Tennessee Suit Seeking Vote-by-Mail for All Heading to Court
A Tennessee lawsuit that seeks to let all voters cast ballots by mail due to the coronavirus pandemic is headed to court Thursday.
During the video conferencing hearing, a Davidson County judge will weigh whether to order a temporary injunction of more than a dozen excuses to qualify to vote absentee in Tennessee in the August primary. Those range from being sick to being 60 or older.
The lawsuit argues universal vote by mail eliminates risk of catching COVID-19 at the polls or unknowingly spreading it. State officials say they “cannot feasibly implement” the quick and costly shift.
Memphis-based voting rights group #UpTheVote901 and several voters filed the lawsuit. Two other lawsuits similarly seek the expansion of absentee voting in Tennessee for the 2020 elections. The American Civil Liberties Union of Tennessee, which is leading the other state court lawsuit, has sought to participate in Thursday’s hearing.
The Lawyers’ Committee for Civil Rights Under Law and the Campaign Legal Center have sued in federal court.

Trump to Sign Executive Order Aimed at Reining in Twitter
U.S. President Donald Trump will sign an executive order Thursday regarding social media platforms, after Twitter tagged a pair of his tweets with a fact-check warning.Sources close to the White House say the president’s executive order would require the Federal Communication Commission to clarify a section of the Communications Decency Act that largely exempts online companies like Twitter and Facebook from any legal liability from any content posted by their users.The order also directs the White House Office of Digital Strategy to redouble its efforts to collect complaints of online censorship and submit them to the Federal Trade Commission and the Justice Department.Trump Threatens Action Against TwitterPresident lashes out at social media platform after it put fact-check alert on pair of his tweets about mail-in ballotsTrump on Wednesday threatened to “strongly regulate” or shut down social media platforms. Укрзалізниця: з 1 червня відновлять рух 214 приміських поїздів
«Укрзалізниця» з 1 червня почне перший етап відновлення руху приміських поїздів, повідомив в.о. голови правління компанії Іван Юрик.
«Наразі ми отримали дозвіл на запуск низки електричок у 10 областях. Тож з наступного тижня відновлять свої маршрути 214 приміських поїздів», – зазначив керівник компанії.
Як повідомляє пресслужба УЗ, станом на 28 травня «Укрзалізниця» отримала рішення про послаблення карантину з 1 червня від регіональних комісій із питань техногенно-екологічної безпеки і надзвичайних ситуацій обласних державних адміністрацій у Харківській, Полтавській, Луганській, Донецькій, Тернопільській, Івано-Франківській, Одеській, Черкаська, Житомирській, Хмельницькій (у напрямку Жмеринка – Гречани та Хмельницький – Волочиськ) областях.
Від 1 червня на філії «Донецька залізниця» почнуть курсувати 38 поїздів, «Львівська залізниця» – 20 поїздів, «Одеська залізниця» – 44 поїзди, «Південна залізниця» – 112 поїздів, уточнили у компанії.
Юрик закликав пасажирів дотримуватись усіх санітарних норм і серйозно ставитись до карантинних обмежень.
Раніше в «Укрзалізниці» заявили, що з 1 червня планують запустити 42 поїзди, з яких 10 – Інтерсіті+ і 32 – далекого сполучення. На ці поїзди вже найближчими днями мають відкрити продаж квитків.

У Держкіно відреагували на звинувачення Центру Довженка
Голова Державного агентства з питань кіно Марина Кудерчук відреагувала на заяву Національного центру Олександра Довженка «про настання стану неплатоспроможності».
У центрі заявили, що така ситуація склалася, зокрема через те, що Держкіно подавало занижені показники для фінансування.
«Ця інформація неправдива – це єдине, що вам можу сказати. Я рекомендую ставити питання Міністерству культури. Це заклад Міністерства культури, не наш заклад. А ми лише в рамках нашої програми держпідтримки кінематографу даємо суму грошей. А в цьому році у зв’язку з секвестром бюджету ми подали для всіх скорочені суми», – заявила Кудерчук у коментарі Радіо Свобода.
Голова Держкіно додала, що напряму з Центру Довженка до неї не зверталися з приводу цієї ситуації.
«Контакти з Центром Довженка в нас – тільки в рамках надсилання листів одне одному. З керівником я навіть не знайома. На запрошення познайомитися він не відповів. Щодо фінансування центру, його фінансового стану – це питання до міністерств, не до нас», – додала Кудерчук.
При цьому директор Національного центру Олександра Довженка Ігор Козленко 15 травня заявляв, що Марина Кудерчук ініціювала скорочення державного фінансування центру до 3,4 мільйона гривень замість 8,6 мільйона, передбачених Верховною Радою з підтримки кінематографії на початку травня.
Раніше сьогодні Національний центр Олександра Довженка заявив про настання стану неплатоспроможності.
«Від початку 2020 року Центр не отримав плановане державне фінансування за бюджетною програмою 1806030 «Державна підтримка кінематографії», що пов’язано з незатвердженням Міністерством фінансів поданого Міністерством культури й інформаційної політики (МКіП) проєкту паспорту програми. Однією з причин незатвердження паспорту є саботаж керівництвом Державного агентства України з питань кіно своїх обов’язків у частині організації бюджетного процесу й подання в Мінфін занижених показників фінансування Центру всупереч затвердженому МКіП річному плану підприємства і Порядку використання коштів, затвердженого Постановою КМУ від 18 квітня 2018 р. № 339», – йдеться в заяві.
У Мінкультури ситуацію поки що не коментували.
Керівник Центру Довженка Іван Козленко також заявив, що з власної ініціативи розриває контракт із Міністерством культури з 4 червня.
«Керувати ліквідацією Національного центру Олександра Довженка, розвитку та встановленню міжнародної репутації котрого я присвятив 8 років свого життя, я відмовляюсь», – наголосив Козленко.
Пізніше Козленко також заявив про обшуки в центрі, але додав, що з «сьогоднішньою заявою це не пов’язано».
У Нацполіції Радіо Свобода уточнили, що обшуками займається поліція Києва. Там пообіцяли надати інформацію трохи згодом.
Як йдеться в повідомленні на сайті Національного центру Олександра Довженка, Довженко-Центр – найбільший кіноархів України, в якому зберігається більше ніж 6000 найменувань художніх, документальних, анімаційних українських і закордонних фільмів та тисячі архівних документів з історії українського кіно.
Заснований у 1994 році на базі найбільшої за часів СРСР української кінокопіювальної фабрики (заснованої в 1948 році).

До запуску пасажирського сполучення з червня готові понад 40 поїздів – Мінінфраструктури
До запуску із червня поточного року готові 42 поїзди, повідомив у Telegram-каналі міністр інфраструктури Владислав Криклій.
«Укрзалізниця технічно готова розпочати пасажирське сполучення. До запуску з 1 червня готові 42 поїзди, їх кількість може бути збільшена», – вказав міністр.
За його словами, коли і які рейси можуть відкритися, визначають обласні комісії з питань техногенно-екологічної безпеки та надзвичайних ситуацій. Вони формують відповідне рішення щодо можливості послаблення карантину та відновлення сполучення.
«На сьогодні є рішення обласних комісій щодо відновлення сполучення у Харківській, Донецькій, Луганській, Одеській, Полтавській та Черкаській областях. Обласні комісії Чернівецької та Закарпатської областей не дозволили відновлення руху. Обласні комісії Тернопільської і Хмельницької областей дозволили запустити тільки приміське сполучення. Інші регіони приймуть рішення додатково протягом 28-30 травня», – додав Криклій.
Він зазначив, що з 1 червня продаж проїзних документів може здійснюватися одразу за 90 днів до дати відправлення, а не за 45-60, як було раніше.
«Укрзалізниця» 26 травня відкрила продаж квитків на перші напрямки по Україні після послаблення карантину.

Українців попередили про сильні дощі вдень, у Києві підготували спецтехніку
У четвер у більшості північних, центральних, Одеській та Миколаївській областях очікуються значні дощі, вдень на Лівобережжі – грози, пориви вітру 15-20 м/с, повідомив Укргідрометцентр.
У Держслужбі з надзвичайних ситуацій оцінили рівень небезпечності як перший (жовтий).
Синоптик Наталка Діденко у фейсбуці уточнила, що сильні дощі зумовить циклон з Туреччини.
«Вдень східна частина України, Приазов’я та Крим втримаються від серйозних дощів, там або місцями невеликі або й без опадів. Температура повітря трохи змилосердиться і підвищиться: вдень передбачається +15+20 градусів, на Сході аж +20+25 градусів. Проте дощ та сильний вітер дещо знівелюють ці атмосферні теплі здобутки», – зазначиала Наталка Діденко.
Вона додала, що Київ у четвер «повною мірою відчує смак циклону» – дощі, сильний вітер, можливі грози, температура вдень +16+18 градусів.
У Київміськадміністрації повідомили, що, аби ліквідовувати наслідки негоди, у столиці напоготові 72 одиниці спецтранспорту і спецзасобів, у тому числі, мотопомпи, гідромонітори, насосні станції.

Зламали двері та увірвалися до приміщення, де цього дня п’ятий президент України Петро Порошенко та його дружина Марина презентували виставку картин зі своєї колекції. Директор музею Петро Гончар повідомив, що відповідну заяву він написав у поліцію, адже двері зламані, а в приміщення проникли без його згоди. Державне бюро розслідувань відкрило справу щодо можливого порушення і несплати мита під час ввезення 43 картин в Україну

US Congress Approves China Sanctions Over Ethnic Crackdown
Congress voted Wednesday to toughen the U.S. response to a brutal Chinese crackdown on ethnic minorities, adding another factor to the increasingly stormy relationship between the two countries.The House passed a bipartisan bill that would impose sanctions on Chinese officials involved in the mass surveillance and detention of Uighurs and other ethnic groups in the western Xianjiang region, a campaign that has drawn muted international response because of China’s influence around the world.The measure already passed the Senate and needs a signature from President Donald Trump, who said this week he’ll “very strongly” consider it amid U.S. anger over China’s handling of the coronavirus outbreak and tension over a Chinese plan to restrict civil liberties in Hong Kong.Both issues emerged, along with other sore points in the China-U.S. relationship, as Republican and Democratic members of Congress spoke in support of the bill. Will Mail-In Voting in US Turn Election Day Into Election Week?
A shift to mail voting is increasing the chances that Americans will not know the winner of November’s presidential race on election night, a scenario that is fueling worries about whether President Donald Trump will use the delay to sow doubts about the results.State election officials in some key battleground states have recently warned that it may take days to count what they expect will be a surge of ballots sent by mail out of concern for safety amid the pandemic. In an election as close as 2016’s, a delayed tally in key states could keep news organizations from calling a winner.”It may be several days before we know the outcome of the election,” Jocelyn Benson, Michigan’s Democratic secretary of state, said in an interview. “We have to prepare for that now and accept that reality.”Ohio’s Republican secretary of state, Frank LaRose, pleaded for “patience” from the public. “We’ve gotten accustomed to this idea that by the middle of the evening of election night, we’re going to know all the results,” LaRose said Wednesday at a forum on voting hosted by the Bipartisan Policy Center. “Election night reporting may take a little longer” this year, he warned.Delayed results are common in a few states where elections are already conducted largely by mail. But a presidential election hasn’t been left in limbo since 2000, when ballot irregularities in Florida led to weeks of chaos and court fights.’Very problematic’For some election experts and Democrats, the prospect of similar uncertainty is especially worrisome this year, as Trump disparages mail-in voting as fraudulent and has claimed without evidence that widespread mail balloting will lead to a “rigged” election.”It’s very problematic,” said Rick Hasen, a University of California-Irvine law professor. “There is already so much anxiety about this election because of the high levels of polarization and misinformation.”Hasen is among the experts who have been studying the strains on the U.S. electoral system during the pandemic. He recently convened a bipartisan group of academics to recommend safeguards for a disputed election. Some members have gamed out dramatic scenarios like state legislatures or governors refusing to seat electors, or a candidate refusing to cede power.Meanwhile, some Democratic operatives, lawyers and even the presumptive presidential nominee have grown increasingly vocal with their concerns that Trump will try to meddle in the election. Joe Biden recently said he thinks Trump may use his office to intervene: “Mark my words, I think he is going to try to kick back the election somehow, come up with some rationale why it can’t be held.”Trump campaign spokesperson Ken Farnaso called the accusation “another unsubstantiated creation of the liberal conspiracy theory machine.”Trump said last year in an interview that he would accept the results of the 2020 election. Since then, however, the coronavirus has dramatically changed how Americans vote.As voters look for a safer alternative to in-person voting, election officials from both parties have promoted mail-in and absentee voting options and requests for mail ballots have surged in the primaries. Many states expect to be scrambling to process millions more in November.While each state runs its own process, those mail ballots can take longer to count. In some states, the ballots can be accepted several days after Election Day, as long as they are postmarked before polls closed. And while some states count the ballots as they come in, others — notably the critical battlegrounds of Michigan and Pennsylvania — have laws that forbid processing mail ballots until Election Day, guaranteeing the count will extend well past that night.That doesn’t mean The Associated Press and other news organizations won’t call a winner. The AP regularly calls races before the official vote count is complete, using models based on partial results, past races and extensive polling.But in particularly tight contests, the AP and other news organizations may hold off on declaring a winner. That could lead to a national roller coaster ride of shifting results.Slow count in November?In Arizona in 2018, for example, Republican Martha McSally was narrowly winning the initial tally of in-person votes and mail ballots that had arrived days before Election Day. More than a week later, after election officials were able to tally all the mail votes that arrived on Election Day, Democrat Kyrsten Sinema won the senatorial race by more than 2 percentage points. Arizona changed its procedures to try to speed up the vote count this year.In Michigan and Pennsylvania, two states that helped hand Trump his 2016 victory, Democrats have pushed to relax the laws forbidding them from processing ballots before Election Day but faced GOP resistance.In Michigan, GOP leaders had argued it would be improper to handle ballots before Election Day. But on Wednesday, the state’s GOP-controlled Senate signaled a shift, advancing a bill that would allow the processing of absentee ballots the day before Election Day. Benson said even if the bill passes, she expects a slow count in November.”It’s certainly going to be a challenge,” Benson said.In Pennsylvania, only 4.6 percent of the state’s voters voted either early or by mail in 2016. But now both parties are urging voters to send in mail ballots for next week’s primary elections, and officials are overwhelmed by absentee ballot requests.Philadelphia says it won’t even begin to count mail ballots until after the end of primary day, June 2. Forrest K. Lehman, elections director in Lycoming County in central Pennsylvania, warned: “In terms of November, if they don’t let us start canvassing sooner than the day of the election, there’s no way anyone can responsibly call Pennsylvania on election night.”Another factor that could delay the count is Democrats’ push to require states to accept mail ballots postmarked on Election Day. Democrats have filed more than a dozen lawsuits demanding that standard and note that the U.S. Supreme Court required it for Wisconsin’s April 7 election.But, because of that requirement, Wisconsin couldn’t release results from its election until April 13.

«Сьогодні Комісія з надзвичайних ситуацій міста ухвалила рішення про відкриття в столиці торговельно-розважальних центрів (без роботи розважальних зон). ТРЦ у Києві – з дотриманням санітарних норм і регламентів», – сказав Кличко.
Він також додав, що із 30 травня поновлять роботу столичні готелі.
Кличко повідомив, що вперше з початку пандемії в Києві за добу одужало більше людей, ніж захворіло. Так, минулої доби у столиці 29 людей захворіли на COVID-19, 3 – померли, одужали за добу 44 людини. На сьогодні в Києві 2739 підтверджених випадки, 64 – летальні.
Нещодавно у столичній мерії заявляли, що торговельно-розважальні центри зможуть запрацювати за умов дотримання наявних карантинних обмежень та після відновлення перевезень метро.
Раніше уряд дозволив відкрити непродовольчі магазини в ТРЦ, але не фудкорти та розважальні зони.
Кабінет міністрів запровадив карантин в Україні з 12 березня через загрозу COVID-19, наразі його продовжили до 22 травня.

В Україні за минулу добу зафіксовано 321 новий випадок захворювання на COVID-19, свідчать дані системи моніторингу поширення епідемії коронавірусу РНБО.
Згідно з повідомленням, за попередню добу 420 людей одужали, 14 – померли.
Водночас, за даними МОЗ, в Україні зареєстровано 21 905 випадків захворювання на COVID-19, від початку пандемії померли 658 людей, 7 995 – одужали.
Очільник МОЗ Максим Степанов зауважив, що другу добу поспіль нових хворих в Україні менше, ніж тих, хто одужав.

US Closes Probes into 3 Senators over Their Stock Trades
The Justice Department has closed investigations into stock trading by Sens. Dianne Feinstein of California, Kelly Loeffler of Georgia and Jim Inhofe of Oklahoma, according to people familiar with notifications sent to the senators. The senators came under scrutiny for transactions made in the weeks before the coronavirus sent markets downhill.The developments indicate that federal law enforcement officials are narrowing their focus in the stock investigation to Sen. Richard Burr, R-N.C, the former Senate Intelligence Committee chairman. Agents showed up at his Washington-area home almost two weeks ago with a warrant to search his cellphone.Senate records show that Burr and his wife sold between roughly $600,000 and $1.7 million in more than 30 transactions in late January and mid-February, just before the market began to dive and government health officials began to sound alarms about the virus. Burr has denied any wrongdoing.Sen. Republican Governors Invite Trump to Move Conventions to Their States
Three Republican governors are offering to hold the party’s 2020 national convention in their state if North Carolina doesn’t satisfy U.S. President Donald Trump’s demand for a full gathering in August. The governors of Florida, Georgia and Texas all say their state would be the ideal place for Republicans to gather. The convention, where Trump is certain to be nominated for a second term, is set to open in Charlotte on August 24. But Democratic Governor Roy Cooper has yet to give Trump assurance that the state will be fully reopened from the coronavirus restrictions by then. FILE – North Carolina Gov. Georgia Gov Offers State as Alternative GOP Convention Host
Georgia’s governor is offering his state and its “world-class facilities” as host of the Republican National Convention — a day after President Donald Trump threatened to pull the convention out of North Carolina if that state’s Democratic governor doesn’t assure him that the August gathering can go forward despite coronavirus fears.
Georgia Gov. Brian Kemp, a Republican, sent an open plea to Trump on Tuesday to consider his state as an alternate site for the quadrennial convention, which is set to gather more than 2,500 delegates and thousands more guests, press and security officials. Plans have been underway for more than a year to hold the convention in Charlotte, but Trump and national Republican officials have expressed concerns that local officials may not allow gatherings of that size during the pandemic.
“With world-class facilities, restaurants, hotels, and workforce, Georgia would be honored to safely host the Republican National Convention,” Kemp tweeted Tuesday. “We hope you will consider the Peach State, @realDonaldTrump!”
Over the weekend, Trump complained that North Carolina Gov. Roy Cooper was “unable to guarantee that by August we will be allowed full attendance in the arena.”
He added that Republicans “must be immediately given an answer by the Governor as to whether or not the space will be allowed to be fully occupied. If not, we will be reluctantly forced to find, with all of the jobs and economic development it brings, another Republican National Convention site.”
GOP officials say a determination is needed in the coming weeks in order to begin final preparations for the convention.
Republican National Committee Chair Ronna McDaniel said the president “is right to ask for assurances from North Carolina” about the convention.
“We want to have it in North Carolina, the president wants to have it in North Carolina,” she told Fox News on Tuesday morning. “It’s just the governor. He has to work with us. Every state we talk to says we want to nominate the president here, but this governor is up for reelection and hasn’t given us the reassurances we need. We need to be able to move forward in a concrete way. We are going to have those discussions.”
The Democratic mayor of Atlanta, Georgia’s capital and by far its largest city, said in a statement Tuesday that its reopening plan doesn’t mesh with Kemp’s offer to hold the convention in Georgia.
“Like North Carolina, the City of Atlanta is following a phased, data-driven approach to reopening. That plan does not contemplate hosting a large gathering event in August,” Mayor Keisha Lance Bottoms said. “In fact, several long-standing City-supported and sponsored events have already been canceled in order to comply with CDC guidelines.”
David Shafer, chairman of Georgia’s state Republican Party, said in a text message that he spoke to Kemp on Tuesday morning. “We have reached out to Republican National Committee Chairman Ronna Romney to let her know that, if North Carolina falls through, Georgia is ready to help,” Shafer told The Associated Press.
“Under Governor Kemp, Georgia has led the nation in safely reopening its economy,” Shafer said. “We have first class facilities, a skilled workforce and a reputation for hospitality second to none. We would be proud to host the Republican National Convention.”
Kemp spokeswoman Candice Broce declined to answer questions about the hasty bid and instead referred questions to Shafer.
Georgia became a lightning rod for both criticism and praise when it was one of the first states in the nation to allow businesses including tattoo parlors and bowling alleys to reopen in late April. Trump criticized Kemp’s decision at the time, saying “It’s just too soon,” but later said he was only expressing concern about certain places, like tattoo parlors, being reopened, adding: “I think it’s wonderful.”
As it tried to nail down convention plans, the Trump campaign announced it was promoting two veteran political aides to senior leadership roles. Bill Stepien, the former White House political director, will serve as deputy campaign manager, the campaign said. Stephanie Alexander, a regional political director, will become the campaign’s chief of staff.
The pair bring additional political experience to the campaign’s upper echelon, which is led by campaign manager Brad Parscale, a relative newcomer to national politics who ran Trump’s digital effort in 2016.

Bloomberg раскрыл очень низкий рейтинг обиженного карлика пукина
Bloomberg сообщил, что рейтинг у пукина составляет 27%, чем сразу вызвал бурю негодования от российского посольства. Я тоже не согласен, считают что его рейтинг еще ниже, но посольство считает иначе и требует извинений. Кадырова же сейчас нет, так бы он попросил извиниться. А сам пукин тем временем подписал закон, который позволяет голосовать дистанционно. Фальсификация выходит на новый уровень
