна помилитися, можна людині недонарахувати або відмовити. І це треба перевіряти. Людина має отримати все, що їй призначено, і де вона має право, на яку допомогу, і щоб все це було відповідно до закону», – сказала міністр, додавши, що такі перевірки спочатку проходять на районному, а потім обласному рівні.
Система «Соціальна громада» від Мінсоцполітики об’єднує у єдиному інформаційному середовищі офіси прийому документів від населення. Система була розроблена, зокрема, як веб-додаток, для наближення адміністративних послуг соціального характеру до мешканців об’єднаних територіальних громад (ОТГ).

В Україні «несуттєво зростає» вартість оформлення біометричних документів
Державне підприємство «Поліграфічний комбінат «Україна» з 1 січня 2021 року змінює вартість бланків біометричних документів, через що «несуттєво зросте» загальна вартість оформлення паспорта громадянина України у формі картки, паспорта громадянина України для виїзду за кордон і посвідок на тимчасове і постійне проживання, повідомила напередодні Державна міграційна служба.
Паспорт громадянина України у формі картки від 1 січня можна буде оформити:
до 20 робочих днів – за 363 гривні замість 345
до 10 робочих днів – за 489 грн замість 471.
Паспорт громадянина України для виїзду за кордон від 1 січня можна буде оформити:
до 20 робочих днів – за 694 гривні замість 682 грн
до 7 робочих днів і до 3 робочих днів у разі наявності підстав – 1046 грн замість 1034 гривні.
Посвідку на тимчасове проживання з 1 січня можна оформити:
до 15 робочих днів – за 915 грн замість 891.
Посвідку на постійне проживання з 1 січня можна оформити:
до 15 робочих днів – за 752 гривні замість 728.
При цьому громадяни України, іноземці та особи без громадянства, які оплатили адміністративні послуги й подали заяви для оформлення документів до 31 грудня, отримають документи за старою ціною.
А особи, які оплатили адміністративні послуги до 31 грудня, але не подали заяв на оформлення документів, матимуть можливість здійснити доплату за оформлення документів за тарифами, які діятимуть на момент подання відповідних заяв, додали в ДМС.

‘We Have to Be Remembered for What’s Been Done,’ Trump Says on Return to DC
After weeks of vowing to win his fight to remain in office, U.S. President Donald Trump issued a video Thursday looking back on what he called “historic victories” and said: “We have to be remembered for what’s been done.” Trump, who has yet to formally concede his November election defeat to Democrat Joe Biden, posted the message on Twitter after returning to Washington early from his Florida resort amid a fight with Congress over a defense bill and coronavirus aid checks. Trump praised his administration’s accomplishments, which he said included its handling of the coronavirus pandemic and rebuilding the economy. Trump, who had COVID-19 in October, frequently played down the severity of the pandemic and oversaw a response many health experts have criticized as disorganized, cavalier and that sometimes ignored the science behind virus transmission. Trump said that the United States had produced a COVID-19 vaccine in record time and that he had correctly predicted this would come before the year ended.
